Minutes: Moved by: Tony Duncan Seconded by: Mark Stevenson That the minutes of the Wednesday, March 25, 2015 meeting of the Leamington Municipal Heritage Advisory Committee be adopted. CARRIED Business Arising from Minutes: None The Chair acknowledged the passing of Rick Atkin, Council representative to the LMHAC, noting his widespread efforts in the community. The Council appointment of a new member is pending. Ms. Truax introduced Brian Nagata, Development Planner and noted his experience with Heritage Committees in Chatham Kent. As well, Olivia Ashton, Research Assistant started with the Municipality at the end of April and will be working on the various projects for the Heritage Committee over the summer. Reference Materials: Ms. Truax reviewed those materials provided for review by the Committee.

3 Page 2, Leamington Municipal Heritage Advisory Committee Minutes, May 27, 2015 New Business: i) Heritage Committee Logo The Research Assistant presented ten (10) logos for review by the Committee. The logo will be used on the LMHAC webpage and other materials. The Committee selected #7 with the following suggested revisions: incorporate colour of red, ensure image will copy well, and capitalize the first letter of each word in title. ii) Walking Tour Brochure Update: The Research Assistant presented four (4) templates to be used for the walking tour. The Committee indicated all four would be acceptable. The Chair suggested the coloured background be removed due to colour copy costs. The Committee provided the following direction to the Research Assistant: i) Insert homes from previous walking tour brochure; ii) iii) Determine best order, determine lengths; Draft courtesy letter for property owners whose property is featured. The Chair expressed properties were to be viewed from the public right of way and that the homes to be included should not be limited to those with the permission of the property owners. S. Holland indicated in his experience, no permission was required to conduct a tour from the sidewalk. The brochure includes request to respect private property. iii) Heritage Register The Research Assistant reviewed a technical memo prepared for the committee to outline the purpose the register required under the Ontario Heritage Act (OHA). The Committee discussed the list for non-designated properties to be listed. The Chair expressed concerns regarding the current approach to list only those properties with the owner s permission. It was noted that it is difficult to maintain the list to track any changes in ownership and maintain permissions of current owners. Ms. Siddall noted this would be an opportune time to educate the new council members of the purpose of the OHA, to seek clarification on Council s direction to only list properties of interest with owner s permission and to highlight a list as a way to educate owners and public about the potential significance of property from an early stage. The context of the report is to seek direction to host a public open house for those homes which have been identified as having heritage potential in the rural area. The committee would also advise Council the finalized register of designated and nondesignated properties would be prepared and presented to Council for final approval. The committee provided direction for Planning Services to prepare the report for review at the June meeting.

4 Page 3, Leamington Municipal Heritage Advisory Committee Minutes, May 27, 2015 During that discussion it was noted that the list should be reviewed on a regular basis to report changes to the homes of potential. iv) Public Open House #2 The Research Assistant presented draft time line for preparation of Open House #2. It was noted that the target date would likely be October. The Committee provided direction for the Research Assistant to begin updating the templates used at the previous meeting. It was noted that the first meeting was very successful and that as a result, 16 property owners requested that they be on the list and very few requested not to be on the list. New Business: Ms. Truax provided a brief presentation of topics covered at the Ontario Heritage Conference. Mark Stevenson provided a brief summary of information received regarding Leamington Water Tower. Administration will seek clarification and provide an update at the June Meeting. The Chair noted that the pending upgrades to Seacliff Drive for the installation of bike lanes, pathway etc. could be in conflict with some historical features including entry posts, gateways and fencing. The Chair is to take an inventory of possible features which may be impacted by pending works. That list will be forwarded to Allan Botham, Manager of Engineering and John Pilmer, Engineering Technologist, as well as County Wide Active Transportation Study (CWATS) representative Jane Mustac for consideration and comment. Currently owned by the First Baptist Church Leamington Ontario Trustees. Featured the last slate roof in Leamington, until 2015 when it was replaced. Bell Tower Slate Roof Archivolt East Elevation Romanesque Revival Architectural Style Architectural Features Rebuilt in The church features a front-gabled roof, a bell tower, parapets finished in masonry accents of alternating height, and sculptural dogtooth brickwork on the North West corner and the North East corner of the bell tower. The windows are primarily tall and slender and are finished with stone masonry lintels and sills, the centers of the upper windows at the North West corner and on the North façade are pointed arches, and the central arched window shows simple tracery. The entrance is marked with a steep pitched gothic gable roof with masonry accents and a pointed archivolt. The base is rusticated masonry.
