1 Introduction Welcome Original design concept Welcome to this exhibition which provides an update about the redevelopment of 4-24 Torwood Street. Previous plans previously received full planning consent in April 2011 to redevelop the proposal site with a high quality mixed use scheme, which included an internationally branded hotel, 12 residential apartments, offices and a gym/fitness centre, together with new retail and restaurants fronting onto Torwood Street. About this exhibition This exhibition provides the opportunity for you to meet with representatives from and its team and to find out more about the amendments which are now proposed in order to bring forward a successful, viable, mixed use development. The amendments required to the existing approved scheme, which are presented at this exhibition, demonstrate New Riviera Estates continued commitment to regenerating this important site and to ensuring a viable and beneficial scheme is delivered to Torbay. 2 Revised plans Why are revised plans needed? Original plan 2011 Since the original planning consent was granted, the proposals have been carefully re-assessed. The revisions proposed primarily involve improvements to the internal and external design, which are required to meet the needs of the future, internationally branded hotel operator. is working closely with Torbay based architects Kay Elliott to ensure the design amendments required improve the design proposed and ensure a viable development is achieved. What are the main changes proposed? Revised internal layout to provide a more ordered internal arrangement, ensuring better separation is achieved between the uses proposed, to meet the needs of future operators/occupiers, particularly the hotel. Improved hotel space the internal layout of the hotel has been reassessed, delivering an improved hotel offering. The main entrance has been located on The Terrace, along with a new active frontage overlooking the street. access is also provided onto Torwood Street to ensure all guests have easy access to the harbourside. Increased office space the office space has been increased and now comprises the three top floors. New prestigious, 21st Century, fit for purpose office suites in the town centre, with panoramic views over the bay, will be attractive to both new businesses looking to locate to Torquay and also existing businesses seeking to remain in the town. Additional office space will also contribute to the overall employment opportunities within the scheme. Revised plan 2013 View from proposed office suites Removal of residential apartments and fitness suite to accommodate the internal layout improvements and increase the size of the hotel and office space offered, the 12 residential apartments and the gym have been removed. However, the hotel will continue to provide its own integrated hotel fitness facility. 4 Improved design How has the design changed? The proposed internal changes have resulted in a number of significant design improvements, including: Image of revised section 2013 Red outline shows height of previous 2011 scheme line of previous approval A smaller building is now proposed The Terrace The overall height of the building proposed has been reduced, including: adjacent to The Terrace by approx. 1m the removal of a storey, level seven, in the middle tier of the building The natural surveillance and overlooking of the pedestrian walkway between The Terrace and Torwood Street has been increased, to achieve a safer, more attractive public area Restaurant Torwood Street The main entrances to the hotel and office suites have been relocated to The Terrace Significant reduction in dead circulation within the scheme greatly improving the efficiency of the design Computer model of 2013 revised proposal viewed from bay Red outline shows height of previous scheme The stepped office space reduces the visual impact from views from the harbourside The design principles remain unchanged from the approved scheme to provide active and attractive new frontages to Torwood Street and The Terrace and to adopt a stepped design that reflects the existing built form of the bay and its natural setting.

Increased employment opportunities: The additional office space proposed will result in additional employment opportunities within the development and contribute to the vitality and viability of the town centre; the proposal has the potential to create in the order of 80/100 jobs plus the office space. Improved design: The revised proposal has improved both the internal and external design and achieved a reduction in the overall height and size of the building proposed when compared to the existing approved planning consent.
