3 Invitation to Bid Bid Number: Timber Sale - Armadillo Vicinity 2012 Cecil Commerce Center Bids will be received by the Jacksonville Aviation Authority (JAA) until 2:00 PM (local time), on December 9, 2011 for Timber Sale - Armadillo Vicinity 2012 the sale of thinning approximately 68 acres of planted slash pine, and natural slash and loblolly pine located on the Cecil Field Commerce Center. The sale will be a per unit sale. It will be sold as a Designation by Description sale as outlined in the Timber Sale Agreement and shown on attached timber sale map. All Bids must be submitted in accordance with Invitation to Bid Number , which may be obtained after 8:30 AM (local time) on November 16, 2011 from click on bid opportunities. ITB #

4 GENERAL INFORMATION Public Entity Crime A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposals, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity in excess of the threshold amount provided in Florida Statute Section for CATEGORY TWO for a period of 36 months following the date of being placed on the convicted vendor list. Conflict of Interest Certificate All Bidders must execute and submit the Conflict of Interest Certificate (EXHIBIT A) with its Bid. Contact with JAA Staff From the time of receipt, or publication of Invitation To Bid (ITB), all parties who intent to submit, or be a team member to qualify under this ITB, agrees to direct all contact with the JAA through the Procurement Department. If the question or comment deals with subject matter that is outside of the responsibility of the JAA Procurement Manager, the question or comment will be directed to the appropriate person or authority. This is considered an active solicitation for the JAA. If it is determined that any Bidder has spoken with JAA Staff or Board of Directors in reference to this active solicitation, it may result in the rejection/disqualification of the Bidder s submittal. Protest Procedures Any Proposer adversely affected during this RFP solicitation process may file a Notice of Protest, including all particulars of facts and law on which the protest is based. This notice must be in writing and addressed to the JAA, Attn: Procurement Manager, Pecan Park Road South, 2 nd Floor, Jacksonville, FL A notice of protest may be filed within five (5) business days of any action taken by the JAA Awards Committee or JAA Board. It is the sole responsibility of the firm to determine the date and time any action is taken by the JAA. Receipt of a protest will be acknowledged by certified letter. The administrative procedures that will be followed by the JAA will be provided to the Protester with this certified letter. ITB #

5 INSTRUCTIONS TO BIDDERS Dear Prospective Bidder: Enclosed are a map, timber sale agreement and bid form for Jacksonville Aviation Authority (JAA) Bid Number Timber Sale - Armadillo Vicinity This sale is a seed tree harvest on approximately 68 acres within Cecil Commerce Center. The timber is planted slash pine. The sale will be a per unit sale. The timber is marked as follows: Leave trees are painted in yellow paint, take trees are NOT painted. It will be sold as outlined in the timber sale agreement and shown on attached timber sale map. The timber is being removed as per the recommendations of the Cecil Commerce Center forest inventory. An original and one (1) copy of the Bid and all required supplemental material listed on the Bid Form must be submitted in a sealed package. The package should be labeled to read: ITB , Timber Sale - Armadillo Vicinity 2012, December 9, 2011, 2:00 PM (local time). Any bid received after the above stated time and date will not be opened or considered. It is the sole responsibility of the bidder to have its bid delivered for receipt on or before the above date and time. All expenses for making bids to the Jacksonville Aviation Authority are to be borne by the bidder. Bidders must review the sale conditions thoroughly and inspect the sale area before submitting a bid. The bid opening date is December 9, 2011 at 2:00 PM (local time). For additional information relating to the timber sale, and for access to view the sale area, please contact Jonathan Daugherty or Keith Cummings at 6112-A New World Ave, Jacksonville, Florida or call The timber that is being offered for sale includes approximately 3,328 tons of chip-n-saw or better (including approximately 874 tons of sawtimber), and 1,281 tons of pulpwood. This sale includes the harvesting of poles. These volume figures are being offered to prospective bidders for informational purposes only, and are not guaranteed by the Jacksonville Aviation Authority. All bidders must satisfy themselves as to the volume and value of the timber for sale prior to bidding. It will be assumed that the bidder has investigated and is fully informed of the conditions, the character, quantity and quality of the timber sale, any materials or equipment to be furnished, and no subsequent allowance will be made in this regard. It is recommended that bidders set up a meeting with the forester in charge to gain access and review the timber sale prior to submitting a bid. ITB #

6 No minimum acceptable bid is published for the sale. A minimum acceptable sale value will be calculated and enclosed in a sealed envelope and only opened in the case that all bids are below the minimum. The Jacksonville Aviation Authority (JAA) reserves the right to reject any and all bids and to waive any irregularity in bids received. In case of a tie for high bid, the successful bidder will be determined by a random drawing. In the case that all bids are below the minimum acceptable sale value, the highest bidder has the option to meet the minimum acceptable sale value. Separate bids are to be made on a per ton basis for pine pulpwood and pine chip-n-saw or better to be sold. The estimated product volume will be multiplied by each bidder s corresponding per unit product price to generate a cumulative total bid. The forester-in-charge will set a minimum acceptable sale value using the estimated product volume. The highest cumulative total bid meeting or exceeding the minimum acceptable sale value will be the successful bid. Bids must be submitted on the attached bid form. Other information to be completed on the bid form includes the bidder's name and title, date, company name, address, phone number and FEID Number. If a bid is submitted with other than the required information the JAA reserves the right to reject the bid. The successful bidder will be required to sign a Timber Sale Agreement (Exhibit B), and provide a security deposit in the amount of $5,000 within two (2) days of notification that the Jacksonville Aviation Authority has accepted the bid. This security deposit must be in the form of a surety bond or cashiers check made out to Jacksonville Aviation Authority. The Purchaser, or Purchaser's representative, must have a conference with the Jacksonville Aviation Authority s representative for this project, the Florida Forest Service, Jacksonville District, Cecil Commerce Center Forester or his representative, before cutting begins. This conference is to provide each party an opportunity to discuss the details of the agreement, billing procedures, logging plans, roads to be used for hauling and other matters pertinent to the sale. Prior to the award of contract, The Purchaser must provide documentation and agree to have a person on the site that has completed the Florida Master Logging training program or has comparable certificate of training that complies with the training recommended by the American Forest and Paper Association's Sustainable Forestry Initiative.
