2 p.1 General Conditions A. The purpose of this Invitation to Bid (ITB) is to elicit responses that establish a firm price for providing bypass piping, removing an existing manhole, providing and installing at least 15 of new concrete manhole over existing pipe, coating the new manhole with gas protective coating, reconnecting and restoring sewer line piping/services to include repairing and replacing any damaged permanent sewer line piping, and disconnecting bypass piping. Please review all documents contained in this ITB package before submitting a bid to the City. B. Bids must be submitted at City Hall, 1001 West Park Street, Parker, Florida All bids must be plainly marked, ITB NO MANHOLE. Only bids submitted on the Bid Sheet provided with this ITB package will be considered responsive. All bids must be received by 3:00 p.m. CT on March 3, 2017, at which time they will be opened and read aloud. Bids received after the stated time will be refused. C. Please submit one original and two copies of all bids and other responsive documents. D. Specifications and bid documents are open to public inspection and may be obtained from the City Clerk, 1001 West Park Street, Parker, Florida 32404, or from the City s website at E. The City reserves the right to reject any one or all bids, or any part of any bid, to waive any informality in any bid and to award a contract deemed to be in the best interest of the City. F. Questions or inquiries regarding the meaning or interpretation of this ITB must be directed to City Clerk Nancy Rowell, in writing via , at narowell@cityofparker.com, and must be received by 4:00 pm, February 24, The should contain ITB No Manhole as the subject line. The inquiries, with the responses, will be submitted as addenda and added to this ITB. It is the responsibility of interested parties to contact the City Clerk to obtain any addenda.

Pursuant to section (23), F.S., contact with other City officials or employees, other than that provided in paragraph F above, concerning any aspect of this ITB is prohibited between the release of this ITB and the end of the 72-hour period following the City posting a notice or announcing the intended selection. If such contact is made by a respondent or a person acting on their behalf, it will be grounds for disqualification. H. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section , F.S. for category two for a period of 36 months from the date of being placed on the convicted vendor list. Bidders must provide a description of the steps/phases of the project and the approximate time frames associated with those steps/phases. The manhole site is at 330 S. 4 p.3 II. Delivery of products and services. A. Those bids showing ability to start the project soon after bid award will be given greater weight. III. Bidder Instructions. A. See General Conditions, particularly paragraph G. B. Bidders must specify the total price and project start date on the bid sheet. C. Bidder must attach the description of the steps/phases of the project and the approximate time frames associated with those steps/phases to the bid sheet.
