The applicant is requesting permission to convert the single detached dwelling into two dwelling units. The new unit is proposed to be situated in a cellar. The prospective anchor tenant will be Rogers Communications Inc. and access to the tower will be provided through an existing parking area which is accessible from Cliff Crescent. The site is located to the south of the property addressed as 28 Cliff Crescent, on the west side of Sir John A. Macdonald Boulevard, east side of Cliff Crescent and north of Johnson Street. The property is surrounded by existing residential uses to the north, east and west and Queen s University West Campus to the south. Kingston Fire and Rescue Station 6 and Frontenac County Ambulance Services Station 1 are located to the east of the subject lands. Recommendation: (Schedule Pages 1 to 43) THAT it be recommended to Council that the Application for Zoning By-Law Amendment (Our File No. D ) submitted by Greg Bowman for the property municipally known as 450 Frontenac Street, BE APPROVED; and THAT it be recommended to Council that the former City of Kingston Zoning By- Law No. 8499, as amended, be further amended as follows: 1. By-Law No of The Corporation of the City of Kingston, entitled Restricted Area (Zoning) By-Law of The Corporation of the City of Kingston, as amended, is hereby further amended as follows: 1.1. Map 19 of Schedule A, as amended, is hereby further amended by changing the zone symbol of the subject site from One Family Dwelling and Two Family Dwelling A Zone to a Special One Family Dwelling and Two Family Dwelling A.427 Zone, as shown on Schedule A attached to and forming part of By-Law No By Adding a new Part VIII, Exceptions to the Various Zone Classifications (427) thereto as follows: (427) Special One and Two Family A.427 Zone (450 Frontenac Street) Notwithstanding any provisions hereof to the contrary, the lands designated A.427 on Schedule A hereto, the following regulations shall apply: i) The use of a cellar as a dwelling unit or as a habitation unit is permitted; ii) Minimum lot area for two dwelling units is 556 square metres; iii) Maximum number of bedrooms per dwelling unit is 4;

THAT the Amending By-Law be presented to City Council for all three readings. c) Application for Site Plan Control (File No. D ) Request to Install a Communications Tower 36 Cliff Crescent, Kingston Central Applicant Summit Telecom Services The Report of the Commissioner of Sustainability and Growth (PC ) is attached. (Schedule Pages 44 to 67) Recommendation: THAT pursuant to the requirements of Industry Canada for consultation with the City of Kingston, prior to the licensing of significant antenna structures and subject to the comments which are received at the public forum, it is recommended that the Planning Committee advise Industry Canada that it has no objections to the location of the 29.9 metre (98 foot) monopole wireless communications tower, to be constructed at the northeast corner of the property addressed as 36 Cliff Crescent. d) Approval of the Application for an Initial Study Grant Community Improvement Plan Brownfields Project Area 1C 579, 601, 605 and 611 Princess Street and 510 Frontenac Street The Report of the Commissioner of Sustainability and Growth (PC ) is attached. (Schedule Pages 192 to 197) Recommendation: THAT Council approve the application to deem 579, 601, 605 and 611 Princess Street and 510 Frontenac Street as eligible to receive an Initial Study Grant under the Community Improvement Plan Brownfields Project Area 1C; and THAT the Treasurer be authorized to issue the grant payment subject to review of required documentation by the Director of Environment & Sustainable Initiatives.
