Boyle Media Present: Rogers Cablesystems Public Present: 8 The Chairman outlined the procedures to be followed. 1. By-law No. 3623, Matsqui Zoning Amendment No. 412 (Krahn Bros. Construction) ( R 92-24) The Manager, Current Development, presented By-law No. 3623, cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 412". If approved, the by-law would rezone property at 3841 Old Clayburn Road from One Unit Country Residential Zone (RS-4) to One Unit Urban Residential Zone (RS-l). A single-family residential subdivision is proposed for the site. 2. By-law No , Matsqui Zoning Amendment No. 555 and Development Variance Permit No (Hi-Grove Holdings Ltd.! D. Wiebe) ( R95-51) The Manager, Current Development, reviewed By-law No , cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 555". The lands at Brookdale Court would be rezoned from One Unit Urban Residential Zone (RS-l) to Two Unit Urban Residential Zone (RT-I). Development Variance Permit No proposes to relax the minimum lot width from 33 m to not less than 21 m to permit construction of a semi-detached house.
2 Matsqui Centennial Auditorium Page 2.3 By-law No , Matsqui Zoning Amendment No. 556 (Central Valley Engineering Services) ( / R95-45) By-law No , cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 556", was outlined by the Manager, Current Development. If approved, the property at Brookside Avenue would be rezoned from Agricultural One Zone (A-I) to One Unit Urban Residential Zone (RS-I). A single-family residential subdivision is proposed for the site. Councillor Warawa joined the hearing at 7:05 p.m..4 By-law No. 3829, Matsqui Zoning Amendment No. 493 (Argonauts Dev. Ltd.) ( / R92-20) The Manager, Current Development, presented By-law No. 3829, cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 493". The by-law proposes to rezone the property at 3316 Blue Jay Street from One Unit Country Residential Zone (RS-4) to Two Unit Urban Residential Zone (RT-l) and Multi-Unit Residential RM-16 Zone. If approved, the proposed development will consist of one two-unit residential use in the northeast corner of the property adjacent to Blue Jay Street. An RM-16 townhouse development would be integrated with the townhouses proposed for the two lots to the immediate north. The Manager, Current Development, read a letter dated March 5, 1996, from J. Stearns, Firhill Drive, regarding By-laws Nos and J. Stearns was seeking a moratorium on future development until traffic congestion, crime, and pollution problems are solved. There were no further comments or questions.

( / R93-61) By-law No. 3830, cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 494", was highlighted by the Manager, Current Development. The applicant proposes to rezone the property located at 3444 Blue Jay Street from One Unit Country Residential Zone (RS-4) to One Unit Urban Residential Zone (RS-l) and Multi-Unit Residential RM-16 Zone. If approved, the development will consist of single-family residential lots along Blue Jay Street and an RM-16 townhouse development integrated with the townhouses proposed for the two lots to the immediate south. There were no comments or questions.. 6 By-law No. 3831, Matsqui Zoning Amendment No. 495 (Uniflex Investments Ltd.) ( / R93-63) The Manager, Current Development, advised that By-law No. 3831, cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 495", was being withdrawn due to an error in advertising. The by-law will be presented at the April 15, 1996, Public Hearing.. 7 By-law No , Matsqui Zoning Amendment No Text Amendment ( / R 96-02) By-law No , cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 557", was presented by the Manager, Current Development. If approved, the by-law would amend the text of Matsqui Zoning By-law, 1985, by adding the term "Community Service Use" to the definition section of the by-law. The use would also be allowed in the P-l, P-2, C-3, C-7, C-9, C-9A, and C-3H Zones. 3. TERMINATION Moved by Councillor Funk, seconded by Councillor Gibson, that the Public Hearing terminate. What is the city's solution to solving current air pollution problems created by the increase in motor vehicles? What is the city doing to solve our already congested road system? What is the city doing to solve other pollution problems created by the increased population density? ~ S L- '\ ----"'> RJ-r r<.12 '/0 ~ls.?, v - - -''--;,~1)-b I 3g' 31 cd -'> 1<.13-(') What is the city doing to reduce the heavy tax burden already forced upon the current citizens of Abbotsford, which is disproportionate to taxes charged other citizens of the District of Abbotsford? What are the benefits of more development, as proposed by these two amendments, to me as a current citizen of Abbotsford? Past sych-cfevelopments have caused a decrease in the quality of life for me. higher taxes, more traffic congestion, more crime, and more pollution problems.
5 I think until council can come up with solutions to these issues, there should be a moratorium on future development in the District and City of Abbotsford. : believe that citizen's concerns need to be as important as the demands of developers in the city's consideration and approval of all land development.
