OPENING PRAYER Mr. Immapik Jacb Partridge, an Inuk frm Nunavik, Quebec pened the fall gathering f the Mntreal Urban Abriginal Cmmunity Strategy NETWORK with a prayer in Inuktitut and English. 2. WELCOME AND OPENING REMARKS C-Chairs, Odile Jannette, Representative fr the Assembly f First Natins f Quebec and Labradr (AFNQL) and Nakuset, Scial Service Wrking Cmmittee Representative welcmed ver 90 participants t the gathering. Nakuset prvided fr newcmers and the participants a brief backgrund f the NETWORK and its rigins. Fllwing Nakuset s wrds, Odile expressed her welcme t all participants and nted with pride that the Fall Gathering 2010 was the 7 th Gathering f the Abriginal cmmunity. She highlighted the fact that Mntreal is the eighth (8 th ) Canadian city in terms f Abriginal ppulatin (18,000 accrding t Statistics Canada 2006). She mentined the alarming statistical prtrait that usually defines the Abriginal ppulatin and expressed that the Abriginal cmmunity f Mntreal was taking majr steps frward t wrk tgether with all and mbilize tward psitive change. The NETWORK has attracted ver 500 individuals, rganizatins and grups based n its strng values f inclusiveness and representing all. Mntreal Urban Abriginal Cmmunity Strategy NETWORK 2

Descriptin f the Lg The central crest (cntaining the heart shapes) makes reference t the city f Mntreal s lg. The angle, clur and the shape have been transfrmed frm the riginal t represent the six NETWORK Wrking Cmmittees. In the centre, ne will find a tepee and an inukshuk, which remind us that the NETWORK answers directly t the needs f the Mntreal Abriginal ppulatin individuals frm the First Natins, as well as Inuit city dwellers. The hands symblize the cmmunity s fundatin as well as its actins, strength and supprt f the NETWORK. The feathers, the ulu (Inuit wmen scraping knife), and the variety f clurs including the medicine wheel s red, yellw, black and white, alng with blue, green and range underline the diversity f the Abriginal cmmunity in the greater Mntreal regin. The ulu, fr example, represents the indispensable leadership f wmen in the NETWORK. As well, this knife traditinally used by Inuit wmen, emphasizes that - beynd the will expressed by all the NETWORK s partners - the Wrking Cmmittees must develp and use suitable tls t fulfill their mandates and pririties. The infinity sign represents the Métis peple wh cme frm Canadian Métis cmmunities. Lg Designer Martin Dubé is a Cree frm nrthern Saskatchewan wh has lived in Mntreal fr mst f his life. He is a graphic designer fr the past thirteen years and he is married and has three children. Martin started his wn graphic prductin cmpany, Mikisew s Cree-atins, six years ag. The wrk that he des is inspired by Abriginal art and culture, mre specifically that f the West cast f Turtle Island (Nrth American cntinent). Tihtiake Drum Grup, Native Friendship Centre f Mntreal (NFCM) Tihtiake Drum Grup gave a welcming sng t the new NETWORK lg that unites the Abriginal cmmunity f Mntreal. 4. 4 Fall Gathering Nvember 3, 2010 Jane Cwell-Pitras, Municipal Cuncillr, Deputy Mayr, City f Mntreal Ms. Cwell-Pitras, City f Mntreal, cngratulated the NETWORK n its remarkable tw years f hard wrk t rganize itself and respnd t the need t imprve the quality f life f the Abriginal citizens f Mntreal. The NETWORK has reasn t be prud f its accmplishments. Ms. Cwell-Pitras expressed that City Hall and its administratin are very sensitive t the needs f the Abriginal ppulatin and that it wants t achieve slid and cncrete steps frward. She underlined that the City f Mntreal has participated in the develpment f the NETWORK thrugh financial, human resurces and in-kind supprt, The City f Mntreal ffered an imprtant cmmunity tl, the Directry f Resurces ffered t Mntreal s Abriginal Cmmunity 2010 Editin. A PDF cpy is available t the general public n the City f Mntreal web site n the Scial Develpment web page. The Directry was presented t Nakuset and Odile Jannette and the directry is nw the respnsibility f the NETWORK t update n a regular basis fr Mntreal Abriginal citizens and rganizatins. André Maltais, Secrétaire général-asscié, Secrétariat aux affaires autchtne André Maltais, Secrétaire général-asscié, expressed his pleasure fr being invited t the Fall Gathering and cngratulated the NETWORK fr its inclusin f the Inuit and their grwing ppulatin in Mntreal. He underlined that the histry f the City highlights the Irquis settlement f Hchelaga where Mntreal is nw situated. There is a cllective challenge t address the needs f the Mntreal Abriginal ppulatin and the annuncement f the NETWORK and its wrk is an imprtant step frward. The wrk that the City f Mntreal has dne t supprt its Abriginal ppulatin is evident. The Mntreal City Plice are acting in a cnstructive manner, the Native Friendship Centre f Mntreal and its Abriginal emplyees are helping and all partners have a rle t play in mving frward. The Gvernment f Quebec sincerely hpes that Mntreal will be integrated int the Urban Abriginal Strategy f Canada in slidarity with ther urban Abriginal ppulatins. Christpher Hrtn, Office f the Federal Interlcutr fr Métis and Nn-Status Indians. Christpher Hrtn replaced Elizabeth Trmp, the Assistant Deputy Minister, wh was unable t attend because f a death in the family. She expressed her regret and requested that Christpher Hrtn act n her behalf. Mr. Hrtn utlined the intent f the Urban Abriginal Strategy that wrking with an urban Abriginal cmmunity and its partners, that innvative slutins culd be created t prvide slutins t lcal issues. It is imprtant t bring better crdinatin, enhanced cllabratin t maximize existing investments t create increased fcus and imprve results. He used the example f a UAS federal investment f $60,000 in Manitba that leveraged an additinal $400,000 frm ther gvernments and surces f financing t help a hmeless shelter. A gracius thank-yu was extended t the NETWORK, the Steering Cmmittee and the partners present at the press cnference and Mr. Hrtn expressed that a strng partnership has been frmed and will cntinue. Claude Picard, replaced Chief Ghislain Picard wh was accmpanying the Natinal AFN Chief t visit the James Bay Cree Territry. Chief Picard planned t visit the NETWORK and its members in the afternn t express his supprt and interest t the Abriginal cmmunity f Mntreal. The leadership f First Natins f Quebec has bserved the wrk f the NETWORK t rganize and respnd t the needs f the Abriginal ppulatin and many First Natin cmmunities wuld like t d mre fr their members in an urban setting but are cnstrained by their jurisdictins. It is nticed that mre cmmunity members are mving t urban settings acrss Quebec and it is becming a challenge. A next step fr the NETWORK is t present pririties, wrk and results t the Chiefs and an invitatin was extended t the NETWORK t d this in the near future. The AFNQL expressed that it will supprt the NETWORK and t nt hesitate t ask fr assistance when needed. Pita Aatami, President, Makivik Crpratin Pita Aatami, President, Makivik Crpratin extended his greetings t the leadership f the NETWORK and thanked Ms. Allisn Irqumia, member f the Steering Cmmittee fr her wrk and effrts t rganize the Inuit ppulatin f Mntreal. He gave a brief utline f the Assciatin f Mntreal Inuit (AMI) and acknwledged that partnerships are key in 2010 and beynd. Makivik Crpratin will supprt the NETWORK and wrk with the ther partners at the federal, prvincial, municipal and First Natins level t help create slutins and imprve the quality f life f all Mntreal Abriginal citizens. 6 Fall Gathering Nvember 3, 2010 START OF FALL GATHERING SOCIAL SERVICES WORKING COMMITTEE FOSTER PARENT TESTIMONY Barbara McDnald-Simn, f the Tasiutigiit Grup (Scial Service Wrking Cmmittee) greeted the members f the NETWORK and thanked them fr the pprtunity t speak abut fster parenting. Barbara is frm the Kanesatake Mhawk Territry and has been a fster parent fr ver fifteen (15) years and her experience is based n her wn strng family netwrk that helped each ther ut. Her interest in helping wmen and children started after being emplyed with the Native Wmen s Shelter f Mntreal NWSM and cming t understand wmen and children wh have left family vilence t build a better life. Subsequently, she adpted tw children and kept many mre fster children ver the last few years. She has acted as a parent with Inuit and First Natins children and cared fr special needs children. The Batshaw Yuth and Family Centres have been very supprtive f her rle as a fster parent ver the last furteen (14) years and there is a need t highlight t the Abriginal cmmunity a need fr fster parents t care fr Inuit and First Natins children. Barbara expressed her supprt f the NETWORK and felt it was imprtant t underline t all the imprtant rle f the children t make life better fr Abriginal peple and the future. She encuraged members f the NETWORK t cnsider a fster parenting rle and t spread the wrd arund the cmmunity. Barbara left due t an urgent family health situatin. ELDER COMMENTS Imaapiik Jacb Partridge was invited t say a few wrds. Elder Partridge discussed a part f the ral histry f the Inuit and the cnnectin t the First Natins, including the Hpi f the United States f America and relayed his message f the need t live tgether and prtect each ther. Nakuset, gave an update t the members n the research and cmpilatin f a manual fr fster and adptive families f Abriginal children t be ready fr distributin in She stated t members that because f the number f pririties fr Abriginal scial services, the Wrking Cmmittee divided itself int three grups. The 1 st grup is the scial services wrking grup that will fcus n the fster and adptive family initiatives, the 2 nd is a wrking grup t address the hmelessness issue and the 3 rd is a wrking grup fcused n justice. HOMELESSNESS «PROJETS AUTOCHTONES DU QUÉBEC» Hmelessness is an urgent issue in Mntreal fr the Inuit and the First Natins frm acrss Canada. There is an increasing number f new individuals and Abriginal yuth cming int the city wh need husing, training, emplyment and educatin in rder t succeed and imprve their quality f life. «Prjets autchtnes du Québec» started in 2004 as a temprary 8 bed shelter t respnd t this need. In 2010, it has expanded t a 40 bed facility intended fr (beds fr men, wmen and emergency beds). The participants f this cmmunity initiative are dealing with addictin prblems Mntreal Urban Abriginal Cmmunity Strategy NETWORK 6

7 Fall Gathering Nvember 3, 2010 (in a gd number f cases very severe addictins), lack f adequate training and emplyment skills, lack f stable husing and very mbile. Dnald Jacksn, a lcal Abriginal cmmunity member spke t the NETWORK members abut the rle this hmeless shelter played in his life. Dnald spke abut his numerus health challenges and stay in the lcal hspitals in the 1990`s and n release had n where t g. He discvered the hmeless shelter by accident and used PAQ services n a regular basis until he culd stabilize his emplyment and revenue situatin and pay fr an apartment. PAQ prvided temprary shelter and helped him becme a mre respnsible persn thrugh assisting ther Abriginal individuals in need f husing, training and emplyment. Dnald stated very clearly t NETWORK members that PAQ is needed and that natives helping ther natives helped t create hpe and a stable life in Mntreal. Living n the streets f Mntreal is hard and PAQ can play an imprtant rle t newcmers t the city f Mntreal. Dnald expressed his hpe that the services f PAQ will cntinue. Terri Nrmandin, Hmelessness Wrking Grup, Scial Services Wrking Cmmittee The Hmelessness Wrking Grup, a wrking grup cmpsed f members f the Scial Services Wrking Cmmittee has been in peratin since September At this pint, the wrking grup is fcused n the needs and aspiratins f «Prjets autchtnes du Québec»», the hmeless shelter that maintains 40 temprary beds fr 30 men and 10 wmen. Terri expressed her thanks t the City f Mntreal, Scial Develpment divisin fr their administrative supprt via the wrk f Guy Lacrix. The wrking grup is cmpsed f rganizatins that wrk in the area f hmelessness and the larger bjective is t cnsider an Abriginal healing centre fr men. The fcus at this time hwever, is t strengthen the hmeless shelter in its prgrams, services and funding. Terri thanked the wrking grup fr their supprt and indicated her persnal plan t return t fulltime studies twards a certificate and that she had t leave her leadership rle. Patricia Eshkibk, Justice Wrking Grup, Scial Services Wrking Cmmittee Patricia Eshkibk, is wrking with and fr the Justice Wrking Grup and is well-knwn fr her wrk in the area f Native Parajudicial Services f Quebec (NPSQ) in Mntreal and Kahnawake. The beginning f the Justice Wrking Grup is a result f the nticeable gap in Abriginal family services and the increasing Abriginal yuth files cming befre the curts and placed under the «Directin de la prtectin de la jeunesse (DPJ)». There is a nticeable increase in the number f Abriginal families, yuth and children in care, especially Inuit families and children frm Nunavik wh arrive fr fster care in Mntreal, and there is n supprt wrker designated t address this ppulatin in need. A family curt wrker is needed in Mntreal. Patricia asked the cmmunity and the NETWORK fr their supprt t get the wrd ut and t signal this prblem t the management f NPSQ and the prvincial gvernment. 8 Fall Gathering Nvember 3, EMPLOYABILITY-TRAINING-EDUCATION WORKING COMMITTEE Dlrès André, representative fr this Wrking Cmmittee, greeted the NETWORK members and highlighted the presence f Mrs. Francine Buckell wh is the Directr f the Urban Strategy f the FNHRDCQ respnsible fr the First Natins Human Resurces Develpment Services f Mntreal (FNHRDSM) and Mr. Ralph Cleary, Directr f the FNHRDCQ. Dlrès thanked her Wrking Cmmittee members fr their active invlvement and interest ver the past year. Dlrès als highlights the 10 th anniversary f the FNHRDSM and the Urban Strategy f the FNHRDCQ. Dlrès invites Paige Isaac f the First Peples Huse, McGill University t jin her and present the results f the Wrking Cmmittee t date. Dlrès and Paige highlighted 17 meetings f the Wrking Cmmittee, brainstrming sessins t build initiatives in this area. In August 2010, an event was rganized fr Abriginal yuth with the participatin f ver 30 yuth. A guide t emplyment and training is currently being prepared by Wrking Cmmittee members and is intended as an infrmatin tl. Mre imprtantly, the Wrking Cmmittee has prepared a pilt prject entitled «Prjet d insertin sci-prfessinelle» intended fr Abriginal individuals. Tw chrts f 15 members each will be chsen t fllw a training perid f preparatin fr the labur market, experience lcal emplyment in a training setting r be supprted in their return t frmal schling and g thrugh a fllw-up perid f evaluatin and supprt. A certain number f funders have been identified t fund this pilt prject and the prcess f applicatin is underway. Anther pririty is the Abriginal student netwrk acrss Mntreal cmpsed f CEGEPs, vcatinal schls, clleges and universities and the Wrking Cmmittee is lking at ptins t increase a sense f cmmunity and encurage the students t cmplete their studies and attain their educatinal gals. The Wrking Cmmittee is preccupied with the First Natins pstsecndary educatin funding issue acrss Canada but has nt yet frmulated a respnse t this situatin. The Wrking Cmmittee ETE has cllected and cmpiled a binder f infrmatin n funding prgrams which exist n the gvernmental level: municipal, prvincial and federal t share it with the ffice f crdinatin f the NETWORK. This reference tl is available t all interested members. As this mandate has been cmpleted, the terms f reference f the Wrking Cmmittee will de reviewed. 7. HEALTH WORKING COMMITTEE Chantal Rbillard, alternate fr the Health Wrking Cmmittee, presented the results f the Health Wrking Cmmittee and its pririties. She highlighted t members and the Steering Cmmittee a need t create better cmmunicatins between Wrking Cmmittees as sme activities and pririties are cmplementary t each ther and culd share resurces and infrmatin. Health has had six meetings and is fcused n the database f health services and the establishment f an Abriginal health centre. The research fr the database is mving frward and a needs assessment is the next step tward the bjective f establishing a health centre. A cuple f meetings have been requested, fr example with the Public Health Agency f Canada, etc. It is intended that the needs assessment will mve frward in 2011 with results t be presented in the Fall f 2011 r Winter f As with ther Wrking Cmmittees, the members f Health are full-time students, researchers r emplyees elsewhere and it is nt easy t meet and mve pririties frward. A guiding questin was created with 5 sub-sets f questins and members f the Fall Gathering prvided their feedback fr the cnsideratin f the Steering Cmmittee. 12 Fall Gathering Nvember 3, 2010 AFTERNOON PROCEEDINGS ASSEMBLY OF FIRST NATIONS OF QUEBEC AND LABRADOR (AFNQL) Chief Ghislain Picard, AFNQL, expressed his regret t members f the NETWORK fr nt being available t attend the mrning press cnference due t his wrk and travel schedule. He wanted t assure the NETWORK members that the AFNQL takes the develpment and grwth f the NETWORK seriusly as Chiefs bserve the increased mve f their cmmunity members int urban areas such as Mntreal. He reiterated earlier cmments that it was gd t see the invlvement f the Inuit in the Mntreal initiative and felt that it was imprtant that partners, grups, rganizatins wrk tgether t ensure success. While the AFNQL is fcused n the numerus issues and cncerns f the First Natins f Quebec, they are mindful that urban and ff-reserve issues remain imprtant and they will supprt initiatives such as the NETWORK t help mve frward. He reminded NETWORK members f the AFNQL Chiefs invitatin t present the NETWORK at ne f the gatherings in the upcming future t discuss the pririties and challenges f the Abriginal ppulatin f Mntreal. 9. STEERING COMMITTEE Odile spke t the NETWORK members f the varius pririties and challenges fr the Steering Cmmittee. She reminded the members that the vluntary sectrs are key t the success and the individual and rganizatin vlunteers are t be thanked fr their time and energy attending meetings, prviding their imprtant input and giving their supprt. Over the recent 2010 year, tw cmmunity gatherings have been held and a third is planned in 2011 fr the members. Meanwhile, 23 meetings were held by the Steering Cmmittee and that these are time-cnsuming as the invlvement f each and everyne is encuraged. The Steering Cmmittee has a limited budget in the fiscal year but succeeded in fllwing the strategic plan, hiring f the Crdinatr, supprting Wrking Cmmittees where pssible and respnding t inquiries and requests fr infrmatin and/r assistance by individuals and cmmunity grups. The partnerships created thrugh the NETWORK are numerus, ver 500 grups and individuals are members and fllw the NETWORK activities, newsletter and Wrking Cmmittee meetings. Odile thanked the City f Mntreal fr its supprt and invlvement and the resurces it has prvided t ensure success. The perid f May t Octber 2010 were fcused n the creatin f the lg, Wrking Cmmittee meetings and activities, creatin f the web site that will sn be n-line and refining the public cmmunicatins aspect the newsletter and prmting the NETWORK via the media. YOUTH WORKING COMMITTEE Widia Larivière and Jrge Herrara, representative and alternate fr the NETWORK s Yuth Wrking Cmmittee were nt available in the afternn. Odile presented the current situatin f this Wrking Cmmittee. The Wrking Cmmittee had n success in recruiting yuth t becme members and cntribute t the creatin f pririties r actins that wuld help Abriginal yuth acrss Mntreal. There appears t be, at this time, a cuple f distinct grups f yuth. One is the Abriginal student ppulatin wh are integrated int the Secndary, CEGEP, Technical, Vcatinal and pstsecndary institutins and wh have access t services, student grups and rganizatins that wrk in the educatin field. The secnd grup appears t have less educatin, n emplyment r adequate husing and wh use the services f «Prjets autchtnes du Québec» and the Native Friendship Centre f Mntreal. This grup is mbile, harder t cnnect with and fcused n their pririties, and they are nt in regular sustained cntact with lcal rganizatins. The Yuth Wrking Cmmittee is a cncern at the Steering Cmmittee level and it will be discussed in rder t create sme pssible ptins t reach ut and invlve these grups in the NETWORK. 11. ART CULTURE WORKING COMMITTEE Melissa Mllen-Dupuis, lcal artist, ART CULTURE Melissa, a lcal Abriginal artist presented t the NETWORK members her previus educatinal and wrk life and her intrductin t the Abriginal art and culture envirnment in Mntreal. She nted that when she first started, she did nt have the necessary cntacts and pssibly nt all the skills needed. The ART CULTURE Wrking Cmmittee helped her create an imprtant persnal netwrk f cntacts and pprtunities that nrmally she wuldn t have been able t create alne. She expressed her thanks t Terres en Vues and ther members f the Wrking Cmmittee fr pening drs, intrducing her t imprtant cntacts and finding a lcal pprtunity t becme invlved with the First Natins Garden at the Mntreal Btanical Gardens, City f Mntreal and help intrduce visitrs t First Natins and Abriginal culture and realities. Spring and summer are the high seasns f activities with plays, theatre, summer festivals and music events where Abriginal culture becmes an imprtant ambassadr and means f cnveying Abriginal culture, histry and knwledge. The mve f «FESTIVAL PRESENCE AUTOCHTONE» was a challenge as it happened last minute and even thugh the number f participants was slightly dwn, it had been verall a success and laid a new fundatin in a new setting fr Summer f A new prject by the «Centre d histire de Mntréal» was mentined that will recgnize sites and events f Abriginal histry and interest in Mntreal. This is a new step f recgnitin by the City f Mntreal, smething that has never ccurred in the past. The pririties f the ART CULTURE Wrking Cmmittee f a «lieu cmmunautaire» and a lcal cultural develpment fund are mving frward. In respect t the «lieu cmmunautaire», a wrking grup has started t meet t develp this pririty and interested NETWORK members can cntact either André Dudemaine r Catherine fr mre infrmatin n this. The lcal cultural develpment fund has met a few bstacles and the Wrking Cmmittee intends t fllw-up with the «Cnseil des arts et des lettres du Québec» t fllw up n its prmise f establishing a fund fr Abriginal artists in Mntreal. Members f this Wrking Cmmittee have been actively invlved in Steering Cmmittee events and the Crdinatr has been active with the NETWORK Crdinatr ver the summer perid prmting the events, the NETWORK and prviding infrmatin t the public. 12. COMMUNICATIONS WORKING COMMITTEE An update f the wrk that has been accmplished since the April 2010 Spring Gathering was presented by Jean-Françis O Bmsawin.
