2 HERITAGE ADVISORY COMMITTEE MEETING MINUTES January 14th, 2016, 7:00pm A Meeting of the Town of East Gwillimbury Heritage Advisory Committee was held on January 14th, 2016, at 7:05pm in the Holland Landing Room, Leslie Street, Sharon, Ontario. 3 Heritage Advisory Committee Meeting September 17, 2015 Town of East Gwillimbury Page 2 of 4 BE IT RESOLVED THAT Wayne Morgan, president of Community Heritage Ontario, the association of Ontario Municipal Heritage Committees, provided an overview of the role and activities of Community Heritage Ontario has in protecting its heritage resources. The Committee thanked Wayne Morgan for his presentation and accepted the membership forms. E. ADOPTION OF MINUTES: 1. Adoption of the Minutes of the Heritage Advisory Committee meeting held on October 22, 2015, 7:00 P.M. Moved by: Thomas Dysart BE IT RESOLVED THAT the Heritage Advisory Committee has received and reviewed the heritage property report for Leslie Street and THAT accepts the Staff recommendation for the property to be removed from the designated heritage property list.

Moved by: Thomas Dysart BE IT RESOLVED THAT it is the intent of the Heritage Advisory Committee to review the Heritage inventory list and work with staff to categorize the properties and THAT the Town s Staff Liaison will provide an action plan by March, Plan of action for the upcoming 2016 year: By-Laws in relation to Heritage properties that are part of a new development and/or relocated. I have two requests for E.G.'s Heritage Advisory Committee. 1. A letter of support addressing the built heritage value of 4 Farr Avenue 2. I would like the committee to be aware that we are still lovingly restoring this home and if there are any local heritage properties that are scheduled for demolition, we would be very grateful for the opportunity to salvage any historic features (e.g. baseboards, doors, hardware, etc.) to bring this property back to period. With respect to our first request, the letter of support is in response to the Vince's Market Plaza expansion on Leslie Street. The proposed plan is to demolish single dwelling homes located at 3 and 5 Sharon Boulevard and construct a 17,860 square foot grocery store in its place. This will place the new grocery store immediately across the street from this built heritage resource and irrevocably destroy the context, charm and character of the home. (Please note that in City of Toronto, this type of plan would require a heritage impact assessment study because Toronto has expanded the Provincial Policy Statement definition of adjacent from abutting property to include: across a street, intersection or public open space (e.g. Park). The current site plan has the plaza's driveway exiting across from the Heritage property (Assessment Roll #: ). A Letter from the Heritage Advisory Committee to support the importance/value of this example of built heritage in E.G. would be very much appreciated. The Sharon Temple sent a letter a year ago in support - please see attached. A little bit of background on the house can be found in the book listed below. Also, Nancy Eaves provided us with a document about the house and family history I would be happy to share with you and the Committee. 7 Design: One and a half storeys; mansard roof; decorated dormers; portico with pillars; door with transom and side lights; windows 6/6. Date: 1870's Significance: Austin Titus Doan was a dentist in Sharon. This house is noted for its mansard roof which denotes an architectural style associated with the second empire. Status: Plaqued Assessment Roll: Geocode: 0095 I will be speaking with Karen Whitney of York Region - the person who will or will not authorize to go ahead with the proposed Plaza plan, to try and protect this built heritage resource. The E.G. Official Plan has designated commercial land where retail use is allowed, these two residential properties should stay as such according to the land designations outlined in Schedule B3 of our Official Plan. 8 February 12, 2015 SENT BY Mayor and Council Town of East Gwillimbury Leslie Street Sharon, Ontario L0G 1V0 Dear Mayor Hackson and Members of Council: Re. Proposed Redevelopment at Leslie Street It has come to our attention that the owners of the plaza at Leslie Street, at the southeast corner of Leslie Street and Farr Avenue, have submitted a plan for the redevelopment of their premises. While we welcome the expansion of a local business to serve the needs of our growing community, we would respectfully ask that the Town of East Gwillimbury work closely with the applicant and their architects to revise their plans so that they would be more in keeping with the character of the historic village of Sharon. The site in question is immediately adjacent to an area which our Town has designated a historic district in its Official Plan. Sections 3.3, 4.3 and 6.3 of the Official Plan outline the Town s intentions to preserve the historic character of our community and to impose design guidelines for new construction which will harmonize with those of existing buildings in the area. Because this location is at the northern gateway to the village, we believe that it has particular significance. In addition, it lies just across Farr Avenue from the historic Austin Titus Doan house. This village landmark, with its unusual mansard roof, has been carefully preserved over the years. There are now numerous examples throughout Ontario where new commercial structures have been designed to respect their historic surroundings. We would urge you to reject the current design which has been proposed for this development. Yours truly, James W.
