Annual Meeting of the Joint LACACs of Peel Sub-Committee (Brampton Hosting in 2006) The Board was reminded that it should be looking toward developing a budget in 2005 for the Annual Meeting of the Joint LACACs of Peel, which it will be hosting in G 2. Heritage Incentives Sub-Committee (Heritage Property Tax Rebate) Mr. Jim Leonard, Heritage Coordinator, Planning, Design and Development, advised that a meeting of the Heritage Incentives Sub-Committee has been scheduled for Friday, January 28, 2005, 10:00 a.m., at Brampton City Hall to consider the Heritage Property Tax Rebate Program, which is anticipated to be put forward to Council for approval sometime during In response to a question, Mr. Leonard provided an overview of the proposed program and its current status. G 3. Heritage Resources Sub-Committee (Designations, Cultural Landscapes, Heritage Inventory, Development Applications) 1. Verbal report from Ms. Lynda Voegtle, Chair, Heritage Resources Sub- Committee, re: Report of the Heritage Resources Sub-Committee Meeting of November 30, 2004 (File G33). Heritage Resources Sub-Committee Meeting of Ms. Lynda Voegtle, Chair, Heritage Resources Sub-Committee, provided a verbal report on the discussions which took place at the sub-committee meeting of November 30, 2004, which included the following topics: Potential new heritage inventory listings; Potential future district designation possibilities; Inventory plaques; Report from the Heritage Coordinator; Page 6 of 16

7 Dale Estates; Flight #621 crash site; Bonnie Braes ; Scott Street; Heritage district study boundaries; Proposed additions to designation wish list The following motion was considered. HB That the verbal report from Ms. Lynda Voegtle, Chair, Heritage Resources Sub- Committee, to the Meeting of January 28, 2005, re: Report of the Heritage Resources Sub-Committee Meeting of November 30, 2004 (File G33) be received. G 4. Outreach and Marketing Sub-Committee (Historic Plaque Program, Newsletter, Projects) 1. Historic Plaque Application Inez and Bruce Allan 9 Craig Street Ward 4 (File G33). The Board reviewed the Historic Plaque application from Inez and Bruce Allan; and considered the following motion. HB That the application from Inez and Bruce Allan 9 Craig Street Ward 4, dated November 8, 2004, for the purchase of a plaque under the Brampton Heritage Board s Historic Plaque Program, to the Meeting of January 18, 2005, be received; and, That the application be approved as submitted. 2. Verbal report from Mr. Michael Avis, Chair, Outreach and Marketing Sub-Committee, re: Report on the Activities of the Brampton Heritage Board Outreach and Marketing Sub-Committee (File G33). Mr. Michael Avis, Chair, Outreach and Marketing Sub-Committee, provided a verbal report on the activities of the Sub-Committee, which included: Next edition of the Brampton Heritage Times newsletter discussion took place on this matter and it was agreed that Brampton Page 7 of 16

8 Day in September 2005 would be the target for publication of the next edition of the newsletter. Mr. Avis indicated that he would provide members with a list of suggested topics and the deadline date for copy. Suggested Outreach Venues Mr. Avis provided a list of suggested Outreach Venues. Discussion took place with respect to the suggested outreach venues and a number of other suggestions were put forward, including setting up and manning of the Board s display at malls, recreation centres, etc. during annual Heritage Day celebrations in an effort to reach people outside the heritage community. Mr. Avis indicated that this is something the sub-committee would review. Communities in Bloom Mr. Avis suggested that consideration be given by the Board to increasing the score for the heritage component of this program. Mr. Michael Halls, Special Projects Manager, Office of the Mayor, provided an overview of the Communities in Bloom program and suggested that input from the Board would be useful in boosting the score for heritage. Discussion took place with respect to the Board s participation in this program and, on behalf of the Outreach and Marketing Sub- Committee, Mr. Avis agreed that the sub-committee would work with Mr. Halls, et al to determine how the Board could provide its input into the Communities in Bloom program and add this item to their project list. The following motion was considered. HB That the verbal report from Mr. Michael Avis, Chair, Outreach and Marketing Sub-Committee, to the Meeting of January 18, 2005, re: Report on the Activities of the Outreach and Marketing Sub-Committee (File G33) be received. G 5. Ad Hoc Committee to Develop Proposal for Recognition of the City s Hamlets, Villages on the Friezes at Brampton City Hall (originated during the City s Sesquicentennial Year) Mr. Robert Payne, Ad Hoc Committee Chair, put forward a reminder to Members to review and provide input/suggestions on the proposed list of villages, hamlets, which he distributed at the Meeting of November 16, Page 8 of 16

Ad Hoc Committee to Explore Options for the Re-use of the former CP Railway Station Mr. Jim Leonard, Heritage Coordinator, Planning, Design and Development, advised that it is expected that the first meeting of the Ad Hoc Committee will be scheduled in early February 2005, and that he will advise all Board Members of the meeting arrangements once they have been finalized. H. Designation Program H 1. Proposed Heritage District Designations Washington Block and Main Street South (File G33). H 2. Proposed Heritage Designation 325 Steeles Avenue West (formerly Sheridan College Daycare Centre) Team Three (Freed Homes) Ward 3 (File G33). H 3. Proposed Heritage Designation Alexander Hutton Farmhouse ( Bonnie Braes ) 8675 Creditview Road Ward 6 (File G33). Mr. Jim Leonard, Heritage Coordinator, Planning, Design and Development, distributed a copy of his memorandum to Ms. Deb Giannetta, Development Planner, Planning Design and Development, providing a summary of a meeting between City staff, members of the, and Fieldgate Homes which was held to review the scope of heritage designation for this property as outlined in the Statement of Reason for Heritage Designation, which was considered by the on October 19, Discussion took place on this matter during which time the Board confirmed its position that heritage designation cover the full property (farmhouse and cultural landscape) as outlined in the Statement of Reason for Heritage Designation. The following motion was considered. HB That, as considered at the Meeting of January 18, 2005, the confirms it position that heritage designation of the Alexander Hutton Farmhouse ( Bonnie Braes ) 8675 Creditview Road Ward 6 (File G33) include the full property (farmhouse and cultural landscape), Page 9 of 16

10 as outlined in the Statement of Reason for Heritage Designation considered by the Board on October 19, H 4. Proposed Heritage Designation Philip Egan Farmhouse The Gore Road Ward 10 (File G33). H 5. Proposed Heritage Designation Breadner Homestead Tufton Crescent Ward 6 (File G33). H 6. Proposed Heritage Designation Creditdale Farm 8028 Creditview Road Ward 6 (File G33). H 7. Proposed Heritage Designation Leflar/McClure Farm 9512 Creditview Road Ward 6 (File G33). H 8. Proposed Heritage Designation Kirkwood Estate 133 Main Street South Ward 4 (File G33). H 9. Proposed Heritage Designation Ebenezer School (Ebenezer Community Hall) 4494 Ebenezer Road Ward 10 (File G33). Discussion took place with respect to the Board s previous consideration with respect to heritage designation for this property during which time the Board confirmed its position outlined in its June 15, 2004 Recommendation HB (approved by Council on June 28, 2004) that this property be designated. 11 HB That, as considered at the Meeting of January 18, 2005, the confirms its position that staff proceed with heritage designation of the Ebenezer School (Ebenezer Community Hall) 4494 Ebenezer Road Ward 10 (File G33). H 10. Proposed Heritage Designation John Howard Society Building 100 Queen Street West Ward 5 (File G33). H 11. Proposed Heritage Designation O Reilly-Kennedy Farmstead 7905 Mayfield Road Ward 10 (File G33). The Board reviewed a preliminary assessment of heritage resources for this property, which was provided with the agenda for this meeting. Mr. Jim Leonard, Heritage Coordinator, Planning, Design and Development, provided details on a development application with respect to this property. Discussion took place with respect to the impact of this application on the heritage resources on the property. The following motion was considered. HB That the report from J. Leonard, Heritage Coordinator, Planning, Design and Development, dated May 2004, to the Meeting of January 18, 2005, re: Preliminary Assessment of Heritage Resources O Reilly-Kennedy Farmstead 7905 Mayfield Road Ward 10 (File G33) be received; and, That the City s Heritage Coordinator be directed to proceed with the expeditious heritage designation for this property. 12 HB That the Minutes of the Churchville Heritage Committee Meeting of November 8, 2004 (File G33CH), to the Meeting of January 18, 2005, be received. I 2. Minutes Churchville Heritage Committee December 13, 2004 (File G33CH). Mr. Jim Leonard, Heritage Coordinator, Planning, Design and Development, provided an overview of the discussions which took place at the Churchville Heritage Committee Meeting of December 13, 2004 and highlighted two items requiring the Board s attention: heritage permit application from Kathy Pask for a new garage at 7534 Creditview Road; and a request for the Board s support to change the name of Church Street in Churchville to Amaziah Church Street. Discussion took place on these two matters and the following motion was considered. HB That the Minutes of the Churchville Heritage Committee Meeting of December 13, 2004 (File G33CH), to the Meeting of January 18, 2005, be received; and, That the Churchville Heritage Committee s recommendation for approval of the heritage permit application from Kathy Pask for a new garage at 7534 Creditview Road, outlined in the aforementioned minutes, be endorsed; and, That the matter relating to changing the name of Church Street to Amaziah Church Street, outlined in the aforementioned minutes, be referred to staff to investigate the street re-naming process and that the findings of this investigation be reported back to the Churchville Heritage Committee for consideration. Invitation from Ms. Maureen Couse, Curatorial Assistant, Peel Heritage Complex, received November 18, 2004, re: Invitation to the to Participate in Heritage Day Celebrations Sunday, February 20, :00 noon to 4:00 p.m. Peel Heritage Complex 9 Wellington Street East (File G33). The Board considered its participation in the annual Heritage Day celebrations at the Peel Heritage Complex and it was indicated that members of the Board s Outreach and Marketing Sub-Committee would coordinate the Board s participation. The following motion was considered. HB That the invitation from Ms. Maureen Couse, Curatorial Assistant, Peel Heritage Complex, received November 18, 2004, to the Meeting of January 18, 2005, re: Invitation to the to Participate in Heritage Day Celebrations Sunday, February 20, :00 noon to 4:00 p.m. Peel Heritage Complex 9 Wellington Street East (File G33) be received; and, That the participate in the aforementioned event through the setting up and manning of their display. L 2. Discussion at the request of Glen McTavish re: Proposed Purchase of Pop-up Tent for use in promoting the at Outdoor Events (File G33). Mr. Glen McTavish provided information on a proposed pop-up tent for use by the in its promotion at outdoor events, which included costing information. Discussion took place with respect to the purchase of a tent by the Board which included costs and silkscreening the Board s logo on the tent. The following motion was considered. HB That, as considered at the Meeting of January 18, 2005, approval be given for an allocation from the not to exceed $5, for the purchase of a 10 x 10 Pop-up Tent with silkscreened Page 14 of 16

15 Board logos for use by the Board in its promotion at outdoor events, subject to the provisions of the City s Purchasing Policy and Visual Standards Guidelines. L 3. Discussion re: Demolition of a Property on the City of Brampton Inventory of Heritage Resources without a Demolition Permit Mississauga Road Ward 6 (File G33). Mr. Jim Leonard, Heritage Coordinator, Planning, Design and Development, distributed a document outlining the timeline leading to the demolition without a permit of the heritage resources on the property located at Mississauga Road, and provided an overview of the information contained therein. Discussion and questions on this matter included concerns about the loss of heritage resources through illegal demolition, amount of the fines levied against owners in these situations; provision under the Planning Act to allow for demolition permit applications to be filed after the fact; the status of listed heritage properties versus heritage designated properties; and the establishment of a meeting between the Board s Co-Chairs, the Commissioners of Planning, Design and Development and Legal Services, the Chief Building Official, the City s Heritage Coordinator and other staff as appropriate to determine if any repercussions could result with respect to any planning applications for this property as a result of the actions of this owner. The following motion was considered. HB Whereas, as its meeting of January 18, 2005, the considered the matter of the Demolition of a Property on the City of Brampton Inventory of Heritage Resources without a Demolition Permit Mississauga Road Ward 6 (File G33); and, Whereas at the time the Board expressed its grave concern and anger that a steward of some of the City s valuable heritage resources should show a total disregard for the laws; and, Therefore Be It Resolved that the supports the vigorous prosecution of this case and urges the prosecution to request the maximum penalty available under the law; and further, That the City s Heritage Coordinator be directed to establish a meeting between the Board s Co-Chairs, the Commissioners of Planning, Design and Development and Legal Services, the Chief Building Official, the City s Heritage Coordinator and other staff as appropriate to determine if any repercussions could result with Page 15 of 16

16 respect to any planning applications for this property as a result of this disregard for the law. M. Question Period M 1. Mr. Glen McTavish displayed a sample of material for potential use in future plaques, for the Board s information. He indicated that he would attempt to get 2 or 3 routered samples in varying sizes and bring them forward to a future meeting for consideration. N. Public Question Period nil O. Ad Hoc Committee to Explore Options for the Re-use of the former CP Railway Station 1. Verbal report from Mr. G. McTavish, Ad Hoc Committee Chair, re: Ad Hoc Committee to Explore Options for the Re-use of the former CP Railway Station Meeting of February 7, 2005 (File G33). Mr. Glen McTavish, Ad Hoc Committee Chair, provided a verbal report on the Ad Hoc Committee Meeting of February 7, 2005, indicating that discussions took place with respect to the inventory of materials done at the time the Station was dismantled, proposed sites where the Station could be re-assembled and re-used, and review of the materials in storage to determine their current condition and which materials could be re-used. Mr. McTavish indicated that the Ad-Hoc Committee would be meeting again within the next two weeks and that he would be presenting a consolidated list of options for re-use of the Station for consideration at that time. Proposed Heritage Designation Alexander Hutton Farmhouse ( Bonnie Braes ) 8675 Creditview Road Ward 6 (File G33) Mr. Jim Leonard, Heritage Coordinator, Planning, Design and Development, provided an update to the Board with respect to the negotiations between staff and the owners of this property relating to the perimeters for heritage designation of the property, highlighting the positions of the Board, City staff and the property owners. He advised that the report for designation of the farmhouse and cultural landscape has been put back into circulation to Senior Staff, after which it is anticipated to go forward to the Planning, Design and Development Committee for consideration and a recommendation to City Council. Mr. Leonard responded to questions with respect to the potential re-use of the farmhouse and securing the farmhouse against damage from the elements, vandalism, etc. He confirmed that the City of Brampton Guidelines for Securing Vacant and Derelict Built Heritage Resources were provided to the owners of this property. Discussion at the request of Mr. Michael Avis, re: Possible Future Uses of the Historic Bovaird House Property to Maximize its value to the City and Reinforce the Preservation of City-owned Heritage Properties (File G33). Mr. M. Avis requested the Board s consideration for the possible future uses of the Historic Bovaird House Property to maximize its use for the preservation of heritage properties. He advised that discussions along these lines have taken place with the Friends of Bovaird House Committee. Mr. Avis put forward a suggestion that the Historic Bovaird House property could be used for such means as providing a property for relocation of heritage resources that may be subject to demolition, such as the Leflar Plank on Plank House or the Fitzpatrick Log House. Discussion and questions on this matter included the size of the Historic Bovaird House Property, concerns that other buildings on the property could detract from the House itself, and questions with respect to the status of the proposal for a heritage subdivision in the City Page 11 of 15

28 A suggestion was put forward that a meeting be established with Mr. S. Solski, Manager of Arts, Culture and Theatre, Community Services, as this facility is under his jurisdiction, to include representatives from the Friends of Historic Bovaird House Committee, the, and Mr. J. 30 Heritage Conservation Districts Scale Materials and Detailing Proposed Alterations to Design Policy Considerations The Board held a discussion on this proposal and expressed concern about the impact that the proposed design, materials, detailing and height of this apartment complex would have Brampton s historic downtown. The following motion was considered. HB Whereas, at its meeting of February 15, 2005, the gave consideration to the proposal for an apartment complex at 10, 12 and John Street and part of 21 Queen Street East; and, Whereas at that time members of the Board expressed strong reservations and deep concerns with respect to all aspects of the design of this apartment complex, including height, materials and detailing, and its impacts on Brampton s historic downtown; and, Whereas at that time the Board considered the Region of Peel s commitment to work closely with the City of Brampton through the design approval process to finalize colours, materials and other details to respect the neighbourhood context, as outlined in the Region s John Street Apartment Development Fact Sheet dated January 2005; Therefore Be It Resolved that the appreciates the Region s commitment to work with the City with respect to the design of this apartment complex and would be prepared to provide its assistance to the Region and the City in this regard. L 4. Report from J. Leonard, Heritage Coordinator, Planning, Design and Development, dated February 10, 2005, re: Damage to a property listed on the City of Brampton Inventory of Heritage Resources Harrison Hewgill Pioneer Cemetery 9749 Gore Road Ward 10 (File C10E9.5/G33). Mr. J. Leonard, Heritage Coordinator, Planning, Design and Development, provided an overview of his report on the damage to the Harrison Hewgill Pioneer Cemetery, and advised that it is the City of Brampton s expectation that the cemetery will be fully restored, and that prosecution is being investigated Page 14 of 15

31 Mr. Leonard advised further that he is working with Mr. P. Webster, Cemetery Manager, Community Services, with respect to the restoration of the cemetery. Mr. Lynn Barkey, Criterion Developments Mr. Lynn Barkey of Criterion Developments informed the Board that his company owns the land on which the Harrison-Hewgill farmhouse sits, that a draft plan has been filed with the City of Brampton related to development of this land, and the farmhouse currently sits on a secondary school block Page 5 of 13

37 Mr. Barkey advised that his company intends to relocate the farmhouse to land owned by Mr. Morresi of MMC and discussions have taken place with Mr. Morresi and Mr. Bob Lackey of Candevcon in this regard. He indicated that Mr. Morresi is in favour of moving the farmhouse to his land and that he has undertaken this type of work in the past. Mr. Barkey indicated that his company is excited about this relocation and urged the Board to look upon this favourably. Mr. Bob Lackey of Candevcon circulated a number of photographs including ones showing various dwellings built in the period of the Harrison-Hewgill farmhouse, the site the farmhouse currently sits on, and a home from the same period as the farmhouse with a wing added to it. He circulated before and after photographs of the farmhouse showing its current state and how they intend to restore it, and provided details on their restoration plans. He indicated that they are looking for the Board s support for their relocation/restoration plans. Mr. Morresi responded to questions with respect to what he intends to do with the farmhouse once it has been relocated and restored, indicating that he would own the house and wasn t sure if he would live in it himself or sell it depending on how the market is. Mr. Morresi and Mr. Lackey provided details on the site that they want to relocate the farmhouse to, indicating that the farmhouse would be in a context similar to where it sits today, i.e. 1.2 acres of land immediately adjacent to about 4 or 5 acres of valleyland. The Board held a discussion on this matter, asked questions of the delegations with respect to timing for relocation/restoration, servicing to the site and heritage designation of the farmhouse. Mr. Jim Leonard, Heritage Coordinator, Planning, Design and Development, confirmed that the original farmhouse would be a candidate for heritage designation, that he believes the delegations are on the right track with their restoration plans, and suggested that it is important for the delegations to work closely with staff and bring back their designs to the Board should they proceed with their plans for relocation/restoration.
