A. Sutherland D. Speers: Resolved that the Agenda be adopted as presented. 2. J. Bokkel - R. McKay: Resolved that the minutes of the regular meeting of January 9 th, 2015 be adopted as presented. 3. D. Speers B. Locke: Resolved that the Correspondence presented to and read to Council be ordered filed. 4. R. McKay D. Speers: Resolved that the List of Accounts as paid for February 4 th, 2015 cheque numbers 9882 to 9954 (both inclusive) totaling $145, and Direct Deposit Register for January totaling $21, be approved. 5 J. Bokkel D. Speers: Resolved that the Rural Municipality of Whitehead renew its membership in the Oak Lake Mutual Aid District for 2015 at a cost of $

Locke: Resolved that the Rural Municipality of Whitehead purchase a Handheld 78S Garmin GPS unit for Mr. Wayne Dobbie, to replace the one borrowed and misplaced, at a cost of $ plus applicable taxes for a total cost of $ A. Sutherland D. Speers: Resolved Ken McEvoy be paid $1.25/yard for 1575 yards of clay removed from his land for gravel crushing in 2014 totaling $ A. Sutherland W. Finlay: Whereas the Rural Municipality of Whitehead on occasion deems it necessary to borrow from the Westoba Credit Union Limited to meet the current expenditures of the Municipality for the year 2015; Therefore be it resolved that the Rural Municipality of Whitehead enter into an agreement for on overdraft of $100,000.00, if necessary, to cover operating expenses; And be it further resolved that a Municipal Pledge of Taxes be made to the Westoba Credit Union Limited. 9. A. Sutherland D. Speers: Resolved that the Reeve and CAO, and alternate delegates, be authorized to attend the AMM s 2015 Mayor, Reeves and CAO s meetings in Winnipeg, MB on Monday March 16 th, 2015 and that indemnity, mileage and out of pocket expenses be reimbursed. 10. A. Sutherland J. Bokkel: Resolved that the Reeve, Councilors and CAO be authorized to attend the Municipal Officials Seminar to be held March 17 th & 18 th, 2015 at the RBC Convention Centre in Winnipeg, MB; Be it further resolved that early bird registration be paid per member attending, and indemnities, mileage and out of pocket expenses be reimbursed. 11. A. Sutherland D. Speers: Resolved that the Rural Municipality of Whitehead purchase a new 2015 Kubota ZD326P 26 HP 60 side discharge mower from Hepson Equipment Inc, as per the recommendation from the LUD of Alexander, at the quoted price of $16, less trade in value of $ net $ plus applicable taxes. To be paid by the 2015 LUD Budget.

3 12. A. Sutherland R. McKay: Resolved that the Rural Municipality of Whitehead enter in to a Government Agency Tractor Rental Agreement with Enns Brothers to rent a: 6150M (Stock) Tractor and Loader, based on a 9-11 month term at a rate of $26.00/hour available/take over May 11, 2015; Be it further resolved that 350 hours be paid up front, and all costs be expended from the General Operating Account of the RM. 13. A. Sutherland J. Bokkel: Resolved that we now go in camera. Time: 1:10 p.m. 14. W. Finlay B. Locke: Resolved that we now resume regular business. Time: 1:17 p.m. 15. D. Speers R. McKay Resolved the Rural Municipality of Whitehead hire Prairie Storm Transport, Darren Campbell, to remove a beaver dam along the Alexander Griswold marsh on the SE of WPM at the quoted price of $ A. Sutherland W. Finlay: Resolved the Rural Municipality of Whitehead approve RFNow Inc s proposal to bury fibre optical cable in the west ditch of Road 117W (Pioneer Road) north of #1A Highway to the Trans-Canada Highway to the north. 17. A. Sutherland W. Finlay: Resolved the additional work done on the 1990 Superior Fire Truck, at a cost of $3,722.08, Invoice No. 424, dated December 31 st, 2014 be expended from the Fire Capital Reserve Fund. 18. J. Bokkel R. McKay: Resolved the Rural Municipality of Whitehead renew the annual software agreement with Munisoft at a cost of $ plus applicable taxes for A. Sutherland B. Locke: Resolved the Rural Municipality of Whitehead enter into a Veterinary Services District Agreement for 2015: Be it further resolved that the 2015 Municipal grant payable be $

4 20. A. Sutherland B. Locke: Resolved the Rural Municipality of Whitehead concur with MTS Allstream s proposal to remove 3 existing, abandoned pedestals located in 3 separate locations; SE , SE and NW ; Be it further resolved that as per agreement, MTS restore the surface to level condition, File No A. Sutherland W. Finlay: Whereas the Rural Municipality of Whitehead approved payment in the amount of $2, for a joint ditch cleaning/culvert install on Road 114W with the RM of Cornwallis; And whereas the actual invoice for the RM of Whitehead s portion came in at a total cost of $ ; Therefore be it resolved that said invoice be approved for payment. 22. J. Bokkel D. Speers: Resolved the Rural Municipality of Whitehead purchase a Schulte XH1000 rotary mower at a cost of $22,500 (no trade) and a flex arm at a cost of $18,500 from Mazergroup, plus applicable taxes and less dealership discounts valued at $800; Be it further resolved that the total cost be expended from the Machinery Replacement Reserve by February A. Sutherland B. Locke: Whereas the Rural Municipality wishes to proceed with a Rural Waterline Expansion project in the western portion of the municipality as per the Borrowing By-law No. 2161; Now therefore be it resolved that failing approval for Building Canada Funding, the Rural Municipality of Whitehead commits to expending Gas Tax Funding to cover the necessary shortfall for the proposed project, provided that Manitoba Agriculture Food and Rural Development is secured in the amount of $700,000; Be it further resolved that the RM of Whitehead request that Manitoba Water Services Board commit their portion of funding to this project and further that they provide technical support and project management services for the proposed project.
