3 MINUTES OF THE 3 RD REGULAR MEETING OF THE PORT PERRY DOWNTOWN WATERFRONT REVITALIZATION PROJECT- PHASE TWO ADVISORY COMMITTEE TUESDAY, MARCH 27, 2018 AT 6 P.M. Call to Order The Chair called the meeting to order at 6:03 p.m. 2. Disclosure of Conflict - Nil 3. Adoption of the Minutes Committee Recommendation: Moved by: Ian McDougall THAT the Minutes of the 2 nd Regular Meeting of the Port Perry Downtown Waterfront Revitalization Project - Phase Two Advisory Committee held Tuesday, February 27, 2018 be approved. Carried 4. Business Arising Out of the Minutes - Nil 5. Presentations / Delegations i. Dan O Brien Daniel J. O Brien and Associates Landscape Architects Port Perry Waterfront Master Plan, 2008 Mr. O Brien was invited to the meeting to provide some historical insight on earlier concepts that were considered for the waterfront, as he had been retained by the Township in 2008 to complete a waterfront plan. He noted that he had participated in the Charrette of After the concept of the master plan in 2008 was completed, funding for Phase One (library expansion, round-about and waterfront trail) of the waterfront redevelopment became available. In order to receive funding for Phase One, the project had to be shovel ready and ready for construction to begin. The drawings for the library, as it stands now, never included any space that the Port Perry Senior s Club could occupy. 1

4 Port Perry Downtown Waterfront Revitalization Project - Phase Two Advisory Committee Minutes Meeting #3 March 27, 2018 The 2008 master plan concept did not include the property north of the boat launch or south beyond the municipal parking lot at Water and Mary Streets. Although the 2008 master plan concept was somewhat followed, it wasn t completely shelved. It was suggested that future plans for the waterfront could include a connection between the Trans Canada Trail and the Waterfront Trail. Mr. O Brien was thanked for attending the meeting and for providing insight into Phase One of the Waterfront Project. 6. Reports i. Ray Smith Letters Follow-up At the Monday, March 26 th Council meeting, Council received the February meeting minutes of the Port Perry Downtown Waterfront Revitalization Project Phase Two Advisory Committee. The recommendation contained within those minutes regarding the letters written by Mr. and Mrs. Smith was not endorsed by Council. It was felt that the letters, although very well written, should not be sent at this time. There should be a plan or vision of what is planned for the area before reaching out to the other levels of government for support. The letters can be kept and used when there is a vision for the project and the Township is ready to proceed. The members of the Waterfront Advisory Committee noted that the Old Mill should be recognized as a National Historic Site. It was suggested that if the letters were rewritten, seeking to have the Old Mill recognized as a National Historic Site and removing any reference of requesting funds, Council may support them. The Smiths will be asked to re-write the letters, to request that the Old Mill be recognized as a National Historic Site. Committee Recommendation: Moved by: Guy Latreille THAT the Chair request that Mr. and Mrs. Smith re-write the letters to request that the Old Mill be recognized as a National Historic Site. Carried ii. Planning Session Next Steps Latcham Centre, Old Mill and Marina The Committee decided that it would like to establish a working group to continue work on the planning matrix. The Committee was reminded that there is no Staff support for working groups. It was suggested that the minutes of the working group be included in the next Waterfront Advisory Committee Agenda, and that the Advisory Committee can discuss the items noted in the minutes of the working group. There was a concern raised about a quorum of this Committee being part of the working group. The Chair requested clarification from the Director of Corporate Service / Municipal Clerk, on whether there are any concerns with a quorum of this Committee being part of a working group. Committee Recommendation: Moved by: Shonnette Brown THAT a working group be established to continue work on the planning matrix; 2

5 Port Perry Downtown Waterfront Revitalization Project - Phase Two Advisory Committee Minutes Meeting #3 March 27, 2018 AND THAT the members of the working group are: Rod Coward Ian McDougall when available Guy Latreille Shonnette Brown Dan Stone John Mackey Carried It was noted that the Councillors are to be invited to attend the working group meetings. Discussion continued on the planning matrix, with no particular focus on any one piece of the project. The following suggestions were discussed: Preference would be that the pumping station be relocated; If the pumping station cannot be relocated, there must be landscaping around the building; Expand the library to include a marina, community centre facility and public washrooms; Include signage of the Port Perry Trail hub at the Municipal Pier. Committee Recommendation: Moved by: Ian McDougall THAT if the Latcham Centre space is to be relocated, that an addition to the Scugog Memorial Public Library be considered as community space, consisting of a lower floor for a marina facility, public washrooms and if possible, a pump house in a sub-basement; THAT the existing envelope of the library could extend to the easterly edge or the southerly edge of the existing marina. The bottom floor of which be at or about the boardwalk elevation and the second floor be at or about the main floor of the existing library; THAT the new addition share as many existing library facilities as possible; AND THAT the primary function of the new community space on the main floor be considered for senior s use. Carried Committee Recommendation: Moved by: Ian McDougall THAT recognition in the form of signage of the epicentre of the Port Perry trail be located at the Municipal Pier. Carried iii. Heritage Value Statement Old Mill The Heritage Value Statement of the Old Mill was included in the agenda for the Committee s information. 7. Correspondence - Nil 3

Meeting Attendance Notification It was noted to the Committee that there are times when the Committee Coordinator does not receive notice from Members of their attendance for the Waterfront Advisory Committee meetings. When this happens, it is unknown if there will be enough members attending the meeting to make quorum. Going forward, if a quorum of Committee members has not been confirmed to Staff by 3 p.m. the day before a scheduled meeting, the meeting will be cancelled. The Committee Coordinator will endeavor to send meeting invitations to the Committee members, giving the Committee the opportunity to respond and advise their attendance. 9. Next Meeting The next regular meeting is scheduled for Tuesday, April at 6 p.m. 10. Adjournment 8:10 p.m. Recommendation: Moved by: Guy Latreille THAT the meeting be adjourned. Box 780 Port Perry, ON L9L 1A7 April 2, 2018 The Honourable Mélanie Joly Minister of Canadian Heritage House of Commons Ottawa, ON K1A 0A6 Dear Minister Joly: Our attractive Victorian-era town of Port Perry, Ontario is home to the George Currie Grain Elevator, which our Township recently designated as a Property of Cultural Heritage Value or Interest under Part IV of the Ontario Heritage Act. Dating from 1874, this iconic structure known locally as the Old Mill is the oldest remaining wooden grain elevator in Canada. It played a key role in the agricultural and economic development of our Township and the surrounding area, and functioned as a grain elevator for over 100 years, until Our Township purchased the Old Mill in 2009, and we are working to develop plans to restore and repurpose this significant landmark. A recent engineering study has provided a basis for restoration work, and we continue to solicit ideas to save and use the building. It is a historical and cultural treasure, with potential for education, celebration and for continuing to contribute to our local economy as a repurposed building, anchoring our downtown heritage district. With the 150th anniversary of our grain elevator approaching, we are asking your Ministry to support recognition of the Old Mill as a national asset a monument to Canada s agricultural and industrial development. Specifically, we are asking that you support adding the Currie Grain Elevator to the Canadian Register of Historic Places.

8 As we move forward with our efforts, we expect to find opportunities to partner with the Young Canada Works program as we invest in our social infrastructure and highlight our economic and cultural history. We hope that your Ministry s endorsement of our Heritage and Waterfront Revitalization initiatives will bring wider recognition to our projects and help us preserve and restore this important symbol of our nation s growth, both as a revitalized building for the 21st century, and a commemoration of the 19th. 9 de l'intérêt du patrimoine culturel en vertu de la partie IV de la Loi sur le Patrimoine de l'ontario. Datant de 1874, cette structure emblématique connue localement sous le nom de «Old Mill» est le plus ancien silo à grains en bois au Canada. Cependant, il y a des coûts considérables associés à la remise à neuf d'une structure aussi ancienne, et notre petite ville n'a pas la capacité d'entreprendre les travaux nécessaires à elle seule. À l'approche du 150e anniversaire de notre élévateur à grains, nous demandons à votre ministère de soutenir la reconnaissance du Old Mill en tant qu'atout national - un monument du développement agricole et industriel du Canada. Reuben Crandell was at the vanguard of logging, farming, fishing, hunting and industrial development in central Ontario. Now, the town of Port Perry is proud to be home to the George Currie Grain Elevator, which we recently designated as a Property of Cultural Heritage Value or Interest under Part IV of the Ontario Heritage Act. Dating from 1874, this local landmark is the oldest remaining wooden grain elevator in Canada. It played a key role in the agricultural and economic development of our Township and the surrounding area, and functioned as a grain elevator for over 100 years, until Our Township hopes to restore this iconic structure, which survived two devastating fires which razed our downtown in 1883 and For generations, it allowed farmers to sell, store and transport their grain, even to the United States.
