The applicant addressing to the satisfaction of the City any remaining applicable comments contained in the memorandum from the Hennepin DOT dated October 21, The trail connection to 101 st Avenue will be constructed when 101 st Avenue is reconstructed in the future. The applicant shall acknowledge that Park Dedication requirements are based on staff review and recommendation to the Park and Recreation Board and their subsequent Board Action. Board meetings are held on the third Thursday of each month. 2 The Enclave at Dunlavin Woods PUD Concept Stage Plan Request for Council Action November 16,2015 Page 2 COMMENTS: The applicant is requesting PUD Concept Stage Plan approval for a 29 lot single family subdivision, with one amenity lot. The site is located at the southeast comer of County Road 101 and ior- Ave N. A 30 lot single family neighborhood was approved for the site in 2005 but was never developed. General Comments As with the previously approved development, the applicant is proposing to extend Walnut Grove Lane N to 101 st Avenue. There would be no direct access onto County Road 101. Houses are shown along Walnut Grove Lane N as well as on a proposed cul-de-sac that would serve the balance of the property. The applicant is showing a trail connection at the end ofthis cul-de-sac which staff supports but are recommending that it not be built until 101 st A venue is upgraded in the future. An amenity lot with a small private playground is shown on the north end of the site. Details for this lot, as well as specifics on grading, and the Project Point System would be provided at Development Stage. We note that the applicant is not proposing any wetland impacts whereas the previous plan did have a fair amount of wetland fill proposed. Lot Widths: The main item of discussion with this proposal is that twelve of the twenty-nine proposed lots are shown with a lot width of75 feet which is less than the 80-foot R-2 standard. Staff is comfortable with this smaller lot width for the following reasons: the applicant is showing less lots than the previous proposal, the applicant is showing no wetland impacts, the average lot width is still over the 85' requirement (86.1 '), all ofthe lots are over the minimum lot size of 10,000 s.f. and most ofthe 75' wide lots either back up to attached units in the Delgany neighborhood or to County Road 101. In all other respects this is fairly straightforward subdivision. Again, more details would be provided at the development stage if this moves forward. The developer is proposing 29 single family lots and 1 amenity lot (tot lot); please see the attached concept plan. This site was proposed for a residential development in 2005 by Meer, LLC. and was called Schober Estates. The 2005 project had 30 single family lots with an average width of 85 feet (minimum of 80 feet) and an average area of 19,990 sf. The plan also had proposed wetland impacts for street and lot construction. The Enclave at Dunlavin Woods has 29 single family lots and 1 amenity lot. We are requesting a minimum lot width of 75 feet. The adjacent project to the south is a twin home development (Delgany Plat) with lot widths of 50 feet for each unit. The other sides of the project are County Road 101 to the west and Avenue North to the north and a larger wetland complex to the east. The average lot width for the Dunlavin Woods project is 86.1 feet (minimum of 75 feet) and the average lot area is 21,468 sf. This proposed concept plan currently has no proposed wetland impacts.

A PUD concept stage plan for the Enclave at Dunlavin Woods was received by Hennepin County on October 19,2015. The plan is seeking approval of developing this property into 29 single-family detached residential units. The county plat review committee discussed this PUD on October 20,2015. Based on our review, the following comments are provided: Access - No access to the county road system is being requested. Right-of-Way - To match the 65' of half right-of-way along the parcel to the south, the county is requesting a dedication of the additional 32'. This will help accommodate projected growth along the corridor as well as construction of a shared use trail in the future. Permits - Please inform the developer that all proposed construction within county right-of-way requires an approved Hennepin County permit prior to beginning construction. This includes, but is not limited to driveway and street access, drainage and utility construction, trail development, and landscaping. 7 -- - Cityof _ Maple Grove Maple Grove Parks and Recreation MEMORANDUM TO: FROM: Peter Vickerman - City Planner Chuck Stifter - Superintendent of Parks and Planning DATE: November 5,2015 SUBJECT: The Enclave at Dunlavin Woods - PUD Concept State Plan Review After reviewing the above-mentioned submittal, the Park & Recreation Board staff has the following comments: The Park Dedication ordinance applies to this subdivision which requires a land dedication or a cash equivalent per unit based on the current rate. The Park Dedication obligation for the proposed subdivision would be a cash dedication based on the current single family rate. The 2015 rate for single family residential is $3993 per unit. Fees will apply to all platted residential lots. Undeveloped outlots and wetlands are exempt from park dedication. Based on the proposed 29 single-family lots the park dedication would calculate as: 29 lots x $3993 = $115,797 The applicant is showing a pedestrian trail from the cul-de-sac to the 101 st Ave roadway. Due to the long cul-de-sac and the location of the private "tot lot" this would be supported by the Park Board staff. The minimum width for a trail corridor parcel is 30 feet. The public trail will not be constructed until 101 st Avenue road improvements include a paved trail on the south side of the corridor. It is also recommended the sidewalk connect to the future trail. The applicant would be given a reduction in their cash dedication if land is dedicated for the trail. The Enclave at Dunlavin Woods is located within the city's Park Service Area 6-S. Residents of this subdivision are currently without a neighborhood park. The Comprehensive Park System Plan locates the PSA 6-S neighborhood parkjust east of Rush Creek where an agricultural field is currently located. There is a fully developed neighborhood park located about 3/4 mile south of the proposed subdivision. General The recommendations above are that of the Parks and Recreation staff Final park dedication requirements are acted on by the Parks and Recreation Board at their regularly scheduled monthly meetings. Applicants may pay the park dedication fee at any time after the final plat has been approved by the City Council and Park Board but it must be paid before the plat is released by the City for filing. Park dedication rates are reviewed annually in February by the City Council. The rate is applied at the time the plat is released to the County for filing.
