1 PUBLIC FACILITIES REPORT For the: Triple Creek Community Development District Hillsborough County, Florida March 2015 Prepared by: SCAROLA ASSOCIATES Engineering Design and Land Consultants, PA
2 PURPOSE AND SCOPE This report is being prepared at the request of the Triple Creek Community Development District to comply with the requirements of , Florida Statutes, regarding the submittal of a Special District Public Facilities Report. It is the intention of this report to provide general descriptions of public facilities owned by the District together with any currently proposed facility expansion or replacement programs within the next seven years. GENERAL INFORMATION Triple Creek (the Development ) is a master-planned community located on approximately 1,038 acres of land (the Development )1 generally located in the Riverview area of unincorporated Hillsborough County, Florida (the County ); approximately ten (10) minutes from Brandon and twenty-five (25) minutes from downtown Tampa (see Figure 1). The site features a 50-acre natural lake, multiple wetland conservation areas, rolling topography, and is bordered on two (2) sides by county preservation land including the Balm-Boyette Scrub Nature Preserve. Pursuant to a petition filed by Triple Creek, LLC, the Triple Creek Community Development District (the District ), a local unit of special-purpose government, was established by Ordinance No adopted by the County Commission on May 11, Lands within the boundary of the District total approximately acres comprising the Residential Development (This is prior to the proposed 2015 boundary amendment described in Footnote #1 below). The District was established for the purpose of financing, acquiring, constructing, maintaining and operating all or a portion of the public infrastructure necessary for the community development within the District as required for its functional development consistent with the applicable independent unit of local government. The District generally provides on-site management of stormwater facilities (not otherwise within public rights-of-way) and wetlands, monumentation of main and neighborhood entryways, landscaping and irrigation of roadways and common areas, neighborhood parks, trails and recreational amenity areas as well as street lighting. Other infrastructure improvements funded by the District have been dedicated to Hillsborough County and accepted for operation and maintenance. The District presently encompasses approximately acres in southern Hillsborough 1 The Development includes approximately acres of land lying outside of the boundary of the District, which land was intended to be used for commercial development at inception of the District. The District is presently in the process of amending its boundary to include acres of the previously excluded land.
3 County. Exhibit 2 provides a legal description of the District boundary before the proposed 2015 boundary expansion. GOVERNMENTAL ACTIONS The Triple Creek Planned Development was approved by RZ adopted by the Board of County Commissioners in and for the County (the County Commission ) on April 11, 2000 (the Original PD ), as modified by PRS adopted by the County Commission on March 22, 2011 (collectively, the Triple Creek PD ). The Triple Creek PD sets forth various general, design and architecture, and transportation conditions governing the Development, subject to various administrative permits as development progresses. Pursuant to the Triple Creek PD, the Development is entitled for 2,045 residential units and various commercial and business uses; however, only the 2,045 residential units are located in the District s boundary (the Residential Development ). Construction is occurring in several phases. The related county acceptance of public infrastructure has been issued following completion of each phase of related work. COMMUNITY DEVELOPMENT DISTRICT PUBLIC FACILITIES As noted above, the District generally provides on-site management of stormwater facilities (not otherwise within public rights-of-way) and wetlands, entry monumentation, landscaping and irrigation of roadways and common areas, neighborhood parks, trails and recreational amenity areas as well as street lighting. Stormwater Management System Both Hillsborough County and the Southwest Florida Water Management District (SWFWMD) regulate the design criteria for the District s stormwater management system. At the time of this report, the stormwater management system consists of approximately 12 detention ponds integrated with existing wetland systems. The District continues to expand the on-site stormwater management system consistent with the plan of development. It owns and is responsible for maintaining those portions of the system that are outside of the public right-ofways and Homeowners Association owned parcels. Hillsborough County is responsible for curbing, stormwater inlets and piping in the public rights-of-way for the following recorded plats:
4 Triple Creek Phase 1, Village A Triple Creek Phase 1, Village B Triple Creek Phase 1, Village C Triple Creek Phase 1, Village D Main Entry Monument The District has completed the monumentation at the main entrance announcing the arrival to the Triple Creek community. The monumentation is located within the Triple Creek Boulevard median tract, owned by the District. Recreation Amenities The Clubhouse, Pool and Party Pavillion The Triple Creek Clubhouse, Pool, Playground and Party Pavillion, located on approximately 1.5 acres within Triple Creek Phase 1, Village A, consists of the main clubhouse building (1,541 SF interior space, 2,613 total space) and the following components and related capacity:
5 Pool: 67,834 Gal and 2,465 SF Party Pavillion: 865 SF
6 Active Park/Playgrounds/Hardscape The District has constructed an active park with playground and open space play area that is part of its maintenance program.

8 Landscaping The District owns and maintains an elaborate landscape and irrigation system at the main entry areas, within the median islands of collector roadways, recreation amenities, cul-de-sac islands, park and District owned common areas.
9 CURRENTLY PROPOSED EXPANSIONS The District is currently and will continue to finance and construct new facilities and expand existing facilities within the next seven (7) years consistent with its Master Capital Improvement Plan. Capacities and infrastructure demands remain as anticipated in the Master Capital Improvement Plan. Additionally, the District does not anticipate replacing any of the existing facilities within the next ten (10) years. In general, the existing facilities operate within capacity.
