Correspondence Address : COEP s Bhau Institute of Innovation, Entrepreneurship and Leadership (COEP s Bhau Institute), College of Engineering Pune Name of the Work: Sealed bids are invited from reputed organizations for providing dedicated 100 Mbps (1:1) Internet Leased Line Connectivity with last mile on fiber for a period of three years at COEP s Bhau Institute, as per the Annexure- I. 1. Eligibility Criteria: 1.1. The bidder must have minimum five years experience in providing Internet Leased Line Connectivity. The bidder must have executed at least one purchase order of not less than Rs Lakhs (Single order) during any of the last three years The bidder s annual turnover must be minimum 03 crores in any of the last three financial years (Proof of the same in the form of audited Balance Sheets/ Income Tax Returns of the Company for the last years must be attached) ISP must have valid Class / Category A ISP License from DOT, Govt. of India The Bidder/agency must have a fully functional Customer Service Center(s) in this region, which is fully operational 24 X 365 days. List of Customer Service Center(s) must be enclosed with bid The bidder would insure that the local loop provisioning does not violate regulations as laid by Government of India/TRAI in respect of such links/networks. Bidder will be responsible for making all the payments towards the local loop charges/rentals/wpc charges etc. Reference No: COEP/Bhau/ILL/2018/003 DATE: Page 2 of 6

3 2. Installation & Commissioning: Project will be completed within 6 weeks from the date of issue of the purchase order / work order. All the aspects of safe delivery, installation, commissioning and uplink of the connectivity shall be the exclusive responsibility of the service provider. If the Service Provider fails to uplink the connectivity by the specified date, then the penalty at the rate of 1% per week of the total order value subject to maximum of 5% of total order value will be deducted. Thereafter for further delay the purchase order will be cancelled and the purchase order for the product/services will be placed on another vendor and the difference in cost will be borne by the service provider. Also the service provider will forfeit the deposit and bank guarantee will be revoked by way of compensation for delay in delivery. 3. Contract Period: The contract period for providing dedicated 100 Mbps (1:1 uncompressed, unshared) Internet Leased Line Connectivity at COEP s Bhau Institute, would be for three years. The agreed price would be applicable throughout the contract period. No hike in price would be admissible; however, if the prices are reduced on any account, benefit of the same should be passed on to the Institute. 4. Payment Terms & Conditions: % of the onetime installation & commissioning charges shall be paid after six months from the commissioning of the uplink connectivity, on submission of the uplink connectivity test report Annual Recurring (bandwidth) charges shall be payable on quarterly basis at the end of the quarter within fifteen days after receipt of bill from the Service Provider. 5. Performance Security Deposit / Bank Guarantee: Performance Security Deposit/Bank Guarantee (Nationalized Bank only) for an 5% value of the contract (if order is placed) is to be submitted immediately before commencement of the work. The performance security deposit / bank guarantee must be valid during the support period i.e. for three years. The same will be returned after completion of the support period. 6. Verification of Bank Guarantees: Bank Guarantee submitted by the Bidder as EMD/Performance Security deposit is subject to verification from the issuing bank by the purchaser before its acceptance. 7. The Bidder shall be required to deposit non-refundable tender fee for an amount of Rs.1000/- (Rupees One Thousand only) by way of demand draft only. The demand draft shall be drawn in favor of COEP S Bhau Institute of Innovation, Entrepreneurship and Leadership. 8. 4 9. The quotation should clearly indicate the different components of the total chargesrecurring and non-recurring (one time) for bandwidth and equipment supplied respectively. 10. Offers in the bid should be written in English and price should be written in both figures and words. 11. The relevant supporting document(s) should be enclosed along with the offer. 12. Envelope of the bid should be sealed and super-scribed with tender number, subject and due date of submission. 13. The tender shall be submitted in a sealed envelope bearing the following reference on the top left hand corner: Reference No: COEP/Bhau/ILL/2018/003 Dated 06/06/2018 and subject as Providing Internet Leased Line 100 Mbps Bandwidth (1:1 uncompressed, unshared) at COEP s Bhau Institute. 14. Sealed Envelope shall be submitted at office of the Director, COEP s Bhau Institute of Innovation, Entrepreneurship and Leadership, College of Engineering Pune The last date for submission of tender document is before hrs. Bids received beyond the closing date / time will not be accepted and will be rejected, unopened. 16. Name of contact person, address details along with telephone and mobile nos. must be provided by bidder. 17. In case of the performance of the service is not found satisfactorily, the explanation of the firm/company can be called by issuing a show cause notice. If the reply of show cause notice is not found satisfactory, action against the firm/company like forfeiture of security deposit and blacklisting etc. can be taken. In such case, the purchaser reserves the rights to cancel the services of the service provider and take services from any other service provider. 18. Bid(s) received after last date of bid submission will be rejected. 19. No bid will be entertained by / FAX. 20. The Institute reserves the rights to cancel the tender without any reason thereof and tender fee will not be refunded. 21. The Institute reserves the rights to split the purchase order. 22. The Institute reserves the rights to cancel any of the items of tender without any reason thereof. 23. The institute reserves right to cancel the contract at any stage without citing any reason thereof. 24. The Institute reserves the right to cancel purchase order before making payments without giving any reasons thereof. 25. Format for Financial Bid for providing Internet leased line 100 Mbps bandwidth (1:1 uncompressed, unshared) at COEP s Bhau Institute Vendors are advised to quote their offers in INR (exclusive of all taxes) for providing internet leased line 100 Mbps bandwidth (1:1 uncompressed, unshared) at COEP s Bhau Institute, for three years , and The three years will be counted from the date of first commissioning the service at COEP s Bhau Institute. Vendors should mention the details of the increase in the bandwidth in percentage which they may offer for the subsequent years as per the prescribed format. 6 Annexure- I Requirement for providing 100 Mbps bandwidth (1:1 uncompressed, unshared) dedicated Internet Leased line connectivity at COEP s Bhau Institute. 1. The Service Provider shall be responsible for installation, commissioning and configuring of hardware and uplink of connectivity. 2. Service Provider must provide IP Pools of 32 IPs. 3. The Service Provider will do preventive maintenance once a quarter to keep the systems running. 4. The Service Provider shall provide dedicated Internet leased line connectivity at all the time (24X7X365) (1:1 uncompressed and unshared) at institute. 5. Packet Losses: Less than 1 % (Average over 1000 ping) at any given point of time to respective ISP Gateway. 6. Network Availability (uptime): More than 99.5 % per quarter. 7. Reports for performance, monitoring/usage to be submitted by the ISP on weekly or monthly basis or as per requirement of the Institute. 8. Downtime Calculation: Downtime shall be calculated as (Total Time Down Time) X 100 /Total Time. Deduction in payment will be made for downtime in the quarterly bills raised by the ISP. 9. The response time for attending the faults will be 1 hour after they are reported to the ISP. The ISP will rectify the faults within 12 hours failing which; the vendor will arrange temporary replacements. The services shall be provided 24 X 7 a week. 10. Downtime penalty in % of monthly payment: If downtime is less than 90% then penalty will be 10% of Quarterly bill will be charged by institute.
