1 Appendix B The Second Quarterly General Meeting 2018 Honorary Secretary Report 21 June 2018 Board of Practices (BP) 1. Corporate Membership 2018 There were currently 195 HKIA Registered Practices. 2. HKIA List of Band 3 Architectural Consultants There were currently 71 Registered Practices on the List of Band 3 Architectural Consultants. 3. Nominations Mr. YEUNG Chun Kit Kevin was nominated to Construction Industry Council for Course Advisory Panel on Computer-aided Software for Construction Projects for the new term of office of 2 years between 1 Jan 2018 and 31 Dec Practices Matters Proposed Security of Payment Legislation (SOPL) Regarding the proposal of excluding the adjudication of the decision on Extension of Time claim from SOPL, HKIA, HKIS, AAP and ACQS met Development Bureau on 10 April 2018 and sent a joint letter to DEVB to further pursue the discussion with DEVB on 13 Apr A series of briefing sessions was held by DEVB to brief the industry stakeholders regarding the draft SOP Bill. HKIA attended the first 3 sessions held in the period from late March to April However, DEVB cancelled the rest of the 4 sessions scheduled for the period between late Apr 2018 and Jun Further announcement was pending. HKIA invited DEVB to give a briefing to HKIA members on draft SOP Bill. DEVB advised that the briefing would be held after the industry briefing sessions had completed. A circular was issued to all members and all registered practices to update on the background and key issues of SOPL as well as the actions ahead on 3 May Building Information Modelling (BIM) Further to the meeting with DEVB in Nov 2017 and the survey issued to all RPs regarding their experience and readiness on BIM adoption, a letter was issued to DEVB to make suggestions on BIM implementation details on 22 Mar Completed Projects Representatives of Development Bureau, Architectural Services Department and consultant team gave a briefing on Work Policy on Buildability Evaluation System for Public Building Projects to HKIA members and registered practices on 6 Jun Board of Local Affairs (BLA) 1. Nominations Mr. AU YEUNG Chi King Artur was nominated to Water Supplies Department to represent in the Working Group on Comprehensive Review on Waterworks Ordinance and Waterworks Regulations for a term of office of two years. Local Affairs The written submission on the implementation details of the Registered Fire Engineer Scheme was delivered to Fire Services Department on 9 Mar Built Heritage Conservation Fund approved HKIA s application "Co-Invigorate Our Heritages". A budget of about $1.94 million on reimbursement basis was approved in late Mar HKIA had accepted the approved fund in Apr HKIA was invited by Environmental Protection Department (EPD) to join the panel to review the architectural and landscaping design requirements for the Integrated Waste Management Facilities Phase 1 on 9 Apr A total of 13 HKIA members were nominated by the Institute to Hong Kong Council of Social Service for being the volunteers for Working Group on Flat Production for Community Housing Movement Project. There were a total of 13 HKIA volunteers for the Project. Subsequent to the launch of public engagement by the Taskforce on Land Supply on Land for Hong Kong : Our Home Our Say! in late Apr 2018, an exchange session with the Taskforce on Land Supply was held on 15 Jun 2018 to facilitate more in-depth understanding about the land shortage and supply issues in Hong Kong and to have direct dialogue with the Taskforce for a fruitful discussion on this important subject of Hong Kong. 3. CPD Events Design Competition on Wanchai Community Green Station The competition was organized by Environmental Protection Department to invite professionals and members of the public to develop functional and innovative ideas for Wanchai Community Green Station (CGS) so as to enhance the branding of CGS for promotion of green culture. HKIA was a supporting organization as well as represented in the jury panel for adjudication of the Competition. 3 was held on 28 May Winning entries of Professional Group and Open Group are available on the competition website : Design Competition on Pilot Study on Underground Space Development in Selected Strategic Urban Areas The competition was jointly organized by Civil Engineering and Development Department (CEDD) and Planning Department (PlanD) to encourage the participation of tertiary education students and young members of professional institutes in various disciplines in the planning and design of potential urban underground space developments. Submission of entries was closed in April HKIA will be represented in the Jury Panel of the Competition. Announcement of winners is scheduled for Jul / Aug 2018 while the prize presentation ceremony is scheduled for Aug Board of Educational Affairs (BEdA) 1. Education Development & Accreditation (EDAC) Accreditation of Architectural Programme of City University of Hong Kong (City U) Bachelor of Science (Hons) in Architectural Studies Programme had been granted a Conditional Term of Accreditation of Part I (pre-professional) for three years until Canberra Accord interim meeting As a provisional member, HKIA was invited to attend the Canberra Accord interim meeting held on 22 May 2018 in London. President Mr. Marvin CHEN, Board of Educational Affairs Chair Ms. SO Ching and ARB Education and Accreditation Committee Chair Dr. Rosman WAI attended the meeting and presented the updated status of HKIA/ARB accreditation system to the group Canberra Accord full signatory status On 8 June 2018, letter received from Chair of Canberra Accord on Architectural Education who confirmed that all of the signatories to the Canberra Accord agreed to accept the HKIA as a system of accreditation/ validation/ recognition that led to outcomes substantially equivalent to those of the other signatories and the HKIA is transferred from provisional to signatory status for a period of six years, effective 1 January HKIA Second Quarterly General Meeting Honorary Secretary Report 21 June out of 11

5 Renewal of mutual recognition agreement on accreditation systems with NABAR The agreement with National Administration Board of Architectural Registration (NABAR) on mutual recognition of each other s accreditation systems of architectural professional degrees would expire in Jan HKIA was in the progress of discussing with NABAR on renewal of the agreement. 3. Professional Assessment (PA) PA 2018 Papers 3, 4 and 5 (Mar) Passing rates are as follows: Paper % Building Structures Paper % Building Services and Environmental Controls Paper % Building Material and Technology Four candidates passed all written papers and were eligible to take Professional Interview. Professional Interview on 22 Mar out of 102 candidates (73%) passed the interview Non-Local Architectural Professional Admission applications were received Vetting of eligibility by the Eligibility Vetting Committee was finished. PA 2018 Papers 3, 4 and 5 (Jul) Registration closed on 4 May applications were received PA 2018 Papers 1, 2, 6, 7 and 8 (Nov) Registration from now to 29 Jun 2018 PA 2018 Papers 1, 2, 6, 7 and 8 Lecture & Seminar Series Foundation lectures on Paper 1 would be held on 7 Jul 2018 and 28 Jul The lecture series will be held from Jun Sept Taskforce on 10-year roadmap for Professional Assessment A taskforce had been set up under the PAC to study further regarding the 10-year roadmap for the PA. 4. Sponsorship Bachelor of Science (Hons) in Architectural Studies Graduation Show 2018 organised by City University of Hong Kong Architectural Graduation Show 2018 Committee to be held from 6 to 13 Jul 2018 is sponsored for HK$2, Nominations to external advisory bodies Mr. TONG Yee Hang Arthur was nominated to serve on the University Grants Committee Research Assessment Exercise 2020 panels for assessment of research impact submissions in the Panel of Built Environment and Architecture unit. Ms. SO Ching is nominated to serve on the Advisory Committee for Department of Building Services Engineering of The Hong Kong Polytechnic University. 9 Board of Internal Affairs (BIA) 1. HKIA Sports and Date: 28 Apr 2018 Family Day 2018 Venue: Stanley Ho Sports Centre, The University of Hong Kong, Sha Wan Drive, Pokfulam. Attended by over 170 architect athletes, 8 architectural practices, Architectural Services Department and Housing Department, their colleagues and their families. Overall Champion of 2018 was achieved by WONG TUNG & Partners, who won this glory for the second year of HKIA Sports and Family Day. 6 allied bodies participated in invitational races. Hong Kong Medical Association got the champion of 4x100m relay invitational race, i.e. Construct Cup. 2. HKIA Annual Awards 2017/18 3. HKIA Music Group The HKIA Singing Group participated in the Recreation and Sports Club for Hong Kong Professional Bodies Singing Contest 2018 on 26 May Furniture Design Competition 2018 Special Projects 1.
