1 ATLANTIC COUNTY BOARD OF CHOSEN FREEHOLDERS Stillwater Building 201 Shore Road, Northfield, New Jersey ~ ~ ~ Minutes of Meeting May 9, 2017 CALL TO ORDER OPEN PUBLIC MEETING STATEMENT PRAYER AND FLAG SALUTE ROLL CALL A regular meeting of the Board of Chosen Freeholders was called to order by Chairman Frank D. Formica at 4 p.m., Standard Time, on the above-mentioned date, in the Stillwater Building located at 201 Shore Road, Northfield, NJ. Statement of Open Public Meeting Compliance: Pursuant to the Open Public Meetings Act, Chairman Formica announced that adequate notice of this meeting, as required by said Act, has been published in The Press of Atlantic City, and mailed to The Current, The Daily Journal, The Hammonton Gazette and The Hammonton News; posted on the bulletin boards at 1333 Atlantic Avenue, Atlantic City, the Stillwater Building, 201 Shore Road, Northfield and the County Clerk s Office in Mays Landing. The prayer was led by Freeholder Bertino, followed by the flag salute led by Chairman Formica. The following roll call was recorded: PRESENT: Bertino, Carman, Coursey, Dase, Gatto, Kern, Marino, Risley and Formica. ABSENT: None. A quorum was present. MOTION TO MOVE RESOLUTION 224 TO THE TOP OF THE AGENDA RESOLUTION NO. 224 Amending Resolution No Adding the June 6, 2017 Meeting. MINUTES OF MEETING April 11, 2017 ORDINANCE NO. 16 First Reading an Ordinance to vacate and abandon a sight triangle easement across part of Lot 1, in Block 90, along Mill Road in Northfield Freeholder Kern moved and Freeholder Marino seconded a motion to move Resolution No. 224 to the top of the agenda. Freeholder Gatto moved and Freeholder Bertino seconded a motion to amend Resolution , adding a meeting on Tuesday, June 6, 2017 and informing the newspapers. Freeholder Kern moved and Freeholder Marino seconded a motion to adopt and dispense with the reading of the April 11, 2017 minutes. Freeholder Bertino moved and Freeholder Gatto seconded a motion to introduce on first reading Ordinance No , to vacate and abandon a sight triangle easement across part of Lot 1, in Block 90, along Mill Road in Northfield. *Resolutions out of order
2 RESOLUTION NO Budget Freeholder Kern moved and Freeholder Risley seconded a motion to introduce on first reading the 2017 Budget. AYES: Carman, Coursey, Dase, Gatto, Kern, Marino, Risley and Formica. NAYS: None. RECUSED: Bertino*. *Freeholder Bertino recused voting on the Board of Election Budget. RESOLUTION NO County Public Health Agency Budget Notice 2017 RESOLUTION NO. 206 County Library Notice Annual County Library Budget RESOLUTION NO. 207 Resolution to exceed the county budget appropriation limits and to establish a 2017 Cap Bank (N.J.S.A. 40-A: ) RESOLUTION NO. 208 Annual Open Space Trust Fund Tax 2017 RESOLUTION NO. 209 Grant acceptance for a 2016 Tonnage Grant Freeholder Coursey moved and Freeholder Kern seconded a motion to introduce on first reading the Public Health Agency Annual Budget Notice Freeholder Kern moved and Freeholder Gatto seconded a motion to introduce on first reading the Library Annual Budget Notice Freeholder Risley moved and Freeholder Marino seconded a motion to introduce on first reading a resolution to exceed the County budget appropriation limits and to establish a 2017 Cap Bank (N.J.S.A. 40A: ). Freeholder Kern moved and Freeholder Dase seconded a motion to introduce on first reading the Annual Open Space Trust Fund Tax Freeholder Carman moved and Freeholder Coursey seconded a motion authorizing the Utilities Authority to accept a grant from the New Jersey Department of Environmental Protection and Energy a 2016 Tonnage Grant. RESOLUTION NO. 210 Professional service contracts with various vendors for the provision of library goods and services and supplies Freeholder Gatto moved and Freeholder Kern seconded a motion to enter into a contract with various vendors for the provision of library goods and services and supplies for the total aggregated sum not to exceed $771, during the period commencing March 1, 2017 and terminating February 28, 2018.
3 RESOLUTION NO. 211 Contract for the 2017 Social Services for the Homeless program Freeholder Kern moved and Freeholder Carman seconded a motion to execute a contract with the Atlantic City Rescue Mission for the 2017 Social Services for the Homeless Program in an amount not to exceed $6, for the period commencing January 1, 2017 and terminating June 30, RESOLUTION NO. 212 Bid contract to provide window cleaning services Freeholder Coursey moved and Freeholder Kern seconded a motion to authorize a bid contract with Eagle Building Services, LLC, to provide window cleaning services at various locations for the total sum not to exceed $72, for a two year period commencing May 1, 2017 through April 30, 2019 to do the work and/or supply the materials as set forth in the contract. RESOLUTION NO. 213 Bid contract to provide display advertising for Freeholder Kern moved and Freeholder Risley seconded a motion to authorize a bid contract with BH Media Group/Press of Atlantic City to provide display advertising for for a total sum not to exceed $75, for a two year period commencing May 1, 2017 and terminating April 30, 2019 to do the work and/or supply the materials as set forth in the contract. Mike Price, resident of Egg Harbor Township, asked for an explanation of services. County Administrator DelRosso responded. RESOLUTION NO. 214 Bid contract to furnish and deliver uniforms Freeholder Dase moved and Freeholder Gatto seconded a motion to authorize a bid contract with Action Uniform Co., LLC, Arrow Safety Device, Flemington Department Store, Landsman Uniforms, Inc., and Municipal Emergency Services, Inc., to furnish and deliver uniforms to for the total sum not to exceed $40, for the term commencing May 9, 2017 and terminating December 31, 2017, to do the work and or supply the materials as set forth in the contracts. RESOLUTION NO. 215 Bid contract for alterations to the existing medical unit Freeholder Coursey moved and Freeholder Kern seconded a motion to authorize a bid contract with Maxwell Construction Company, Inc., for alterations to the existing medical unit at the Justice Facility for the total sum not to exceed $122, to do work and/or supply the materials as set forth in the contract.
4 RESOLUTION NO. 216 Bid contract for resurfacing of Mays Landing Blue Anchor Road (CR 561) in the Borough of Folsom RESOLUTION NO. 217 Public donor agreement for shelter and counseling services for 2017 Freeholder Bertino moved and Freeholder Risley seconded a motion to authorize a bid contract with Arawak Paving Co., Inc., for resurfacing of Mays Landing Blue Anchor Road (CR 561) in the Borough of Folsom for the total amount not to exceed $978, to do the work and/or supply the materials as set forth in the contract. Freeholder Risley moved and Freeholder Gatto seconded a motion to authorize a public donor agreement with the Women s Center to provide an in-kind contribution of services in the amount of $147, to the Women s Center for shelter and counseling services for Karen Fitzpatrick, resident of Linwood, questioned what the in-kind services are. County Administrator DelRosso responded. RESOLUTION NO. 218 Memorandum of agreement for courier services Freeholder Kern moved and Freeholder Bertino seconded a motion to enter into a memorandum of Agreement with the New Jersey Department of Environmental Protection, Mosquito Control Commission for courier service in an amount not to exceed $11, for the one year period commencing July 1, 2016 and terminating June 30, 2017, and the State will reimburse the County for expenses related to providing the courier services. RESOLUTION NO. 219 Bid contract for alterations to the Gazebo at Oscar McClinton Waterfront park on New Hampshire Avenue in Atlantic City Freeholder Risley moved and Freeholder Marino seconded a motion to authorize a bid contract with John Mirenda Construction, Inc. for alterations to the Gazebo at Oscar McClinton Waterfront park on New Hampshire Avenue in Atlantic City for a total sum not to exceed $130, to do the work and/or supply the materials as set forth in the contract. MOTION TO COMBINE AND ADOPT RESOLUTION NOS. 220 AND 221 RESOLUTION NO. 220 Appointment to the Development Advisory Commission RESOLUTION NO. 221 Reappointment to the Workforce Development Board Freeholder Gatto moved and Freeholder Kern seconded a motion to combine and adopt Resolution Nos. 220 and 221. Appointment of Jacqueline Amado-Belton and Patricia Miller to the Economic Development Advisory Commission for terms to expire on July 1, Reappointment of Forest Gilmore, Daniel Kelly, Joseph Kelly, Richard Lovering and Kimberly S. Ward to the Workforce Development Board for terms to expire on June 30, 2020.
5 RESOLUTION NO. 222 Roadway Solicitation event in Egg Harbor Township Authorizing consent for a roadway solicitation event by Bargaintown Volunteer Fire Company #2 at the intersection of Ocean Heights Avenue (CR 559) and Zion Road (CR 615), Egg Harbor Township, NJ on Saturday, May 27, RESOLUTION NO. 223 Opposing to a new hazardous waste facility Freeholder Bertino moved and Freeholder Marino seconded a motion to authorize a resolution in opposition to a new hazardous waste facility in Falls Township, Pennsylvania. MOTION TO MOVE RESOLUTION 224 TO THE TOP OF THE AGENDA RESOLUTION NO. 224 Amending Resolution No Adding the June 6, 2017 Meeting. MOTION TO ADD RESOLUTION NO. 225 TO THE AGENDA Freeholder Kern moved and Freeholder Marino seconded a motion to move Resolution No. 224 to the top of the agenda. Freeholder Gatto moved and Freeholder Bertino seconded a motion to amend Resolution , adding a meeting on Tuesday, June 6, 2017 and informing the newspapers. Freeholder Marino moved and Freeholder Gatto seconded a motion to add Resolution No. 225 to the agenda.
6 RESOLUTION NO. 226 New Jersey Legislature and/or its Legislative drafting Committees to immediately open communication and discussion with the Freeholder s Countywide Tax Assessment Committee, or the Board of Freeholders itself and the Administration before taking any action on legislation for Atlantic County regarding Countywide Tax Assessment REPORTS OF SPECIAL COMMITTEES OF THE BOARD UNFINISHED BUSINESS NEW BUSINESS Freeholder Risley moved and Freeholder Gatto seconded a motion urging the New Jersey Legislature and/or its Legislative drafting Committees to immediately open communication and discussion with the Atlantic County Freeholder s Countywide Tax Assessment Committee, or the Board of Freeholders itself and the Administration before taking any action on legislation for regarding Countywide Tax Assessment. There were no reports of special committees of the Board. There was no unfinished business. Freeholder Risley referenced to an article in The Press regarding legislation sponsored by Assemblyman Mazzeo concerning countywide tax assessment. Freeholder Risley stated no one from the legislature had contacted him regarding the study conducted by the Countywide Tax Assessment Committee. He provided the details of the plan prepared by the Committee. Freeholder Coursey stated that should offer input. We should obtain a copy of the bill. Freeholder Bertino expressed the former bill sponsored by Mazzeo was not a good fit for. Chairman Formica stated that should be included in the discussion. A lengthy discussion ensued. Freeholder Coursey recommended that the Board support a resolution urging the Legislature to open discussion with for input (see Resolution No. 226). WRITTEN COMMUNICATIONS AND PETITIONS PUBLIC COMMENTS Written communications were received by this office for the period of May 3, 2017 through May 9, Chairman Formica opened the meeting to the public at 4:43 p.m. Mike Price, resident of Egg Harbor Township, asked can State contract purchases be bided? Deputy County Administrator Diana Rutala responded.
7 There being no further comments, Chairman Formica closed the public portion at 4:49 p.m. GOOD OF THE ORDER Freeholder Gatto commended the Germania Volunteer Fire Department on their always delicious, Turkey Dinner Fundraiser. In Hamilton Township in Home Goods soft opening was well attended. The grand opening on Sunday was also well attended. Freeholder Risley stated he wanted to commend Howard Kyle on all his work and dedication for the Stockton Aviation Park on May 15, Chairman Formica also thanked Howard and Administration for their work. Freeholder Coursey questioned if there are any potential tenants yet. Chief of Staff Howard Kyle responded. ADJOURNMENT Chairman Formica entertained a motion to adjourn the meeting. Freeholder Bertino moved and Freeholder Marino seconded a motion to adjourn the Freeholder meeting. The motion was unanimously passed. The meeting was adjourned at 4:56 p.m. Submitted by, Sonya G.
