Grady, Development Planner, Planning, Design and Development, dated February 14, 2006, re: Application to Amend the Official Plan and Zoning By-Law Ahmadiyya Movement in Islam (Ont.) Inc. (Desmond Roychauduri- Architect) East side of Hurontario Street, south of the intersection of Sandalwood Parkway East and Hurontario Street - Ward 2 (File C1E13.14). Members of the public present requested a presentation of the proposal. Mr. Neal Grady, Development Planner, gave a presentation and provided details of the proposal to permit the development of a place of worship. The proposal is for a two-storey building with 129 parking spaces that will be accessed by two driveways from Hurontario Street. The Chair acknowledged correspondence and a petition from area residents objecting to the subject proposal. 7 o the proposed use is inappropriate and incompatible for the area o the proposed size of the building is 3 times the size permitted by the existing by-law o uses identified suggest that the site will be busy not only during services but also evenings and weekends when social activities occur o potential for accidents when vehicles exit the site onto Hurontario Street due to the high speed of traffic o area is a mix of rural and urban neighbourhood with some low rise industrial; the proposed height and mass of the building will overwhelm the area o traffic congestion on Sandalwood Parkway is already problematic; fire trucks are sometimes unable to turn onto Sandalwood Parkway from their station east of Highway 10. o fire and ambulance services will be impeded o a traffic study has not been submitted to the City for review as yet o parking area provided is insufficient for the size of the building, therefore, overflow will impact streets in the adjacent residential community o proposed dome will likely cause sun impact on some homes o the height of the minaret does not fit with the character of the surrounding buildings o insufficient buffering in the current proposal o will there be controls on noise generated during construction; what are the hours of operation during construction o will an environmental assessment be completed; existing plants and wildlife need to be considered o why is the original plan for the building being revised o will the number of parking spaces be increased to accommodate the additional vehicles o how many people are expected to worship at any one time o there is no access to the site from the west side of Highway 10 o some residents paid a premium for lots on a quiet cul-de-sac and would like the area to remain that way o residents understand that the community needs a mosque and would support a smaller scale building o the full impact of the proposed structure will not be seen until it is completed o many other faiths rent space to worship o industrial lands would be more suitable for this proposal The following residents spoke in support of the subject proposal: Mr. Farhan Khokhar Ahsar Butt Naseer Mirza Mahmud Mensah 10 Ferncastle Crescent 35 Ferncroft Place 62 Dewridge Court 49 Richgrove Drive Page 7 of 25

8 Razia Butt Naheed Khokar Iftikhar Choudry Haroon Chaudhry Khalid Mahmood 35 Ferncroft Place 10 Ferncastle Crescent 53 Pressed Brick Drive 12 Maldives Crescent 8 Blackmere Circle Their reasons and comments are as follows: o residents of Islamic faith in Brampton are in need of a mosque where they can worship together as a community o currently, Brampton residents travel as far as Maple to worship in a mosque o this proposal provides an opportunity for Brampton to boast about the first mosque being built in the City o worship meetings are held in rental sites such as recreation centres and attendees are often subject to ridicule from persons attending other functions; o while worship is in progress at these rental locations, there is little privacy and attendees are often subject to loud music and other noise from adjacent rooms o vehicles belonging to worshipers have been subject to vandalism at rental sites o the site will also be used for social, recreational and educational activities and all members of the community, not only those of Islamic faith, are welcome to attend o mosque will be beneficial to all residents of the City regardless of ethnic background and will assist to unite families and bring members of all faiths together o would residents opposing the mosque prefer to have a Price Chopper super market at the site o there is a lot of misconception about the Islamic faith; the proposed mosque will provide the opportunity for all residents to learn and understand about the faith o young children who have never been able to attend a mosque should not be deprived of this opportunity o mosque will increase the value of the surrounding properties and benefit the City economically o the City s Parking Enforcement can be called if parking becomes an issue on the residential streets o in other cities with mosques, parking issues have been addressed Staff confirmed that all the comments provided and the concerns raised by the residents will be considered in the recommendation report which will be presented to Committee at a future date. Members of the public present requested a presentation of the proposal but did not wish to speak. Mr. Bernie Steiger, Development Planner, gave a presentation and provided details of the proposal to permit new commercial buildings at the subject site and an addition to the existing supermarket building for a separate retail tenant Page 10 of 25

South of Queen Street West and west of Creditview Road - Ward 6 (File C4W5.9). Members of the public present requested a presentation of the proposal. Ms. Michelle Gervais, Development Planner, gave a presentation and provided details of the proposal to permit a residential subdivision consisting of 14 single detached dwellings at the subject location. Mr. Rick Sterritt, 8940 Creditview Road, owner of property on the south of the subject proposal, was concerned about the increased density being proposed, temporary right-in/right-out access to Queen Street West, the potential for U-turns on Queen Street and the alternate emergency access to the existing Classic Drive. He advised that he owns a livestock operation and was assured that there will be a buffer zone with a minimum separation distance between his property and the proposed subdivision. He noted that the proposed plan of subdivision does not line-up with his proposed subdivision. He indicated that there is a potential purchaser of his property who intends to keep the property as agricultural which may impact the future alignment of Classic Drive. He felt that approval of the subject application at this time is premature Page 11 of 25

Members of the public present requested a presentation of the proposal. The Chair acknowledged correspondence from Mr. Michael Kovacevic, Goodman & Carr, Toronto, legal counsel for Lino and Aurora Moro, owners of property located at 7619 Chinguacousy Road, Brampton, outlining the reasons for their objection to the subject application. Ms. Michelle Gervais, Development Planner, gave a presentation and provided details of the proposal to permit a draft a plan of condominium at the subject location. Mr. Tony Linardi, son-in-law of Mr. And Mrs. Moro, who own the property located at 7619 Chinguacousy Road, Brampton, made reference to correspondence that was submitted by Goodman and Carr outlining the reasons for their objection to the subject application. Mr Linardi reiterated the concerns expressed in the correspondence regarding the need for a road connection at the Page 12 of 25

13 north east corner of the proposed development to connect with the Moro property, the impact of the proposed stormwater management pond on the quality of existing drinking well-water, clarification with respect to the three distinct proposals within the subject application and the lack of information provided to the public. He urged that the application not be approved until all their concerns are addressed. Staff confirmed that the issues raised will be considered in the recommendation report which will be presented to Committee at a future date. PDD That the report from K. 14 Members of the public present requested a presentation of the proposal. Mr. Gabe Charles, Central Area Planner, gave a presentation and provided details of the proposal to permit the construction of a 301 unit, 27 storey condominium building with commercial and retail uses and some underground parking spaces at the subject site. (BDBA) Their comments and concerns are as follows: o proposal would increase the downtown population and assist in the revitalization of the downtown core o this type of development is appropriate for the downtown o other initiatives have been tried but people are not encouraged to shop in the downtown o proposed structure will bring life to downtown while maintaining the small town feeling o the units offered are affordable providing an opportunity for people from all walks of life to own a home o opportunity for business and the economy to improve which will benefit the City o encourage residents to stay in Brampton and enjoy the services and facilities that are offered in the downtown o enhance the value of properties in the area o relocation of access points to facilitate traffic flow o consider increasing commercial space to accommodate more business use o obstruction of the view and potential shadowing which can be created by such a tall building o proposed height of the building will overwhelm the area and nearby residents Mr. Tom Walker, 42 Elliot Street, Brampton, was of the opinion that such a large scale development is not appropriate within the downtown and questioned whether it was being considered for profitable reasons Page 14 of 25

15 Mr. Rob Cooper, President, Alterra- Finer and Mr. Wayne Harrison, architect for the proposed development, complimented staff and thanked them for their assistance with the proposal. Staff confirmed that the concerns expressed and comments provided will be considered in the recommendation report which will be presented to Committee at a future date. PDD That the report from A. Charles, Central Area Planner, Planning, Design and Development, dated March 6, 2006, to the Planning, Design and Development Committee Meeting of March 6, 2006, re: Application to Amend the Official and Zoning By-Law Alterra-Finer (Brampton) Ltd. 11 George Street North North west of the intersection of George Street and Queen Street West Ward 5 (File C1W6.69) be received; and 2. That staff be directed to report back to Planning, Design and Development Committee with the results of the Public Meeting and a staff recommendation subsequent to the completion of the circulation of the application and a comprehensive evaluation of the proposal. Charles, Central Area Planner, Planning, Design and Development, dated March 6, 2006, re: Application to Amend the Official and Zoning By-Law DCK Developments Inc. 107, 111 and 113 Queen Street, 120 and 123 John Street, and 4 James Street - East side of James Street, south of Queen Street East Ward 3 (File C1E5.54). Members of the public present requested a presentation of the proposal. Mr. Gabe Charles, Central Area Planner, gave a presentation and provided details of the proposal to permit the construction of a 180 unit, 21 storey condominium building with commercial and retail uses and an underground parking garage at the subject site. Mr. Sandro DeCecco, 59 Salisbury Circle, Brampton, was concerned about the traffic impact and questioned how the additional traffic will be accommodated. Dr. Emil Svoboda, 107 Queen Street East, Brampton, advised that he supported the subject proposal Page 15 of 25
