1 Downloaded copy of EoI GAS SBU- Yamunanagar CGD Projects EXPRESSION OF INTEREST (EoI) FOR PURCHASE OF LAND EoI Opening Date: 22 nd September 2017 EoI Closing date: 12 th October 2017 Closing Time: 03:00 PM Bharat Petroleum Corporation Limited (BPCL) is developing City Gas Distribution (CGD) Network in Yamunanagar District (Haryana) and shall be engaged in supplying Piped Natural Gas (PNG) for Industrial, Commercial & Domestic House Hold & Compressed Natural gas (CNG) for automobiles. In order to develop the CGD network, BPCL intends to set up City Gate Station (CGS) in Yamunanagar for setting up of metering skid, odourization unit and other equipment s. Expression of interest in the form of Technical & Financial offers are invited from land owners on outright sale basis at the following locations: Location for Plot of Land: Plot of land admeasuring minimum 550 Sq meters to 750 Sq meters with at least one side of the plot admeasuring 15 metres at any of the following locations: 1. Plot of land located within 250 meter of either side of the NH 344 between ISGEC Plant (near Saraswati sugar mill) to Vishwakarma Chowk/ PWD Rest House 2. Plot of land located within 250 meter of either side of the NH 344 between Vishwakarma Chowk/ PWD Rest House before Railway Flyover towards Jagadhri. The measurement of distance shall be considered from the centre of NH 344 following the nearest road access for the plot offered. The plot of land shall have clear access for movement of fire tender. In case plot of land offered is more than 750 Sq Meter in size, the same can also be considered for evaluation based on overall cost. The EOI needs to be submitted in two different envelopes comprising of: 1. Technical Offer (Documents mentioned in EoI other than Price Bid) 2. Financial Offer (Price Bid) Offers are invited in prescribed formats and in sealed envelopes which are to be submitted latest by 03:00 PM on 12 th October 2017 at BPCL Office, 1 st Floor ECE House, 28 A, KG Marg, New Delhi Pin BPCL reserves the right to reject any or all offers without assigning any reason. BPCL shall not be liable for any delay in submission of EoI documents in physical form due to postal delay etc. No claims on this account shall be entertained. Page 1 of 11

4 6. Submission of Bid: The Technical and Financial offers should be placed in separate envelopes and marked as "Technical Offer" and "Financial Offer" respectively. Both the Technical offer and Financial offer envelopes should be sealed separately and then placed in a third envelope and sealed superscripted as "offer for plot of land on sale basis, due date and time. PART I Technical Offer All technical details along with supporting documents other than price (i.e. including price schedule WITH PRICE BLANKED OUT), to be duly filled in and signed. PART II Financial Offer It should contain only price and no condition whatsoever. 7. Validity of the EoI shall be minimum 180 days from the date of bid closing. Bids submitted through Fax/ are not acceptable. 8. Applicants are advised to quote strictly as per terms and conditions of the EoI document and not to stipulate any deviations/ exceptions. In case applicant wishes to offer more than one plot of land, separate application to be submitted for each plot of land. 10. Applicants desirous of participating in the opening of technical & financial offers may submit a letter duly authorizing their representatives to attend. 11. BPCL reserves the right to accept or reject any or all EoI received at its absolute discretion without assigning any reason whatsoever. 12. Court of jurisdiction for any dispute will be at New Delhi. DOCUMENTS TO BE SUBMITTED Documentary proof for following shall be submitted along with the application form. Nonsubmission of documents will be liable for rejection of offer: a) Age proof, such as, Adhar Card, Passport, Voter ID, etc. b) Affidavit on NJSP of Rs.20/- from owner(s) confirming the title in his/her/their favour, plot is under his//her/their possession and property is free from all encumbrances duly signed and Notarised in original c) Original certified OR Original Notarised copy of Registered title documents in favour of landlord: I. Sale deed OR; II. gift deed OR ; III. probated Will OR; IV. Family settlement OR; V. Relinquishment deed OR ; VI. Conveyance deed in favour of owner(s) d) Khasra/khatoni OR Jamabandi for last 31 years in ORIGINAL e) Latest Khasra/ Khatoni OR Intekal in favour of landlord IN ORIGINAL or in case plot is situated within the Municipal limit, latest Mutation Certificate and Municipal tax receipt for last 3 years, in favour of landlord. f) Revenue sketch map having khasra nos. and its boundary g) Ownership documents (Title deed showing the ownership of the land) h) Copy of revenue extracts or its equivalent viz. BROAD TERMS AND CONDITIONS FOR LAND a) Plot of land should be with clear & undisputed title. b) Plot of land admeasuring minimum 550 Sq meters to 750 Sq meters with at least one side of the plot admeasuring 15 metres at any of the following locations: i. Plot of land located within 250 meter of either side of the NH 344 between ISGEC Plant (near Saraswati sugar mill) to Vishwakarma Chowk/ PWD Rest House ii. Plot of land located within 250 meter of either side of the NH 344 between Vishwakarma Chowk/ PWD Rest House before Railway Flyover towards Jagadhri. The measurement of distance shall be considered from the centre of NH 344. The plot of land shall have clear access for movement of Fire Tender. c) In case plot of land offered is more than 750 Sq Meter in size, the same can also be considered for evaluation based on overall cost. d) The plot size indicated above shall be measured after leaving applicable ROW/ ROU for pipelines and other utilities like power, water, sewer, etc. as per the local norms. e) The offered plot of land shall be technically evaluated by BPCL in order to ensure conformity with the norms including bylaws of statutory bodies, like forest, explosive, Power supply department, etc and its suitability for setting up of City Gate Station. f) The plot of land meeting the criteria mentioned in point no 5, above shall be subjected to verification of title, free from encumbrances and its title is transferable to BPCL. Thereafter, financial bid of only such qualified offers shall be opened and evaluated. g) In case of financially acceptable offer, the applicant shall be required to obtain all necessary permissions/ NoC/ Approvals, such as change of land use, Non-encumbrance, etc. as may be Page 9 of 11

10 applicable at own cost. BPCL shall not reimburse any charges in this regard. Failure to obtain any of the applicable clearances by the applicant shall lead to rejection of offer. h) In case the plot of land offered has multiple ownership, each owner must submit his/ her consent in the form of notarized No Objection Certificate to be enclosed along with the technical bid. i) Applicant shall be responsible for conversion of plot of land to commercial use at own cost. Land owner shall indemnify BPCL for any past land dues/ recoveries pending towards the local development authorities/ mining department, etc. j) Offer for plot of land from Brokers/ Property dealers/ non owners shall not be accepted.
