The due dates for questions and bids remain the same from Addendum 1. I. Changes, Additions, and Modifications to the ITB A. Attachments 1. Attachment A Pre-Bid Meeting Sign In Sheet II. Pre-Bid Meeting Notes Introduction Good morning, and welcome to the pre-bid meeting for ITB 14-46, US 301 Park & Ride Phase II. My name is Shanna Reese, Assistant Chief of Purchasing for Charles County Government. Also with us today is Mr. Jeffry Barnett, of the Department of Community Services, Chief of Transportation. The intent of this work is to complete upgrades to the parking lot, including a 2 mill and overlay of the existing parking, striping, bus shelters, benches, bike racks, security lighting, new sidewalks, and handicap ramps that meet the current ADA regulations. Procurement Discussion / Questions All solicitation documents may be found on the County Bid Board. Ensure all required forms and any other information required is complete and in your bid package. o Bidder s Experience Form on page I-21 completed as instructed in Section Bidder s Experience Form. 1

2 o Bid Form on page I-16 as instructed in Section Bid Form. Form must be completed in its entirety. o Requests for Or Equal Items approval shall be submitted a minimum of fourteen (14) days prior to the due date for bids and include the form provided within. Submission shall be in compliance with Part I, Section (page I-1). o Addendum Certifications on page I-20. Submit two (2) unbound original and two (2) copies of your bid. All questions should be directed to Shanna Reese via the contact information provided in the ITB. No information obtained from any source other than the Solicitation documents found on the County Bid Board, or Mr. Barnett (during this meeting), or myself may be considered to be accurate. Important dates are noted above. Bids must state that they are valid for 120 days from the due date. There is a 25% MBE goal for this solicitation. All bidders shall submit the MDOT forms included in the solicitation with their bid. The Contractor shall complete the scope of work and all requirements contained herein within 120 days of the date on the Notice to Proceed to be issued by the County. Insurance requirements are located on page I-10 of the ITB. A bid security and bonds are required for this project. See pages I-4 & I-5 for more information. The protest policy may be found on page I-8. This project is subject to Davis-Bacon Wage Determination (see Appendix 4). Please closely review the appendices in this solicitation as there are additional forms that need to be completed and submitted with your bid, including the Buy America Form and the Certification Regarding Lobbying. FTA requirements are in Appendix 3, and MTA requirements are in Appendix 5. The County may reject any and all bids for any reason it deems necessary, and may waive any irregularities and/or informalities, and make award in any manner that is in the best interest of the County. Award will be to the lowest responsive, responsible bidder, provided it is in the County's best interest to do so. By submitting a bid in response to this solicitation, the bidder certifies that their firm is not debarred, suspended, or otherwise ineligible for participation in government procurement by the federal government, the State of Maryland, or any other state, county, or municipal government. Technical Discussion Contractors will need to remove and dispose of the old bus stops. The County will coordinate the towing of vehicles from the lot. 2

3 The project mainly consists of mill and overlay. The goal of the project is to keep the commuter buses separate from the VanGo buses. The County will work with the vendor to coordinate working hours, but the facility must be accessible to the public during bus operating hours, especially during the week. A sidewalk will proceed around the curb near the entrance with handicap ramps. This will require a permit from DNR that the County will obtain. An electrical permit will also be required for this project. Technical Questions Question 1 Question: Will the contractor need to get rid of all the wheel stops and replace? Response: Yes, the County may use the wheel stops at another location. Otherwise they will need to be disposed of at a licensed concrete recycling facility. Question 2 Question: What are the hours of bus operations? Response: 7 am 10pm for VanGo operations. Question 3 Question: Will the vendor be responsible for herbicide treatment? Response: No. Question 4 Question: Will the County use standard paint or thermo-plastic paint? Response: This will be addressed in a future addendum. Question 5 Question: Will there need to be prevention measures for parking at the corners? Response: This will be addressed in a future addendum. Question 6 Question: What is the depth of the asphalt in the lot near the entrance? Response: 6 or more. Question 7 Question: Is there concern about a 76 mixture through the commuting area? Response: This will be addressed in a future addendum. Question 8 Question: Is the slope near the entrance ADA compliant? Response: Yes. Question 9 Question: Will the vendor be responsible for herbicide treatment? Response: No. 3

Question 11 Question: Will there need to be prevention measures for parking at the corners? Response: This will be addressed in a future addendum.
