1 DRILLERS GUIDE TO UNDERTAKING PRE-DRILLING ASSESSMENTS FOR THE CRC BORE INSTALLERS PROGRAMME This document is a step-by-step guide on how to undertake pre-drilling assessments to meet the requirements of the CRC bore installers programme. The following pre-drilling assessments are required: 1. Obtain permission from the land owner prior to installation of the bore. 2. Check that the proposed bore site is not located on contaminated land. 3. Check that the proposed bore site is not located within a silent file or culturally sensitive area. 4. Check that the proposed bore site is not located in an area which requires archaeological authority. 5. Check that the proposed bore site is not located in an area protected by Environment Canterbury s flood protection and drainage bylaw. 6. Check that the proposed drill site is not located in a stream, river or lake bed. 7. Check separation distances between the proposed bore site, surface water bodies and property boundaries. 1. LAND OWNER PERMISSION We recommend you get written approval from the land owner in writing prior to drilling a bore. In most cases the landowner will be the person commissioning the bore. Be aware that leaseholders installing bores will require permission from the landowner before starting. For land owned by central or local government (Environment Canterbury, Department of Conservation, New Zealand Transport Agency, Land Information New Zealand, district councils etc.) we recommend that your client provides you with written approval from the appropriate authority prior to installing the bore. If the bore is to be installed on the verge of a road, you or your client will need to contact the New Zealand Transport Authority and/or the territorial authority (i.e. local district or city council) to advise them and obtain approval for the activity. We recommend this because there may be planning and/or safety and health rules specific to the territorial authority and/or New Zealand Transport Authority. 2. CONTAMINATED LAND CHECK Environment Canterbury holds information about contaminated and potentially contaminated land which can be accessed via the Listed Land Use Register ( By navigating to this website you can type in the property s address or legal description to see if there is any known or potential contamination on the property. It is possible that some contaminated or potentially contaminated land is not listed on the website. We recommend talking to the landowner or occupier about the history of the land to assess whether or not there may be contaminated land at the site. It may also be useful to ask the relevant territorial authority if they are aware of any contaminated land in the area. SILENT FILE AND CULTURALLY SENSITIVE AREA CHECK To check whether your proposed drill site is within a silent file or culturally sensitive area, you need to use the Tools for Well Drillers map that we have created (opening and using this map is described at the end of this document). Zoom to your site on the map. Tick the boxes next to the Rūnanga Sensitive areas to turn on these layers. Both silent file and culturally sensitive areas are shown in this single layer. Rūnanga Sensitive areas are shown by the blue shapes. If your proposed drill site is located within a silent file or culturally sensitive area it will fall within one of these shapes. If your proposed drill site does not fall within one of these areas you do not need to consult with any Rūnanga before drilling the bore. Page 2 of 5 4. ARCHAEOLOGICAL AUTHORITY CHECK Zoom to your site on the Tools for Well Drillers map. Tick the box next to the New Zealand Archaeological Association Sites to turn on this layer (note that you may need to zoom in or out for these shapes to appear). Archaeological sites are shown by orange shapes. If your proposed drill site is located within an archaeological site it will fall within one of these shapes. If your proposed drill site does not fall within one of these areas you do not need to consult with any Heritage New Zealand before drilling the bore. You need to identify which Rūnanga you need to consult with prior to drilling. To do this use the identify tool ( ) to get the contact information for the Rūnanga or in some cases two or more Rūnanga. You cannot start drilling until you or your client have consulted the appropriate Rūnanga. A list of Rūnanga contacts is available on our website. The Rūnanga have seven days to respond to your query, if you have not had a reply within seven days you may proceed with drilling. Tick Rūnanga Sensitive areas What do I do if my drill site is within an archaeological site? Silent files are areas located with these blue shapes You need to contact the Heritage New Zealand Regional Archaeologist with a description of your proposed works to check whether an archaeological authority may be required. Use the identify tool ( ) to get the archaeological site number (it looks similar to a well number e.g. M35/123) as this will help Heritage New Zealand to make a decision on your drill site. If an archaeological authority is required, ensure application is submitted and authority is granted and you have a copy before proceeding with drilling. If Heritage New Zealand advice authority is not required you may proceed with works under the Heritage New Zealand approved Accidental Discovery Protocol. 5. FLOOD PROTECTION AND DRAINAGE BYLAW 2013 CHECK Open the Tools for Well Drillers map and turn on the following five layers:

If your client wants to install a bore within an area protected under the Bylaw they can fill out an application form (available online). The following selected layers will be useful to determine if your proposed drill site is within a stream, river or lake bed: Red lines are vegetation boundaries, you need authority if drilling between them Orange lines are stop banks with 20m exclusion, need authority if drilling between them or with 7.5m of them Blue areas and lines indicate river, stream and lake beds What do I do if my drill site is within a river, stream or lake bed? Double blue, purple and orange lines are drains and small water courses, you will need authority if drilling within 7.5m of them You may want to use the measurement tool ( ) to measure distances between your proposed drill site and stop banks and drains. If your client wants to install a bore within a stream/river/lake bed they may need resource consent. We recommend that you or your client liaise with Environment Canterbury Customer Services at

SEPARATION DISTANCES CHECK Rules in Environment Canterbury s plans and bylaws require that a bore/gallery be located a minimum distance from a number of features. These distances are: 20 m from any surface water body 20 m from any property boundary 10 m from any dam, weir, bridge, network utility pole, pylon or flood protection vegetation 150 m from any water level recorder 50 m from any defence against water We recommend that you check the majority of these distances during a site visit prior to drilling. Our Tools for Well Drillers map can be used to check the distances from water level recorders. You will have three options: Measure area tool used to determine the area of a specified area Measure distance tool used to measure the distance between two points Location tool used to determine the coordinates (in NZTM) of a specific point This is the drawing tool that can be used to annotate your map. These tools can be used to draw points, lines, polygons, freehand lines points and polygons, circles, ellipses, rectangles and text. This tool can be used to create a PDF of your current map display.
