Sarah, 4117R West Pine Company Name: 4101 West Pine, LLC. Request: Endorse a plan for 13 townhomes, and support a variance for the requirement first floor commercial on this project and retail. The site is made up of four parcels that consist of 4101 West Pine, 215 N. Sarah, N. Sarah, 4117R West Pine into one consolidated lot for a 13-unit townhome development. The site is 53,000 gross square feet, with 36,670 sellable square feet. Proposed Project: The project is 13-unit contemporary, luxury, fee simple townhomes accessible from the alley. Luxury townhomes will range from 1,900 to 2,800 square feet and priced between the high $500 s up to the low $900 s. The project will not seek any tax abatements. The zoning for the area is Neighborhood Center Type I. The project is seeking a zoning variance that will allow the project to be built without first-floor retail or commercial space.

Park Central Staff Recommendation This project has received support from the West Pine-Laclede Neighborhood Association (WPLNA). Park Central also recommends approval of this project with the following conditions: 1. During all phases of construction, neither the 4100/4200 block of West Pine Boulevard nor the cul-de-sac immediately adjacent to 4101 West Pine Boulevard is to be used as either a staging area or as parking for the project s contractors and their workers. 2. The developers and their construction managers must respond in a timely and satisfactory manner to all complaints from the neighborhood concerning the construction process. 3. The development must conform to the specifics of the site plan and architectural renderings.

6 West Pine-Laclede Neighborhood Association April 11, 2018 Daniel Hellmuth, Chairman Development Committee Park Central Development 4512 Manchester, Suite #100 St. Louis, MO Dear Mr. Hellmuth: At last night s meeting of the West Pine-Laclede Neighborhood Association (WPLNA), the Association s membership voted unanimously to endorse the proposal by Austin Barzantny and Michael Gingrich for the development of the vacant lot numbered 4101 West Pine Boulevard. The Association s membership is enthusiastic about the planned construction of thirteen fee-simple townhouses at 4101 West Pine, subject to the following caveats: 1) During all phases of construction, neither the 4100/4200 block of West Pine Boulevard nor the cul-de-sac immediately adjacent to 4101 West Pine Boulevard is to be used as either a staging area or as parking for the project s contractors and their workers; 2) The developers and their construction managers must respond in a timely and satisfactory manner to all complaints from the neighborhood concerning the construction process; and 3) The development must conform to the specifics of the site plan and architectural renderings presented at last night s meeting. The membership of the WPLNA further voted to support the developers request for a zoning variance that will allow the project to be built without first-floor retail or commercial space. The Association s membership greatly appreciates the willingness of both the developers and their architects to work with the WPLNA to produce an attractive and value-enhancing addition to the neighborhood s streetscape.
