CONSDERATON OF PROPOSED ORDNAWCE WO COWFRMWG COWTRACT PA~20 WTH FRAZER-DAVS COWSTRUCTOW COMPAWY FOR THE COWSTRUCTOW OF THE OUTFALL WORKS AT THE BSSELL POWT TREATMEWT PLAWT STE (MSSSSPP RVER POLLUTOW ABATEMEWT ) Proposed Ordinance Wo was presented and read, confirming a contract (Wo. PA-20) with Frazier-Davis Construction Co. for the construction of the Outfall Works at the Bissell Point Treatment Plant site. East Grand and Hall Street, St. Louis, Missouri, with an emergency clause. Mr. Mattei introduced Mr, Hebenstreit of Sverdrup and Parcel who was present to explain the contract, Mr, Hebenstreit said this was the last major construction contract at the Bissell Point Sewage Treatment plant. t includes a l4-foot diameter circular conduit or rectangular double box culvert that will take the effluent from the settling basins into the river. There is a pump station on the land side of the levee so that
2 when flood gates are closed we will have to raise the effluent and pump it over the levee into the river. We had four bids, the lowest of which was $1,235,000 and the highest $1,692,000. The low bid was slightly less than 1-1/2'^ over the engineers' estimate of $1,218,000, The low bidder is prequalified and is a very reputable contractor. The bids were competitive and we recommend the award. n response to a question from Mr. Lane, Mr, Hebenstreit siad there is still a contract to be let for yard work, landscaping, street paving and street lighting. There are other contracts for additional yard work and instrumentation. We will be putting instruments throughout the interceptor system which will record and report information back to the plant. The subject contract is the last that really deals with the plant as such. We have taken bids on the last section of the tunnel, PA-24, which will be presented shortly. The only things left now are connections made to the deep rock tunnels now under construction. Additionall there will be some local interceptor sewers. n response to a question from Mr. Concannon as to why no bids were received on the alternate method of construction - tunneling as opposed to open cut - Mr. Hebenstreit said that in working on the design for this sewer. Havens & Emerson had talked to some construction men who had been of the opinion that a tunnel might be cheaper than the more conventional open cut. Since either would be satisfactory from the engineering and operation view points. Havens & Emerson recommended that the request for bids be made in the alternate, and that the proposed bidders submit the cheapest method. n all cases the cheapest method was the open cut. There was considerable discussion about the Bissell Point plant system including its history. 3 COWSDERATOW OF PROPOSED ORDWAWCE WO AUTHORZWG CONDEMNATON OF CERTAN EASEMENTS (l8 N NUMBER) 'N SUBDSTRCT WO (DES PERES BRAWCH OF SUGAR CREEK) Proposed Ordinance Wo, was presented and read, declaring the necessity for the acquisition of easements within certain existing property within The Metropolitan St, Louis Sewer District for the purpose of permitting construction of sewers therein to serve the needs of residents of the area a-nd authorizing the acquisition of s-uch easements by purchase or by the institution -of condemnation proceedings. With the aid of a wall map Mr, Kaiser showed the location of the subdistrict and the proposed sewer lines running throug'h it to the Sugar Creek Treatment plant. He said there were 57 easements necessary for the proposed tr-unk sewers and showed the l8 easements which had not yet been acquired. These l8 easements are the subject of the condemnation ordinance. After a short discussion, motion was made by Mr, Concannon, seconded by Mr, Parker, for unanimous consent of all members present for introduction and final voting cn proposed Ordinance No at this meeting. LOUS COUNTY, BETWEEN THE STE OF THE PROPOSED PUMPNG STATON AND THE COLDWATER CREEK PLANT (SOKOLK PROPERTY') Proposed Ordinance No, was presented and read, declaring the necessity for the acquisition of easements over and across certain property located outside the boundaries of The Metropolitan St. Louis Sewer Dist.rict, for the purpose of permitting constr-uction of sewers therein to serve the needs of residents of The Metropolitan St, Louis Sewer District and authorizing the acquisition of such easements 'by purchase or institution of condemnation proceedings. Mr. Kaiser showed on a wall map the site of the.coldwater Creek Treatment plant, proposed pumping station and the force main and gravity sewer connecting the two. He also showed where the force main 3
4 crossed the Sokolik property which is the subject of this condemnation ordinance. We are unable to agree with them on the damage to the property. They claim $10,000,00 and we think $2,000,00 vrould be more realistic. Mr. Clard.y said this proposed vacation is at the request of our Subdistrict Development Department. On a wall map he showed the original and substitute easements. He said the school property was developed in a slightly different manner from the original design and the new easement is more appropriate, in addition to being shorter. 5 COWSDERATOW OF PROPOSED ORDNANCE NO VACATNG-AN EASEMEWT N THE CTY OF ST. LOUS (CTY BLOCK Springmeier Shipping Company) Proposed Ordinance No was presented and read, vacating a sewer easement in the City of St, Louis, Missouri (City Block 562), Mr. Clardy said the Springmeyer Shipping Company has asked for the vacation of the easement reserved by the City in the former north-south alley in City Block.562, On the wall map he showed the location of the former alley, the existing 2x3 foot sewer therein, also to be abandoned, and the two new sewers replacing the original. Our Engineering Department has recommended approval. Motion made by Mr. Concannon, seconded by Mr.. Parker, for unanimous consent of all members present for introduction and final voting on proposed Ordinance No, 55~68 at this meeting. No discussion. LOUS COUNTY (CYPRESS VLLAGE SHOPPHTG CENTER) Proposed Ordinance No was presented and read, ^5 vacating portions of sewer easements in St. Louis County, Missouri. Mr. Clardy said that the Cypress Village Shopping Center has requested the vacation of a number of easements for sanitary sewers as shown on the wall map, and had replaced both the sewers and the easements. The new sewers are in and in operating order, and Engineering Department has approved the request. Mr. Parker asked some questions about engi'neering details, which were answered by Mr. Sears. - Mr. Parker then req-uested that the item be held until the next meeting in order that he might study the matter further,, With no objection from the staff, Mr, Lane held the item until the next meeting.
6 CONSDERATON OF PROPOSED ORDNAWCE WO ANNEXNG AN AREA OF ST. LOUS COUNTY TO BE SERVED BY THE COLDWATER CREEK TRUNK SUBDSTRCT (FEE FEE AND BROWN ROADS) Proposed Ordinance No was presented and read, to extend the boundaries of The Metropolitan St, Louis Sewer District and of the Coldwater Creek Trunk Subdistrict to include an area of St, Louis County, which could be efficiently served by the sewer facilities of the District and the Coldwater Creek Trunk Subdistrict, Mr, Fiorito indicated on a wall map the location of the tract owned by Robert Baskowitz Engerprizes, nc, pointing out Brown and Fee Fee Roads, This company proposes to develop this area as Airport ndustrial Park. This,is a part of the Coldwater Creek watershed and consists of about 40 acres. t can be served by the public sewer facilities of the Coldwater- Creek Trunk Subdistrict and has petitioned to be annexed thereto. n response to a question from Mr, Kinsey, Mr. Kaiser said that the property being annexed would pay the Coldwater Creek charges from the time the buildings were constructed and connected to""the system. This would help pay for the bonds and would be a benefit to those presently paying for the bonds. After a general discussion of the problems of annexation, motion was made by Mr. Parker, seconded by Mr, Concannon, for unanimous consent of all members present for introduction and final voting on proposed Ordinance Wo, at this meeting. Kinsey - aye F. -J, iiane, Jr. - aye COWSDERATOW OF RESOLUTOW WO, 964 AUTHORZWG EWCROACHMEWT OW AW EASEMENT W THE CTY OF ST, LOUS (CTY BLOCK GEWERAL MOTORS) Resolution Wo, 964 was presented and read, authorizing encroachment on an easement in the City of St, Louis, (City Block 2268) Mr, Clardy said that the Argonaut Realty Division of General Motors has requested the District to authorize its building a commercial structure, as shown on the wall map, over part of the Mill Creek Sewer.
7 The Engineering Department has examined the plans and has no objection to construction over the sewer. The license would include the usual indemnity provisions.. Motion made by Mr. Parker, seconded by Mr., Concannon, that Resolution Wo. 964 be adopted. Motion passed-4 ayes, no nays. Poll taken: R, E. Lane, Jr, - aye FLAW APPROVAL - WORTH AFFTOW - MAW "K" The--Executive Director presented for approval engineering plans for Subdistrict Wo. 4 of the River des Peres Watershed (Worth Affton-Main "K") Mr. Kinsey said this project near Heege and McKenzie Roads is the last section of the Worth Affton Sanitary Subdistrict Bond ssue project. t consists of two sections of sewers which connect portions of an existing sanitary line to existing sewers, thus permitting abandonment of a community septic tank and a sewer line lying beneath a house. The project will serve 53 homes and t-wo commercial establishments. Design was by the MSD staff and consists of 918 lineal feet of 8-inch V. C, P, with seven manholes, Mr, Kinsey said he had examined these plans and moved that they be approved. Motion seconded by Mr. Parker. Motion passed - 4- ayes, no nays. Mr. Kinsey said this project was designed by the M,S,D, staff and is a lateral sanitary sewer to serve 84-lots. t consists of approximately 8250 lineal feet of 8-inch.V, C- P, -with 40 manholes, Mr, Kinsey said he had examined these plans and moved that they be approved,, Motion seconded by Mr, Parker,
