The Director invites sealed tenders from the interested and eligible tenderers for hiring of leased accommodation for Liaison Office at Bathinda, Punjab for the period of 10 years which can be extended for a further period on mutual consent. Tender Document can also be downloaded from Tenders link of the IIFPT website and may be submitted along with above prescribed tender form fee by stipulated date & time.in case, tender documents are downloaded from website cost of tender documents i.e. Rs.100 shall be deposited along with E.M.D. 4. Any corrigendum to this tender will be notified through the aforesaid website only. Selection of the successful bidder will be at the sole discretion of the Director, IIFPT who reserves the right to accept or reject any or all the proposals without assigning any reasons. 5. The properties will be preferred if situated in areas of Model town,100 feet road and nearby areas and Ganpati enclave in Bathinda, Sd/- Director

3 INSTRUCTIONS FOR THE TENDERERS SALE OF TENDERS, LAST DATE OF RECEIPT AND OPENING OF TENDERS Issue of Tenders: Tender Document can be downloaded from Tenders link of the IIFPT website and may be submitted along with above prescribed tender form fee by stipulated date & time. In case, tender documents are downloaded from website, cost of tender documents i.e. Rs.100 shall be deposited along with E.M.D. The Bid should be accompanied with two separate Demand Drafts towards cost of tender documents of Rs.100 and Earnest Money Deposit (EMD) of Rs.14,00,000/- issued by any nationalized bank. In the absence of the same, the tender shall be summarily rejected. Cost of tender documents is non-refundable and the EMD shall be refunded to all unsuccessful bidders after finalization of the contract and the same shall be refunded to the successful bidder on receipt of performance security deposit. No interest is payable on the EMD to either the successful Tenderer or unsuccessful Tenderers. Last date of Receipt: The sealed tenders, complete in all respect, numbered and signed on each page, should be send at IIFPT, MoFPI, Pudukkottai Road, Thanjavur (TamilNadu) by the stipulated date and time. Tender submitted or received after the closing date and time will not be considered. Late Bids i.e. bids received after the specified date and time of receipt, will not be considered. Telegraphic/Telex/Fax/ / conditional/ incomplete Tenders will not be entertained and shall be rejected. Opening of Tenders: The Tender will be opened at Hrs on at IIFPT, MoFPI, Pudukkottai Road, Thanjavur (TamilNadu) in the presence of the authorized representatives of the tenderers, who wish to be present at that time. The Bids will be scrutinized, by an evaluation committee constituted by the Director to inspect the site; to check all requisites/documents and to examine the fairness/justification of rent. The Competent Authority of this office reserves absolute rights to cancel / reject any or all tenders without assigning any reason. The Director, IIFPT reserves absolute rights to strengthen/relax, add/remove any terms and conditions without assigning any reason.

4 GENERAL CONDITIONS 1. The bid should contain technical parameters like design parameters, type of construction, availability of parking space etc. The bid should be kept in a sealed cover super scribed as Quotation for Hiring of Building for Liaison Office at Bathinda, Punjab. and it should be send to Director, IIFPT, MoFPI, Pudukkottai Road, Thanjavur (TamilNadu) by the stipulated date and time. 2. The tender should inter-alia contain details as follows: i. The location and address of the accommodation. ii. Exact super area and carpet area. iii. Detailed approved plan of the accommodation. iv. The rent of the accommodation offered inclusive of all taxes/charges excluding water/electricity charges. v. Facilities and amenities available within the building. 3. Facilities required to be provided by the owner: i. Covered area around 8000 sq.ft. (Approx) ii. The building should be fit for office use. iii. Easy accessibility The approach road of building should be easily accessible. iv. Free parking space should be provided/made available for two wheelers and four wheelers. v. The office space should have electrical fixtures such as switches, power points provisions for air conditioners etc. vi. There should be a provision for electricity supply preferably. vii. The area proposed to be given on rent should be preferably a building with ground floor and two or three floors. viii. The building should have adequate security provisions such as compound wall, wider gate etc. ix. The maintenance (civil, electrical, mechanical, plumbing including consumable etc.) shall be provided by the owner and the owner shall also undertake to carry out annual repairs and maintenance such as white washing, painting etc. every year. No additional charges for the same shall be payable. x. The building should have exclusive toilet facilities separately for ladies and gents at each floor. xi. The building should be in a ready to use condition with electricity, water (borewell and corporation), sewerages and fire fighting equipments. xii. The electrical connection of at least 100 to 250 KVA power load shall be available for exclusive use. IIFPT may install D.G. Set (if required) and the owner shall not have any objection for such installation.

5 xiii. All mandatory clearances required should be available for the building. xiv. Bids without the above mentioned may summarily be rejected. xv. The sizes of room required are approximately as under:- a) A office room of20 sq.mtr (approx.) b) Rest of the area should be hall with the provision of partitions. c) Separate toilets for ladies and gents. xvi. The successful bidder shall provide the building in ready condition as per requirements given above within 1 week of allotment of tender. 4. The tender should be accompanied with a certificate as per Annexure II enclosed and necessary documents as mentioned in Annexure-I. 5. Total rent for the entire space offered should be quoted in the tender. The rent should be inclusive of property tax or any other tax required to be paid by the property owners. 6. The period of lease should be for 10 years duration extendable for further 5 years with mutual consent. No enhancement of rent shall be admissible during the initial lease period of 3 years. 7. The Director reserves absolute rights to strengthen/relax, add/remove any terms and conditions without assigning any reason. 8. The Director reserves the right to reject any bid or all bids without assigning any reason.

6 Tender documents for hiring of office accommodation at Bathinda The tender consists of three parts Part A Terms and conditions Part B- Technical bid Part C Financial bid Both Part B and C should be sealed in separate envelopes and superscribed in bold letters: a. Technical bid for hiring office space for Liaison office, Bathinda. b. Financial bid for hiring office space for Liaison office, Bathinda. Both these envelopes should be then placed in a single sealed cover superscribed Tender for hiring Liaison office space for Liaison office, Bathinda. Tenders (Technical Bid only) will be opened on at Hrs at The Director, IIFPT, Thanjavur in the presence of Bidders / representatives of bidders, present, if any. Financial bids of only those bidders whose technical bids are found valid, eligible and acceptable shall only be opened. Part A: TERMS AND CONDITIONS: 1. The Terms and condition shall form part of tender to be submitted by the bidder to the IIFPT. 2. All bidders are requested to submit the tender document (Technical & Financial bids) duly filled in with relevant information supported by relevant documents at the following address: The Director, Indian Institute of Food Processing Technology Ministry of Food Processing Technology Pudukkottai Road, Thanjavur (TamilNadu) 3. All columns in the tender document should be duly filled in and no column should be left blank. NIL or Not applicable should be marked, where there is nothing to report. All the pages of the tender document should be signed by the owner or his authorized power of attorney. Any other cutting of use of white ink should be duly initialed by the bidder. The IIFPT reserves its right to reject the incomplete tender or in case information submitted is found to be incorrect.

7 4. In case space in tender document is found to be insufficient, the bidder may use separate sheet to provide full information. 5. Tender documents received by IIFPT after due date and time i.e Hrs on shall be rejected outright and no correspondence in this regard shall be entertained. 6. The offer should remain valid for six months. During the validity period of the offer, the bidder should not withdraw / modify the offer in terms of area and price and other terms and condition quoted in the Technical or Financial bids. The bidder has to submit an undertaking on non-judicial stamp paper of requisite value duly signed by legal owner or his power of attorney holder that the bidder shall not back out / cancel the offer / offers made to IIFPT during the validity period. 7. There should not be any deviation in terms and condition as have been stipulated in the tender document. 8. The tender will be acceptable only from original title owner of the land &building. The space offered should be free from free from all encumbrances/claims and disputes /any liability and litigation with respect to its ownership, lease / renting and pending payments against the offered space. 9. Offers received from Government Bodies / Public Sector Undertakings / State Housing Boards etc. would be given preference. 10. The building offered should be ready for immediate occupation. 11. The building should have separate electricity and having sufficient installed electricity load and water (Bore well and corporation) connection. 12. Independent buildings with guaranteed possession will be preferred. 13. The payment terms mentioned in the financial bid shall be strictly followed and no deviations will be allowed. 14. The rate of rent finally approved by CPWD is liable to revision during the period of lease or renewal, if any, of the lease after the expiry of three years from the start of the lease or revision of the rent, provided that such revision shall not exceed 5% per annum (in case of residential accommodation) and 8% per annum (in case of non-residential accommodation) of the rent payable at the time of such revision. 15. Canvassing in any form will automatically disqualify the offer. No brokerage will be paid. No advance will be given to the owner of premises 16. The particulars of amenities provided/proposed to be provided inside the property / building complex should be clearly furnished in the Technical Bid. 17. The Technical Bid is required to be submitted along with certified copies of approved drawings from Municipal Corporation authorities or any other competent authority, certified copy of Land Deed, Municipal receipts, and approved plan of building and copy of ownership of building. Technical Bids received without these documents are liable to rejection without

8 any reference to the party whatsoever. Originals of these documents / certificates shall be produced at the time of execution of Lease Agreement. Recent Encumbrance certificate should be obtained from revenue department. 18. The bidder is required to enter into Lease Agreement in the prescribed format approved by the IIFPT. 19. The IIFPT reserves the right to verify/inspect the building before finalization of Tender and reject it out rightly, if the building is not according to the specification required by IIFPT. 20. All existing and future rates, taxes insurance fee including public liability insurance, including property taxes, assessment charges and other outgoings whatsoever of description in respect of the said premises payable by the owner thereof, shall be continued to be paid by landlord. 21. Maintenance of premises to be made by the owner. 22. The IIFPT may, during the lease period/extended lease period carry out such alterations to the existing buildings such as partitions, office fixtures and fittings as may be easily removable. 23. Being a Central Government Office, no security Deposit / advance payment will be paid. The quotes of bidders who insist on advance deposit may not be considered for further evaluation. 24. The office space should have all required electrical fixtures such as switches, power points, fans, lights etc. 25. The maintenance (civil, electrical, mechanical, plumbing including consumables etc.) shall be provided by the owner and the owner will also undertake to carry out annual repair and maintenance every year. No additional charges shall be paid for the same. 26. The building should have adequate toilet facilities separately for men and women in different areas and each floor of the building. 27. The building should be in a ready to use condition with electricity, water, painted, sewerage. The electric power available should also be indicated. 28. The location should be in area convenient for office use and should be easily accessible. 29. Tender is likely to be rejected because of non-fulfillment of any of the above terms. 30. The short listed bidders will be informed in writing by IIFPT for arranging site inspection of the offered premises. 31. All disputes lie within the jurisdiction of Thanjavur/Bathinda only. The IIFPT reserves the right to reject all or any tender without assigning any reason thereof

(b) Whether building has been provided with fans in all rooms or not? (If yes, give the Nos. of fans floor wise) 15 Details of Fire Safety Mechanism and emergency exit, if any 16 Whether the premises is ready for occupation

11 17 The period and time when the said accommodation could be made available for occupation (after the approval): 18 Specify the lease period (minimum ten years) and provision for extension: 19 Whether the owner of the building is agreeable to: (i) Monthly rent as determined and fixed ( Fair Rent Certificate) by Competent Govt. Authority like CPWD (ii) Monthly rent fixed as per (i) above to remain valid for initial lease period of ten years. If yes, an undertaking to this effect is required to be submitted by the owner of the building 20 Provisions for regular repairs and maintenance and special repairs, if any of the building 21 Any other salient aspect of the building, which the party may like to mention: Declaration i. I/We have read and understood the detailed terms and conditions of the tender applicable to the subject offer as supplied with the bid documents and agree to abide by the same in totality. ii. It is hereby declared that the particulars of the buildings etc. as furnished against the individual items are true and correct as per my knowledge and belief and in the event of any of the same being found to be not true, I /We shall be liable to such consequences / lawful action as the Department may wish to take. Certified copies of approved drawings from Bathinda Municipal Corporation authorities or any other competent authority of the area offered for rent/hire, certified copy of Land Deed, Corporation tax receipts and copy of ownership of building. 3. Undertaking for agreeability to fixation of rent as per Govt. Rules / CPWD and for rent on initial hiring to remain in force for the initial lease period of ten years. Signature of Legal Owner.
