1 Consent Agenda Apr 4 17 HERITAGE PORT HOPE ADVISORY COMMITTEE Minutes of Regular Meeting of the Heritage Port Hope Advisory Committee held on Monday, February 27, 2017 at 7:00 pm in the 2 nd Floor Committee Room, Town Hall, Port Hope 1. Call to Order at 7:00 pm Present: Karen O Hara, Deirdre Gardner, Gordon Thompson, Phillip Carter, Judith Copeland, Marie Jones Staff Present: Recording Secretary: Stacey Kursikowski, Councilor Louise Ferrie- Blecher Stacey Kursikowski 2. Disclosure of Pecuniary Interest and the nature thereof Phil Carter with regards to 8 Baldwin Street as he is the architect on the project. 3. Adoption of the Agenda Monday, February 27, 2017 Resolution No. HPH 33/2017 MOVED BY G. THOMPSON SECONDED BY M. JONES Be it resolved that this Committee approve the agenda of February 27, 2017, as amended by adding Phil Carter and Diane Steblaj as a delegation for the property addressed as 8 Baldwin Street. CARRIED 4. Adoption of the previous Minutes January 16, 2017 Resolution No. HPH 34/2017 MOVED BY P. CARTER SECONDED BY J. COPELAND Be it resolved that this Committee approve the minutes of January 16, CARRIED 5. Delegations Kregg Fordyce and Roman Tsap from KFA Architects + Planners Inc. on behalf of potential purchaser of 39 Pine Street North Client of the delegates are looking to purchase 39 Pine Street North (former Central School). Given the Municipality s intention to designate under Part IV
2 of the Ontario Heritage Act, the client wishes to have a discussion with HPH regarding their intended plans for the existing structure. K. Fordyce explained the intended proposal: Client has not closed on the property as of yet; Client understands and respects the heritage value of the building; Proposed changes to the existing building including adding a 3 rd storey to the existing building with a mansard roof stepped back and the addition of another floor above the existing gym; Other proposed alterations to the property include adding parking, adding up to 6 townhouses on inner portion of school property and up to 20 back-to-back townhouses on the property kiddie corner to the school property. It is in their view that the proposal for a mansard roof is respectful of the character of the neighbourhood and the step back from the edge of the building will reduce its impact. The addition to the gymnasium will maintain the same proportions as the existing building and will respect the rest of the school building. The delegates are seeking comments and suggestions from the members of HPH prior to completing the purchase of the property. In order to make the property economically viable, the third floor addition is required. Comments from HPH: P. Carter: Municipality is moving forward because there was a potential threat as the building was up for sale. It is very common in Toronto and other Municipalities so move forward with designation against owners wishes when there is a threat. The neighbourhood and its contents need to be preserved for the future generations and character of the Municipality. Advised that HPH cannot provide approval tonight for proposed plans, however, from his perspective it appears to maintain the integrity of the original building. It is very common for additions to heritage buildings to be completely different in design as to not create a faux look. J. Copeland: Proposed townhouses on adjacent property are far too dense for the community, will have to look at reconfiguring that. Inquired about elevator yes one will be provided. L. Ferrie-Blecher: Inquired about unit sizes, floors plans appear to show very large units. There is concern in the community about housing options and the potential for providing some smaller units for some of the senior population. S. Kursikowski: Any modifications would be required to go through an Official Plan Amendment, Zoning By-law Amendment, Site Plan Control processes. As part of that, there would be a significant amount of studies that
3 would be required including, but not limited to Heritage Impact Assessment, Traffic, Parking etc. Phil Carter and Diane Steblaj Architect and Owner of 8 Baldwin Street P. Carter provided an overview of the proposed plans for the renovations and additions as follows: Front: o Remove the large external staircase in order to make the main entrance to the dwelling on the ground level. Currently, the house functions with the second floor being the main living space but with the kitchen on the ground floor. The owners are looking to relocate the main living space and entranceway to the main floor. o Remove the roof of the 2 nd storey porch to be more consistent with the original style of the dwelling. o Reconstruct the 2 nd storey porch to a more classical style; o Construct a front entrance vestibule on the main level below the existing porch; o Add a second parking pad on the southwest corner of the property. Rear: o Remove existing addition that was built in the late 1940/1950s; o Addition of a more appropriate, well-constructed addition; single-storey for the entire width of the dwelling, two-storeys for a portion half the width of the dwelling. The applicant is sparing no expense, the proper materials will be utilized and they are looking to sincerely enhance the appearance of a historic dwelling. 6. Business arising 6.1 By Law Infractions S. Kursikowski has approached various business owners with an application form to complete for the infractions. Has not received anything back to date. Will continue to monitor. 6.2 Grand Opening Certificates, ACO Certificate L. Ferrie-Blecher to follow up with K. Narroway regarding certificates and notification when businesses are opening. 6.3 Murals, Logos, Bylaws, Policies Sub Committee Subcommittee members were selected and include: G. Thompson, M. Jones and D. Gardner. 7. Reports/Committee Business 7.1 Report from the Chair Annual Heritage Awards were presented at Council on February 21 st ;
4 The recommendation report for 39 Pine Street North designation was heard by Committee of the Whole; Few new businesses opening up soon: 7 Queen Street and 54 Walton Street. 7.2 Report from the Planning Technician Staff looking at updating the HIAC grant application form as many applicants this year were unaware that they required HPH approval prior to the deadline; P. Carter to work with S. Kursikowski regarding a template for Heritage Impact Assessment when Planning staff are requesting one from developers. 7.3 Report from Council Circulation from Peter Van Loan (MP) regarding Bill C-323, income tax credit potential for properties on the National Heritage Registry 7.4 Treasurer s Report D. Gardner to forward G. Thompson receipts for frames for Heritage Awards. G. Thompson to obtain latest Financial Statement from the Finance Department. 7.5 Heritage (Part IV) Committee Report 8 Baldwin Street Proposed addition is going to the Committee of Adjustment on March 16. HPH members agree to approve this application. M. Jones will sign as P. Carter (Chair of Part IV) has a pecuniary interest. 7.6 Heritage (Part V) Committee Report Approval granted to: 127 Walton Street (Summerhill B&B) Repairs to existing structure 7 Queen Street Signage for a new dance clothing store 1 Walton Street Various approvals including brickwork, rooftop belvedere, eaves, downspouts, shutters and chimney repair Conditional approval granted to: 1 Walton Street Window restoration HPH members would like to see detailed drawings of muntin bars. 7.7 Designation Report Canton Church New owner looking to designate, D. Gardner to draft letter regarding designation 88 King Street the owner has shown interest in designating his building, HPH to continue open communication with owner.
