3 Section 7 Development Development Tabs What you will find under the Development tabs: Prompt Tab Displays the Society and Development search options for any specific development. Detail Tab Displays a snapshot of the relevant Development and Contact information. Block/Units Displays a list units, tenants and specific unit tasks Able to navigate to units, tenancies and tasks by selecting the corresponding links. Profiles Tab Displays general information about development such as number of units, wheelchair accessibility, security deposits and eligibility requirements. Attachments Display all generated documents associated with the development or blocks of this development. Able to select documents for viewing. Health Services Request Display health services requests (open, closed or completed) for any tenants within the development. Block Tabs What you will find under the Development tabs: Prompt Tab Displays the Society, Development and Block search options. Detail Tab Displays the block s fundamental information. Information is for view only. Units Tab Displays the block information such as unit address, tenants, bedroom size, subsidy eligibility, tenancy names and tasks. Able to navigate to information by selecting links. Introduction to Housing Connections rev

4 Amounts Tab Displays charges and allowances associated with the block. Rent amounts entered from this tab will reflect on the all the units in the block. Control Tab Displays information on wording for tenant rent report, whether using BC Housing suggested or Society's own wording (displayed only for rent subscribers). Unit Tabs What you will find under the Unit tabs: Prompt Tab Displays the Society, Development and Unit search options for any specific unit. Detail Tab Displays the unit s fundamental information and tenancy status. Amounts Tab Displays the unit s Economic, Approved and Market rent history. Able to add rent amounts such as charges or fees. The amounts will only be reflective on this unit if entered from this tab. History Tab Displays the unit s tenancy history. Able to navigate to tenancy by selecting on the link. Offers Tab Displays the offer history related to this unit. Able to navigate to applicants who have been offered this unit by selecting the links. Tasks Tab Displays all tasks assigned to the unit. Able to navigate directly to task by selecting on the link. Add Rent Amount A rent amount can be added at the Block, Unit or Tenancy level. Block Level Affects all units within the block. 7-2 Introduction to Housing Connections rev

5 Only BC Housing users are able to add rent amounts at the block level. Unit Level Affects the specific unit only Overrides the amount set up at the Block level. Tenancy Level Affects the specific tenancy only. Overrides the amount set up at the Block and Unit level. When the tenancy ends the rent amount expires. For rent amounts entered at the Tenancy level, they will be effective immediately. If the effective date of the rent amount is the same as the effective date of the review period, the amount will be displayed on the rent panel. If the effective date is somewhere in between a review period, an adjustment with the same effective date has to be created to see the amount displayed. Add a rent amount at the block level From the Quick Menu, select Block Select the Society (if not defaulted). Select the Development and Block from the drop down menus. Select the Amounts tab on the tab bar. Select the Add Rent Amount link. Select the Rent Amount Type from the drop down menu. Enter the Effective date. Enter the Expiry date (If the rent amount should not have an expiry leave this field blank) Enter the rent amount Warning: This change will not be applied to any affected tenant and reviews automatically. You need to apply the change manually to affected tenants if this is required. Select OK. Introduction to Housing Connections rev

6 Rent amount at the block level Add a rent amount at the unit or tenancy level From the Quick Menu, select the Unit Select the Society (if not defaulted), and follow the same steps as adding a rent amount from the block level. Rent amount at the unit level Create A Reminder The Create Reminder Link is used to create tasks or reminders for users to follow up on in the future. Depending on why the user wants to create a reminder, users should navigate to the related panel to create. For example, if a 7-4 Introduction to Housing Connections rev

7 tenant is away during an annual review period and it must be completed later, a reminder should be created thru the Tenancy or Rent Calculation Panel. The system will automatically create reminders for outstanding tasks. Reminders are displayed in the Home Page under the Reminders section and on the Application, Unit or Rent Tasks screens depending on where the reminder was created from. The Create Reminder action link is found on all screens in the Applicant, Unit, Tenancy and Rent Calculation Panels. To Create A Reminder From any screen or panel: Click on the Create Reminder action link. A dialog box will pop up; enter the due date of the reminder. Assigned to field. The reminder will be assigned to the user who created the reminder. Only supervisors have the ability to assign reminders to other users. Enter details of the reminder in the text area. Select OK. Transfer Subsidy This function is reserved only for developments that have an operating agreement with BC Housing which allows the transfer of subsidies between their units e.g. ILM Co-ops and the private landlord Rent Supplement program. The transfer subsidy function can be performed from any currently subsidized unit to an entirely new unit or to an existing unsubsidized unit. The unit receiving subsidy must share the same funding program type as the currently subsidized unit and have a status of out of management (OOM). If subsidy is transferred to an entirely new unit, Housing Connections will create all the necessary database records behind the scenes and the new unit will be included in the development s list of managed units. To Transfer Subsidy From the Development panel: Select society name (if applicable) and building name from combo boxes. Select the Block/Units tab. Locate subsidized address you want to transfer subsidy from and click the unit s hyperlinked address to navigate to the unit panel. Introduction to Housing Connections rev

8 To make subsidy available, you must vacate unit first. Click Vacate Unit hyperlink. Enter all required vacate information. Back to unit s Detail panel. Click Transfer Subsidy hyperlink Pop up dialogue box appears (Step 1 of 3). Select New from the drop down box, if the unit you are transferring subsidy to, is not listed. Enter the effective date and comments. Click Next. Note: If the subsidy is transferred to an existing unit, once all required information is entered on Step 1, the system will skip to Step 3 in the process. Step 2 of 3 (unit information) Enter the new unit s information at Step 2. Complete all required fields Click Next Step 3. If an applicant has been selected for the unit then click the tick box. Two new questions appear. Click the tick box that applies to the new applicant. Otherwise, click Finish. Note: Since the subsidy you are transferring has not officially been removed from the unit yet, Housing Connections displays a warning that the subsidy you are transferring is already in use. Once you have finished however, the number of subsidized units will display in the Blocks/Unit panel correctly. Click Finish. Change Unit Designation Once completed, a task is created for BC Housing to accept or reject the transfer. Must complete by resolving the task. Only referring to units under the Homes BC program. As each development has to follow the unit mix within its operating agreement but are allowed to switch between LEM (Lower End of Market) units and RGI (Rent Geared to Income) units. If a request is to change a unit status without switching with another unit, must make sure the mix is not out of balance, if it will alter the balance, all changes must be approved by BC Housing in order to proceed. If the development has exceeded the subsidy allocation and require additional subsidy, approval for additional subsidy must still be approved by BC Housing before proceeding. 7-6 Introduction to Housing Connections rev

9 Getting Started From the Unit link, select the unit that is to be changed. To Request a Change to Unit Designation: Select the Change Unit Designation action link. In order to change the unit designation, the unit must be vacant and available to rent. 1) Subsidy => LEM Enter Effective date of change Review unit details and enter any comments pertaining to the change, select OK. Note: If there is a pending offer for the unit, the applicant under offer will be set up as LEM tenancy. If this is not intended, the offer needs to be resolved before proceeding with the change to the unit designation. 2) LEM => Subsidy Enter effective date, select OK Review unit details and enter any comments pertaining to the change, select OK. Once completed, the status of the unit will be pending, a task is created for BC Housing to accept or reject the change. Must complete by resolving the task. To Accept a Unit Designation Change Select the Accept Unit Designation Change action link. Dialog box will appear Select OK. To Reject a Unit Designation Change Select the Reject Unit Designation Change action link. Dialog box will appear Enter reason for refusal Select OK. Introduction to Housing Connections rev
