1 INVITATION FOR BIDS 1) The Chairman of University Procurement Committee, invites sealed bids from authorized local lessors to procure following vehicles through operational lease method. Motor Cars - (02 Nos.) 2) The eligible lessor should be vehicle agents who are franchise holders of world renowned vehicles brands available in Sri Lanka, financial institutions registered under the Central Bank of Sri Lanka, and car rental services (i.e Rent a Car Companies) with at least 10 vehicles in the fleet. 3) Maximum monthly rental ceiling will be Rs.135, (per car) as per the provisions made in National Budget circular 01/2016 (i) dated ) A complete set of Bidding Documents in English language may be purchased by interested bidders upon payment of a non refundable fee Rs. 2,000/= for each Bid to the Shroff, at the Senate Building, University of Peradeniya from 9.00 a.m. to 3.00 p.m. on normal working days from to The bidding documents, can also be downloaded from the University Website Those who are obtaining bidding documents from the University Website should submit the tenders along with a Bank draft drawn in favour of the Registrar, University of Peradeniya for Rs. 2,000/= as the non-refundable fee. 5) Duly completed sealed bids should be delivered with a duplicate to Chairman University Procurement Committee, University of Peradeniya, Peradeniya by registered post or can be inserted to the tender box kept at the Office of Registrar on or before 1.00 pm on Late bids will be rejected. Bids will be opened on the same day at 1.30 pm at the Conference Room II of University of Peradeniya. The bidder or his/her representative can participate at this occasion. 6) All bids should accompany a bid security of Rs 48, ( Fourty Eight Thousand Six Hundred only ) obtained from a recognized commercial Bank in Sri Lanka addressed to the Vice Chancellor University of Peradeniya, Peradeniya which should valid up to ) Bidders who have quoted for the advertisement dated of Daily News news paper are required to reapply. 3 PROCURING OF MOTOR CARS UNDER THE OPERATIONAL LEASE BASIS 1) The Chairman of university Procurement Committee,invites sealed Bids from authorized local lessors to procure following vehicles for a period of one year. Motor Cars - (02 Nos.) 2) The eligible lessor should be vehicle agents who are franchise holders of world renowned Vehicle brands available in Srilanka, Financial Institutions registered Under the Central Bank of Srilanka, and car rental services (i.e. Rent a Car Companies) with at least 10 vehicles in the fleet. 3) Duly completed sealed bids should be delivered with a duplicate to Chairman University Procurement Committee, University of Peradeniya, Peradeniya by registered post or can be inserted to the tender box kept at the Office of Registrar on or before 1.00 pm on Late bids will be rejected. Eligible suppliers (lessor) : The lessor should be vehicle agents who are franchise holders of world renowned vehicles brands available in Sri Lanka, financial institutions registered under the Central Bank of Sri Lanka, and car rental services (i.e Rent a Car Companies) with at least 10 vehicles in the fleet. II. Vehicle Condition : vehicles obtained under this scheme should either be brand new or unregistered vehicles with a mileage less than 1,000 km at the point of hiring

4 III. Services to be provided : The lessor should bear all routine maintenance cost, including expenses on accidental repairs as well as insurance and other related fees. If repairs and maintenance works take more than 24 hours, or in a shorter period as per the requirement of the lessee, the lessor is required to provide a replacement vehicle of similar type. IV. Driver & the fuel cost will be provided by the university. V. Exclusions: Vehicles imported under any Concessionary Permit Schemes of the government cannot be leased out under this scheme. VI. Maximum monthly rental ceiling will be Rs. 98,700. as per the provisions made in National Budget circular 01/ ) Payment Method payments will be made monthly by the University of Peradeniya, upon satisfactory reports from the officer using the vehicle. 7) The selected bidder will have to entered in to an agreement with the university of peradeniya. 8) All bids should accompanied a bid security of Rs. 23,700.00/= (Twenty Three Thousand Seven Hundred only) obtained from a recognized commercial Bank of Sri Lanka addressed to the ViceChancellor University of Peradeniya which should valid up to ) Quotations should be valid for a period of 90 days. 10) The selected contractor should submit a performance Bond Guarantee for a 10% of the annual contract sum from a Commercial Bank of Sri Lanka (Insurance bond will not be accepted ) in the name of the ViceChancellor, University of Peradeniya, Peradeniya valid for a period of 13 months. 11) In the event, the contractor fails to supply the service or in breach of any of the terms and condition herein stated, the university reserve the right to en cash the performance bond without any notice to the contractor. 12) Applicants should submit service certificates to prove similar nature of services served by company. 13) The bidder should submit the certificate of incorporation. /business registration.
