6 Dublin plan offers businesses a break on sewer fees By Robert Jordan Contra Costa Times Posted: 05/05/ :26:58 PM PDT Updated: 05/05/ :26:58 PM PDT DUBLIN In an effort to spur economic activity, city officials turned to an unexpected source Tuesday its sewer system. The council unanimously approved a plan to form a partnership with the Dublin San Ramon Services District and create the Sewer Capacity Assistance Program. Officials agreed to sign a letter of agreement with the district to allow the city to place its unused sewer capacity connections at the civic and senior center in an account that would be available to businesses hoping to move to Dublin. Under the program the city would place 66 dwelling unit equivalents that it has in excess from the purchase of the civic center and senior center site into an account and provide a credit up to 25 percent to businesses on their sewer connection fees. "This is just another component in our toolbox when it comes to economic incentives," Mayor Tim Sbranti said. "... I think this will have a significant i mpact not by itself individually, but collectively with some of the other things we are doing." sewage per day and costs just under $15,000 for one connection. A business coming into the city that required 20 dwelling unit equivalents would be looking at connection fees close to $300,000. With the program, the business would receive a discount of roughly $75,000. The city also started a sales tax reimbursement in January 2009 that allows new businesses that generate $10 million in new taxable sales to be eligible to recover a portion of the cost of capital improvements to their building or space. The council amended that program last summer to allow businesses that generate $50 million in new taxable sales to be eligible as well. t The operators of the Hyundai dealership, 6450 Motors LLC, and Graybar Electric Co.
