The Public can ask questions of clarification or seek background information, speak in support of the application or speak in opposition of the applications. All questions will be directed through the Chair. We request that only one question be asked at a time. Please identify yourself when you ask your question so that you can be properly recorded in the Minutes of the Meeting. 11. CONCLUSION AND RIGHT OF APPEAL PROCESS If any member of the Public wishes to be notified of the decision of Council in respect of the applications, you must make a written request to the Planning Coordinator. Notice to appeal the decision of Council to the Ontario Municipal Board must be filed with the Planning Coordinator no later than 20 days from the date Notices are circulated. The Notice of Appeal should be sent to the attention of the Planning Coordinator and it must include the following information: The reasons for the appeal; and The fee as prescribed under the Ontario Municipal Board Act in the amount of $125 payable by certified cheque to the Minister of Finance, Province of Ontario. Only individuals, corporations or public bodies may appeal the decision of Council to the Ontario Municipal Board. An appeal may not be filed by an unincorporated association or group. 4 Report Background On March 17, 2017, RFA Planning Consultant Incorporated, on behalf of Ontario Incorporated, submitted an application to the County of Northumberland for a new plan of subdivision in the Township of Cramahe. In accordance with Planning Act requirements, the County circulated a copy of the subdivision application and background studies to the Township for review and to host the statutory public meeting. The purpose of this report is to provide information about the plan of subdivision application for the statutory public meeting and to consider public comments on the proposed subdivision plan. Location and Site Description The subject site is approximately ha in size (50 acres) and located west of Durham Street North and north of King Street East in the Village of Colborne (refer to key map below). The property fronts onto two 20 metre wide municipal unopened road allowances that connect to Durham Street North. There is a 6 metre wide block that connects to King Street East. PLAN Information Report Page 4 of 7

5 The site is currently vacant and located below Tank Hill. The topography slopes from north and south towards a central drainage area. The following land uses surround the subject site: North rural and rural residential uses East vacant land, existing low-density residential homes that front onto Durham Street North, the curling club and a small park with playground South existing low-density residential and limited commercial uses along King Street East West vacant residential land Application Details The proposed plan of subdivision proposes a mix of single, semi-detached, townhouse and apartment units. The net density is 18 units per hectare. This plan consists of 81 single detached units with 15 m frontage; 40 single detached units with 18 m frontage; 16 semi-detached units with 10 m frontage; 20 units of townhouse blocks with 36 m frontage; and an apartment block of 45 units. This plan also consists of a parkland block, storm water block, and a walkway / service corridor. The following reports were submitted with the application: Stage 1 and Stage 2 Archaeological Assessment (Ground Truth Archaeology Limited, November 2016) Environmental Impact Study (Greer Galloway Group October 2016) Planning Justification Report (RFA Planning Consultants, March 2017) Servicing Report (Greer Galloway Group, March 2017) Storm Water Management Report (Greer Galloway Group, March 2017) Traffic Impact Study (Greer Galloway Group, January 2017) The County of Northumberland deemed the plan of subdivision application complete on April 3, A Notice of Complete Application and Public Meeting regarding the application were advertised in the appropriate newspaper. Notice of the meeting was mailed to landowners within 120 metres of the subject site. This report was made available to the public prior to the meeting. Policy Context Cramahe Official Plan The subject site is designated Village Residential in the Colborne Secondary Plan which forms part of the Township of Cramahe Official Plan. PLAN Information Report Page 5 of 7

6 The Village Residential designation includes the residential lands within the Colborne Urban Area. The policies in the Village Residential designation allow primarily for low density and medium density residential uses including single-detached, two-unit and multiple-unit dwellings. Township Zoning By-law The subject property is zoned Development (D) Zone on Schedule A-1 in the Township of Cramahe Comprehensive Zoning By-Law A subsequent zoning by-law amendment application, approved by the Township, would be required prior to any development on the site. Circulation Upon receipt of the subdivision application, Township Planning staff circulated the application to the following departments for review: Township Building Department Township Fire Department Township Operations Department The County has advised that the application has also been sent to the following agencies for review: Alderville First Nations Bell Canada Canada Post Corporation Conseil scolaire de district catholique du Centre-Sud County Accessibility Committee County Transportation Department Hydro-One Networks Incorporated Kawartha Pine Ridge District School Board Lakefront Utility Services Incorporated Lower Trent Region Conservation Authority Ontario Power Generation Incorporated Peterborough, Victoria, Northumberland, Clarington Catholic District School Board Union Gas Township and County staff will work in coordination to review any comments received and in consideration of the proposal. 7 Public Participation Anyone who attends the public meeting may present an oral submission, and/or provide a written submission, at the public meeting on the proposed plan of subdivision. Also, any person may make written submissions at any time before County Council makes a decision. If a person who files an appeal to the Ontario Municipal Board of a decision on a plan of subdivision does not make oral submissions at a public meeting, or does not make written submissions before a decision has been made, the Ontario Municipal Board may dismiss all or part of the appeal. Next Steps At a date following the statutory public meeting, Township Council will need to consider the application at a future meeting and will make a recommendation to County Council. All persons who made oral or written submissions, or have requested notification in writing, will be given written notice of the future meetings at which the application will be considered. Conclusions The County of Northumberland has circulated a new plan of subdivision in the Village of Colborne to the Township for review and to host the statutory public meeting. Township and County staff will consider all comments received from the public and various circulated agencies prior to making a recommendation at a future Council meeting.
