CONSDERATON OF PROPOSED ORDNANCE NO.2-58 AUTHORZNG QUT-CLAM OF CERTAN -REAL ESTATE CONTGUQUS WTH THE OAtOiAND SEWAGE TREAOMENT PLANT _' Prcposed Ordinance No was presented and read, to Quit-Claim certain real, estate in St. Louis County, Missouri, ciontiguous to the sewage disposal plant formerly of the City of Oakland. -, - WHEREAS, pursuant to the Plan of The Metrqpolitan St. %ouis Sewer District -and-by Resolution No. 6 of the District, adcpted July 1, 195\ and recorded in Book 3286, page 90 of the St. Louis Covmty Records, the District took title for its use and possession to a sewage treatment plant formerly of'the City of Oakland, situated in St. Louis County, and known.as the City of Oakland/Treatment Plant; and^--. \ _ WHEREAS, part of the tract of land theretofore reserved by the City of Oakland for said plant was not then used, and had not for years been used, in connection with the cperation of said plant, and such part of said tract was inproved prior to said transfer of title as residential prcperty and has been used ever since for residential purposes; and WHEREAS, the City of Oakland has requested the District to quit-claim said paxt of such tract and certain easements for ingress and egress app.urtenant to said part of such tract; ' NOW, THEREFORE, BE T ORDANED' BY' THE BOARD QF TRUSTEES OF THE METROPOLTAN ST. LOUS SEWER DSTRCT:. ' Section One. The District does hereby Remise, Release and forever Quit-Claim any right, title or interest in or to the follov/ing described real estate, situated in the County of St. Louis and State of Missouri. Prcposed Ordinance No. 7-58, prescribing the terms and conditions vpon which private setters may be constructed and dedicated to the District, and the terms arid conditions vpon which owners of property hereafter connected to privately constructed sewers may -be required to participate in the cost of such privately constructed sewers, was presented arid read. This prcposed Ordinance is a substibute for proposed Ordinance No /57, which was introduced on May 13, Motion made by Mr. Brockhoff, seconded by Mr. Doran for the unajaimous consent of all members present for,introduction and final voting on prqposed Ordinance No at this meetirig. Willian^ Jr. - aye CONSDERATON OF PROPOSED ORDNANCE NO.38-56/57 CONCERNNG CONNECTON CHARGES.- Prcposed Ordinance No /57 was introduced on May 13, 1957, limiting the fees to be charged for connections to public sewers to permit and inspection fees. BE T ORDANED BY THE BOARD QF TRUSTEES QF THE METROPOLTAN ST. LOUS SEWER DSTRCT: Section One. The District shall charge or assess no fee for connection of house, ccjmmercial or industrial sewers to public sewers, other than the permit and inspection fees now or hereafter prescribed by the District. Motion made by Mr. Gragg, seconded by Mr. Martin that action on this prqposed Ordinance be postponed until August 19. Motion.peissed - 6 ayes, no nays. Mr. E. H. Wemse, of the Curtis Sewer District, St. Louis County, appeared before the-board with-reference to prcposed Ordinemce No. 7-58, inquiring why the District should give away sewers already paid for. He stated he thought we should not pass vp an opportunity to collect money, which he thought we apparently needed. This gentlqnan-was not too,familiar with our proposal for recovping of investments for excess sewers constructed in a subdivision. This was clearly explained to Mr. Wemse. He also asked many other questiors which were answered either by Board members or the-staff, apparently to his satisfaction. CONSDERATON OF PROPOSED ORDNANCE NO.4-58 AMENDNG ORDNANCE NO.137, COVERNG SUE^LEMENTAL APPROPR-ATONS-.- ' : Prqposed Ordinance No. 4^58 was presented and read, amending Oidinance No. 137, by adding two new sections at the end thereof, apprcpriating out of unappropriated revenues the sum.of One Hundred Twenty-Five Thovs and,. Three Hundred Ninety Nine -Dollars and no,cents, such new sections to be known as Sections Eighteen and Nineteen of Ordinance No Section One. Ordinance No. 137 is hereby amended by adding two new sections at the end thereof, such new sections to be known as Sections Eighteen and Nineteen, and to read as follows: Section -Eighteen. There is hereby appropriated and set apart out of District Revenue the additional sum of Seventy One Thousand Two Hundred Eighteen Dollars and no cents ($71,218,00) for the svpport, maintenance and cperation of the City and County Maintenance Divisions, as hereinafter detailed:

5 CONSDERATON OF PROPOSED ORDNANCE NO.5-58 VACATNG A PORTON QF AN EASEMENT N ST. LOUS COUNTf l - - Prqposed Ordinance No was presented and read, vacating a portion of a sewer and drainage easement in St.Louis County, VH-Ssouri; WHEREAS, the o'wners of the subject prbperty have requested this District to, vacate a portion of such easanent and this bistrict has no fvirther use for such portion of such easement; NOW, THEREFORE, BE T ORDANED BY THE BOARD OF TRUSTEES QF THE METROPOLTAN ST. LOUS SEWER DSTRCT: Section One. The following described portion of a sev/er and drednage easement is hereby vacated, to wit: That part of a sewer and drainage easement in Lot 463 of ndian Hills No. 4, a Subdi Vision of St. Louis County, Missouri, as shovm on the Plat recorded in Pit Book 78, page 46 of the St. Louis County Records, described as follows: The Northwest sixteen (16) feet of the easonent thirty (30) feet wide along ihe southeastern boundary of said Lot 463, excepting therefrom the northern five (5) feet of such thirty (30) fbot vd.de easement,. The General Counsel ad-vised that Mr. Gain had,reviewed the petition for vacating this easement and reports there should be no objection to releasing the northwest 6 feet of the easement, as same is not now necessary for our needs. Motion made by Mr. Gragg, seconded by Mr. Martin for the unanimous consent of all members present for introduction and final voting on proposed Qrdinance No at this meeting. CONSDERATON QF PROPOSED CONTRACT VrtTH HORNER & SHFRN FQR ENGNEERNG SERVCES N CONNECTON WTH A PROPOSED STORM SEWER SUBDSTRCT N Tffi LEMAZ AREA Prqposed contract \Tlth Horner & Shifrin for engineering services for storm water sewers in the watershed of Joplin, Ripa and Loretta Avenues, was forwarded to the Board prior to this meeting.
6 The Executive Director explained this contract with Homer & Shifrin for..these engineering services and called attention to the fact- that this contract deviates somewhat from other contracts prevlovisly presented to the Board, with a full explanation of such deviation. Mr. Brockhoff suggested that it would probably be better to only let the first part of the contract now, which is to outline the boundary, so that we could then determine whether or not there is sufficient assessed valuation to acconplish the desired result, which is the building of storm water sewers in this area. Mr. Brockhoff also asked if this engineering project would include laterals. Mr. Kehr ad'vised it would include a few laterals. Therefore, Mr. Brockhoff thought we could save the cost of engineering -the laterals if there is not sufficient assessed valuation available for the proposed project. The approximate cost of this preliminary engineering will be a maximum of $4, There were other questions brought vp concerning this prcposed engineering contract which were thoroughly discussed. At the end of the discussion motion was made by Mr. Gragg, seconded by Mr. Doran for the approval of the contract between Horner 85 Shifrin and the Metrqpolitan St.-Louis Sewer District for the work described above. Motion passed - 5 ayes, no nays. CONSDERATON QF PROPOSED CONTRACT WTH PTZMAN'S CO. FOR SURVEYNG SERVCES N CONNECTON WTH SECTON D OF THE MALNE CREEK SUBDSTRCT - n connection v/ith the above, the Executive Director presented the follovd.ng letter, dated July 29, from Pitzman's Conpany of Surveyors and Ebigineers: n reply to your request for us to do certain survey work in the Maline Creek area vp stream from the Ferguson Treatment Plant, we prcpose'the follovd.ng: 1) Fumish a conplete party of surveyors including all equipment, stakes, and transportation, at the rate of one hundred and fifty dollars ($150.00) per day. 2) Fumish such office work as may be necessary in connection with the above field work 'or as may be ordered by you at the rate of Sixty Dollars ('$60.00) per day. For these fees we will use our private survey field notes for the establishment of prcperty lines. The resultb of these field surveys v/ill be turned over to the District in suitable pencil field note form or at the District's option/ these notes v/ill be platted and the finished drawings turned over to the District, all at the above quoted rates. Because of varying field conditions, weather, etc;, it is not possible to estimate the time required to conplete the work outlined in items 1 and 2 of your request but we shall be glad to meet with you and work out a procedure and schedule. We can make a field party available vd-thin ten days.
7 Mr. Kehr explained why this work is necessary now and he recommended that v/e utilize the services of Pitzman's Conpany for the surveying in connection with this project. No action taken on this matter at this meeting pending some additions to be incorporated in prqposed contract. CONSDERATON OF PROPOSED RECLASSFCATON OF ENGNEERS' CATEGORES The Secretary-Treasurer forwarded to the Board prior to this meeting the following memorandum from the Director of Finance, dated July 15, 1957: At its meeting on July 12, 1957, 'the Civil Servlce Commission adcpted six classes of positions entitled Engineer - 'V and one class entitled Chief Draftsman. The Commission recommended the follovd.ng allocations: Bi-weekly Annual Engineer Engineer Engineer Engineer V Engineer V Engineer V - grade $ , $5, , , , , , Chief Draftsman ' 5, Will you please transmit these recommendations to the Board of Trustees for its action. These new allocations were discussed at length, at the end of which motion was made by Mr. Gragg, seconded by Mr. Martin that the recommendation of the Civll Service Commission be approved. No further discussion. Motion passed - 5 ayes, no nays. Motion made by Mr.Doran, seconded by Mr. Gragg that meeting be adjourned.
