1 REQUEST FOR PROPOSAL DESIGN-BUILD Request fr Prpsal N Campbell Creek Estuary Natural Area: Wildlife Overlks and Rustic Fence Prpsal Deadline Due by: Mnday, July 8 at 4:00 PM Alaska Standard Time Deliver t: Anchrage Park Fundatin 3201 C Street, Suite 110 Anchrage, AK Site Visit: Thursday, June 27 at 10:00 AM Alaska Standard Time Subject: Campbell Creek Estuary Natural Area: Wildlife Overlks and Rustic Fence Design-Build INTRODUCTION Purpse The Anchrage Park Fundatin (APF) receives funding frm a variety f public and private surces, and partners with the Municipality f Anchrage Department f Parks & Recreatin (APRD) t use that funding t invest in municipal park land and prgrams. APF is sliciting prpsals t design and build 3 verlks and apprximately 1,600 lineal feet f wden perimeter fencing at the Campbell Creek Estuary Natural Area (CCENA). The prject design is predicated n the recently develped master plan, which guides the develpment f this natural area in a manner sensitive t its valuable natural resurces and wildlife habitat. The intent f the verlks will be t prvide scenic views, pprtunities t bserve wildlife frm a safe distance, and ptential educatinal prgramming t the public. The verlks will als serve as the terminus f the trails. The purpse f the perimeter fencing is t prtect the bluff slpe and cntrl visitr circulatin thrughut the natural area. The fence will retain an aesthetic quality akin t its surrundings. The successful cntractr will prvide technical and structural designs and a finished built prduct cnsistent with the CCENA master plan and respnsive t the infrmatinal materials herein. Backgrund The 60 acre Campbell Creek Estuary Natural Area prperty was acquired in Nvember 2010 thrugh a partnership between Great Land Trust (GLT) and the Municipality f Anchrage (MOA). The prperty was acquired t cnserve valuable wildlife habitat and wetland and frest resurces and t prvide public access t scenic views f and recreatinal pprtunities within the adjacent Anchrage Castal Wildlife Refuge. The Municipality hlds title t the prperty and has assigned management respnsibilities t the Parks and Recreatin Department. Funding fr the acquisitin was secured by GLT frm many entities including the US Fish and Wildlife Service, the AK Sustainable Salmn Fund, Natinal Fish and Wildlife Fundatin, the Castal Impact Assistance Prgram, CncPhillips, Ducks Unlimited, the Rasmusn Fundatin, the Army Crps f Engineers and many private individuals and businesses. GLT hlds a cnservatin

2 easement n the prperty that places permanent restrictins n the imprvements and activities that can ccur there. The Cnservatin Easement splits the prperty int three use areas: 1) Resurce Prtectin Area, 2) the Restricted Use Area, and 3) the Limited Develpment Area (see map belw). The use areas each have separate restrictins n the imprvements and activities that can ccur within them. The cnservatin easement allws the cnstructin f a small parking area, a trailhead, and natural trails n the prperty, GLT/Parks & Recreatin sught public input n the nature and lcatin f these imprvements in Cnstructin f the parking lt, assciated amenities, and trails will take place in the summer f Prject Area

14 SCOPE OF WORK APF is seeking a cntractr t design and build 3 verlks and a perimeter fence in the CCENA in areas specified in the Prject Area sectin f this dcument. The cntractr shuld refer t the sectin entitled Campbell Creek Estuary Observatin Structures within this dcument and t the master plan fr verlk design cnsideratins. The subsectin belw entitled Design Cnsideratins is als intended t supprt the cntractr in develping the verlk designs. Wrk will be crdinated with the Municipality f Anchrage Parks & Recreatin Department (APRD), the Great Land Trust (GLT) and APF and will begin summer f Under the Scpe f Wrk, the cntractr shall accmplish but may nt be limited t the fllwing: Participate in preliminary meeting with APF, APRD and GLT t identify additinal infrmatin and site-specific details. Cnduct site visit t discuss pprtunities and cnstraints f each verlk site. Discuss ptins and clarify functin f perimeter fencing detail. Develp at least tw schematic cncept alternatives and prepare a narrative summarizing these alternatives, cst implicatins and required materials fr the 3 CCENA verlks and perimeter fence. Prepare materials t be psted n the prject website fr purpses f sliciting public input n alternatives. Prepare a reprt that summarizes pprtunities and cnstraints. Create preferred alternative based upn the preferred elements frm the alternative cncepts. Mbilizing materials t the verlk sites may be challenging. Prvide an explanatin f hw materials will be transprted t each verlk site t minimize the impact n the surrunding envirns and hw cnstructin practices will cmply with bth the cnservatin easement agreement and master plan. Prvide preliminary cst estimates. Prvide implementatin schedule. Target date f cmpletin fr cnstructed verlks and perimeter fence: Octber 1, Acquire the necessary agency permits t cnstruct the verlks and perimeter fence. Design Cnsideratins The intent f this subsectin is t prvide additinal infrmatin fr the cntractr t base their designs. It is intended t supplement, nt replace infrmatin prvided in the master plan. Please refer t page 15 f the master plan fr a summary f each f the 3 verlk cncepts. All materials used t cnstruct the verlks and perimeter fence shuld be nn-leaching and require minimal maintenance. Overlk 1 Size: Apprximately 10 ft x 25 ft Design shuld include railings, benches and an area designated fr educatinal signage. This verlk is required t be ADA accessible frm the gravel lp trail. Overlk amenities shuld nt bscure views f the estuary.

15 The Master Plan Dcument suggests that this verlk shuld be cantilevered. We nw think that the cst f ding this might utweigh any benefits, if there are any benefits at all. Prpsal des nt need t include a cantilevered deck. Overlk 2 Size: Apprximately 6 ft x 12 ft Design shuld include a bird-blind and the structure shuld cnvey t the visitr that it is the end f the trail. Prvide area fr educatinal signage. DELIVERABLES Thrughut the prcess the selected Cntractr shall prvide peridic updates t prject staff. The Cntractr shall prvide five (5) cpies f the alternative schematic designs. The designs shall als be prvided electrnically in PDF frmat. The Cntractr shall make available t the APF and APRD at least five (5) cpies f the draft verlks designs. The Cntractr shall make available t the APF and APRD at least five (5) cpies f the final verlk designs. The Final plans shall be made available t the APF and APRD in digital frmat fr placement n the MOA prject website. The Cntractr shall be respnsible fr acquiring all permits necessary t cnstruct the 3 verlks. All digital data and electrnic cpies f cmputer generated drawings n AutCAD, Adbe Creative Suite, ArcView, Gegraphic Infrmatin Systems r an equivalent, shall be prvided t the APRD and APF. Tw cpies shall be submitted n CD-ROM r ther digital frmat. SELECTION CRITERIA -100 POINTS TOTAL A ttal f 100 pints are available based n: Qualificatins (80 pints) Price (20 pints) The evaluatin cmmittee will make a qualitative assessment f each prpsal based n the rate schedule prpsed fr each type f service. See scpe f wrk fr mre infrmatin. Qualificatins 80 POINTS A. Firm Qualificatins and Experience in Parks, Open Space, Trail Cnstructin, Natural Resurce Management and parks cnstructin 20 pints Experience with prjects f similar scpe Firm s technical and prfessinal qualificatins Identify yur firm s perfrmance n similar prjects, especially nting municipal wrk, public park wrk, and ther wrk f this type.

16 B. Firm Resurces 20 pints Qualificatins and experience f key prject persnnel. Identify the lead prject manager and/r key prject staff expected t prvide services n behalf f the firm. Resumes and references shuld be included fr each f the individuals identified. A descriptin f the rle each f these individuals will play in the prject shuld be included as well as the estimated number f hurs each will be available t wrk n the prject. Sub-cntractrs: Qualificatins, experience, resumes and descriptin f the rles f subcntractrs. Estimate hurs each will be available t wrk n the prject. PROPOSAL CONTENTS T achieve a unifrm review prcess and btain the maximum degree f cmparability, it is required that the prpsals be rganized in the manner specified belw. Prpsals shall cnsist f the fllwing: Title page (1 page maximum) Letter f Transmittal (2 pages maximum) Table f Cntents (1 page maximum) Prpsal Narrative (5 pages maximum) Attached Individual Prject Team Member Resumes (n maximum) Dividers and/r tabs may be included, but text included n these dividers and/r tabs shall be limited t the title f the prpsal sectin fllwing the tab. Additinal inserts, phtgraphs, and text nt meeting the requirements f this sectin shall nt be evaluated. One page shall be interpreted as ne side f a single-spaced, typed, 8 1/2 x 11 sheet f paper.

17 Title Page At a minimum, the title page shuld shw the RFP number and the prject being prpsed n, the firm name, address, telephne number(s), name f cntact persn, and date. Letter f Transmittal Identify the prject fr which the prpsal has been prepared. Briefly state yur firm's understanding f the services t be perfrmed and make a psitive cmmitment t prvide the services as specified. Prvide the name(s) f the persn(s) authrized t make representatins fr yur firm, their title(s), address(es), and telephne number(s). A crprate fficer r ther individual wh has the authrity t bind the firm shall sign the letter. Table f Cntents Clearly identify the prpsal cntents by Sectin and page number. Prpsal Cntents Prpsals shuld cntain, but nt necessarily be limited t, the fllwing items: A. Firm Qualificatins and Experience Discuss specific qualificatins and experience f the firm n prjects f a similar size and nature. B. Firm Resurces Discuss the firm and persnnel resurces available t the prject, including key individuals t be assigned frm within the firm and frm subcntractr firms. Address the qualificatins and experience f each key individual and subcntractr. Include resumes fr all executive and prfessinal persnnel and subcntractr t be assigned t the prject. C. Prject Understanding Discuss the firm s previus experience in prject management f this type, emphasizing familiarity with lcal public cncerns, envirnmental cnstraints, management f design and cnstructin prjects, and familiarity with Federal highway funded prjects. E. Prject Methdlgy and Apprach Discuss the firm s understanding f the prject requirements, prviding the methdlgy and apprach fr cmpleting the management f the prject in a timely, thrugh, and efficient manner. F. Cst Estimate Prvide a preliminary estimate f the wrk, brken dwn by structure. G. Prject Schedule Preparatin Csts Please list task cmpletins using apprximate dates and based ff f scpe f wrk. The APF shall nt be respnsible fr prpsal preparatin csts, nr fr csts including attrney fees assciated with any (administrative, judicial, r therwise) challenge t the determinatin f the highest ranked prpser and/r award f cntract and/r rejectin f prpsal. By submitting a prpsal, each prpser agrees t be bund in this respect and waives all claims t such csts and fees.
