MEETING DATE: March 15, 2016 VILLAGE BOARD REPORT TO: Village President and Board of Trustees FROM: Joe Kenney, PE, Community Development Director, (847) THROUGH: Todd Hileman, Village Manager PURPOSE AND ACTION REQUESTED: Staff is requesting that the Village Board approve a Resolution and recommendation to award a contract to DiMeo Brothers, Inc. of Elk Grove Village, Illinois, in the amount of $2,473,125.00, plus an eight percent (8%) contingency, for a total budget of $2,670, to construct the Happy Hollow & Rebecca Improvement Project ( Project ). Staff is also requesting Village Board consideration of a Resolution and recommendation to enter into a Water Main Easement Agreement with School District 30 for the construction of water main piping located within a proposed easement on Willowbrook School ( School ) parking lot (District 30). BACKGROUND: The proposed project is located on: Happy Hollow Road from Maple Leaf Lane to Greenwood Road, Rebecca Lane from Happy Hollow Road to Greenwood Road, and along Lawson Road from the school parking lot to the south end (see Attachment 4-Location map). Happy Hollow Road, originally built in the late 1960 s, will be fully reconstructed including replacement of the utilities which are reaching the end of their expected service life. Due to the length of the project, it was divided into two phases. Phase I is scheduled for construction this year and includes construction on Lawson Road, Rebecca Lane, and Happy Hollow Road, from Greenwood Road to Lawson Road. Phase II is scheduled for construction in 1
2 2017 and includes the remaining section of Happy Hollow Road between Maple Leaf Lane and Lawson Road. The phasing is being coordinated to not impact traffic patterns during the school year. Scope of Work: The following major improvements are planned: A. Storm Sewer Improvements The proposed storm sewer improvements consist of the repair of, and/or addition of, approximately 800 linear feet of storm sewer pipes ranging in size from 12-inch to 27-inch in diameter to improve storm water conveyance within the existing storm sewer system on Happy Hollow Road and Rebecca Lane. The improvements also include the replacement of, and/or addition of, twenty (20) drainage structures. B. Sanitary Sewer Improvements The sanitary sewer improvements on Happy Hollow consist of replacement of the existing sanitary sewer manholes as well as lining of the existing sanitary sewer via trenchless repair methods as part of the FY 2016 Sewer Lining contract. C. Water Main Improvements Water main improvements consist of the installation of approximately 2,600 linear feet of eight (8) inch and 1,700 linear feet of twelve (12) inch Plastic Polyvinyl Chloride water pipe. The new water main will be looped and will replace the existing, deteriorated, approximately 50 year old, water main. The old water main will be abandoned and the new water main will be located along the edge of the roadway pavement, thereby improving future maintenance access and limiting damage to existing landscaping and private driveways. Currently, Willowbrook School is tied into the water main on Happy Hollow Road. This newly upsized and looped system will provide redundancy for the water system and improve fire flows adjacent to the school, meeting recommendations established in the Village s Water Master Plan. As part of the design, the improvements included looping of the water main system through the school parking lot and connecting it to the newly upsized water main system on Lawson. Since the work is within school property, a water main easement agreement is required as part of this project (refer to Attachment #3-Easement Agreement). District 30 approved the easement agreement on February 11, D. Pavement Improvements Pavement reconstruction on Happy Hollow consists of removal of approximately 7.5 inches of the existing concrete pavement and 4.5 inches of the existing failed base. The pavement will be replaced with an aggregate base material, a 7 inch thick hot-mix asphalt binder course, and 2 inch thick hot-mix asphalt surface course on Happy Hollow Road. The improvements also include the replacement of the existing curb and gutter as well as sidewalk where needed. Pavement improvements on Lawson road and Rebecca Lane consist of (1) pavement patching due to water main work and (2) resurfacing work by grinding of approximately 2 inches of the 2
3 existing asphalt pavement and placing 2 inches of new pavement surface course. TIMELINE OF PROJECT: Happy Hollow/Rebecca Project Bid notice published in local newspaper - Pioneer Press February 22, 2016 Bid opening date March 1, 2016 Bid award recommendation March 15, 2016 Preconstruction meeting March 28, 2016 Approximate starting date of construction April 1, 2016 Completion of construction August 17, 2017 DISCUSSION: On March 1, 2016, six (6) bids from responsive and responsible bidders for the above-referenced project were submitted to the Village. The contractors and the total bid amounts submitted were as follows: No CONTRACTOR TOTAL BID Phase I & II 1 DiMeo Brothers, Inc. of Elk Grove Village, Illinois $2,473, PirTano Construction Company, Addison, Illinois $2,529, R. A. Mancini, Inc., Lakemoor, Illinois $2,570, Patnick Construction, Inc., Franklin Park, Illinois $2,662, Martam Construction, Inc., Elgin, Illinois $2,850, Campanella & Sons, Inc., Wadsworth, Illinois $3,226, DiMeo Brothers, Inc. of Elk Grove Village, Illinois was the lowest bidder with a bid price of 2,473, for Phase I & II. REFERENCES: A. DiMeo Brothers, Inc. of Elk Grove Village, Illinois has a Certificate of Eligibility issued by IDOT for underground utility work. They have performed work in the capacity of the General Contractor and have successfully managed their subcontractors. B. DiMeo Brothers, Inc. of Elk Grove Village, Illinois, has previously worked in the Village of Glenview and all of their work has been satisfactory. BUDGET: This project is recommended by staff and was approved by the Village Board of Trustees during the FY 2016 CIP budget hearings. Since the Project will be constructed in phases, the requested contract approval for the Happy Hollow & Rebecca Lane Improvement Project is: Phase I (2016) - $1,641,170.00, plus an eight percent (8%) contingency, for a total budget of $1,772,463.00, and Phase II (2017) $831, plus an eight percent (8%) contingency, for a total budget of 3
4 $898, The total cost for the Project including contingency is $2, The proposed improvements are to be funded by the Village as follows: PHASE I (2016) Capital Projects Fund: WATER $273, Water Projects Fund: WATER $1,417, Sanitary Projects Fund: WATER $82, PHASE II (2017) Total (Phase I): $1,772, Capital Projects Fund: WATER $600, Water Projects Fund: WATER $240, Sanitary Projects Fund: WATER $57, Total (Phase II): $898, Grand Total (Phase I &II): $2,670, RECOMMENDATION: Staff recommends that the Village Board authorize the Village President to execute the attached Resolution and award a contract for the Happy Hollow & Rebecca Improvements to DiMeo Brothers, Inc., of Elk Grove Village, Illinois, in the amount of $2,473, plus an eight percent (8%) contingency, for a total budget of $2,670, Staff, also recommends that the Village Board authorize the Village President to execute the attached Resolution to approve the Water Main Easement Agreement between School District 30 and the Village of Glenview to facilitate the construction of water main piping within an easement on Willowbrook School property as part of the proposed Project.
