The building features a masonry (brick and CMU mix) exterior, an enclosed outdoor dining area, and a flat roof. There is a concrete parking lot (27 spaces + 1 ADA) in the southwest corner of the property; a gravel drive divides the lot into two sections. The northern portion (approximately ½ of the lot) is grassy, undeveloped open space. PROJECT DECRIPTIO The proposed project consists of demolition of the existing structure and parking lot in preparation for a new Choice eighborhoods development. OTHER ACTIO REQUIRED This property is in the Downtown Development District and must abide by the downtown demolition delay ordinance. Per Chapter 22 of the hreveport City Code says: Any application for a demolition permit involving a structure in the Downtown Development District shall be delayed 180 days in an attempt to secure an alternative purchaser/use COMPLIACE WITH THE PLAIG CODE PROVIIO The proposed project is in compliance with all other provisions of the hreveport Unified Development Code. APPROVAL TADARD Certificate of Demolition. Per hreveport UDC Article 21, ection 21.6, D. Approval tandards, for a Certificate of Demolition: It is not the intention of these regulations to require the reconstruction or restoration of individual or original buildings and/or prohibit the removal or demolition of the same. Upon review of the application for a Certificate of Demolition, the hreveport HPC and the Executive Director of the hreveport-caddo MPC, or his/her designee, must balance the following standards in making any recommendation and/or determination for approval:

Whether the building, land, property, site, structure or object has Pre-historic ignificance, Historic ignificance, Architectural ignificance, Archeological ignificance, or Cultural ignificance (as all defined by this Article) and the importance of said significance to the community. MPC TAFF COMMET: Originally built in the early 1970s as the ilver Dollar Grocery; this structure was in the middle of a thriving neighborhood surrounded by homes, apartments, and other businesses. However, after the recession in 1980s, as downtown hreveport began to decline, so did the ilver Dollar Grocery. In 2009, the same storm responsible for the destruction of the steeple at First United Methodist Church on Texas treet ripped the roof off of the ilver Dollar Grocery, leaving the owners with the task of rebuilding. Rather than start over as a grocery, the owners decided to rebuild as a restaurant and lease the location. Three failed restaurants have occupied the space since In 2016, a fire destroyed the interior of the structure and has remained empty. 2. The current condition of the property. MPC TAFF COMMET: The exterior of the building appears to be in good condition, the interior has not been renovated since the fire in The proposed new use of the property. MPC TAFF COMMET: The proposed new use will be a three-story multi-family residential apartment complex with first floor commercial retail. 4. Whether denial of the proposed demolition would prevent the property owner from earning a reasonable economic return on the property. MPC TAFF COMMET: The denial of the proposed demolition would not prevent the property owner from earning a reasonable economic return on the property. MPC TAFF AALYI Included as an exhibit are pictures of the existing building and site.. CERTIFICATE OF DEMOLITIO. Demo Existing tructure and Parking Lot. Demolition of the existing structure and parking lot in the southwest corner of the property is being proposed. The structure and parking lot, while is in its original location and setting, does not contribute towards any historic integrity to the site and is not architecturally relevant to the district. While it is evident that fire, weather, and vandalism has destroyed the roof structure and parts, most of the original building form and masonry structure which is a not a character-defining feature appears to be firmly intact. The Commission should also note that the structure is in its original location and setting, and does not contribute towards any historic integrity. MPC TAFF RECOMMEDATIO CERTIFICATE OF DEMOLITIO. MPC staff recommends APPROVAL of the requested Certificate of Demolition as it appears to meet the approval standards of hreveport UDC Article 21, ection 21.6, D.
