3 EXECUTIVE SUMMARY ALBANY STATE UNIVERSITY STUDENT HOUSING MARKET STUDY EXECUTIVE SUMMARY Albany State University (ASU) retained Andersn Strickler, LLC (ASL) t evaluate the demand fr additinal student husing. The market study cnsisted f fcus grups, a peer institutin livinglearning analysis, a student survey, and a demand analysis. Based n these analyses, ASL determined that there is demand fr 370 beds f husing. The demand will increase when Wiley and Gibsn Halls are taken ffline. These buildings currently huse 340 students, primarily freshmen. Since there is a freshman year living requirement at ASU, there is n reasn t suspect that the freshmen demand will decrease. Therefre, the ttal ptential demand is 710 beds. Accrding t survey results, when deciding where t live, students wh chse t live n campus cnsider prximity t campus resurces, the ability t meet ther students, and affrdable cst the three tp decisin-making factrs. Students chsing t live ff campus indicate affrdable cst as being the mst imprtant factr, fllwed by persnal space, privacy, and adequate living space within the unit. While students living ff campus shw a higher level f satisfactin that thse living n campus (35% vs. 15% very satisfied ) when very satisfied and satisfied are added tgether, thse living n campus shw a slightly higher verall satisfactin rate (78% n and 74% ff). Amenities that students wuld like t have in new husing include in-unit temperature cntrl, furnished units, n-site laundry, cnvenient parking, quiet study areas, dining ptins in the residence hall, all-inclusive rent, and a revised guest plicy. Fur unit plans were tested in the student survey at estimated fall 2009 rents. Students ranked each ptin as preferred, acceptable, r wuld nt live there. Rates included furnishings, utilities, and Internet access. Survey respndents indicated that a tw-single bedrm semi-suite was the mst preferred, fllwed by a tw-duble bedrm suite. 1 If the ptins presented in the survey had been available t the respndents fr the academic year when they were chsing their husing 38% f all respndents indicated they wuld have definitely lived there and 37% indicated they might have lived there. The demand analysis centers n thse students currently living ff campus. T calculate demand, a capture rate is determined fr each class level by dividing the number f ff-campus survey respndents - wh indicated a definite interest in husing - by the number f ff-campus respndents. A clsure rate is applied t reflect that nt all students wh expressed interest n the survey will actually sign a lease. The full-time ff-campus enrllment is multiplied by the capture rate and the clsure rate is applied t yield demand. The demand table belw uses a 50% clsure rate fr students wh said they wuld definitely live in the prpsed husing and a 25% clsure rate fr thse wh said they might live in the prpsed husing. The demand fr each classificatin is the median f a range that is based n a statistical cnfidence level f ±8.12%. 1 A tw-single-bedrm semi-suite is designed fr tw students: tw private bedrms and ne bathrm. A living-learning cmpnent culd be integrated int the design f the husing. The peer review and natinal studies indicate that students wh participate in living-learning cmmunities participate in mre frequent peer and scial discussins, develped faculty-mentring relatinships, and find the residence hall climate academically and scially supprtive. Being part f a cmmunity allws students a smth transitin t cllege, helps with critical thinking and applicatin f knwledge, and students became mre cmmitted t civic causes. Cnsequently, students living in residential cmmunities are mre likely t make better grades than peers living ff campus, retentin imprves, students are mre likely t graduate, they are mre cmfrtable appraching faculty members, and they are mre likely t participate in extra-curricular activities. The mst preferred unit types, single-bedrm semi-suites and duble-bedrm suites, lend themselves t a living-learning cncept. Whether units are arranged in clusters r a mre traditinal crridr-style, cmmn spaces can be integrated int the design t increase interactin amng residents. One f Albany State s gals is t prvide residences that are cnducive t this envirnment. Currently, ASU requires that all single freshmen enrlled fr twelve (12) r mre semester credit hurs live n campus. While there is n special interest grup husing at ASU, freshmen live tgether in traditinal residence halls, which prvides first-time students with peer supprt and camaraderie. Page 2

A living-learning prgram has a clear academic bjective and missin, students are hused tgether in a discrete prtin f a residence hall (r the entire building) and staff, curricular and c-curricular prgramming and resurces are dedicated t the prgram (and nt used thrugh the entire residence hall). These elements that shuld be cnsidered during the design and implementatin phases fr new student husing meant fr living-learning prgrams. Page 3

6 METHODOLOGY ALBANY STATE UNIVERSITY STUDENT HOUSING MARKET STUDY METHODOLOGY Gals and Objectives: The primary gal f this study is t determine if market factrs supprt the develpment f new husing n campus at ASU. The market analysis was cmprised f student fcus grups, a living-learning peer analysis, a survey f current students, and husing demand analysis. While an ff-campus market analysis was nt part f the scpe f this assignment, ASL did review a market study submitted t ASU by Sasaki Assciates in March, Fcus Grups: ASL met with 41 students in fur fcus grup sessins in April, The makeup f the fcus grups was Students Living Off Campus, Freshmen Living On Campus, On-Campus Returning Residents, and Resident Assistants (RAs). ASL develped a mderatr s guide prir t the meetings with input frm ASU. The ASL mderatr led discussins n tpics pertaining t ff-campus and n-campus husing and student satisfactin. Students als viewed flr plans and cmmented n desirable unit cnfiguratins, rents, features, and amenities. Detailed fcus grup ntes are included in Attachment 1. Peer Institutin Analysis: ASU selected five institutins with living-learning cmmunities and ASL researched each ne. Of particular interest t the University were the types f living-learning prgrams ffered, ideal husing cnfiguratins fr these cmmunities, husing rates, staffing, and fees. The five institutins were Abraham Baldwin Agricultural Cllege (ABAC), Grdn Cllege (GC), Flrida State University (FSU), Luisiana State University (LSU), and Gergia Suthern University (GSU). Student Survey: ASL and ASU representatives develped the survey instrument with input frm the students. The nline survey was psted frm Octber 2 thrugh Octber 11, The University psted and distributed flyers and sent current students an inviting them t respnd. The respndents were ffered a chance t win mnetary incentives, ranging frm $50 t $300, in rder t enhance the respnse rate. These effrts resulted in 420 respnses frm 4,384 current students, fr a 9.58% respnse rate, which is the median respnse rate fr all ther ASL surveys. With this size sample, the survey achieved an verall cnfidence interval f 8.12% at a 95% cnfidence level in terms f the demand fr additinal campus husing. 2 Survey tabulatins are in Attachment 2 and a summary f the demgraphics f the survey respndents are in Attachment 3. The survey tabulatins represent the answers t each questin as students respnded. When analyzing the results, ASL eliminates the blanks and calculates percentages based n the remaining respnses. 2 The cnfidence interval f ± 4.10% is the figure published fr many surveys and plls used t indicate a margin f errr. Fr example, if the cnfidence level is 95%, the cnfidence interval is 3%, and 50% f the sample picks an answer; it is 95% certain that if the entire ppulatin had been asked the same questin, between 47% (50%-3%) and 53% (50%+3%) wuld have picked that answer. A cnfidence level greater than 5% causes cncern. Page 4

Wiley and Gibsn Halls prvide traditinal-style duble rms with a cmmunity bathrm. East, Nrth, and Suth Halls are tw-duble-bedrm semi-suites, knwn as mdern suites, and are reserved fr first-time freshmen. Halls 1, 2, 3, and 4 are fur-single-bedrm apartments and suites and are reserved fr returning students and upper-divisin nn-traditinal age students. In all, there are six female halls, three male halls, and ne ced hall. Cmmn-area amenities include laundry facilities, cmputer labs, game rms, snack rms, and multipurpse rms. First-time freshmen are required t live n campus and all students living in traditinal residence halls and suites are required t subscribe t a meal plan. Apartment dwellers are required t sign up fr a five-meal-per-week plan. Husing rates include furnishings, utilities, lcal telephne service, laundry, cable televisin, and internet cnnectin. The per-persn rates fr are in Table 3. Fall 2009 ccupancy was 98% with 897 freshmen, 335 sphmres, 199 junirs, 99 senirs, and 2 graduate students. Plans call fr taking Wiley and Gibsn Halls ffline after building new husing (340 beds). Decisin-Making Factrs The survey asked students t rank the five mst imprtant factrs that they cnsidered in their decisin f where t live this academic year. The five respnses, selected frm a list f 20, were weighted with the mst imprtant receiving a rank f five, the secnd mst imprtant a rank f fur, and s n. Individual rankings were summed t btain a weighted scale. Students wh chse t live ff campus ranked affrdable cst the mst imprtant factr when lking fr a place t live fllwed by persnal, private space and adequate living space within the unit. Interestingly, students living n campus believe that prximity t campus facilities and services and the ability t meet ther students are mre imprtant factrs than affrdable cst. 10 LIVING LEARNING COMMUNITIES ALBANY STATE UNIVERSITY STUDENT HOUSING MARKET STUDY LIVING-LEARNING COMMUNITIES Overview It is becming mre cmmn fr clleges and universities in the United States t create Living-Learning Cmmunities (LLCs) fr resident students. One f Albany State s gals is t prvide residences that are cnducive t this envirnment. Currently, ASU requires that all single freshmen enrlled fr twelve (12) r mre semester credit hurs live n campus. While there is n special interest grup husing at ASU, freshmen live tgether in traditinal residence halls, which prvides first-time students with peer supprt and camaraderie. The definitin f a Living-Learning Prgram varies at each institutin. Fr sme, the prgram targets nly freshmen, fr thers the prgram is ffered t all residential students. The Natinal Study f Living-Learning Prgrams (NSLLP) identifies three key elements when defining a living-learning prgram: 1) a living-learning prgram has a clear academic bjective and missin, 2) students are hused tgether in a discrete prtin f a residence hall (r the entire building), and 3) staff, curricular and c-curricular prgramming and resurces are dedicated t the prgram (and nt used thrugh the entire residence hall). NSLLP surveyed 52 U.S. institutins in 2007 t learn mre abut LLC practices. There were student participants and institutinal participants. Results shwed that students participating in a LLC had mre frequent peer and scial discussins, develped faculty-mentring relatinships, and fund the residence hall climate academically and scially supprtive. Being part f a cmmunity allwed these students a smth transitin t cllege, helped with critical thinking and applicatin f knwledge, and they became mre cmmitted t civic causes. The NSLLP makes three recmmendatins fr institutins starting r enhancing LLCs. Understand the imprtance f academic affairs and student affairs partnerships identify clear learning bjectives with an emphasis n academic cmpnents, and capitalize n the cmmunity setting, learn by ding, and help faculty make the best use f the residence hall envirnment. 4 4 The Natinal Study f Living-Learning Prgrams (NSLLP) assesses hw participatin in Living Learning Prgrams (LLPs) influences academic, scial, and develpmental utcmes fr cllege students. 11 LIVING LEARNING COMMUNITIES ALBANY STATE UNIVERSITY STUDENT HOUSING MARKET STUDY Existing Prgrams Abraham Baldwin Agricultural Cllege (ABAC) ABAC began their LLC prgram in fall Nw eight LLCs reside in Lakeside Residence Hall. Each grup is made up f 25 r fewer students. In fall 2009, Dr. Dnald Parks, Directr f Student Services and Mr. Graydn Wasden, Directr f Spnsred Prgrams, were interviewed abut LLCS at ABAC n WALB-TV. When asked abut the gals f their cmmunities, they named six all, as Mr. Wasden nted, will prepare students fr a prductive life: The African American Male Experience Blgging, Gaming, Gadgets Emerging Leaders Careers in Fcus Mind, Bdy, Spirit Leadership Learning Cmmunity TLC Technlgy Learning Cmmunity Wmen s Issues (Nursing Majrs) T ffer an pprtunity fr quality academic develpment t retain and graduate students t invlve students in campus activities t extend students invlvement int the cmmunity thrugh service t develp skills which will be used in the jb market, and t develp students leadership skills. Participating faculty members are specially selected and while all students are invited t apply fr ne f these prgrams, the University has develped criteria that an applicant must meet. Wait lists are expected fr LLCs and each applicant is interviewed befre entering a prgram. When asked during the interview t define a living-learning cmmunity Dr. Parks replied, In a nutshell relatinships. Althugh the prgram has just begun its third year, ABAC has begun t track retentin rates and reprts that retentin fr students participating in LLCs is 3% higher than the verall ABAC retentin rate. Lakeside Residence Hall pened in fall 2007 and ffers semi-suite-style units. Rughly, half f the suites are duble ccupancy and the ther half are single ccupancy. There is n living rm area in the unit, nly a small kitchenette including a micrwave, a small refrigeratr, and a sink. In the building, there is a 24-hur cmputer lab, n-site cnvenience stre, game rm, lunge, laundry facility, cmmunity kitchen, utdr grills, and access t a 24-hur fitness center. Like ASU, ABAC has a freshman living requirement. Per-persn csts fr the academic year are $4,120 fr a single rm and $3,550 fr a duble rm. Rent includes furnishings, wireless Internet, all utilities, and basic cable televisin. Grdn Cllege Grdn Cllege has tw residence halls used fr three LLC prgrams. The LLCs augment residential life prgrams by integrating academic cntent in the residence halls with cntact amng students, faculty, and staff. Participants live in Grdn Cmmns, lcated in the center f campus. Units are tw- and fur-single bedrm suites with kitchenettes. Cmmunity features include cmputer labs, multi-purpse rms, laundry facilities, and vending in each building. Rents include all utilities, high-speed Internet, cable, and lcal telephne service. Students pay $5,150 per year fr a single in a tw-bedrm unit and $4,940 per year fr a single in a fur-bedrm unit. All leases are fr the academic year. Grdn Cllege students are nt required t live n campus, althugh all full-time students are encuraged t d s. Certain academic standards must be met in rder t be able t mve int and stay in campus husing. Flrida State University LLCs at Flrida State are designed fr first-year students wh share an academic interest, take ne r mre classes tgether in small sectins reserved fr them, participate in scial and educatinal activities related t the grup and interact with prfessrs ften enugh t get t knw them persnally. Students in sme f the LLCs have an pprtunity t becme part f a mentr grup where faculty members frm varius areas meet with students infrmally during the semester. Participants earn ne credit hur fr being in a mentr grup. Arts and Science Music Pre Health Prfessins Wmen in Math, Science, & Engineering Nursing Scial Justice Scial Science and Public Affairs Hnrs Cmmunity Wellness Lifestyle Prgram There are tw cmmunities pen t all FSU students. The first is the Hnrs Cmmunity. Students admitted t the University Hnrs Prgram are eligible t apply fr husing in Landis Hall (but are nt required t live in the cmmunity). The secnd is a Wellness Lifestyle Prgram. Interested students can apply t live in Reynlds Hall (shared with Pre-Health Prfessins) and cmmit t abstain frm the use f alchl, tbacc, and illegal drugs while n r ff campus. Units in the residence halls used fr LLCs and special-interest husing are a semi-suite cnfiguratin with single, duble, triple, and quad bedrms. Meal plans are required in these residence halls. The rates listed in Table 4 d nt include a meal plan. The missin f the Residential Clleges Prgram is t prvide a seamless living-learning envirnment t fster the develpment f critical thinking, cmmunicatin skills, and a sense f cmmunity and scial respnsibility. Students participating in the prgram are required t enrll in at least tw nn-labratry curses designed fr the Residential Cllege t which they belng. Tw residence halls are reserved fr Hnrs Cllege. Living in the Hnrs Cllege, classmates rganize study grups, share materials, and prepare grup prjects. Frmal and infrmal prgrams such as lectures, weekly teas, and study sessins enhance the living-learning experience. There are als cnnectins between the classrm and student life with active participatin frm faculty members. The market study indicates that there are pprtunities t meet pentup demand fr quality multi-family husing t meet student and general resident needs. The University is smewhat islated frm the heart f Albany and its ptential impact n the area ecnmy has nt been realized fully. The multi-family rental market is tight in Albany with average ccupancy rates f 98%. The average market rents are $500 fr a ne-bedrm unit, $600 fr a tw-bedrm unit, and $700 fr a threebedrm unit. There are rental prperties that meet the needs f a wide variety f cnstituents such as yung families, military, empty nesters, and thse in need f subsidized husing but there is a lack f prduct that targets r appeals t single cllege students. There is ne prject prpsed lcated east f ASU knwn as University Gardens. If the prject is develped, it will add 170 apartment units t Albany s stck in tw- and three-bedrm cnfiguratins. 5 Student Renters Single students wh rent husing and respnded t the survey pay rents that are belw the average market rents. Of thse wh live ff campus, 62% rent their wn husing, 20% live with parents r anther relative, and 18% wn their wn hme. Of the 98 respndents wh rent their husing: Over half, 68% rent an apartment in an apartment cmplex r building, 25% rent a huse r duplex, 5% rent an apartment in a cnverted huse, 1% rents a rm in a private hme, and the remaining 1% have anther living situatin. Nearly ne-quarter (24%) live alne while 43% live with ne ther, 23% with tw thers, 8% live with three thers, and nly 2% live with mre than three thers. Out f the 98 respndents wh rent husing, the largest single grup lives with rmmates (58 respndents); 15 respndents live with their children and 8 live with their spuse. Respndents were able t select all that apply. Twenty-ne percent live in a ne-bedrm unit, 41% live in a tw-bedrm unit, 35% live in a three-bedrm unit, 3% in a fur-bedrm unit, and 21% live in units with mre than fur bedrms. Just under half (47%) d nt share a bathrm with ther residents; 46% share at mst with ne ther, while 7% share with mre than tw peple. Page 14

Only 9% rent their unit furnished, while 81% rent their unit unfurnished and 9% rent their unit partially furnished. Over three-quarters f renters (78%) f renters have a 12-mnth lease, 7% have a mnth-tmnth lease, 8% have a six-mnth lease. The remaining 7% have sme ther type f lease. Page 15

After reviewing a list f chices, survey respndents were asked t select wuld nt live in new husing withut it, wuld have a strng psitive influence n my decisin, wuld have n influence n my decisin, wuld have a strng negative influence n my decisin, r wuld nt live in new husing withut it. The first questin addressed unit amenities. Temperature cntrl ranked first as being an amenity that students wuld nt live withut fllwed by a furnished unit, washer/dryer in the unit, and full kitchen r kitchenette. 23 DEMAND ANALYSIS ALBANY STATE UNIVERSITY STUDENT HOUSING MARKET STUDY DEMAND ANALYSIS Overview Based n the results f the survey, ASL analyzed demand t estimate the number and type f units desired by students. Using the assumptins described belw, ASL determined that there is incremental demand (i.e., demand frm students nt currently living in ASU husing) fr 370 beds. Fall 2009 Demand ASL s methdlgy centers n the full-time ff-campus ppulatin as these students represent the incremental demand fr husing. The methdlgy fr calculating demand uses the respnses t Questin 33 n the survey asking where respndents wuld have lived when making their husing decisin fr fall 2009 had their preferred unit type been available at the start f the academic year. The first step in calculating demand is t determine a capture rate fr each class level (e.g. freshmen, sphmres) using the fllwing equatin: Capture Rate = Number f Full time Off Campus Respndents Definitely Interested in Husing Number f Full time Off Campus Respndents After calculating a capture rate fr each class, a clsure rate is applied; this is necessary t reflect that nt all students wh express interest n the survey will actually sign a lease. ASL assumes a 50% clsure rate fr thse wh indicated that they definitely wuld have lived in the husing and a 25% clsure rate fr thse wh indicated that they might have lived in the husing (r 50% f thse with 50/50 interest). The full-time ff-campus enrllment is multiplied by the capture rate and the clsure rate is applied t yield the demand. If the prpsed husing had been available when respndents were making their decisin f where t live fr the academic year, the ptential incremental demand fr husing frm full-time ffcampus definitely interested students wuld be between 136 and 282 beds with a midpint f 209. Demand frm might be interested students is in a range f 124 t 198 beds with a midpint f 161. The ranges are based n the statistical cnfidence level (f ±8.12%) in student respnses based n the number f full-time ff-campus respnses received and the verall size f the full-time ff-campus ppulatin. Table 7 shws the midpint f the demand range by classificatin with ttal ptential demand f 370 beds. These buildings currently huse 340 students, primarily freshmen. Since there is a freshman year living requirement at ASU, there is n reasn t suspect that the demand will decrease. Therefre, the ttal ptential demand is 710 beds. The high demand figure allws ASU the flexibility t design new residence halls that will cmpliment their desire t incrprate mre living-learning pprtunities in student husing. Students preferences fr cmmunal spaces such as dining facilities, quiet study areas, fitness areas, and even laundry facilities in the residence halls can be incrprated int the design, alng with apprpriate scial and educatinal spaces. A fair number f students indicated interest in the ability t ck their wn meals. Kitchenettes in the unit with a snack-preparatin area may be cnsidered and/r cmmunity kitchens within the building. The mst preferred unit types, single-bedrm semi-suites and duble-bedrm suites, lend themselves t a living-learning cncept. Whether units are arranged in clusters r a mre traditinal crridr-style, cmmn spaces can be integrated int the design t help increase interactin amng residents. Since the ff-campus rental market des nt ffer many ptins that are attractive t students, there shuld be little cmpetitin frm lcal apartment cmplexes. Page 22

Ways students find ff-campus husing: The schl prvides infrmatin t students abut websites t visit that prvide apartment listings. There are sme apartments that nly rent t students and sme that d nt rent t students at all, s the ptins are clearly laid ut. The realtrs in twn are helpful. 28 STUDENT HOUSING MARKET STUDY Many participants believe that building the family center shws gd intentins, but it is nt enugh because there are a lt f students with children at ASU. Students with children are able t find daycare and ther services they need ff campus, but d nt believe that means that sme shuld nt be available n campus. Single mthers have a particularly difficult time. Several students they have knwn have gtten pregnant and end up withdrawing frm schl because they are afraid they will nt be able t find the level f supprt they require t be bth a student and a parent. Instead f planning a separate area fr family husing, ne wing f a residence hall culd be blcked ff s that these students are able t have a separate living envirnment but still interact with ther students. Flr plan review: FOUR-DOUBLE BEDROOM SUITE: This unit resembles the current layut f Suth and East Halls. This type f husing wuld be apprpriate fr freshmen, but nt upperclassmen. Eight peple sharing a living envirnment might be t many; there wuld be many pprtunities fr cnflict. TWO-DOUBLE-BEDROOM SUITE: This cnfiguratin is mre ppular than the eight-persn cnfiguratin because there are nly tw peple t a bathrm; tw peple shuld nt have a prblem sharing a bathrm. The resident des nt have t leave his bedrm area t use the bathrm. One participant feels that there might be t much shared space and wuld nt want t run int suite-mates if a persn des nt get alng with them. This unit is still mst apprpriate fr freshmen, and maybe sphmres, because the bedrms are nt private. Participants d nt believe freshmen wuld cmplain abut these rms, r abut paying mre fr them. A kitchenette, rather than a full kitchen, is perfect fr freshmen; they need smewhere t make a snack but they have a meal plan and d nt require a full kitchen. Given a chice between this unit-type and living in the hd the participants wuld chse this, and wuld pay mre fr it than they are paying nw; Fr this type f unit, the visitatin rules might have t be revised because a bunch f guys aren t ging t want t hang ut in their living rm tgether. With the additin f private rms, students wuld be able t have their persnal space, as well as be able t study the way they like withut being disturbed r disturbing smene else. The participants like the bathrms utside f the bedrms, s that they are nt disrupted by peple ging thrugh their rms t get t the bathrm. This unit is similar t the apartments that are currently n campus. The rms shuld be large enugh t accmmdate all f the furniture included, as well as the residents persnal belngings, while still leaving enugh space t navigate arund the rm. The participants find the large clsets appealing. Benefits t living n campus: Living n campus fr the first year aids in adjusting t cllege; it is a gd way t learn the rpes and figure ut hw things wrk. There are mre pprtunities t meet peple, make friends, and netwrk living n campus than there are living ff campus. Mst agree that living n campus fr the first year is a psitive experience and that it shuld be required. Sme participants als meet new peple in classes r by jining grups and sprts teams. Student husing at Albany State University cmpared t that seen at ther campuses: Frt Valley has units with private bedrms and bathrms that are appealing. At Gergia Suthern, even freshmen live in apartments. The residents at USC all have private bedrms. The fur-single-bedrm Claytn State Apartments (Claytn Place) lcated acrss the street frm the university are appealing t the participants. They wuld pay $2,500 per semester fr a private bedrm in an apartment n campus. The participants mentined that a mixture f unit-types culd be available in the same residence hall; they d nt have t all be the same unit type. One participant asked abut ne-bedrm units with private bathrms n a hallway. Mst participants did nt think that wuld be desirable because there wuld nt be a living rm and prviding an pen lunge n the end f the hallways wuld be t difficult t keep clean. Residents are charged $50 when they lse their rm keys fr which they are given a new rm key and their lcks are changed. Sme participants cmplained that their lcks were nt changed even thugh they paid the $50 fee. The live-in hall managers shuld be clse t the residents ages. Sme resident assistants seem t take their jbs t seriusly, and the level f the prgramming in the halls depends largely n the quality f yur resident assistant. Sme resident assistants just have their residents sign a sheet f paper that says they were ding a grup activity when they are ding smething tgether n their wn. TWO-SINGLE-BEDROOM APARTMENT: The drs t the bedrms culd be placed differently, s that the resident wuld nt have t walk thrugh the living rm t get t their bedrm. Mst participants wuld be willing t pay mre fr this unit; ne participant said she might pay $7,000 per academic year t live in a unit like this. Mst are nt interested in academic-theme husing. They already see the peple in their classes during the day; they d nt desire t live with them als. There wuld be prs and cns. 40 STUDENT HOUSING MARKET STUDY Current husing lttery system: Upperclassmen shuld nt get stuck in traditinal-style residence halls; their senirity shuld be acknwledged and they shuld be given pririty in chsing husing. One participant agrees with the first-cme-first-serve apprach t selecting husing. He believes if peple make the cmmitment t stay utside all night, they deserve t get their desired husing. It is unfair t make everyne pay a $50 applicatin fee when it is knwn husing cannt be prvided fr every applicant. The system needs t be better rganized. Being a Resident Assistant: RAs are paid $500 up frnt fr taking the jb, and $700 t be used tward husing csts. In additin, they are paid $200 - $250 bi-weekly. The $500 up frnt in additin t the $700 shuld be enugh t cver mst f the cst fr husing, but sme peple spend the $500 and later cmplain. The cst f bard is nt part f the resident assistant cmpensatin. Pr behavir f residents is largely verlked and the RAs believe this undermines their authrity. After incidents f vandalism, residents are cnsistently permitted t mve back int the residence hall; the RAs believe there shuld be a pint at which ffenders shuld be evicted frm the residence hall. When a frnt desk wrker des nt shw up, a RA has t sit at the frnt desk; they d nt receive any extra payment fr this, and they feel underappreciated. RAs shuld have private rms. As it is, if a student cmes t talk abut smething private, there are ptentially three ther residents in the unit. If a resident needs smething late at night and cntacts the RA, the RA s rmmates are awken at that hur as well. Desired cmmn areas: There shuld be mre scial lunges in the residence halls. Cnference rms, study areas, and pssibly music practice rms wuld be beneficial. There shuld be mre cmmn gathering areas t make the residence halls feel mre like cmmunities. An entertainment area is needed. The frnt desk area shuld be mre like a typical lbby with a lunge area and bathrms that are pen t visitrs. This wuld make the jb f the frnt desk persn less tedius, especially if there were a televisin, r access t the internet s that they culd d wrk. When the mst recent husing was built, nly the necessities were included; there was n thught put int hw t make the living space a cmmunity. There are prblems with the wiring in buildings 1-4; it seems as thugh hles need t be cut int the walls in rder t fix any f these prblems. The buildings fld pretty easily, and the schl des nt have fld insurance. New husing: apartment-style is mst appealing. Plicy Husing shuld be ced. Freshmen shuld live in separate husing frm upperclassmen. Freshmen shuld be assigned t traditinal residence halls; sphmres shuld be assigned t suites; junirs and senirs shuld be assigned t apartments. The participants believe that the prblems with the husing system start with the Administratin. Additinal cmments: Participants wuld like full-sized beds. There are plans in the wrks t make arrangements with lcal merchants t give a 10% discunt t Albany students with the student ID, but it has yet t happen. Students at Dartn Cllege receive these discunts and the participants believe the Dartn students are treated better/respected mre by the lcal residents than they are. The administratin needs t help t imprve the image f Albany State University. Wireless internet shuld be accessible frm anywhere n campus, but at the very least there shuld be an Ethernet cnnectin in the living rms in the residence halls s students d nt have t be in the bedrm in rder t use the internet.
