INTRODUCTION At the beginning of this Council Year, I set out a number of goals to be achieved in this year term. With the effort and hard work of the Officers, Council Members, Co-opted Members, Sub-Committee Members and Panel Advisors, the QSD has achieved many of its goals. I would like to present this Chairman s Report under the below categories to review what have been done by the QSD in the past 12 months. 1. INTERNATIONAL AFFAIRS 2. MAINLAND AFFAIRS 3. CONCLUSIONS Group photo of the QSD Council and other members after attending the QSD AGM INTERNATIONAL AFFAIRS 1.1 The 19 th Pacific Association of Quantity Surveyors (PAQS) Congress 2015 in Yokohama, Japan (28/5 1/6/2015) Introduction The PAQS is an international association of the quantity surveying and cost engineering professions in the Asia Pacific region. Members include quantity surveying and cost engineering institutions from 13 countries/regions. The Institute is a full member of the PAQS. The 19th PAQS Congress 2015 was held from 28 May to 1 June in Yokohama, Japan. The Organiser of the Congress was the Building Surveyor s Institute of Japan (BSIJ). The Theme of the Congress was Live Together with Nature Contribution to the Sustainable World. Over 300 delegates from different countries and regions were in attendance Hong Kong Delegates The following 14 representatives of the Institute attended the PAQS. 1. Sr Frank Poon HKIS YSG Member Young QS Group Programme The main objectives of the Young QS Group (YQSG) of the PAQS are to encourage more youngsters to join its various activities and understand the objectives of the PAQS, as well as to take a greater interest in the quantity surveying/cost engineering profession. Our representatives, Sr Rex Ying and Sr Frank Poon, joined the YQSG Programme at meeting and field trips on 28 and 29 May. The Programme provided a platform for young QS professionals in the Pacific region to network, share their experiences, and get a glimpse of Japanese tradition. Board Meeting scheduled for 30 May. Despite the heavy rain, the participants were able to finish the tournament. The winners of individual trophy and country challenge trophy this year went to Malaysia Committee Meetings Four Committee Meetings, namely the Sustainability Committee Meeting (represented by Sr Antony Man), Research Committee Meeting (represented by Sr Dr. Mei-yung Leung), Accreditation & Education Committee Meeting (represented by Sr Prof. Anita Liu & Sr Raymond Kam), and BIM Committee Meeting (represented by Sr KC Tang), were held on the afternoon of 29 May Board Meeting The PAQS Board Meeting was held on 30 May at Workpia Kamone & Yamayuri, Yokohama, Japan. Our President, Sr Vincent Ho, and other delegates, Sr TT Cheung, Sr Francis Leung, Sr Prof. Anita Liu, Sr Dr. Daniel Ho, Sr Raymond Kam, Sr Rex Ying, Sr Dr. Mei-yung Leung, Sr Honby Chan, and I were in attendance. HKIS official delegates at the Board Meeting It was a whole day meeting that covered reports by the Chairlady, Madam Xu Huiqin ( 徐惠琴女士 ); officers; committees; and chief representatives of every member country/region. I had the pleasure to represent the Institute by reporting on its major activities and updates since the last Congress in Hong Kong: the 30th Anniversary of the HKIS, the third batch of assessments to qualify CECA and HKIS members, a review of the Hong Kong Standard Method of Measurement for Building Works (2005), independent cost consultants, maintenance contracts, and the HKIS and AIQS Joint Conference. YQSG participants at the field trip PAQS Golf Tournament In order to allow PAQS members from different countries/regions to socialise, the PAQS Golf Tournament was held at the Daystar Golf Club in Tokyo on 29 May before the 2

4 to the KIS in relation to its application for membership. The PAQS s 20th anniversary commemorative book, as mentioned during the last meeting in Hong Kong, was published. Copies were distributed to delegates in attendance. Country members also received complimentary copies by courier afterwards. PAQS Board Meeting Other highlights of the meeting included: 1. The HKIS donating A$5,000 to the PAQS for hosting the PAQS 2014 Congress in Hong Kong. The HKIS s geneorous donation was well received by the Board. The PAQS-lwata Travelling Scholarship Award went to Mr. Kasun Gunasekara of the IQSSL. The PAQS-lwata Foundation shall bear the cost of the winner s flight ticket to attend the Congress, while the host association (i.e., the BSIJ) shall waive the Congress registration fee and arrange for free accommodations during the Congress. This was a very meaningful competition and I encourage more HKIS members to submit papers to the OC for the 20th PAQS Congress 2016 in Christchurch, New Zealand, for a chance to win the same prizes. The PAQS Service Excellence Award 2015, which acknowledged the substantial contributions of an individual to outstanding services of the PAQS, went to Mr. Wu Zuo Min of the China Engineering Cost Association (CECA). The PAQS Academic & Research Excellence Award 2015, which acknowledged the substantial contributions of an individual to leadership in the field of education on quantity surveying/cost engineering and the promotion of paper presentations at the PAQS Congress, went to Prof. Yin Yi Lin of the China Engineering Cost Association (CECA). The HKIS President presented a cheque in the amount of A$5,000 (as a Donation) to the PAQS Chairman 2. Sr TT Cheung briefing the Board with a Report from the Council of Advisors. 3. The PAQS Medal Award 2015, which is the highest honour to acknowledge the substantial contributions of an individual to the advancement and development of the quantity surveying/cost engineering profession internationally, went to our Sr Prof. Anita Liu. Welldone Anita and congratulations on her achievement. 4. The International Construction Measurement Standards Coalition Meeting to be held in Washington, DC from June 2015 was discussed. The PAQS nominated Mr. Ian B Duncan to attend the meeting, for which a working group will be formed. We also informed the Board that the HKIS would assign Sr Dr. Paul Ho to represent it at the meeting. 5. The Chairman of the Korea Institution of Surveyors (KIS), Mr. Jackie Chan Yoon, attended the Board Meeting as an observer and Sr Francis Leung was appointed to be head of delegates of the PAQS to visit A video was presented by representatives of the New Zealand Institute of Quantity Surveyors (NZIQS) to promote the forthcoming 20th PAQS Congress 2016 in Christchurch. Promotional flyers were also distributed to delegates for their reference. The congress information can be found at the website: paqs16. Promotional materials for the 21st PAQS Congress 2017 in Vancouver, Canada were distributed by representatives of the Canadian Institute of Quantity Surveyors (CIQS). The congress will be held in July Announcements of the 22nd to 24th PAQS Congresses in 2018 to 2021, which will be hosted by the AIQS (in Sydney, Australia), the RISM (in Malaysia), the IQSSL (in Sri Lanka), and the PICQS (in Philippines) respectively. The election of the following PAQS Officers for was as follows: a) Chairman Mr. Ian B Duncan (CIQS, Canada) b) 1st Vice Chairman Sr Francis Leung (HKIS QSD) c) 2nd Vice Chairman Sr Kwan Hock Hai (RISM, Malaysia) 3

5 d) Hon Secretary Mr. Mark Gardin (CIQS,Canada) e) Hon Treasurer Mr. Trevor Main (AIQS,Australia) Congratulations to Sr Francis Leung on being elected 1st Vice Chairman of the PAQS. I trust that he will be able to work with the Chairman and the other officers to bring the quantity surveying/cost engineering professions to the next level. The three Chairmen were entrusted by the Board to work out a 6- year plan with the advice from the Council of Advisors. Dance performance (Awa-Odori) at the Opening Ceremony Souvenir Exchange with the BSIJ Welcome Party After the Board Meeting, the BSIJ arranged a Welcome Party to welcome all delegates to the Yokohama Red Brick Warehouse on the evening of 30 May. Opening speech by the PAQS Chairlady, Madam Xu Huiqin Hong Kong delegates at the Welcome Party Opening Ceremony The opening ceremony was held on 31 May and started with a traditional dance (Awa-Odori) by a group of Japanese dancers. The ceremony was officiated by the Chairlady of the PAQS, Madam Xu, and the President of the BSIJ, Mr. Takuro Yoshida. The Memorandum of Cooperation between the PAQS and the AAQS was signed by Madam Xu and Prof. Robert Pearl of the AAQS for the purposes of cooperating and promoting the quantity surveying/cost engineering profession throughout the world. It was followed by a speech by the Guest of Honour s Speech, the Mayor of Yokohama City, Madam Fumiko Hayashi, and a speech by Madam Xu. The keynote speaker and guest speaker were Dr. Tomonari Yashiro, Vice President of The University of Tokyo, and Dr. Akira Hoyano, Professor of Opening University and Professor Emeritus of the Tokyo Institute of Technology, respectively. Opening Ceremony Papers Presented by Hong Kong Delegates at the Congress The following Hong Kong delegates presented papers at the PAQS Congress 2015: 1. Sr Dr. Mei-yung Leung (Sustainable evelopment and the Quality of Life of Hong Kong Citizens) 2. Sr KC Tang (Special Features in The Standard Form of Contract for Maintenance and Renovation Works for Use in Hong Kong, First Edition 2013) 4

6 3. Sr Dr. Ellen Lau (A Critical Review of Cost Benefit Analysis in Use for Both Public and Private Projects) traditional dance by a group of dancers from New Zealand. Mr. Duncan also assumed the chairmanship from Madam Xu. Sr KC Tang presented his paper Presidents Dinner Dance Performance by the NZIQS at the Closing Ceremony The BSIJ arranged a Presidents Dinner for all official delegates to join on the evening of 31 May. All participants enjoyed a wonderful dinner with nightscape around them together with their learned friends from different countries/regions at the Houseboat of Yokohama. Presidents Dinner at the Houseboat The Incoming PAQS Chairman, Mr. Ian B Duncan, and the Outgoing PAQS Chairlady, Madam Xu Huiqin Technical Visits The BSIJ organised technical visits for delegates to the Heritage and Modern Scenery in Yokohama and the Toshiba Smart Community Center on 1 June. Sr Rex Ying and Sr Frank Poon represented the Institute at the visits Closing Ceremony After the presentation of papers, it was announced during the closing ceremony on the late afternoon of 1 June that the PAQS Congress 2016 will be held from May 2016 in Christchurch, New Zealand. 7 Farewell Party After the Closing Ceremony, the BSIJ hosted a farewell party on the evening of 1 June. Before the start of the dinner, our Sr TT Cheung delivered a speech to participants on the 20 th anniversary of the PAQS. The PAQS Medal Award was presented to Sr Prof. Anita Liu for her outstanding contributions and services to the PAQS for the 20 years since its creation. During the dinner, performances by countries/ regions were delivered. All participants had a wonderful and memorable time. Speech by Sr TT Cheung 1.2 Visit by the President of the Chartered Institution of Civil Engineering Surveyors (15/4/2015) The President of the Chartered Institution of Civil Engineering Surveyors (ICES), Mr. Ian Bush, visited the Institute on 15 April. He was accompanied by the Chairperson of ICES (Hong Kong Region), Ms. Miranda Lui, and a delegation of four. I had the pleasure to attend the meeting along with representatives of the HKIS, Sr Vincent Ho (President), Sr Edward Au (Senior Vice President), Sr Thomas Ho (Vice President and QSD Past Chairman), Sr TM Koo (Honorary Treasurer), and Sr Raymond Kam (BoE Chairman and QSD Vice Chairman). During the meeting, Mr. Bush gave us a brief introduction to the current status of the ICES. In return, I updated him on the status of the QSD and other prevailing hot-button issues on the local market, such as BIM, NEC3, and green buildings, for quantity surveyors in Hong Kong. The reciprocity agreement between the ICES (Commercial Management) and the QSD was discussed and both institutes agreed to extend this agreement before it expires. Both institutes also wished to extend their collaboration on the organisation of the CPD and social functions. Ms. Lui wished to encourage QSD members to join ICES via the reciprocity agreement in its commercial management stream. After being invited by ICES, I joined its annual dinner on 17 April, during which I had more opportunities to pursue further collaboration with ICES. PAQS Medal Award presented to Sr Prof. Anita Liu 1.3 International Construction Measurement Standards (ICMS) Coalition (15-17/6/2015) Country performance by the BSIJ The International Construction Measurement Standards (ICMS) Coalition was established by non-profit organisations representing professionals in over 140 countries. Collectively, the group aims to create overarching international standards that will harmonise costs, classifications, and measurement definitions in order to enhance comparability, consistency, statistics, and the benchmarking of capital projects. 6

8 Over 30 professional bodies from around the world met from June at the International Monetary Fund (IMF) headquar ters in Washington, DC to launch a major initiative that seeks to create international standards in construction measurement for the quantity surveying and cost engineering professions. Our QSD Past Chairman, Sr Dr. Paul Ho, represented the Institute at this initiation meeting. During the meeting, some of the attending organisations signed a declaration to join the Coalition. In this connection, the QSD discussed and proposed that the Institute join the Coalition. This was approved by the Executive Council and General Council, which stated that: 1. the Institute shall join the ICMS Coalition and the President will sign the declaration document on its behalf and 2. Sr TT Cheung shall be nominated as the Institute s Trustee for a term of two years with effect from 1 July ahead of the HKIS and AIQS Joint Conference on 14 November. The HKIS President, Sr Vincent Ho; HKIS Vice President and QSD Past Chairman, Sr Thomas Ho; QSD Vice Chairman, Sr Raymond Kam; and I received them in the Institute's Board Room. Each institute introduced its own and exchanged views on the development and promotion of the quantity surveying profession. I would like both institutes to continue their collaborative efforts in the future. Meeting between the representatives of the HKIS and the AIQS In early July, the Coalition was formally launched and will continue to grow as more professional organisations come forward to align themselves with its high-level principles. Corporations, contractors, and key government stakeholders are also encouraged to contribute to and adopt the new international framework in their capital markets. In early July, the Institute also received two papers (namely the Role Description and Work Plan) in respect of the setup of the ICMS Standard Setting Committee (SCC). After reviewing the papers, the QSD proposed that the Institute should apply to become a member of the ICMS SCC and nominated Sr KC Tang to represent the HKIS in the organisation. These two proposals were endorsed by the Executive Committee and were followed. Presentation of the HKIS flag to President of the AIQS, Mr. Peter Clack 1.5 HKIS and AIQS Joint Conference: How QS will succeed in Tomorrow's World (14/11/2015) The HKIS and AIQS Joint Conference was successfully held at the Hong Kong Design Institute, Tseung Kwan O, on 14 November. This was the first time that the HKIS and AIQS jointly organised a conference. About 400 participants attended and gave good responses. Over 30 organisations participated in the ICMS Coalition meeting at IMF HQ in Washington, DC 1.4 Visit by the President of the Australian Institute of Surveyors (13/11/2015) The President of the Australian of Institute (AIQS), Mr. Peter Clack together with the President of International Chapter, Sr Peter Ng, and Honorary Secretary of International Chapter, Mr. Leong Choong Peng, visited the Institute on 13 November The aim of the conference was to discuss future opportunities in the field of quantity surveying and how to improve the quality of QS services. It examined topics such as risk management, BIM, BEAM Plus, environmental, maintenance contracts, dispute resolution and other topics on QS profession. The conference started with the welcome speeches by HKIS President, Sr Vincent Ho, and AIQS President, Mr. Peter Clack. It was followed by an opening keynote speech by our Guest of Honour, Prof. Anthony Cheung Bing-leung, Secretary for Transport and Housing of the HKSAR Government. Before the start of the conference, AIQS International Chapter President, Sr Peter Ng, and I thanked the guests, speakers, moderators, sponsors and supporting organizations. Taking this opportunity, I also thank the Joint Conference Organising Committee members led by our OC Chairman, Sr Tse Sek Chuen. In addition, I thank the participants at this conference for their support and making it a wonderful and successful event. I hope everyone gained some knowledge from it. 10 1.6 Co-operative Agreement with Overseas Quantity Surveying/Cost Engineering Institutes/Organisations Exploring the Opportunities to Work with American Association of Cost Engineers (AACE) Vote of thanks by QSD Chairman, Sr Paul Wong With the signing of the Cooperative Agreement with AACE, it was suggested that the QSD should consider exploring the opportunities to work together with AACE for exchange of ideas and techniques in costing and other aspects. To start with, Dr. Alexia Nalewaik of AACE was invited to be our speaker to deliver a speech on risk management in the HKIS and AIQS Joint Conference on 14 November Following Up on the Memorandum of Understanding (MOU) with South Africa Vote of thanks by AIQS International Chapter President, Sr Peter Ng With the open of dialogue with South African Association of Quantity Surveyors (SAAQS), the QSD has liaised with SAAQS to explore the practice requirements and opportunities in South Africa (Registration Board) for the QSD members information. The QSD has expressed interest in signing a MOU agreement with SAAQS and will continue to follow up Following Up on the Memorandum of Understanding (MOU) with Ghana The QSD met with the representatives from Ghana in the ICEC Congress in Milan in 2014 and would explore on the possible opportunities for further collaboration. The President of the QS Association from Ghana reverted that its Council had discussed the MOU with the QSD and would follow up to prepare the MOU. However, the development of the same would be put on hold for the time being due to the outbreak of Ebola epidemic. Closing remarks by HKIS and AIQS Joint Conference Organising Committee Chairman, Sr Tse Sek Chuen About 400 participants attend the HKIS and AIQS Joint Conference 2. MAINLAND AFFAIRS 2.1 Cooperative Agreement between CECA and the HKIS (4/3/2015) A cooperative agreement to translate the Chinese version of the National Standard of the People s Republic of China Code of bills of quantities and valuation for construction works ( 建設工程工程量清單計價規範 ) (GB ) into English was signed between the China Engineering Cost Association (CECA) and Hong Kong Institute of Surveyors (HKIS) in early August The engaged translation services provider was Messrs KC Tang Consultants, Ltd. The purpose of the translation was to let CECA s counterparts gain a more thorough understanding of the current standards promulgated by the MoHURD on the preparation of bills of quantities and the valuation of construction works. This would hopefully enhance the standing of the National Standard internationally. 9

11 The English version of the Code was reviewed by a panel of CECA-appointed experts consisting of Mr. Xie Hong-xue ( 謝洪學 ), Mr. Shu Yu ( 舒宇 ), Sr Prof. Anita Liu ( 廖美薇 ), Sr Tommy Yim ( 嚴汝江 ), and Sr Jacob Lam ( 林清錦 ). After several months of translating the Code, the panel of experts; the service provider s representative, Sr KC Tang; and the QSD s representatives, Sr Keith Yim (QSD Immediate Past Chairman) and I, attended a half-day meeting in Shenzhen to discuss how to wrap up the work on 4 March. Shortly after this meeting, it was announced that the translation was completed. 2.2 內地造價工程師與香港工料測量師互認協議中國註冊造價工程師繼續教育培訓班 (14-15/3/2015) 因取得中國註冊造價工程師資格的香港工料測量師是有義務接受並按要求完成 繼續教育, 中國造價工程師協會 ( 中價協 ) 作為負責組織開展全國註冊造價工程師繼續教育工作的機構, 已於 3 月 14 和 15 日為香港地區的中國註冊造價工程師在深圳完成為期 2 天的面授培訓 是次的面授培訓班得到共 159 名會員踴躍報名參加 中價協為隆重其事, 在面授培訓開始前舉行了簡單而隆重的開幕儀式 當日開幕儀式邀請了中價協秘書長吳佐民先生 主任孔憲珍女士 深圳市造價工程師協會會長賀道明先生及學會會長何鉅業測量師 學會副會長及工料測量組前主席何國鈞測量師 工料測量組主席黃國良測量師列席主持 本人亦謹代表香港測量師學會工料測量組, 感謝中價協是次悉心的安排 為了讓各位學會會員能夠符合延續註冊的繼續教育要求, 中價協在是次培訓, 邀請了內地造價管理行業的專家講者, 向各會員講解行業的發展及管理情況 工程造價專業發展展望 建築安裝工程費用項目組織 建設工程工程量清單計價規範 概述及條款解讀 以及造價工程師註冊管理系統的操作說明 透過這兩天的培訓, 盼能促使各會員對內地的工程造價管理行業, 以及相關的工程規範有更深入的了解 中價協及香港測量師學會自成立以來, 一直致力維護行業的利益, 及提升業內人士的專業素質, 本人期望兩會繼今次的培訓後, 繼續為推動兩地工程諮詢造價行業的發展而努力 中價協秘書長吳佐民先生 主任孔憲珍女士 深圳市造價工程師協會會長賀道明先生及學會會長何鉅業測量師 學會副會長及工料測量組前主席何國鈞測量師 工料測量組主席黃國良測量師列席主持開幕儀式 超過 150 名會員出席在深圳舉行的繼續教育培訓班 會員完成繼續教育培訓後大合照 2.3 Visit by the ChongQing Construction Cost Association (19/6/2015) The Councillor of the ChongQing Construction Cost Association (CCCA) ( 重慶市工程造價管理協會 ), Ms. Jia Hui Yan, visited the Institute in the morning of 19 June. She was accompanied by a group of ten delegates. The meeting was organised by the Chartered Institution of Civil Engineering Surveyors (ICES) (Hong Kong Region). Its Chairperson, Ms. Miranda Lui, and two delegates also visited 10

12 the Institute to meet with the CCCA representatives. I attended this meeting along with Sr Thomas Ho (HKIS Vice President and QSD Past Chairman) and Sr Antony Man (QSD Past Chairman). During the meeting, all three groups shared their experiences with the development of quantity surveying/cost engineering. The QSD briefed its guests on the route to HKIS membership and the quantity surveying market in Hong Kong. The QSD will consider the possibility of future collaboration with the CCCA. Group photo of the representatives of the QSD and CCCA 2.4 拜訪中國建設工程造價管理協會 (7/9/2015) 香港測量師學會赴北京代表團一行二十人於 9 月 7 和 8 日拜訪多個國家單位, 工料測量組代表為主席黃國良測量師和副主席甘家輝測量師 於 9 月 7 日上午香港測量師學會赴北京代表團拜訪完國務院港澳事務辦公室後, 在接着拜訪中國建設工程造價管理協會 ( 中價協 ) 期間, 工料測量組除了交流香港和國內工料測量和工程造價事務外, 並就第三批互認跟進了內地造價工程師與香港工料測量師的互認補充協議 經雙方商討後, 工料測量組亦於是次會面後和中價協確定互認補充協議的細節 2.5 中國建設工程造價管理協會與香港測量師學會簽署內地造價工程師與香港工料測量師互認補充協議 (15/10/2015) 為了加強內地造價工程師和香港工料測量師的交流與合作, 促進兩地的共同發展, 中國建設工程造價管理協會 ( 中價協 ) 與香港測量師學會 ( 學會 ) 於 2004 年就內地造價工程師和香港工料測量師互認工作進行評估, 通過評估雙方對開展 內地造價工程師和香港工料測量師進行互認工作的必要性及可行性取得共識, 經雙方認真 友好的協商, 同意就內地造價工程師與香港工料測量師展開互認工作, 並於 2005 年 5 月簽署了資格互認協議 於 2005 年 12 月, 學會跟中價協互相推薦首批符合資格的會員參加了培訓及考核, 並於 2006 年完成了內地註冊造價工程師與香港工料測量師資格互認的工作 當時,173 名香港工料測量師通過互認考核而取得內地造價工程師資格証書, 內地亦有 197 名造價工程師通過考核而取得學會會員資格 在 2009 年, 雙方進行了第二次的資格互認培訓及考核, 166 名香港工料測量師通過互認考核而取得內地造價工程師資格証書, 內地亦有 172 名造價工程師通過考核而取得學會會員資格 現時, 學會合共 339 名會員通過考核, 並取得內地造價工程師資格証書 當中,144 名會員更已經取得造價工程師註冊証書及執業印章, 可以於內地以造價工程師的名義開展業務 為繼續做好內地造價工程師與香港工料測量師互認工作, 經中價協與學會協商後, 兩會同意繼續開展內地造價工程師與香港工料測量師的資格互認工作 兩會並已於 10 月 15 日早上在北京由中價協會長徐惠琴女士和學會會長何鉅業測量師代表簽署了新一份互認補充協議 中價協出席簽署互認補充協議儀式的代表包括 : 1. 會長徐惠琴女士 2. 秘書長吳佐民先生 3. 主任孔憲珍女士 學會出席簽署互認補充協議儀式的代表包括 : 1. 何鉅業測量師 ( 學會會長 ) 2. 黃國良測量師 ( 工料測量組主席 ) 3. 何國鈞測量師 ( 學會副會長及工料測量組前主席 ) 4. 賴旭輝測量師 ( 學會內地事務委員會主席 學會前會長及工料測量組前主席 ) 5. 張達棠測量師 ( 學會前會長及工料測量組前主席 ) 6. 文志泉測量師 ( 工料測量組前主席 ) 7. 嚴少忠測量師 ( 工料測量組上任主席 ) 8. 胡煜琳測量師 ( 學會北京議會主席 ) 多年來, 兩會建立了深厚的友誼及合作基礎, 一直致力維護工程造價諮詢和工料測量專業的發展及提昇業內人仕的專業素質和地位 簽署了是次互認補充協議後, 工料測量組將盡快安排處理新一批會員的互認資格, 相關資料會稍後向會員發放, 希望讓更多會員能為推動兩地工程造價諮詢和工料測量專業的發展而努力 11

16 3.2 Communication Meeting between the ACQS, DevB, ArchSD, and HKIS The Communication Meeting between the Association of Consultant Quantity Surveyors (ACQS), the Development Bureau (DevB), the Architectural Services Department (ArchSD), and the Hong Kong Institute of Surveyors (HKIS) was held at the Queensway Government offices on 23 March. 學會副會長及工料測量組前主席何國鈞測量師演講 The meeting was chaired by the Director of ArchSD, Sr KK Leung, and attended by his senior officials; representatives from the ACQS and DevB; and representatives from the HKIS s QSD, Sr Keith Yim (QSD Immediate Past Chairman), Sr Honby Chan (QSD Vice Chairman), Sr Raymond Kam (QSD Vice Chairman), and I. During the meeting, a number of items were discussed. The HKIS raised the following issues: 1. NETWORKING WITH EXTERNAL BODIES 3.1 HKIS Media Luncheon (19/1/2015) The HKIS arranged a media luncheon on 19 January. Two spokesmen from the Quantity Surveying Division, Sr Honby Chan and I, attended this luncheon, during which I briefed the media on the quantity surveying profession and the scope of its services. I also emphasized the adoption of the new HKIS Standard Form of Contract for Maintenance and Renovation Works and the importance of independent cost consultants for infrastructure projects. It was suggested to use this form for any major repair to be carried out in school projects. The ArchSD aired its observations on the new terms for the different parties in this form and its acceptance by the construction industry. The HKIS agreed to observe and seek collaborative efforts with the HKIA and HKICM. 2. Use of BIM in ArchSD projects The ArchSD selected some projects for testing BIM and will continuously review its use in its projects. As the Housing Department widely employs BIM technology, it was proposed that the ArchSD may consult with the Housing Department to see if a common standard may be adopted for BIM. 3. Use of NEC in ArchSD projects The HKIS raised concerns over the applicability and suitability of using NEC in building works projects. The ArchSD advised that it had adopted NEC in three projects on a trial basis, with another three scheduled to adopt it in The ArchSD also selected a QS consultancy agreement to test the use of an NEC Professional Services Contract (PSC) in three future projects. 3.3 Visit to the Architectural Services Department Quantity Surveyors Association (25/6/2015) Delivering a speech by QSD Chairman, Sr Paul Wong Sr Thomas Ho (HKIS Vice President and QSD Past Chairman), Sr Keith Yim (QSD Immediate Past Chairman), Sr Raymond Kong (QSD Honorary Secretary), Sr Amelia Fok (QSD Honorary Treasurer), Sr Antony Man (QSD Past Chairman), and I met with representatives of the Architectural Services Department Quantity Surveyors Association (ArchSDQSA) on 25 June. We 15

17 were received by the ArchSDQSA s Sr Wong Chi Lok (Chairman), Sr Rachel Yu (Vice Chairperson), and four other members. During the meeting, the discussion focused on the areas of NEC3 Contracts, independent cost consultants, maintenance contracts, the ArchSD s coming project volume, BIM studies and applications, and the implications of the Security of Payment Legislation. The QSD also informed the ArchSDQSA about the launch of the HKIS QSD s Facebook page, on which QSD events would be regularly uploaded for members information. After the meeting, we had an opportunity to meet with the Assistant Director (QS) of the ArchSD, Sr Sheron Li, to discuss collaboration between the QSD and ArchSDQSA. The QSD appealed for more support and participation in QSD affairs from the ArchSDQSA. Representatives of the QSD and ArchSDQSA nd Communication Meeting Between the ACQS, DevB, ArchSD and HKIS (28/10/2015) The 2nd Communication Meeting between the Association of Consultant Quantity Surveyors (ACQS), the Development Bureau (DevB), the Architectural Services Department (ArchSD), and the Hong Kong Institute of Surveyors (HKIS) was held at the Queensway Government offices on 28 October. 3 QSD Council Members, Sr Keith Yim (QSD Immediate Past Chairman), Sr Raymond Kam (QSD Vice Chairman) and Sr Amelia Fok (QSD Honorary Treasurer) represented the HKIS to attend the meeting. In this meeting, the QSD raised the following 4 issues for discussion. 1. BIM study and application on ArchSD projects; 2. Use of NEC3 on ArchSD projects; 3. Impact of the proposed Security of Payment Legislation on QS practice; and 4. Implications of the Contracts (Rights of Third Parties) Ordinance. 4. NETWORKING WITH MEMBERS 4.1 HKIS QSD FACEBOOK The HKIS QSD is now on Facebook! Like us and get first-hand news! The QSD has launched an official HKIS QSD FACEBOOK page: on 11 February. Since its launching, the HKIS QSD official page has accumulated more than 750 likes. In addition to uploading details and photos of completed events, the QSD also uploads news of upcoming events. Members can now easily access the latest information of the completed and upcoming events on the QSD, and building industries through our official HKIS QSD FACEBOOK page. Furthermore, members can make use of this page to communicate with the QSD Council. It is hoped to widen our spectrum of communications and enhance sharing between the QSD Council and QSD members, as well as among QSD members themselves. Hopefully it will create closer bonds between QSD members and society, as well as be a pleasure ground for members of the QSD! 4.2 New Members Welcoming Party (4/3/2015) The QSD New Members Welcoming Party was originally arranged to be held at a Western restaurant in Central on 4 March. Due to overwhelming interest, the party was moved to a bigger venue at the Staff Club, 5/F, Communal Building, The Hong Kong Polytechnic University. This year, over 100 participants (including new members, their friends and families, QSD Council Members, QSD Past Chairmen, and HKIS EC Members) joined the party. The QSD Council Members and QSD Past Chairmen gladly met with the freshest faces during this jovial and casual event. It was our great honour that the Senior Vice President of the Institute, Sr Edward Au, was able to attend the event and give an impressive speech to the newly-qualified members. I had the great pleasure to represent the QSD Council to introduce to our newest members the functions of its various subcommittees and organising committees in the hope that they would inspire more of our younger surveyors to participate in the Council s important activities. In order to sustain the QSD Council s development, we need to inject new blood into it on a regular basis. The party provided us with a platform to 16

18 promote the Council s work and, hence, encourage members to contribute their efforts to the QSD Council. At this party, we were also grateful to have in attendance our HKIS Vice President and QSD Past Chairman, Sr Thomas Ho; other Divisional Chairmen; and the YSG Chairman. The creative games played during the party gave it a cheerful atmosphere. Everybody joined in and enjoyed the experience. Before the party ended, I had the honour to conduct the lucky draw. New Members and Council Members at Welcoming Party Sr Keith Yim) of the QSD stepped away from their work on 17 May to take part in its first social event of the year a GOLF FUN DAY. This event was organized by the QSD Social and Welfare Sub-committee and held on a spectacular day at the driving range of Kau Sai Chau Public Golf Course, Sai Kung. After members were coached on the basics of swinging a golf club, they were each supplied with one and unlimited balls to practice their swings. During the one-hour session, the coaches watched and corrected the swings of each participant. Most members showed great interest in learning this sport. Even though adverse weather later approached the driving range, members were still keen on honing their newly-learnt skill. Thereafter, members enjoyed a buffet lunch. Our QSD Honorary Treasurer and Social and Welfare Sub-committee Chairlady, Sr Amelia Fok, and QSD Honorary Secretary, Sr Raymond Kong, took this occasion to conduct a quiz to test members familiarity with the Institute, the QSD, and the game of golf. Prizes were given to anyone who could answer a question correctly. Overwhelming responses were received from the participants. Before leaving the picturesque golf course, members were given some free time to enjoy the environment and take photos. It was a day of cheers, energy, food, drinks, and, most importantly, fun. 19 4.4 HKIS QSD Annual Dinner 2015 (12/6/2015) The HKIS QSD Annual Dinner 2015 was successfully held on 12 June in the Grand Ballroom of the Royal Plaza Hotel with a total of 33 tables fully occupied. As one of the year s major events for the QSD, the Annual Dinner provided a precious opportunity for members to mingle and meet their learned friends from the surveying profession, other professional institutions, and government officials, as well as to make new friends. This year, we had the pleasure of inviting Mr. Eric SC Ma, Under Secretary for Development of the HKSAR, as our Guest of Honour. We also had the pleasure to receive distinguished guests from government bureaux/departments, the Legislative Council, educational institutes, other professional institutes, and the Liaison Office of the Central People s Government in the HKSAR. Other guests included the President, office bearers of the General Council, Divisional Chairpersons, Past Presidents, and Past QSD Chairpersons of the Institute. QSD Chairman, Sr Paul Wong, & the GOH, Mr. Eric SC Ma For this dinner, we engaged five artists as MCs and performers. The organising committee also arranged a fabulous LED dance programme and a photography game using selfie sticks to boost the atmosphere of the event until its climax. I should mention that the Quantity Surveying Division APC Best Candidate 2014 Award went to a newly-elected member, Sr Chong Po Yee. The award acknowledged her outstanding performance at the Assessment of Professional Competence in I hope that Sr Chong will keep up the good work on her job. Congratulations to her. 22 Members of Class I produced their own porcelain designs Group Photos nd Social Event Porcelarts Course (18/7/2015) Porcelarts has been a big hit in Japan for quite some time. It is a portmanteau of the words porcelain and art. The QSD Social and Welfare Sub-committee organised a porcelarts course, its second social event of the year, at an art and design workshop in Causeway Bay on 18 July. Two classes were organised to accommodate members. 33 QSD members, including Sr Thomas Ho (HKIS Vice President and QSD Past Chairman), Sr Raymond Kong (QSD Honorary Secretary), and Sr Amelia Fok (QSD Honorary Treasurer and QSD Social and Welfare Sub-committee Chairperson) and I, participated in the porcelarts course. At the beginning of each class, members chose either a mug or a plate. They proceeded to create their own designs and transferred them to the porcelain through a sheet of transfer paper. With laughs and chats, our members joyfully completed their personal and unique creations in two hours. The main purpose of organising social events for members is to allow them to meet new friends and socialise with other members in a casual atmosphere. It was wonderful to see all members enjoy the course by being able to produce their own porcelain designs by the end of it. Members of Class 2 produced their own porcelain designs rd Social Event Organic Farm Visit (8/11/2015) About 40 QSD members and their family members and friends including HKIS Vice President and QSD Past Chairman, Sr Thomas Ho; QSD Honorary Secretary, Sr Raymond Kong; QSD Honorary Treasurer and Social & Welfare Sub-committee Chairperson, Sr Amelia Fok; QSD Past Chairmen, Sr Dr. Paul Ho and Sr Daniel Ho, and I enjoyed a relaxing day at an organic farm at Ping Che, Ta Kwu Ling on 8 November. The visit started with a guided tour of the farm including greenhouses, introduction to organic farming and seasonal vegetables. It was followed by a yummy DIY organic lunch (with organic salad, mushroom soup, roasted chicken, and handmade firewood pizza). After the participants finished their lunch, they attended a DIY lipstick workshop. Each participant could bring home with a piece of organic lipstick of their chosen favour. Before the participants left the organic farm, they were given the chance to buy some organic vegetables and fruits. All participants enjoyed a day with sunshine, laughs and delicious fresh food at the organic farm. 21

The results are as follows: Written Assessment Interview for Associate / Full Membership No. of Candidates Passed Pass Rate No. of Candidates Passed Pass Rate Part I % % Part II % % Group photo of the participants In December 2014, 27 referred candidates repeated their professional interviews. 11 of them passed, which represented a pass rate of 44%. 5.2 APC 2015 (Part I : 19/8/2015; Part II : 15&16/9/2015) This year s APC Parts I and II were held on 19 August and September, respectively, at the Kowloon International Trade and Exhibition Centre, Kowloon Bay. 217 candidates sat for the Part I Paper and 321 sat for Part II. 5.3 APC Assessors Briefing (2/10/2015) Visiting the greenhouses As per past practices and to ensure fairness to all candidates, all papers were marked by at least three assessors. This year about 400 members joined the panel of assessors for the APC Final Assessment On 2 October, the QSD organised the Assessors Briefing for more than 100 assessors at the World Trade Centre Club, Causeway Bay. The objective of the briefing session was to provide a forum for the assessors to discuss the marking scheme, provide suggested answers, highlight common mistakes, and respond to frequently asked questions. After the briefing session, I delivered a short speech to brief members on our previous and future major events. Handmade firewood pizza Following the briefing session and my short speech, the assessors and Council Members enjoyed a complimentary buffet dinner, which was a good platform for members to mingle with their learned and new friends. DIY lipstick workshop 5. ASSESSMENT OF PROFESSIONAL COMPETENCE (APC) Briefing by the Divisional Education Committee (DEC) Chairman, Sr Raymond Kam, and other DEC members 5.1 APC

24 that candidates would gain an appropriate level of skills and knowledge prior to sitting for the APC. In this year term, the QSD has organized 22 PQSL events (including 18 talks and 4 APC workshops), which is a skyhigh figure. For details, please see Annex A. 6.2 CPD Events in 2015: Talks, Workshops, Training Courses & Site Visits Continuing professional development (CPD) is the systematic maintenance, improvement and broadening of knowledge and skill and the development of personal qualities necessary for the execution of professional and technical duties throughout the practitioner s working life. Short speech by the QSD Chairman, Sr Paul Wong 5.4 APC Interviews (Tentatively Scheduled for 16/1/2016) Members might have noticed that those candidates who achieve a passing grade on their written papers can proceed to be interviewed by a panel of three assessors. Over the past three years, all interviews were conducted on a Saturday. By adopting this practice, we could better control the duration of the assessment time and announce the results as soon as possible. The Divisional Education Committee has tentatively fixed to conduct interviews on 16 January As with previous years, there is tremendous demand for interviewers. I appeal to members who can spare half or a whole day of their precious time to participate in this meaningful exercise. This is the moment for us to have face-to-face discussions with the prospective new blood of the quantity surveying profession. Members will be informed of the exact time and venue of the interviews in due course. 6. PRE-QUALIFICATION STRUCTURED LEARNING (PQSL) AND CONTINUING PROFESSIONAL DEVELOPMENT (CPD) 6.1 Pre-qualification Structured Learning (PQSL) According to the HKIS QSD APC Rules and Guide, candidates must undertake a minimum of 15 HOURS of Pre-Qualification Structured Learning (PQSL) EVERY SIX FULL MONTHS (i.e., NOT a minimum of 30 HOURS EVERY YEAR) after their entry to the APC and up to when they take any written APC Assessment. Candidates are reminded that fulfilling such a requirement is one of the preconditions of admission to any written assessment under the QSD APC Scheme. Following the success of the courses in PQSL, which have been arranged since 2010, the QSD has organized a series of QSD PQSL courses to cope with the requirements of the QSD APC Scheme in this year term. These courses have covered different aspects of the quantity surveying practice and have ensured 持續進修提昇專業水平鞏固基礎發揮專長終生學習發展全人理想擴張領域啟發潛能 To help our members maintain a high level of competence in their professional practices and technical performances, the QSD has organised 62 high quality CPD events (including 39 talks in Hong Kong, 4 talks in Macau, 1 forum, 14 site visits and 4 BIM workshops), which is also a skyhigh figure, in this year term on a variety of topics, including contractual and legal topics, but also hot topics such as building information modelling (BIM), green measures, and other technical issues. It also organises training courses on BIM and site visits. Members tend to enjoy the site visits, so the QSD has organised 14 of them in this year term. For details of the CPD events, please see Annex B I am happy to see that most of the CPD events, including talks, workshops, trainings and site visits, organised by the QSD (53 out of 62) were full house affairs. 6.3 First CPD Talk in Macau (14/5/2015) For the benefit of our members working in Macau, the first CPD talk in Macau entitled Contractor Bonds and Contractor Bonds Arrangement in Macau was successfully held there on 14 May. With the great effort of the Macau Sub-committee, another 3 CPD talks in Macau were held on 20 Aug, 14 Oct and 19 Nov thereafter. I would like to add that the said 4 CPD talks in Macau were jointly organised with the ICES (Hong Kong Region). It is hoped that there will be more opportunities to have further collaboration with ICES in future. 23

RESEARCH PROJECTS 7.1 The Review on the Scale of Professional Charges for QS Services, by Sr Dr. Sandy Tang Sr Dr. Sandy Tang completed her research project entitled The Review on the Scale of Professional Charges for QS Services in September. The same was presented to the QSD Council in October. 7.2 A Feasibility Study in the Use of New Engineering Contract in Hong Kong, by Sr Leung Hing Fung The research project entitled A Feasibility Study in the Use of New Engineering Contract in Hong Kong by Sr Leung Hing Fung, Associate Professor of the Department of Real Estate and Construction, the University of Hong Kong is still on-going and shall be completed in Council Year BIM Based Cost Estimating and Planning The way Ahead for Quantity Surveyors, by Sr Dr Paul Ho Another research project by Sr Dr. Paul Ho has been approved by the Council in last year term. The title of the research project is BIM Based Cost Estimating and Planning The Way Ahead for Quantity Surveyors. Sr Dr. Paul Ho has commenced the research exercise in Dec The research project shall be completed in Council Year PUBLICATIONS 8.1 Review of the Hong Kong Standard Method of Measurement of Building Works (SMM4) The SMM4 was launched in In view of the comments received from the stakeholders, the QSD had set up the SMM Sub-Committee to review the errors and comments received, to improve the SMM4, and to clarify any disputes from the public on the interpretation on the SMM4. After reviewing, the SMM4 (2014 amendments version) was issued last year. The SMM Sub-Committee has set up a panel comprising representatives from Consulting QS firms, Architectural Services Department and Hong Kong Housing Authority to further review the amendments to SMM4 earlier this year. It has explored the need for drafting SMM5 and/or a version for measurement using BIM. 8.2 Practice Notes for Quantity Surveyors The QSD launched six Practice Notes for Quantity Surveyors in October 2012 covering the following core subjects: Tendering Cost Control and Financial Statements Valuation for Interim Payment Certificates Valuation of Variations Contractual Claims Final Accounts These Practice Notes were prepared jointly with the Association of Consultant Quantity Surveyors (ACQS) and the Hong Kong Construction Association (HKCA) to produce some basic guidelines for quantity surveying core practices. They have been available in both hard and soft copies [ for some time. The QSD has arranged some hard copies for members collection during the CPD events. Another set of two Practice Notes for Quantity Surveyors on the subjects of Procurement and the Pre-contract Estimate and Cost Plan are currently under review. 9. PROMOTION OF THE QUANTITY SURVEYING PROFESSION 9.1 Interview by Economic Times 基建易超支 ; 工料測量師吃香 (16/3/2015) I was interviewed by Economic Times in February this year. 26 The 2015 HKIS QSD Scholarship Presentation Ceremony was successfully held on 1 April in the Institute s Surveyors Learning Centre. This was the fifth ceremony in a row that the QSD has organised. The main objective of the scholarship programme is to reward students who study quantity surveying at local universities and the Institute of Vocational Education (IVE) and aspire to become professional quantity surveyors, as evidenced by their electives and performances in key quantity surveying subjects during their scholarship periods. A secondary objective is to promote quantity surveying as a highly-valued profession in the construction industry to students. Due to the current economic boom in the local construction industry, the demand for quantity surveyors is overwhelmingly high, so the career prospects for quantity surveyors should remain promising in the coming years. Indeed, the employment rate of quantity surveying graduates has been high over the past few years. The QSD Council wants to not only focus on recruiting young talent to the profession, but to also reinforce the branding of quantity surveyors as highly-valued professionals in the construction industry. By awarding scholarships and conducting further promotional activities, the QSD will be collectively seen as a profession that opens its doors to highcalibre young people. This year, 18 scholarships were awarded to students in recognition of their outstanding performances in key quantity surveying courses leading to a bachelor s or associate s degree or a higher diploma. The objectives of these visits are to introduce the Institute, the scope of professional services of quantity surveying and building surveying, the membership admission routes and APC training schemes CityU Information Day 2015 (17/10/2015) The CityU Information Day 2015 was held on 17 October. As in previous years, both the BSD and QSD were invited to conduct an information session with prospective applicants, mostly local Form 6 or high school third year students. Sr Edwin Tang of the BSD and our Vice Chairman, Sr Raymond Kam, represented the HKIS at the session to introduce the scope of BS and QS services. As the Chairman of the Board of Education, Sr Raymond Kam also introduced the various admission routes to membership and the APC qualification requirements to about 100 attendees. 27

It was attended by Sr Raymond Kam (BoE Chairman and QSD Vice Chairman), Sr Dr. Sandy Tang (QSD Council member) and Sr Peter Dy (BSD Council member). QSD Vice Chairman and HKIS BoE Chairman, Sr Raymond Kam, briefed attendees on the scope of QS services and introduced routes to HKIS membership Visit to The University of Hong Kong (HKU) (26/10/2015) Sr Thomas Ho (HKIS Vice President and QSD Past Chairman) and Sr Andrew Kung (BSD Chairman) visited the HKU on 26 October to deliver a talk on quantity surveying and building surveying professions to the Year 1 students of BSc Surveying programme. This talk was part of the Year 1 Urban Development Studio Programme for students to explore the roles of key participants in Hong Kong s urban development process. It would let students to learn more about different construction professions and future career prospects once they join the surveying programme. QSD and BSD representatives delivered a talk for students of IVE (Morrison Hill) Visits to IVE (Tsing Yi) (6/11/2015) The visit to IVE (Tsing Yi) was attended by Sr Raymond Kong (QSD Honorary Secretary), Sr Peter Dy (BSD Council member) and Sr Alan Sin (BSD Council member). 30 9.6 Visits to Secondary Schools The purposes of the QSD s visits to secondary schools are to promote general surveying and quantity surveying and to let secondary school students gain an interest in the surveying profession. In recent years, the QSD has made a number of visits to different secondary schools, which I believe, has made more students interested in the quantity surveying profession. In this year term, seven visits to secondary schools were arranged Visit to Clementi Secondary School (5/12/2014) The QSD Immediate Past Chairman, Sr Keith Yim, the QSD Past Chairman, Sr Gilbert Kwok, and guests from other professions were invited by Clementi Secondary School to attend a halfday career talk on 5 December 2014 and explain their respective professions to students in Forms Visit to Chan Sui Ki (La Salle) College (3/1/2015) The second secondary school visit was to Chan Sui Ki (La Salle) College in the afternoon of 3 January. This visit was coordinated by our Chairman, Sr Paul Wong, who is an alumnus of the school and was invited to join its career talk day. After an introduction of all the alumni in attendance was made, Sr Wong delivered two talks on the surveying profession to two groups of the school s high level students in a classroom. Sr Paul Wong delivered talks to the students of Chan Sui Ki (La Salle) College Our Lady of Rosary College (22/5/2015) On 22 May, Sr Raymond Kong (QSD Honorary Secretary), Sr Steven Tang (QSD Council Member and Promotion Subcommittee Chairman), Sr Tzena Wong (QSD Council Member), Sr Tiffany Chan (QSD Council Member), and I visited Our Lady of Rosary College to deliver a career talk. It was the QSD s first time visiting a girls school knowing the growing number of female surveyors in Hong Kong. About 70 Form 5 students and 10 teachers attended this talk. 31 9.6.4 Hong Kong Baptist University Affiliated School Wong Kam Fai Secondary and Primary School (26/6/2015) Three QSD Council Members Sr Sunny Choi, Sr Tzena Wong, and Sr Tiffany Chan along with Co-opt Member, Sr Eric Ting, and I visited Hong Kong Baptist University Affiliated School Wong Kam Fai Secondary and Primary School to deliver a talk to about 160 Form 3 students on 26 June. Sr Raymond Kam (left) and Sr Tiffany Chan (right) delivered talks to 150 secondary students Visit to Ho Fung College (2/11/2015) About 160 Form 3 students of the school attended the talk Three QSD Council members, Sr Tiffany Chan, Sr Ken Hui and Sr Steven Tang, visited Ho Fung College to deliver a talk to about 400 Form 4 to 6 students on 2 November. They introduced the background of the Institute, the roles of its six surveying professions followed by a bit more details about quantity surveying, job opportunities, and routes to HKIS membership. Like other school visits in the past, the interactive quiz session made the students jump up from their seats to answer the questions. The school was delighted with our visit and would like to invite us to deliver similar career talks in the future. The school presented a flag as souvenior to the representatives of the QSD Career Talk to Secondary School Students (24/6/2015) Another fruitful and successful career talk ( 把握未來大方向探視專業測量前景 測量師行業就業講座 )was held in collaboration with the Education Bureau on the morning of 24 June. The HKIS introduced all six surveying divisions to an audience of about 150 students from more than 15 secondary schools. Sr Raymond Kam (HKIS Board of Education Chairman and QSD Vice Chairman) and Sr Tiffany Chan (QSD Council Member) represented the QSD at the talk. QSD Council member, Sr Tiffany Chan, delivered a talk to the students of Ho Fung College 30

32 development of BIM; (2) to promote BIM to and train members in its use and application; and (3) to collaborate with other organisations to study and review the use of BIM and the BIM Standard Methods of Measurement. Since being established, the BIM Sub-committee has worked with various organisations by attending and organising a number of BIM events, which included attending the 2012 BIM Conference in Singapore, organising the 2013 International QS BIM Conference in Hong Kong, attending BIM Committee meetings during each year s Pacific Association of Quantity Surveyors Congress, organising BIM CPD talks and training courses, conducting BIM research papers, etc. The school presented a flag as souvenior to representatives of the QSD Visit to SKH Lui Ming Choi Secondary School (11/11/2015) QSD Honorary Secretary, Sr Raymond Kong and the representatives of BSD, GPD, LSD and PFMD visited SKH Lui Ming Choi Secondary School on 11 November to deliver a talk to its upper-level students. The visit was arranged by the HKIS BoE with an aim of introducing to the secondary students the whole spectrum of the surveying professions which embraces the six divisions of the HKIS. The students were particularly interested in learning about the career prospects and the routes to obtaining a HKIS membership. This year, the QSD successfully organised five BIM CPD talks with high attendance rates on 6 January, 17 March, 14 April, 29 June and 25 Nov. Certainly attendees learned a lot about BIM by attending them. The QSD has organised various introductory hands-on and intermediate BIM training courses since In order to help members gain more knowledge of BIM, the QSD has arranged four new intermediate BIM training courses in July and August. Presentation of certificates to attendees of the BIM workshop 10.2 PAQS BIM Committee Meeting (29/5/2015) QSD Honorary Secretary, Sr Raymond Kong, delivered a talk to the students of SKH Lui Ming Choi Secondary School After these talks, I hope that some of those students will be more interested in the surveying profession and will study surveying at Hong Kong s universities or the IVE before finally becoming members of the Institute. 10. BUILDING INFORMATION MODELLING (BIM) 10.1 BIM Training The QSD BIM Sub-committee was set up in Its main purposes are: (1) to keep members updated on the use and Our Co-opted member, Sr KC Tang, is a member of the PAQS BIM Committee. He represented the Institute to attend the PAQS BIM Committee Meeting on 29 May. It was a good opportunity to share experience of BIM amongst the delegates of the PAQS member countries BIM Meeting with PAQS Overseas Delegates (13/11/2015) The BIM Committee of the PAQS held a meeting in the Institute in the afternoon of 13 November. The meeting was attended by the representatives from Malaysia, Singapore and Hong Kong. Our HKIS BIM Committee Chairman, Sr Dr. Paul Ho; QSD representative in the PAQS BIM Committee, Sr KC Tang; our Vice Chairman, Sr Raymond Kam; and other QSD members joined the meeting and shared their insights on the development of BIM in quantity surveying in PAQS member 31

33 countries. new edition of the SFBC will be published next year. The Nominated Sub-contract and Nominated Supply Contract will also be amended accordingly Standard Form of Contract for Maintenance and Renovation Works (First Edition 2013) (First Amendments December 2014) & Standard Form of Contract for Decoration, Repair and Maintenance Works (First Edition 2013) (First Amendments December 2014) BIM meeting with PAQS overseas delegates 10.4 BIM Speech in the HKIS and AIQS Joint Conference (14/11/2015) BIM is not simply a 3D model or a design software tool. It is the process of development and using three-dimensional, digital representation of building data throughout its life cycle. Information contained in the BIM models can improve efficiency and accuracy in estimating and measurement works. However, is it so straight forward that what gets modelled gets measured? How quantity take-off software can help? What are the business opportunities for quantity surveyors beyond measurement? What are the challenges to be overcome if quantity surveyors want to reap the benefits brought by BIM technology? In the speech BIM in Quantity Surveying Beyond Measurement by Mr. Justin Chiu (Lecturer of IVE), Mr. Ken Leung (QS practitioner) and Sr Sunny Choi (Senior QS of HKHA and QSD Council Member) in the HKIS and AIQS Joint Conference, it touched upon the aforesaid areas and answered the questions Promotion of the Use of BIM The QSD has decided to work out a plan to promote the use of BIM and establish best practices for BIM usages. As this is a long term task, it will be proceeded continuously. 11. CONTRACT FORMS 11.1 Review of the Standard Form of Building Contracts 2005 Edition (SFBC 2005) The review of the SFBC 2005 was completed. Amendments had been drafted and approved by the Contract Sub- Committee. The proposed amendments had also been vetted by HKIA and HKICM. It is now under final vetting by an appointed law firm. After conclusion of the amendments, a It is noted that many renovation projects are using a variety of contracts written on an ad hoc basis or amended version of some repeated use form of contract. The contract terms of these projects are very often loosely drafted and hence would often impose a lot of uncertainties and equally high risks on both the clients and the contractors. The QSD has mentioned in various occasions that a standard form of maintenance contract is very important to give a set of standard conditions for the contracting parties to follow and to reduce the possible risks and uncertainties. With the joint effort of the Building Surveying Division (BSD) and QSD, the HKIS has published two standard forms of maintenance contract in this respect, namely, Standard Form of Contract for Maintenance and Renovation Works and Standard Form of Contract for Decoration, Repair and Maintenance Works, according to the size and value of the maintenance works, in First amendments of these two maintenance contracts (with Chinese and English version) were issued in December It is hoped that these two maintenance contracts will be used as standard documents by all building consultants involved in maintenance and renovation works. As it is relatively simple to read, clients / building owners should be able to better understand their contractual rights and obligations. On the other hand, contractors should be less exposed to ambiguous harsh terms and be able to offer better prices and end products. I would also suggest all practitioners in maintenance and renovation works to make reference and recommend the clients to use these two maintenance contracts. In order to promote the use of the said maintenance contracts, the HKIS has written to Construction Industry Council for its assistance on the same New Engineering Contract (NEC ) While the NEC was custom-drafted for engineering works, the QSD NEC Task Force expressed concern over the applicability of and suitability for using it on building works projects, given the substantial differences in the scope and nature of the works between these two sectors. In view of its own concerns, the QSD raised comments on the frequently asked questions (FAQ) for the NEC issued by the CIC s Task Force in Another concern was the potential for corruption when 32

34 implementing the NEC. In order to exchange views, the following QSD and HKIS representatives attended a meeting with the ICAC s Director of Corruption Prevention, Mr. MS Tse, on 17 February: 1. Sr Raymond Kong, QSD Honorary Secretary The meeting was fruitful and different views on implementing the NEC were discussed and exchanged. Everyone agreed to look into the concerns raised by the QSD. As we understand that the Development Bureau has issued a directive to all works departments (including the Architectural Services Department) informing that more contracts should use the NEC as much as possible, the QSD shall maintain close dialogue with the relevant bodies to express its comments and views on implementing the NEC on a regular basis. 12. NEW LEGISLATIONS 12.1 Competition Ordinance Hong Kong's Competition Ordinance will finally come into full effect on 14 December. Businesses throughout Hong Kong have very little time left to ensure their operations comply with the new law before they risk prosecution. Members should get ready for the new Competition Ordinance. A talk entitled Competition Ordinance Final Chance for Preparation organised by the QSD will be held on 8 December. This talk will set out the most critical dos and don'ts to avoid falling foul of the new law, with a focus on the construction industry. Members will be given practical examples and scenarios to help better understand the concepts. leading up to the new law coming into effect and beyond PROPOSED SECURITY OF PAYMENT LEGISLATION (SOPL) SOPL Forum for Stakeholders (2/7/2015) The Development Bureau (DevB) recently launched an open consultation on the proposed Security of Payment Legislation. The period of consultation was three months from 1 June to 31 August. The proposed legislation will have a profound effect on the payment arrangements between contracting parties along the whole supply chain of building and construction works from contracting parties to professional services and suppliers. Apart from the conventional requirements of the contract, payers and payees will be required to observe the statutory duty when administering contracts, in particular when dealing with payment arrangements. In order to provide a platform for stakeholders (contract administrators), namely architects and quantity surveyors, to share and exchange views on the said proposed legislation, the QSD arranged a Security of Payment Legislation forum for them in the Surveyors Learning Centre on 2 July. It was attended by Legislative Councillor, Sr Hon Tony Tse Wai-Chuen, BBS, and about 70 architects and quantity surveyors from the HKIA, HKIS, ICES and ACQS. At the beginning of the forum, I delivered an opening speech, which was followed by a speech by Sr Tony Tse. Our Past QSD Chairman, Sr Dr. Paul Ho, briefed the attendees on the background and major clauses of the consultation documents, as he was one of the members of the HKSAR Government Development Bureau Working Group who worked on the Security of Payment for the Construction Industry. Our Vice Chairman, Sr Raymond Kam, moderated the forum Contracts (Rights of Third Parties) Ordinance Contracts (Rights of Third Parties) Ordinance takes effect from 1 January 2016 and will apply to contracts (including construction contracts) entered into from this date. Given the profound implications of this ordinance, it is important to update our contracts and standard clauses now to ensure that no unexpected third party claims would arise. A talk entitled The Contracts (Rights of Third Parties) Ordinance : Beware, Statutory Third Party Rights are Coming Your Way organised by the QSD was held on 21 September. In this talk, the speakers considered the key provisions of this ordinance and explained how statutory third party rights might affect our contracts and construction projects. 35 Briefing to the stakeholders attended the forum by Sr Dr. Paul Ho, QSD Past Chairman DevB informed the Institute that it would have no problem receiving the Institute s comments by 30 September and taking them into account, even though the consultation period has already closed. To review the proposed SOPL, the Institute set up a Working Group for SOPL. The 3 rd SOPL forum for sharing with members the study by the Working Group and the various opinions collected was held on 19 September. It was an informative session and allowed members to understand the proposed SOPL and the implications it could have on the prevailing contract administration practice. The major areas presented during the forum were the application coverage of the SOPL, the proposed statutory payment arrangement, the implications to both the payer and payee, and the type of adjudication for resolving a payment dispute SOPL Forum for Members (20/7/2015) Another forum for HKIS members on this legislation was held in the Surveyors Learning Centre on 20 July. During this forum, our Past QSD Chairman, Sr Dr. Paul Ho, briefed members, while our Vice President and QSD Past Chairman, Sr Thomas Ho, moderated the event Preliminary Meeting with Development Bureau (20/8/2015) To study and review the proposed SOPL a preliminary meeting was held with the DevB on 20 August. Working closely with the HKIA and HKIE, a report summarising the HKIS s opinions and comments on the SOPL was preparated for submission to the DevB. Briefing by Sr Raymond Kam (Convener of the HKIS Working Group on SOPL and QSD Vice Chairman) During the aforesaid forums and meeting, some key items for discussion were: 1. Coverage of the SOPL: new building works, vation and maintenance works, oral contracts, consultancy engagements, and supply contracts. 2. The impact of the SOPL on the prevailing contract administration of general building works (e.g. payment procedures, payment certification, pay when paid, pay when certified, conditional payment, nominated subcontracts, etc.).
