2 Implementation Status and Key Decisions The project is making steady progress which is outlined below: Component 1: Land Administration Reform Land Administration The construction of Ministry Zonal Land Offices (MZO) in Kabale, Luwero, Mityana, Mpigi, Moroto, Rukungiri, Soroti, Wakiso, Mukono, and Tororo; the Institute of Survey and Land management (ISLM) Dormitory and Multi-Purpose Hall at Entebbe started and each zonal office building is at a different level. In addition, the design of the new Land Information System (LIS) version has been finalized in Lira, Kibale, Fort Portal and Mbale. Upgrading of LIS in Jinja, Kampala, Masaka, Mbarara, Mukono and Wakiso is starting in Jinja. Revenue collections have increased since the launch of the LIS. Component 2: Business Registration and Business Licensing Reforms Construction of the URSB offices has started. Component 3: Tourism Competitiveness Development Labor force for the Tourism Sub-sector The contract for the construction of HTTI was signed on March 6, Component 4: Matching Grant Facility: The total number of enterprises approved is 508 up to the fifth call for proposals out of the targeted 500. Total number of direct project beneficiaries reached is 287,081 out of the targeted 280,000 for the 3rd year of implementation against the revised expected 350,000 over the project life time. Out of the reached beneficiaries, females comprise of 51% way above the planned target of 18% over the project lifetime Procurement: All the main procurements have now been committed and this include the Uganda Registration Services Bureau building, were the contract was awarded, 10 MZOs and the girls dormitory in Entebbe are under construction. The contract for the HTTI was signed and construction started.
