Inevitably, their needs, desires, and interests clash, and their divergent agendas reach lcal, natinal and religius authrities. While urban planners perate in this cntext, as is the nature f things, pliticians are seldm far away. Urban planning is cnducted in circumstances f scarcity f resurces, in a cmplex system f pressures and cnflicts, under tensin between plitical, ecnmic and scial factrs. If city planning is likely t be entwined in any city with a degree f plitics, hw much mre s this is the case in a city that scres high n scales f plitical sensitivity, like Jerusalem. With this in mind, this curse will lk at the issues f plitics and planning, which frequently cllide n Jerusalem s public agenda. Jerusalem is nt just anther city that illustrates the cnflict between interests f prfessinal planners and cmpeting plitical perspectives. It is a city with a histry f sme 3,000 years. This city has the mst sacred places fr billins f believers, Muslims (El Acza), Christians (The Hly Cyplicar) and Jews (The Wailing Wall). In the city, three different ethnic, plitical grups, reside 1

2 side by side, the Israeli Zinist, the ultra-religius Jews and the Palestinians. Each grup encmpasses a third f the ppulatin, which ttals 900,000 inhabitants. Israelis claim it as the capital f their cuntry, and the Palestinians want it, r part f it, as the capital f their nt yet created state. Taking these factrs int accunt, this curse will shed light n issues f urban planning and the city f Jerusalem frm the fllwing perspectives: 1.Cmparative (Belfast, Nicsia, Jhannesburg) 2. Histrical (plitical and urban develpments in the 20 th century) 3. Planning (plitical, gvernment and municipal plicies). The bjective f the curse is t becme acquainted with and understand dilemmas and cnflicts related t municipal management in cnflict, via the case f Jerusalem. The curse will interest anyne wh wants t widen his r her perspectives n cnflict reslutin, plitical science, public administratin, planning and architecture. The curse includes three turs in Jerusalem in which students will be experience the tpics learned in the classrm. Curse Requirements Class attendance and participatin. It is mandatry fr all students t attend classes, guest lectures, field trips, etc. Failure t attend classes will result in a student being denied the right t partake f the final assignment and receive a final grade in a curse. Students wh have a justified reasn t miss a class (illness, murning, etc.) must cmmunicate with their instructrs and the Department f Summer Curses and Special Prgrams, and cmplete the material that they have missed. Students wh have missed classes due t illness must btain a signed and stamped sick-nte frm a treating physician and submit it t the Dept. f Summer Curses and Special Prgrams immediately fllwing their return. Failure t d s will result in an unexcused absence. The Department reserves the right t refer the issue t an Academic Cmmittee. In sme cases, the Academic Cmmittee may decide, in light f the requirements f the curse, that it is nt pssible t make up fr the missing curse wrk. Earning graduate credits fr this curse Graduate students are expected t infrm the Rthberg Internatinal Schl at rissummer@savin,huji.ac.il f their interest in earning graduate credits fr their summer curse(s). Graduate students must cmplete a 25-page, duble-spaced, seminar paper with a bibligraphy, instead f the curse's standard final assessment (in mst cases, an examinatin). The students will discuss this paper in class. The tpic and bibligraphy fr these papers must be chsen in agreement with each curse instructr. Students must apprach curse instructrs by the end f the first week f the curse and arrange a time t meet and define their paper tpic and bibligraphy. The seminar paper must make use f at least five schlarly surces (bks r academic articles), in additin t Internet resurces. The graduate seminar papers must be submitted within 2 mnths fllwing the curse cmpletin.
