1 The turnover of the Bidder should be a minimum of Rs.50 Crores per year during last three financial years. (i.e , , ) We request Bank to consider one of the following relaxations with regard to turn over criteria. 1)Bidder should submit a capability certificate for minimum of Rs. 3 Crores from a scheduled bank to be submitted.(this criteria was earlier stipulated by Canara bank itself wide its RFP No. RFP 20/ dated 27/03/2013 of DIT wing HO Canara Bank. Scan copy of this RFP page No. 8 & 9 is attached). 2) We are MSE unit registered with NSIC. NSIC Wide its communication No. FNo.25(2)/2011-MA dated 14th October 2011 has advised all PSU's for waiver of minimum turnover criteria for MSE units registered with NSIC for any relevant RFP'S and tenders floated by PSU'S. We therefore request you to kindly waive turnover criteria for self service passbook printing kiosks for SME units against this RFP. Copy of above official gazette notification is attached only for your kind reference. 3) We request Bank to consider Rs 20 Crores Gross turn over in any one of the last three financial years , and The bidders should pay the Application Fee of Rs.25, 000/- for tender document by means of DD drawn on any scheduled Commercial Bank for the above amount in favour of Canara Bank, payable at Bangalore and submit the same along with the Part-A- This is exempted for SME units registered with NSIC (National Small Industries Corporation). 2 Conformity to the Eligibility Criteria The bidder shall furnish Non interest earning Earnest Money Deposit (EMD) of Rs.50,00,000/- (Rupees Fifty Lakhs Only) by way of Demand Draft drawn on any scheduled bank ( other than Canara Bank) in favour of Canara Bank, payable at Bangalore and should be kept along with the Part-A Conformity to Eligibility Criteria. This is exempted for SME units registered with NSIC (National Small Industries Corporation). We want Bank's confirmation and concurrence here. (Copy of Notification is attached ) ( Bidder can refer to RFP Clause No 32) RFP Clause Modified as under: Delivery of all Self Service Passbook printing Kiosks and Bar Code Printers should be within 4 weeks from the date of receipt of the Purchase Order for non-road permit locations. The Delivery period for Road Permit locations will be 5 Weeks. We request bank to consider Delivery of all Self Service Passbook printing Kiosks and Bar Code Printers period of 6 (six) weeks from the date of receipt of the Purchase Order for non-road permit locations and The Delivery period for Road Permit locations will be 8 Weeks. Delivery of all Self Service Passbook printing Kiosks and Bar Code Printers should be within 4 weeks from the date of receipt of the Purchase Order for non-road permit locations. The Delivery period for Road Permit locations will be 6 Weeks Payment Schedule will be as under 50% on delivery, 20% on installation & commissioning, 20% on submission of acceptance letter, 10% on After completion of warranty period of 1 year. 10% of the total cost shall be paid only after completion of warranty period of 1 year or on submission of a bank guarantee for equivalent amount by the vendor after releasing the Acceptance payment. We request bank to consider at least 80% payment on delivery of kiosks and balance 20% on installation of Kiosks. Also if installation delayed on account of site non readiness the balance 20% to be released within 30days of delivery of kiosks. Page 2 of 26

3 The bidder shall guarantee a monthly uptime of 98% for all the locations where the equipments are commissioned as specified in ANNEXURE-10, during the contract period and also during AMC, if contracted, which shall be calculated on monthly basis. Request Bank to consider 96% as a uptime of individual CDMs Encryption at network communication level Encryption in Bar coding We need confirmation from bank that whether the encryption of account number will be done by vendor or the bank will provide encrypted number on passbook stickers attached on passbook. Required bank's clarification here. (The details of the encryption / Decryption will be finalized with the successful bidder) For display of Messages, the languages should be configurable in Hindi, English, and ONE of any Regional Languages as to the state of supply (specified by the Bank) as per Bank requirements, which are to be pre-loaded in the Kiosk. Request bank to share the list of regional languages along with script. ( The list of regional languages will be shared with the selected bidders) User Information Display Screen shall be provided by the Bidder and Bank shall approve the same for loading in the Kiosk. Request Bank to clarify the same. Does this mean all the screen used for user workflow for passbook printing. ( Bidder to provide user workflow details) Delivery should be within 5 weeks for non road permit cases and 6 weeks for road permit cases. We request the Bank to amend this clause to 6 weeks for non road permit locations and 8 weeks for permit locations. Also we request the bank to modify the delivery period start date as the date of Bank releasing the delivery instructions and not from the date of PO acceptance RFP Clause Modified as under: Delivery of all Self Service Passbook printing Kiosks and Bar Code Printers should be within 4 weeks from the date of receipt of the Purchase Order for non-road permit locations. 4 locations will be 6 Weeks The successful bidder should ensure installation, configuration and commissioning of the delivered Hardware & Software and complete all the works specified in the Scope of Work at the bank branch/office within 2 weeks from the date of delivery of all the materials for each ordered locations. We request the Bank to consider modifying the period as 4 weeks from the date of delivery. Also request the Bank to consider the fact that the dependencies that can arise from the branches for making the machine live like UPS and LAN points, readiness of the place for keeping the Kiosk etc 12 28, & 42.5, Non-compliance of the above delivery clause 41.2 will result in imposing penalty at 0.50% per week or part thereof, on the invoice value branch / location wise. 2. Non-compliance of the above installation clause 41.4 will result in imposing penalty at 0.50% per week or part thereof, on the invoice value branch / location wise. 3. Penalties/Liquidated damages for delay in Delivery and Installation of Hardware and Software in all Locations. Non-compliance of the above delivery & installation clauses [(41.2) and (41.4)] will result in the Bank imposing penalty (0.50% on delay in delivery and 0.50% on delay on installation) per week or part thereof, on the invoice value location/office address wise. However the total LD to be recovered under this clause shall be restricted to 10% of the total value of the order. We request the Bank to amend the penalty to limit 0.25% per site, both these clauses put together and the max LD for the contract as 2.5% Page 4 of 26

5 The Price offered to the Bank must be in Indian Rupees and inclusive of duties/insurance/freight/charges of road permit but exclusive of all taxes CST/LST/VAT/Octroi/Entry Tax/Local Body tax etc. We request the Bank to calculate the TCO on the basic price and Excise duty to be excluded from TCO. Excise Duty is variable 12.5%) and is being charged by Central Government, Many PSU s in their RFP ask for basic price comparison only. Excise Duty is a Cenvat duty, same can be set off against Service Tax as per CBDT guidelines. Also, Bank is eligible to get the Set Off for Excise /Custom duties under chapter 3 of foreign trade policy through duty free scrips. We request the Bank to amend the clause as "The Price offered to the Bank must be in Indian Rupees and inclusive of insurance/freight/charges of road permit but exclusive of Excise duty and all taxes CST/LST/VAT/Local Body tax etc. Excise/Custom duty will however have to be mentioned separately in the invoice." Request the Bank to make the modification in the price bid format also accordingly - page 66 & 67. Please refer the comparison table in next sheet. 6 We request the Bank to modify the payment Payment terms: terms as 90% against the machine delivery and 10% against Installation and commissioning and Bank Guarantee for 10% & 47.2 The successful bidder should submit a Security Deposit / Performance Guarantee for 10% of total value of the contract within 15 days from the date of acceptance of the Order. If the Security Deposit /Performance Guarantee is not submitted within the time stipulated above, penalty at 0.50% for each completed calendar week of delay or part thereof on the cost of the order will be deducted from the delivery payment or from any other payments for the delay in submission of Bank Guarantee. The total penalty under this clause shall be restricted to 5% of the total order value. We request the Bank to remove this penalty clause and to allow minimum 30 days time to submit the Security Deposit BG as the Bank is already having the EMD of the successful bidder which is valid for 9 months including claim period Response Time shall be 2 hours and MTTR shall be 4 hours. Request bank to increase response time and MTTR for the following areas: Urban Response Time shall be 2 hours and MTTR shall be 4 hours. Semi urban Response Time shall be 4 hours and MTTR shall be 8 hours. Rural Response Time shall be 6 hours and MTTR shall be 12 hours. All support calls after 3:00pm should be considered as next day calls. Page 6 of 26

7 The bidder shall guarantee an uptime of 98% for all the locations where the equipments are commissioned... We request the bank to revise the uptime to 97% The bidder shall visit the site before installation and indicate the site preparation requirements for installation in terms of the size and weight of the System/sub-system (space required), operating temperature and relative humidity, dust level, power requirement (stabilizer, UPS, isolation transformer), cabling, grouting requirement, floor/ceiling type, etc., separately for each equipment. Load on power and heat dissipation for each Self Service Passbook printing Kiosk/equipment shall also to be mentioned. Bank to ensure the site and infrastructure ready for Installation of machines, since it is not feasible/cost effective to visit site before installation, considering only a power and LAN point are pre-requisites for installation Intel-Based system- Intel i3 Processor 2100 or above, 3.10Ghz or above running on Windows 7 / Linux or higher. Bank to confirm whether Windows 7 Embedded Standard OS can be supplied Intel Based System Intel i3 Processor 2100 or above, 3.10GHz or above running on Windows GB IDE hard disk storage (minimum) Seagate/Samsung or equivalent only. 2 GB DDR 3 RAM memories. 4USBPorts, 2xSerial port, 1x parallel port, 2X PS/2 ports, 1X VGA, 10/100 mbps Ethernet card and audio port. In-built SMPS to work on 230V 50MHz power supply or external adaptor ROHS certified. Mouse & Key Board. Suggest bank to remove Parallel port and Ps2 ports as the same are not available on latest motherboards. RFP Clause Modified as under: 160GB or above IDE hard disk storage (minimum) Seagate/Samsung or equivalent only. 2 GB DDR 3 RAM memories. 4USBPorts, 2xSerial port, 1X VGA, 10/100 mbps Ethernet card and audio port. 8 Any change in Passbook design / Printing format in future should be supported. Please note kiosk application can support one passbook design at a time. Bank to keep one standard measurements for the passbooks being issued to customers (Passbook design standards will be discussed with the selected bidders before the modifications) Solution to be provided to print BAR code directly on the top of the Passbook or on the sticker which is affixed on the passbook, with the existing passbook printers available at branches of any standard models like Epson, Olivetti, Lipi etc. In the scope of work, Bank has mentioned about separate barcode printers for printing barcode at branches. Mentioned clause is conflicting same. Kindly delete this clause. The RFP clause modified as under: Solution to be provided to print BAR code directly on the top of the Passbook or on the sticker which is affixed on the passbook Print length : 1000mm or higher Suggest Bank to change the specs to Max. Print length 990 mm (39 )" which is available for standard passbook printers. The Bank is currently using the 1400 units of Barcode printer with a print length of 990 mm Print length : Max Print length 990 mm (39 ) or higher 24 Page 11 / The Bidder should provide Bar Code based Self Service Passbook printing Kiosks and Bar Code Printers, including but not limited to providing of the required Hardware, Software, Databases, Middleware, Third Party Utilities, if any, and installation, testing, commissioning, warranty, annual maintenance, required/guaranteed uptime, etc. The KIOSK will have to be integrated with the existing Core Banking System of the Bank. The Bidder will liaison and implement necessary configuration with the network and other hardware Vendors of the Bank. The solution proposed must adhere to ISO 8583 message standards with 1993 version and Bidder should integrate the solution with Flexcube Host System (existing or higher version). For doing so, if required the Bidder shall have to coordinate with prime Bidder/system integrator, who has implemented CBS in Canara Bank. The Bidder should do necessary modifications or changes to integrate the Self Service Passbook printing Kiosks and Bar Code Printers with Bank s Core Banking System i.e. Flexcube without any additional cost to the Bank. However Bank should help vendor to get required support on message format from CBS supplier to Connect KIOSK from CBS at no cost to the vendor. Please clarify and confirm. ( Bank will assist in getting the Message format from CBS vendor) The Bidder will have to integrate their Self Service Passbook printing Kiosks with the banks CBS host system (existing or higher) and make them operational within two weeks from the date of delivery at each site. Unsatisfactory experience of bank, nonaccomplishment of fulfilling the criteria for integration as mentioned above may lead to cancellation of the order. However Bank should help vendor to get required support on message format from CBS supplier to Connect KIOSK from CBS at no cost to the vendor. Please clarify and confirm. This will be done at no cost to Bank. The scope of the services is to be provided for a period of 5 years from the date of project Sign off by the bank Bank need to provide necessary help to syncing Kiosk Printer settings in Branch Printers during Installation ( Bank will provide necessary help to syncing KIOSK printer settings in branch systems during installation) The Bidder shall provide necessary hardware/application which should be interfaced with Flexcube Host system by the Bidder In our proposed implementation architecture, our Application software is capable to connect directly to host CBS interface without use of Hardware inbetween. Kindly confirm. The RFP clause modified as under: The Bidder shall provide necessary application which should be interfaced with Flexcube Host system by the Bidder All changes related to printing and other alignments should be done in the KIOSK application without touching the CBS application. All changes related to printing and other alignments, formatting as per the need will be done in kiosk application, However any business logics, which are related to manipulation in amount must have to be done on the CBS side. Kindly confirm Barcode should be printed by the Bar Code Printer (Ribbon Based Thermal Printer) provided by the Bidder. Kindly confirm ( Regional languages details will be provided to the selected Bidder) Bank has already in place a central monitoring server for monitoring the functioning of existing Self Service Passbook Printing Kiosks. The selected Bidder has to connect the kiosks to the central server by providing required interface without any additional cost to the Bank. We have our own Central Monitoring System installed in Canara Bank. Same Monitoring system will be used for Health Monitoring and Patch/Content deployment. Poor quality will create difficulty in proper reading of barcode during operation at KIOSK. Poor ribbon quality will also result into improper printing of barcodes which is beyond control of supplier. How bank will ensure proper printing quality of barcode and placement on passbook to proper allocated space. Solution to be provided to print BAR code directly on the top of the Passbook or on the sticker which is affixed on the passbook We suggest to print barcodes with barcode printers only on labels Annexur e 10, 8.2 Along with BAR Code, Account number is to be printed on the Passbook / Sticker. In this approach, while generating barcode account number would be encrypted using an algorithm with a private key. The KIOSK software should read the encrypted data from barcode & send the encrypted data to middleware for further processing. We understand that Bank will share encryption logic to be used in standalone Barcode printing application to print Barcode. Kiosk will read the Barcode and send to CBS as is further processing, Decryption of read Barcode comes under CBS scope. Kindly elaborate the scope of middleware. ( Encryption logic will be discussed with the selected bidders) Page 12 of 26

13 39 63 Annexur e 10, 15.1 The Kiosk shall be capable of connecting to the central location for remote management for Health Monitoring of the KIOSK. The Kiosk should have provision to get connected to a central server. Cost for Monitoring Solution for the KIOSKs including centralized patch management and Software Up gradation should be factored in the Bill of Material under the Line item of Implementation charges. Required H/W, S/W i.e. OS, Antivirus and Data base for Remote health monitoring server will be provided by Bank? Please confirm Scope of Work, 8.9 The Bidder would be responsible for timely applying/loading of all the software patches into all the individual Kiosks and other hardware if any during the Warranty and AMC period. This job has to be done as a part of Warranty and AMC support services, without any extra cost. The bidder would carry out the necessary software changes as well as deploy the same at no extra cost to the Bank. These software changes will be on sole discretion of the Bank. The Delivery period for Road Permit locations will be 5 Weeks. Please note that no extra charge / tax will be paid for those locations where road permit is required. Vendor only has to arrange for road permit at his cost. It will be the sole responsibility of the vendor to submit any form required for release of shipment from the check post. Request the Bank to amend the delivery period as 5 weeks & 7 weeks for road permit locations. We presume the Bank shall provide all the documents for facilitating road permit formalities RFP Clause Modified as under: Delivery of all Self Service Passbook printing Kiosks and Bar Code Printers should be within 4 weeks from the date of receipt of the Purchase Order for non-road permit locations. The Delivery period for Road Permit locations will be 6 Weeks From the date of placing the order till the delivery of the systems, if any changes are brought in the duties such as excise/customs etc., by the Government resulting in reduction of the cost of the systems, the benefit arising out of such reduction shall be passed on to the Bank Similarly, we presume any increase in the excise/customs shall also be borne by the Bank Applicable Taxes will be paid at actual to the maximum of taxes indicated in the Bill of Material. If there is any delay in delivery of the hardware ordered on account of the Bidder, then any increase in tax rate has to be borne by the bidder. Under Annual Maintenance Contract all parts & labour should be covered for on-site support. Vendor only has to arrange for road permit at his cost. It will be the sole responsibility of the vendor to submit any form required for release of shipment from the check post. Non-compliance of the above delivery & installation clauses [(41.2) and (41.4)] will result in the Bank imposing penalty (0.50% on delay in delivery and 0.50% on delay on installation) per week or part thereof, on the invoice value location/office address wise.
