The by-law requires that staff report to Council on the exercise of this authority no less than twice per year. In accordance with Section 7 of the by-law, this report lists the agreements executed under the authority of this by-law from July 2015 to December Recommendation: This report is for information purposes only. 3 Options/Discussion: Page 3 of 5 In August 2014, Council approved By-law to delegate authority to staff to approve agreements of routine real estate transactions for execution by the Mayor and City Clerk. The transactions must be in accordance with Council approved policies for the acquisition, disposition, leasing and licensing of real property. The by-law requires that staff report to Council on the exercise of this authority no less than twice per year. Fourteen (14) agreements were approved and fully executed under the authority of By-law during the period of January 1, 2016 and June 30, Acquisition of Property less than $100,000 Purchase of an easement on Highway 15 from George Daniel Sutherland and John George Sutherland for the installation and maintenance of a Municipal Gateway Sign at the purchase price of $6, Purchase of easements at 1412 Heath Street and 1416 Heath Street for a storm sewer and catch basin for the total purchase price of $7, Purchase of land for Sydenham Road widening project in support of the Cataraqui Woods Drive extension, located along 1092 Sydenham Road, for the purchase price of $38, Purchase of land for Sydenham Road widening project in support if the Cataraqui Woods Drive extension, located along Sydenham Road, on the property of 927 Purdy s Mill Road, for the purchase price of $34, Disposition of Property less than $100,000 Sale of a parcel of land adjacent to the City s storm water management ponds, south of Cataraqui Woods Drive, being 150 square metres in area, to Union Gas Limited for the installation of a district gas regulator system at a purchase price of $5, Lease or License less than $150,000 not to exceed a 10 year term City as Landlord - Renewals WAFFLES Community Robotics community license agreement with the City for shared programming space at the Pump House Steam Museum renewed for an additional five year term at the annual fee of $1.00 and the provision of robotics programing to youth aged 6 to high school. City as Landlord New and Amended Leases 414 Regent Street, former Pittsburgh Town Hall, leased to Limestone District School Board for continued use as a School Museum for a three year term at the gross annual rate of $12, Council Meeting
4 Page 4 of 5 Hangar 4 at Norman Rogers Airport, leased to Kingston Flight Centre Limited, amended to reflect company name change to Fly Kingston Airways Limited and to allow for chartered services. 2,000 square foot room located in Harold Harvey Centre, 52 Church Street, licensed to Domino Theatre for 26 days for a fee of $1, for extra rehearsal space for the upcoming Eastern Ontario Drama Guild s Spring Festival in Peterborough. Rogers Communication Inc. license with the City to install and operate a wireless communication service at the Rogers K-Rock Centre to provide cellphone reception inside the building for a 10 year term at the annual rate of $1, to be increased by 3% per annum. Anglin Bay seawall, located at the foot of King Street East, licensed to Frontenac Village Docking Associates for a five year term at the annual rate of $38.45 per linear foot of boat(s), to be increased by 2% per annum. A portion of Crawford Wharf has been licensed to St. Lawrence Cruise Lines for berthage and the operation and maintenance of a building on Crawford Wharf for a one year term at the annual fee of $2, City as Tenant Renewals Lease of land from Correctional Services Canada to continue to operate a community garden adjacent to Centre 70 Arena, located at 100 Days Road, at no cost to the City for three growing seasons, expiring on October 31, City as Tenant New and Amended Leases License of land from Correctional Services Canada for land adjacent to former Kingston Penitentiary for pedestrian access and use of Anne Milina Park and temporary storage of non-motorized vehicles in support of Portsmouth Olympic Harbour seasonal activities at $1.00 per year for three years, expiring on April 30, Existing Policy/By-Law: By-law A By-law to Delegate Approval of Certain Administrative Real Estate Matters Policy for the Acquisition of Real Property approved by Council August 12, 2014 Policy for the Disposition of Real Property approved by Council August 12, 2014 Revenue Leasing and Licensing Policy last revised by Council December 20, 2011 Notice Provisions: Council Meeting
