Municipal Cde Cmpliance Divisin Devrn Cdy reprted: Maria Buchwalter retired and Mr. Cdy is the interim supervisr. Several fficers recently retired. The divisin just hired six new inspectrs. Officers have been busy enfrcing prperty safety, prperty maintenance, the sign rdinance and the new zer tlerance litter law. The divisin has taken n new respnsibilities with Operatin Urban Blight. A visitr expressed cncern that N Mre Hmeless Pets cntinues t catch and release feral cats in her neighbrhd. Feral cats have caused physical damage t her garage. They pllute the grund, cause disease in humans and ther animals, decimate urban wildlife and present safety issues. Three members cmmented that feral cats als present prblems in their neighbrhds. A member expressed cncern that his neighbrhd assciatin has used Hannah Park fr several years fr their meetings, but nw they are required t prduce prf f insurance t use the park. He has called Parks several times but n ne has returned his call. Ms. Wilsn said COJ Risk Management requires the prf f insurance. Ms. Wilsn said she will cntact Tera Meeks and get back t the member. Jacksnville Aviatin Authrity (JAA) Lara Hipps reprted: The Cecil Airprt Advisry Cmmittee will meet Feb. 3, 7 p.m. near Cecil Airprt. A Hillwd representative will be present. Buye has 19 years experience in law enfrcement. His divisin cnsists f fur squads f 6 8 detectives n each squad, with a ttal f 28 detectives, all street-level peratives. The divisin is undermanned. Wrking undercver is the mst dangerus jb in the city. A mid-level team has 7 fficers that inspect UPS, USPS and FedEx distributin sites. This team des call-uts n meth labs and marijuana grw-huses (huses that have been gutted and are being used t grw marijuana under electric lighting.) The pill squad wrks with dctr-shpping and pill mills. Nw that the pill mills have been investigated and many clsed, pill-users have turned t herine instead f prescriptin pills such as Oxycdne, Oxycntin and Rxycdne, Percset, which are als piates. Majr narctics cases may invlve ther agencies, wire taps and travel t ther states. The narctics team s ultimate gal is t btain evidence - a vide recrding f a dealer selling t a JSO undercver detective. JSO fficers take a prehire drug screen and afterwards underg randm drug screening. Drugs are in every neighbrhd in Jacksnville. Drugs are the nucleus f everything JSO des. The DART r Drug Abatement Respnse Team (DART) is anther strategy t cmbat drugs in the cmmunity. DART cndemns buildings being used fr drugs but the prcess takes time because prf is needed. Lt. Buye brught sealed displays f street drugs and paraphernalia. Marijuana remains the number ne drug f chice fllwed by crack ccaine and pills. Marijuana is a gateway drug, ften lwering inhibitins and allwing users t accept ther drugs and crimes. Marijuana pssessin is nt strngly prsecuted because s many peple think it is acceptable. Synthetic marijuana, smetimes called ptpurri, K-2, Spice r Wacky Weed is illegal. It is marketed t children, using attractive packaging with ppular cartn and ther characters. Previusly marketed in cnvenience stres, synthetic marijuana is seldm seen nw in chain stres, but nly in smaller stres, smetimes in back rms, fr example, where certain custmers have access. Methamphetamine (meth) is usually in crystal r pwder frm which is smked r snrted. It is made frm a variety f easily btainable ingredients: lighter fluid, idine, match heads, lithium (frm batteries) Dran, Sudafed, brake fluid, lye r hydrchlric acid. Small batches are made in the One Pt Shake & Bake methd, using 2-liter bttles r Gatrade bttles. Meth is extremely cmbustible, even in small batches. It is highly addictive and mst users make just enugh meth t sell t purchase ingredients fr anther batch, then use the rest. Bath salts (i.e. Clud Nine r Bliss)are designer drugs, that lk like Epsm salts. Ingredients are synthetic and vary frm batch t batch. Very addictive, this drug causes hallucinatins and parania and sme users see demns. He referred t the Miami incident f face-eating. Krkdil r Crcdile is an inexpensive designer drug, made with idine r crushed idine and ther ingredients then injected under the skin, causing the skin t lk like crcdile skin and deterirate. The drug is highly addictive and users die within tw years. He suggested watching the mvie Breaking Bad, abut a meth lab peratr. T reprt suspected drug activity, call 630-CRAK. Each reprt will be investigated but remember that investigatins take time t cmplete. 6. Chair s Reprt Chair Dewey Walker reprted: He is hnred t serve as 2014 Chair f the SW CPAC. He will d everything he can t supprt the CPAC and its members. He has fur bjectives fr 2014: Increase CPAC membership. Bring a guest next mnth. Membership nminatin frms are available. Vlunteer fr Membership Subcmmittee Chair. Obtain invlvement f elected fficials in CPAC meetings Secure a Plice Athletic League (PAL) site fr the Westside. Help JSO reduce Zne 4 crime rates. Wrk with Sheriff, ShAdC, Westside Business Leaders and ther rganizatins. The Vice Chair has agreed t assume the fllwing duties: Greet and intrduce guests. Intrduce JSO fficers and ther guest speakers. Liaisn t elected fficials. In additin, she will be permitted t make (persnal) public cmments and annuncements. He will speak with members abut subcmmittees and appint members in February. On March 10, Sheriff Rutherfrd is the hnred guest speaker. Sheriff Rutherfrd requested and will be allwed ne hur plus additinal time fr cmments, questins and answers. The tpic is crime in Jacksnville s Westside. Elected Officials Reprts Ed Suggs was present fr Cuncil Member Kimberly Daniels. She currently serves n the City Cuncil s Public Health and Safety Subcmmittee. If yu have cncerns, please cntact Ms. Ridderman and she will frward the infrmatin. A cmment was made that the SW CPAC wuld like t have a City Cuncil Member s reprt each mnth. The cmmunity needs the Cuncil Members help and this is an efficient way t cntact several neighbrhds at ne time. Mr. Suggs said Cuncil Member Daniels has cmmitted t becme invlved in CPACs. Chair Walker welcmed Mr. Suggs fr the meeting and expressed his persnal appreciatin and the CPAC s appreciatin t Cuncil Member Daniels fr her cmmitment t CPAC. 8. Subcmmittee/Liaisn Reprts Beautificatin/Parks/Envirnment Mr. Carter s absence was excused. Transprtatin Thmas Martin absence was excused. Sheriff s Advisry Cmmittee (ShAdC) Ms. Turknett reprted: The annual jint ShAdC meeting had very gd attendance. Zne 4 is experiencing an increased number f breaking/entering and aut burglaries. Lcal issues are kids litering in neighbrhds, with n jbs and n structured activities after schl. Truancy is als a prblem. Kids litering in neighbrhds cause senir citizens distress and educed quality f life. Tw hmes were DARTED in her neighbrhd. (The DART Drug Abatement Respnse Team respnds t chrnic drug dealing and ther illegal activities that cause neighbrhd deteriratin. Often these activities are started by hmes causing blight in neighbrhds. Several COJ departments are invlved.) It is remarkable and cmmendable that JSO fficers regularly put their lives n the line t prtect residents. Chair Walker cmmended Chief Ivey, wh attends the ShAdC meetings each mnth. Chair Walker encuraged CPAC members t jin ShAdC. ShAdC K requested a speaker frm CPAC Chair Walker will present and recruit new members n February 4, 7 p.m. at the Lane Wiley Senir Center. Bruce Tysn annunced he distributed fliers abut the Bus Rapid Transit (BRT) public meeting, January 23, 5 7 p.m. at FSCJ Kent F-128. The meeting will be the kick-ff fr a study f the Suthwest BRT, as part f the 25 year plan. Lara Hipps annunced the January 15 grand pening f Flrida s first public-access Clean Energy LNG (liquefied natural gas) statin at Stuart Avenue and Lane Avenue.
