An odinance amending Sections 12.03, , 14.00, and of the Los Angeles Municipal Code establishing egulations to facilitate the poduction of Pemanent Suppotive Housing. THE PEOPLE OF THE CITY OF LOS ANGELES DO ORDAIN AS FOLLOWS: Section 1. The following definitions in Section of the Los Angeles Municipal Code ae added to ead: SUPPORTIVE HOUSING. Housing with no limit on length of stay that is occupied by pesons with low incomes who have one o moe disabilities and may include, among othe populations, adults, emancipated minos, families with childen, eldely pesons, young adults aging out of the foste cae system, individuals exiting fom institutional settings, veteans, and homeless people. The housing is linked to onsite o offsite Suppotive Sevices, and any Floo Aea used fo Suppotive Sevices shall be consideed accessoy to the esidential use. This definition includes a Qualified Pemanent Suppotive Housing Poject, as that tem is defined in Section A.11(a) of this Code. SUPPORTIVE SERVICES. Sevices that ae povided on a voluntay basis to esidents of Suppotive Housing and Tansitional Housing, including, but not limited to, a combination of subsidized, pemanent housing, intensive case management, medical and mental health cae, substance abuse teatment, employment sevices, benefits advocacy, and othe sevices o sevice efeals necessay to obtain and maintain housing. Section 2. Subdivision 11 of Subsection A of Section of the Los Angeles Municipal Code is added to ead as follows: 11. Density Bonus fo Qualified Pemanent Suppotive Housing. The pupose of this subdivision is to ceate pemanent suppotive housing units unde a ministeial appoval pocess in confomance with the State Density Bonus povisions in Califonia Govenment Code Section The gant of any bonuses, incentives, o concessions unde this subdivision shall not be consideed an incease in density o othe change which equies any coesponding zone change, geneal plan amendment, specific plan exception o discetionay action. (a) Definitions. Notwithstanding any povision of this Code to the contay, the following definitions shall apply to this subdivision:

The constuction of, addition to, o emodeling of a building o buildings containing Suppotive Housing, located in a zone that allows multiple dwellings (RD1.5 o less estictive), whee all of the total combined units o guest ooms, exclusive of any manage s units, ae affodable to and occupied by Extemely Low, Vey Low o Low Income households, as those income anges ae defined by the United States Depatment of Housing and Uban Development (HUD) o any successo agency, as veified by the Housing & Community Investment Depatment (HCIDLA). Affodable means that ents o housing costs to the tenant cannot exceed 30 pecent of the maximum goss income of each espective household income goup. A minimum of fifty (50) pecent of the total combined units o guest ooms is occupied by the Taget Population. (2) Taget Population. Pesons with qualifying lowe incomes who: (i) Have one o moe disabilities, including mental illness, HIV o AIDS, substance abuse, o othe chonic health condition, and ae homeless as defined by any Los Angeles City, Los Angeles County, State of Califonia, o Fedeal guidelines; o (ii) Ae chonically homeless, as defined by any Los Angeles City, Los Angeles County, State of Califonia, o Fedeal guidelines. (b) Application and Appoval. The applicant shall submit an application on a fom developed by the Depatment of City Planning that contains basic infomation about the poject, the owne and/o applicant and confomance with this section. All applications shall be eviewed fo compliance with the definitions in Paagaph (a), equiements in Paagaph (c), zoning compliance in Paagaph (d), and adheence to the pefomance standads in Paagaph (g). The application shall be appoved though a ministeial Public Benefit pocess if the eligibility citeia and pefomance standads of this subsection ae met. (1) Othe Affodable Housing Incentive Pogams. Except as descibed in Paagaph (f), pojects which have applied fo othe affodable housing incentive pogams offeed in the Geate Downtown Housing Incentive Aea in Section A.29, Density Bonus in Section A.25, the Tansit Oiented Communities Affodable Housing Incentive Pogam in Section A.31, Community Plan Implementation Ovelays, o any othe affodable housing incentive pogam shall not be eligible fo a Qualified Pemanent Suppotive Housing Poject appoval unde this Subdivision. (c) Requiements. A Qualified Pemanent Suppotive Housing Poject must comply with the following equiements:

Applicants shall povide documentation descibing the Suppotive Sevices that will be povided onsite and/o offsite. Pio to any appoval of a Qualified Pemanent Suppotive Housing Poject by the Depatment of City Planning, the applicant shall submit infomation demonstating that Suppotive Sevices will be povided to esidents of the poject. The applicant shall indicate the name of the entity o entities that will povide the Suppotive Sevices, funding souce(s) fo those sevices, and poposed staffing levels. A signed lette of intent fom a local public agency, as identified on a list maintained by the Depatment of City Planning, shall be povided, veifying that the Suppotive Sevices have eceived a peliminay funding commitment fom the local public agency. If no funding commitment is needed, the applicant shall demonstate that the entity o entities that will povide the Suppotive Sevices ae listed on a pequalified list of sevice povides maintained by a local public funding agency. Affodable Housing Covenant. Pojects shall ecod a covenant acceptable to the Housing and Community Investment Depatment (HCIDLA) that eseves and maintains the numbe of dwelling units designated as esticted affodable fo at least 55 yeas fom the issuance of the Cetificate of Occupancy. (3) Housing Replacement. Pojects shall meet any applicable dwelling unit eplacement equiements of Califonia Govenment Code Section 65915(c)(3), as veified by the Housing and Community Investment Depatment (HCIDLA) and all applicable covenant and monitoing fees in LAMC Section shall be paid by the applicant pio to the issuance of any building pemit. (4) Notification of Application. The following equiements shall be completed at least 30 days pio to the Depatment of City Planning s appoval of the Qualified Pemanent Suppotive Housing Poject: (i) (ii) The Depatment shall send witten notices of the application by U.S. mail to the abutting popety ownes and the Council Distict Office of the site fo which a Qualified Pemanent Suppotive Housing Poject application has been poposed; and The applicant shall post, in a conspicuous place nea the entance of the popety, a public notice of the Qualified Pemanent Suppotive Housing Poject application. The applicant shall submit documentation of the public notice on a fom povided by the Depatment, along with equied photogaphs.

A Qualified Pemanent Suppotive Housing Poject meeting the equiements in Paagaph (c) and the pefomance standads in Paagaph (g) is eligible fo the following bonuses and incentives: (1) Minimum Lot Aea pe Dwelling Unit o Guest Room. In zones whee multiple dwelling uses ae pemitted (R3 and less estictive), the numbe of allowable dwelling units o guest ooms shall not be subject to the othewise maximum allowable esidential density unde any applicable zoning odinance and/o specific plan. In the RD1.5 Zone, the minimum lot aea pe dwelling unit o guest oom shall be 500 squae feet. All applicable standads petaining to height and floo aea unde any applicable zoning odinance and/o specific plan o ovelay shall apply. (2) Automobile Paking Requiements. The following equiements shall apply to all Qualified Pemanent Suppotive Housing Pojects. Up to 40% of the total equied paking may be povided by compact stalls. (i) No paking spaces shall be equied fo dwelling units o guest ooms esticted to the Taget Population. (ii) Fo Qualified Pemanent Suppotive Housing Pojects located within one-half (1/2) mile of a Tansit Stop as defined in Section A.25(b), no moe than one-half (1/2) paking space shall be equied fo each income-esticted dwelling unit o guest oom not occupied by the Taget Population. Othewise, no moe than one (1) paking space shall be equied fo each income-esticted dwelling unit o guest oom not occupied by the Taget Population. (iii) One paking space fo evey twenty (20) dwelling units and/o guest ooms shall be equied fo the pupose of accommodating guests, suppotive sevices, and case management. (iv) Exception fo Pojects Located in the Geate Downtown Housing Incentive Aea. Notwithstanding Paagaph (b)(1), fo pojects located in the Geate Downtown Housing Incentive Aea, no paking space shall be equied fo dwelling units o guest ooms dedicated o set aside fo households that ean less than 50% of the Aea Median Income as detemined by the Housing and Community Investment Depatment. (3) Floo Aea. In computing the total floo aea, any aea designated exclusively fo use in conjunction with Suppotive Sevices and any public aea accessible to all esidents, including public common aeas that seve esidential o Suppotive Sevices uses, shall not be consideed pat of the total floo aea of the building fo the puposes of calculating the total allowable floo aea. The floo aea shall be measued to the cente line of patitions.

Notwithstanding the use povisions of the undelying zoning, a Qualified Pemanent Suppotive Housing Poject developed pusuant to this section shall be pemitted when such poject is being conveted fom o is a eplacement of a Residential Hotel as defined in Section et seq. of this Code and is a continuation of an existing esidential use. Any such eplacement shall comply with the povisions of Section et seq. The total numbe of dwelling units o guest ooms may incease as a esult of the convesion o eplacement. This subpaagaph shall not apply to a Residential Hotel located in a RD2 o moe estictive esidential zone. (5) Guest Rooms. Fo the puposes of this Section, a guest oom may contain cooking facilities including a sink, efigeato not exceeding 10 cubic feet, counte space not exceeding 10 squae feet, and a hotplate o micowave. (e) Additional Concessions o Incentives. The poject shall be eligible fo any combination of up to five concessions o incentives descibed below, as applicable. Incentives shall not be used to exempt compliance with the pefomance standads descibed in Paagaph (g). (1) (2) Yad/Setback. Up to 20% decease in the equied width o depth of any individual yad o setback except along any popety line that abuts an R1 o moe estictively zoned popety povided that the landscaping fo the Pemanent Suppotive Housing poject is sufficient to qualify fo the numbe of landscape points equivalent to 10% o moe than othewise equied by Section of this Code and Landscape Odinance Guidelines "O. In Residential Zones, the esulting font yad setback may not be less than the aveage of the font yads of adjoining buildings along the same steet fontage. O, if located on a cone lot o adjacent to a vacant lot, the font yad setback may align with the fa?ade of the adjoining building along the same font lot line. If thee ae no adjoining buildings, no eduction is pemitted. Adjustments to all individual yads o setbacks may be combined to count as one concession o incentive. Lot Coveage. Up to 20% incease in lot coveage limits, povided that the landscaping fo the Pemanent Suppotive Housing poject is sufficient to qualify fo the numbe of landscape points equivalent to 10% moe than othewise equied by Section of this Code and Landscape Odinance Guidelines "O. (3) Floo Aea Ratio. (i) Up to 35% incease in the allowable Floo Aea Ratio; o

(4) Height. Up to 35% incease in the height equiement in feet, applicable ove the entie pacel egadless of the numbe of undelying height limits. Fo puposes of this subpaagaph, Section A.10 of this Code shall not apply. In its place, the following tansitional height equiements shall be applied. (i) (ii) In any zone in which the height o numbe of stoies is limited, this height incease shall pemit a maximum of one additional stoy up to eleven feet. When adjacent to o acoss an alley fom an R2 o moe estictive zone, the building s tansitional height shall be stepped-back within a 45 degee angle as measued fom a point 25 feet above gade at the popety line. Up to 20% decease fom an open space equiement, povided that the landscaping fo the Qualified Pemanent Suppotive Housing Poject is sufficient to qualify fo the numbe of landscape points equivalent to 10% moe than othewise equied by Section of this Code and Landscape Odinance Guidelines "O. (6) Common Open Space. Notwithstanding the equiements in LAMC G, eceation ooms at least 600 squae feet in aea fo a development of 16 o moe dwelling units o guest ooms, o at least 400 squae feet in aea fo a development of fewe than 16 dwelling units o guest ooms, may qualify as common open space, but shall not qualify fo moe than 40 pecent of the total equied usable open space. (7) Aveaging of Floo Aea Ratio, Paking o Open Space, and pemitting Vehicula Access. A Qualified Pemanent Suppotive Housing Poject that is located on two o moe contiguous pacels may aveage the floo aea, open space and paking ove the poject site, and pemit vehicula access though a moe estictive zone to a less estictive zone, povided that:

12 DRAFT Pemanent Suppotive Housing Odinance As amended by the City Planning Commission on Decembe 14, 2017 Page 7 (i) The poposed use is pemitted by the undelying zone(s) of each pacel; and (ii) No futhe lot line adjustment o any othe action that may cause the Pemanent Suppotive Housing Poject site to be subdivided subsequent to this gant shall be pemitted. (8) (9) Gound Floo Use. Whee nonesidential floo aea is equied by the Depatment of City Planning in a zoning odinance, Specific Plan, Community Plan, Pedestian Ovelay Zone o othe set of development standads, that equiement may be satisfied by any active gound floo use such as community ooms, esident amenities, suppotive sevice aeas, and common open space. Othe Development Standad. Up to a 20% elief may be povided fom one othe development standad not descibed in this section, as that tem is defined in Califonia Govenment Code Section 65915(o)(1). (f) Request fo Additional Waives. The City may not apply a development standad that will physically peclude the constuction of the Qualified Pemanent Suppotive Housing Poject. In addition to the Public Benefit Poject, applicants may equest additional waives pusuant to the discetionay eview pocedues descibed in Section A.25(g)(3) of this Code, except that the application shall not be equied to povide a po foma o othe documentation to show that the waive o modification of any development standad(s) ae needed in ode to make the Qualified Pemanent Suppotive Housing Poject economically feasible. Additional waives shall not be used to exempt compliance with the pefomance standads descibed in Paagaph (g). (g) Pefomance Standads. All pojects shall meet the following pefomance standads o shall comply with the altenative compliance measues pusuant to Section B of this Code. If othewise applicable pefomance standads o design standads established unde any zoning code, specific plan, o othe ovelay equiements conflict with this Section, those equiements shall supesede the standads povided in this Section. (1) Location Requiement. The Qualified Pemanent Suppotive Housing Poject shall be located within a High Quality Tansit Aea fo the hoizon yea in the cuent Regional Tanspotation Plan/Sustainable Communities Stategy fo the Southen Califonia Association of Govenments egion. (2) Unit/Guest Room Requiements. Each dwelling unit o guest oom shall have a pivate bathoom and cooking facilities containing, at minimum, a sink, efigeato, counte space, and a hotplate o micowave.

Nonesidential floo aea shall be povided fo on-site Suppotive Sevices in the following atios: (i) (ii) Fo Qualified Pemanent Suppotive Housing Pojects with 20 o fewe total combined units o guest ooms, no less than 90 squae feet of dedicated office space shall be povided; o Fo Qualified Pemanent Suppotive Housing Pojects with geate than 20 dwelling units o guest ooms, a minimum of thee (3) pecent of the total esidential floo aea shall be dedicated fo the povision of on-site Suppotive Sevices that ae limited to tenant use, including but not limited to community ooms, case management offices, compute ooms, and/o a community kitchen. (4) Fagade Tanspaency. (i) (ii) Fo any building located in a Commecial Zone, a minimum of 25 pecent of that potion of the exteio steet-facing walls which ae between 2 feet to 8 feet above the sidewalk gade, shall be compised of tanspaent (untinted, unfosted, non-eflective) windows o openings, exclusive of aeas fo walkways, diveways, paseos and plazas. Glass Tanspaency. Glass is consideed tanspaent whee it has a tanspaency highe than 80 pecent and extenal eflectance of less than 15 pecent. (5) Massing. Buildings moe than 300 feet in length shall include a design element that povides visual elief evey 200 feet. The design featue shall eithe setback fom o step fowad fom the pimay face of the building by at least a depth of 12 inches and shall be a width of no less than 5% of the building face (ex: 5% of 200 = 10 ) and shall extend up the face of the building at least the full height of the building s fist stoy. (6) Building Oientation. All buildings shall be oiented to the steet by poviding pimay entances, windows, achitectual featues o balconies on the font and along any steet-facing elevations. Pimay entances shall be connected to and visible fom a public steet such that a pedestian enteing the building need not walk though a vehicle paking aea in ode to aive at the entance. (7) Landscaping. All potions of the equied font yad not used fo necessay diveways and walkways, including decoative walkways, shall be landscaped and maintained, and not othewise paved.

Secuity night lighting shall be shielded so that the light souce cannot be seen fom adjacent esidential popeties. (9) Suface Paking. Any suface paking aeas shall be landscaped pusuant to the equiements of Subsection A.6(i) of this Code. (10) At-Gade Paking. No at-gade paking space shall be located within the font yad. Loading aeas and off-steet paking facilities containing thee o moe spaces shall be effectively sceened fom abutting steets and lots. Howeve, such sceening shall not obstuct the view of the dive enteing o leaving the loading aea o paking facility, o the view fom the steet of entances and exits to a loading aea o paking facility. The sceening shall consist of one o moe of the following: (i) (ii) A stip at least five feet in width of densely planted shubs o tees that ae at least two feet high at the time of planting and ae of a type that may be expected to fom, within thee yeas afte time of planting, a continuous, unboken, yea ound visual sceen; o A wall, baie, o fence of unifom appeaance. Such wall, baie, o fence may be opaque o pefoated povided that not moe than 50% of the face is open. The wall, baie o fence shall be between fou and six feet in height. (11) Constuction Standads. The following standads shall be met duing poject constuction and shall be veified pio to issuance of the Cetificate of Occupancy: (i) (ii) No pile diving shall be allowed unless equied due to geological conditions. Whee piles ae needed, they shall use quiet techniques such as vibatoy piles. Whee excavating below peviously excavated depths, the applicant shall conduct a ecod seach at the appopiate Infomation Cente to detemine whethe the poject aea has peviously been suveyed and whethe achaeological o paleontological esouces, o geological featues ae potentially pesent, and obtain eview by a qualified expet to detemine if the poject has the potential to impact achaeological esouces, o paent mateial with a modeate to high potential to contain unique paleontological esouces, o to equie the substantial alteation of a unique geologic featue. If the potential fo achaeological, paleontological esouces, o unique geological featue exists, the poject shall equie monitoing by a qualified achaeologist, and/o paleontologist, and/o geologist, as applicable. The Qualified Pemanent Suppotive Housing shall not involve a histoical esouce, as defined by Public Resouces Code Section as detemined by the Diecto, in consultation with the Office of Histoic Resouces. (h) Pupose. The pupose of this subdivision is to facilitate the expedient poduction of Pemanent Suppotive Housing units meeting the definitions and egulations established heein, in ode to povide high-quality, well-seviced and affodable housing units which ae esponsive to the needs of the Taget Population. Qualified Pemanent Suppotive Housing Pojects should be located at sites that ae accessible by public tansit, including paatansit. Individual units and/o guest ooms should be povided with basic amenities that ae sufficient to suppot independent living. Aeas should be made available on the subject popety to povide the appopiate level of Suppotive Sevices to the Taget Population. Achitectual featues should be incopoated in building design to ensue that buildings ae steet-oiented, povide visual inteest at the steet level, and facilitate pedestian access. Landscaping should be povided in any font yad aea o on any suface paking aea to povide additional visual inteest at the steet level. Lighting on the site should be located so as to not eflect on adjoining esidential uses. Section 3. Subdivision 11 of Subsection B of Section of the Los Angeles Municipal Code is added to ead as follows: 11. Any joint public and pivate development that is a Qualified Pemanent Suppotive Housing Poject developed pusuant to Section A.11 of this Code, utilizing the uses and standads pemitted by the least estictive adjoining zone. The phase "adjoining zones efes to the zones on popeties abutting, acoss the steet o alley fom o having a common cone with the subject popety. Section 4. Subdivision 8 of Subsection D of Section of the Los Angeles Municipal Code is added to ead as follows: 8. A Qualified Pemanent Suppotive Housing Poject developed pusuant to Section A.11 of this Code and containing no moe than 120 units, o no moe than 200 units if it is located in the Geate Downtown Housing Incentive Aea o on a lot with a geneal plan land use designation of Regional Cente Commecial, Regional Commecial, o Regional Mixed Commecial.

Geneal Plan/Chate Findings City Chate Section 556 and 558 Pusuant to City Chate Sections 556 and 558, as descibed below, the poposed odinance is in substantial confomance with the pupose, intent and povisions of the Geneal Plan, as well as in confomance with the public necessity, convenience, geneal welfae and good zoning pactice. Specifically, the action addesses each of the following goals, objectives and policies of the Geneal Plan as outlined below. Geneal Plan Findings Geneal Plan Famewok Element The poposed Pemanent Suppotive Housing odinance will meet the intent and puposes of the Geneal Plan Famewok Element to encouage the ceation of housing oppotunities fo households of all types and incomes, while at the same time pomoting livable neighbohoods. In paticula, the poposed Pemanent Suppotive Housing odinance would futhe the intent and pupose of the following elevant goals, objectives, and policies of the Famewok Element: Goal 4A: An equitable distibution of housing oppotunities by type and cost accessible to all esidents of the City. Policy 4.1.6: Ceate incentives and give pioities in pemit pocessing fo low- and vey-low income housing developments thoughout the City. Policy 4.41: Take the following actions in ode to incease housing poduction and capacity: a. Establish development standads that ae sufficiently detailed and tailoed to community and neighbohood needs to educe discetionay appovals equiements. b. Steamline pocedues fo secuing building pemits, inspections, and othe cleaances needed to constuct housing. Policy 5.8.3: Revise paking equiements in appopiate locations to educe costs and pemit pedestian-oiented building design: a. Modify paking standads and tip geneation factos based on poximity to tansit and povision of mixed-use and affodable housing. Housing Element The poposed Pemanent Suppotive Housing Odinance is in substantial confomance with the pupose, intent and povisions of the Geneal Plan in that it would futhe accomplish the goals, objectives and policies of the Housing Element outlined below:

Objective 1.1: Poduce an adequate supply of ental and owneship housing in ode to meet cuent and pojected needs. Policy 1.1.2: Expand affodable ental housing fo all income goups that need assistance. Policy 1.1.3: Facilitate new constuction and pesevation of a ange of diffeent housing types that addess the paticula needs of the city s households. Policy 1.1.7: Stengthen the capacity of the development community to develop affodable housing. Objective 1.4: Reduce egulatoy and pocedual baies to the poduction and pesevation of housing at all income levels and needs. Policy 1.4.1: Steamline the land use entitlement, envionmental eview, and building pemit pocesses, while maintaining incentives to ceate and peseve affodable housing. Goal 2: A City in which housing helps to ceate safe, livable and sustainable neighbohoods. Objective 2.5: Pomote a moe equitable distibution of affodable housing oppotunities thoughout the City. Policy 2.5.2: Foste the development of new affodable housing units citywide and within each Community Plan aea. Goal 4: A City committed to peventing and ending homelessness. Objective 4.1: Povide an adequate supply of shot-tem and pemanent housing and sevices thoughout the City that ae appopiate and meet the specific needs of all pesons who ae homeless o at isk of homelessness. Policy 4.1.3: Povide pemanent suppotive housing options with sevices fo homeless pesons and pesons/families at isk of homelessness to ensue that they emain housed and get the individualized help they need. Policy 4.1.6: Povide housing facilities and suppotive sevices fo the homeless and special needs populations thoughout the City, and educe zoning and othe egulatoy baies to thei placement and opeation in appopiate locations.

19 F-3 Objective 4.2: Pomote outeach and education to: homeless populations; esidents; community stakeholdes; health, social sevice and housing povides and fundes; ciminal justice system agencies; and, communities in which facilities and sevices may be located. Policy 4.2.3: Stengthen the capacity of the development community to locate, constuct and manage housing facilities fo the homeless. As made evident by the list of Geneal Plan goals, objectives and policies povided above, the poposed odinance is in confomance with a ange of Geneal Plan goals elated to the povision of pemanent housing and sevices fo pesons expeiencing homelessness. The City s Geneal Plan clealy ecognizes the need fo pogams which emove egulatoy baies and povide fo ministeial appoval fo pemanent suppotive housing in appopiate locations thoughout the City. The poposed odinance esponds to the Geneal Plan by poviding land use incentives, steamlined development eview, and unique development standads fo pemanent suppotive housing, which povides housing fo homeless individuals with lowe incomes. In addition, the poposed odinance is sensitive to neighbohood context, as it espects the applicability of Specific Plans and ovelays, and includes a seies of context-sensitive design standads to ensue that pojects povide the appopiate pedestian-scale design. The odinance also diectly addesses a specific implementation pogam in the Housing Element of the Geneal Plan (Pogam Zoning and Development Standads fo Homeless Housing). The pogam called fo the Depatment of City Planning to identify and adopt changes to the Zoning Code to facilitate by-ight siting of a geate vaiety of shelte, tansitional and pemanent suppotive housing thoughout the City, including tailoed development standads and diffeent pefomance standads. The poposed odinance accomplishes this pogam by ceating a ministeial appoval pocess fo qualifying PSH pojects, paied with a set of unique development standads, additional incentives, and pefomance standads. 2. CEQA Findings As demonstated in Exhibit B.1, the poposed Pemanent Suppotive Housing Odinance will not esult in a significant effect on the envionment because evisions to the poposed odinance have been made pusuant to the Mitigated Negative Declaation (MND MND). An Envionmental Impact Repot is not equied. Additionally, appoval of the poject is suppoted by an Addendum to the Regional Tanspotation Plan/Sustainable Communities Stategy Final Pogam Envionmental Impact Repot, SCH No (2016 RTP/SCS PEIR) fo this poject (Exhibit B.2). The PSH Odinance has been eviewed by the City of Los Angeles in light of Sections and of the CEQA Guidelines. As the CEQA Lead Agency, the City of Los Angeles has detemined, based on the analysis pesented in Exhibit B.2, that none of the conditions apply which would equie pepaation of a subsequent o supplemental EIR and that an Addendum to the cetified 2016 RTP/SCS PEIR is the appopiate envionmental documentation unde CEQA fo the PSH Odinance.
