3 1.0 About the territory: The Silvassa is the Capital city of the Union Territory of Dadra and Nagar Haveli. Town is located on the Daman Ganga river at about 30 kms from Daman. The Silvassa Municipal Council has an area of Sq. Km and Its population is 98,032 as per 2011-Census data. The nearest Railway Station is Vapi which is about 18 Kms from Silvassa. The UT is linked with National highway No.8 at a distance of approximately 12 Km. from Silvassa. The Silvassa is in close proximity with three major cities viz.., Mumbai at a distance of 160 Kms towards the South; Surat at a distance of 140 Kms towards North; and Nasik at a distance of 140 Kms towards East. (Refer Diagram below). The main objective is to lease right for display of advertisement in the 600 Nos. of Electrical Polls within the area. All Electrical Polls are located as per the list enclosed herewith. The goal is to good look to city and providing space for advertisement and to remove unauthorized hording etc. erected in haphazard manner. Location of Silvassa City Page 3

4 2.0 Location of Electrical Polls: wishes to auction the Advertisement rights to eligible bidders as per the qualification criteria mentioned in this document for a period of Three years. The approximate size of the Advertisement Panels is as follows: a. On both side of electrical poles 0.60 Mt X 0.90 Mt; (or as per decision of SMC keeping in view the size of divider) 3.0 Scope of Work a) The highest bidder shall be given on lease the Advertisement Rights for 600 Nos. of Electric Polls for a period of three years; b) The successful bidder shall maintain high quality of standards of advertisement and shall obtain separate permission to erect each advertisement as per the procedure and rules prescribed in the DC Rules c) The Agency should have registration under Micro Small Medium Enterprises, from the Appropriate Govt. Department. Without such registration and provision of relevant certificate documents, the agency shall be disqualified. d) If the agency has been rejected, or blacklisted or has been into arbitration for any work with any government agency/department, in present or in past, then they shall be disqualified. e) The successful bidder shall be responsible for payment of all electricity charges and any other charges as levied from time to time by the UT Administration during the lease period. f) The successful bidder shall not be allowed to sub lease advertisement right granted to him. 4.0 Technical Criteria / Eligibility:- The agency should be an expert in the field of advertisement and should be working in the said field for at least three years and should have been working with any government agencies such as railways, shipping,tourism boards, municipal corporations etc. A proper certificate of their proficiency should be attached. 5 a) Agency should have minimum Annual Turnover of Rs. 25 lakh every year for the last three financial year i.e. for the year , and Requisite documents should be attached invariably failing which the agency will be disqualified. b) The satisfactory completion of at least three similar work /advertisement work costing of Rs. 05 (five) lakhs every year during last three year i.e , and The certificate of that effect issued by any organization of the State Govt./ Central Govt./ Municipal Corporation/ Govt. boards/govt. corporate organization/ Municipality shall be attached along with tender documents. c) The tender fee of Rs. 2000/- shall be paid in form of cash or DD. in favour of the, Silvassa d) The Intending Bidder shall pay an amount of Rs. 8400/- (Rupees Eight Thousand Four Hundred) as an Earnest Money Deposit (EMD) in form of FDR from the Schedule Bank drawn in favour of, Silvassa. e) The successful Bidder shall pay Performance Guarantee of 5% of the total cumulative lease amount within 10 days from the date of issue of letter for acceptance of bid/tender. f) The financial bid shall be opened only of those bidders who qualify as per the technical eligibility criteria. 5.0 AWARD OF CONTRACT The contract will be awarded to the successful bidder who offers highest bid subject to Technical qualification and furnishing of EMD and Security Deposit in prescribed format. 6.0 GENERAL TERMS AND CONDITIONS a) The successful bidder shall deposit 100% advance payment of the first year lease amount within 10 days on issue of letter for acceptance of the rate by the competent authority. b) The successful Bidder shall pay Performance Guarantee of 5% of the total cumulative lease amount within 10 days from the date of issue of letter for acceptance of bid/tender. c) The successful bidder shall be responsible for upkeep, maintenance and operation of lighting system during the lease / contract period at his own cost. 6 d) The interesting bidder shall submit the proper undertaking in form of affidavit on Non Judicial Stamp Paper value of Rs. 100/- covering condition (b) to (f) above along with the tender documents. e) The display of advertisement shall be in accordance with the latest National Building Code and the DC Rule of UT Administration. The display materials shall be of best quality. f) Advertisements which offend any law or hurt religious feelings of people or against public policy, morality or defamatory or the display of which is prohibited by any lawful authority, shall not be displayed by the agency in the Electrical Polls. The Authority reserves the right to refuse the display of any advertisements. g) The authority would not be responsible in case of any vandalism at Advertisement Panel due to political, communal or any kind of riots or fire or any kind of damage caused by people, or acts of god such as earthquake etc. h) Electrical consumption charges or any other charges would be paid at actual by the successful bidder. i) Agency would have rights to remove any un-authorized ads, banners, pamphlets, posters or any similar product displayed on the Electrical Polls which does not have the written permission of the authority. The cost towards removal of such hoardings shall be met by the successful bidder only. The bidder shall not allow un-authorized advertisement to be displayed without the written permission of the Authority. j) If the agency wants to increase the size of the medium in future, then they can do so by getting approvals from the concerned authorities. 7.0 Important Notes a) Physical submission of Technical Document along with Tender fee, Service tax, Registration/VAT and other documents etc. in hard copy in the office of the tender inviting authority i.e. Chief Officer,, Near Town Hall, Shahid chowk Char Rasta, Silvassa, D&NH by RPAD/Speed post/courier/hand delivery within the stipulated period. The Tender inviting authority shall not be responsible for any postal delay or loss of documents. b) The Technical submitted in physical by the bidders shall be scrutinized in the presence of the interested bidders present at the time of such scrutiny. c) Bidders have to submit price bid in Physical format only on separate financial cover till the last date and time for submission. 7 d) All payments shall be made in the form of Pay Order/ Demand Draft drawn on Nationalized / Scheduled Bank in favour of Chief Officer, Silvassa Municipal Council payable at Silvassa. e) Rights to reject any or all bid (s) without assigning any reason thereof is reserved with. f) Proposals not accompanied by proper tender fee will be considered Non Responsive. g) The reserves all rights to reject any prospective application without assigning any reason thereof. h) If any information furnished by the applicant is found incorrect at a later stage, he shall be liable to be debarred from tendering/taking up future works in Silvassa Municipal Council. i) The reserves all rights to verify the particulars furnished by the applicant independently. j) Detailed notice is available on our website: & Penalty for Delay of payment a) The Chief Officer,, Silvassa or his representative has the rights to impose penalty / fine at the rate of Rs. 500/- per day, if the license fees / lease amount are not submitted in time. b) In case the agency/successful bidder failed to deposit an amount of penalty or lease amount or both in time bound manner, in such circumstances, the lease contract will be terminated and the EMD, security deposit, performance guarantee etc. shall be absolutely forfeited to the and the agency will be banned from further competition in the UT of D&NH. The decision of the Authority in this regard would be final and binding. c) The successful bidder will be penalized at the rate of Rs. 1000/- per advertisement (per Electrical Poll) if he displays any advertisement without the permission of the Authority/ as prescribed in the DC Rules Sd/- Chief Officer Dadra and Nagar Haveli Silvassa Page 7
