3 Current Members of the Lead Team Eugene J. Howard, J.D., has been a practicing Attorney since He represents developers, buyers in closings, contract negotiations, zoning matters and management matters in Real Estate Brokerage Law and represents owners of real property who have been and are subject to Federal Regulations. He has owned and managed more than 100 buildings over the past 50 years Arthur Shapolsky The Shapolsky Organization is a high net worth private family business that has been active in real estate since 1935 and by 1960 had accumulated more than 250 properties. The business consisted of building, renovating and managing their portfolio. Mr. Shapolsky helped develop office building sites for Olympia and York,the largest owners of commercial office buildings in New York City. In 1994 Mr Shapolsky partnered with Bill Zeckendorf,,I.M.Pei and the Chinese government to build middle class housing throughout China. By 1990 Mr Shapolsky converted a good portion of the portfolio to focus more on commercial and Industrial real estate throughout the United States, China and Mexico. Mr. Shapolsky has been a major contributor to many religious and charitable organizations and received the Yeshiva Heritage award along with Israel Englander of Millennium Management/ Recently Mr Shapolsky moved to Miami Beach and is enjoying the great weather and looking at what opportunities may be available. Kobi Karp Architecture and Interior Design has been providing unique, creative and innovative design solutions to renowned clients internationally and domestically in hospitality, retail and high rise residential developments for three decades. To date, Kobi Karp Architecture and Interior Design has designed over 36 billion in mixed use commercial, residential and multifamily properties worldwide from the Caribbean, to the Far East, to the Black Sea region, throughout the Gulf and the Middle East. Kobi Karp Architecture and Interior Design s clients have relied on the firm for their Architecture Design and Planning. Kobi Karp, the firm s founding principal, is an award winning member of the American Institute of Architects and the American Society of Interior Designers Mark F. Grant, J.D., is Florida Bar Board Certified in Real Estate Law and Condominium and Planned Development Law. He concentrates his practice in the areas of real estate acquisition and development, condominium and homeowner association documentation, commercial leasing, workouts and commercial lending. Mr. Grant has a statewide reputation as a specialist in the area of large residential, commercial, hotel, and mixed use developments.. Jon Beloff, J.D., is the Senior Partner of Beloff Law, P.A. and has built a transactional boutique law firm with substantial big law firm experience and a professional, personalized approach to counseling and representing clients, successfully resolving their legal needs. His office in Miami Beach, Beloff Law, P.A., specializes in sophisticated commercial and financing transactions, including real estate, structured finance, leasing and general corporate law. Elsie Sterling Howard is an advocate for community improvement, medical, social and educational progress, and has served in leadership roles for the City of Miami Beach, the GMCVB, the Village of Bal Harbour, the DDA, the University of Miami Sylvester Cancer Center, Chapman Partnership for Homeless, the University of Pennsylvania and has received numerous awards for local and national leadership and volunteerism. She is a retired Public Relations professional.
4 The Concept Create a privatepublic partnership to benefit the Town of Bay Harbor Islands Design and construct a mixed-use building format Build Town Hall offices and a new Police facility at no cost to the Town Use a proven concept, implemented by cities around the country Ensure the highest and best use of properties Increase tax revenue
5 The Project First two floors of the building will be in the public domain Separate entrance, hydraulic elevator, dedicated lobby, no cross pollination between local governmental offices and Police Department Headquarters and would be approximately 12,500 sf per floor each, therefore providing approximately 25,000 sf for the Government offices and Police department The first two floors design will be driven by TPolice Department and Town Administration hrequirements e Governmental offices will have their own private entry and driveway, with their own private elevator which will service the first two floors of the proposed concrete building Police Vehicles will have direct access. Additional parking needs will be satisfied with spaces in the adjoining Town Garage \
6 The Project All design will be subject to Town codes, approval processes and needs A portion of the Building rooftop can be used for a pool/lounge area and another portion of the roof would be used for mechanical systems for the building below Approximate land size available on 95 th and West Bay Harbor drive is 14,500 sf The typical building plate would be approximately 12,500 sf

It will be LEED-certified, as an architecturally significant building that will merit national recognition The design plan will combine cutting edge environmental design and planning with leading- edge technology, including solar panels

11 Shared Facilities Offer Unique Partnerships Janet Wilmuth, Reporter: Whether for space limitations or budget restrictions, many communities frequently consider combining public safety facilities into one building or campus. Over the past decade, we have seen an increase in co locating police, fire/rescue and EMS resources into one location. With the increase of emergency operation centers and centralized dispatch centers, the popularity of public safety complexes and shared space facilities continues to increase across North America. Fire station combined with apartments and retail: The Alexandria, VA, Fire Department station at Potomac Yard was the first known project in the U.S. combining a fire station with apartments and retail. Two entrance lobbies for the fire station and apartments separate building users, while addressing security... Another lesson for improving community response is to partner the other building use(s) with a community that has the higher use of emergency services, especially a community needing frequent emergency medical services. The ideal partner to reduce response times and improve medical care would be a senior or assisted living community or a nursing home.,
12 The Process After the go-ahead from the Town Council, Town Manager will oversee process Architect Karp will schedule Requirements planning meetings with Police Department and Town Management Attorneys Beloff & Grant will schedule legal structure meetings with Town Attorney Parking survey will be launched Team will solicit Council and Administration input and review of all plan drafts A Developers and Town Administration will welcome community comments and questions Architect Karp expects preliminary plans can be ready after four-six weeks Construction is expected to take months, after approvals
