2 President s Invitation While the challenges of planning practice continue to change in Ireland and beyond, ongoing debates regarding the effectiveness of the planning system provide an opportunity for us to revisit the fundamental processes and outcomes that we consider most important for a proactive, efficient and inclusive planning system. Who should attend? Delegates will be informed of new policy, research and legislative developments in planning across economic, social, cultural and environmental issues. There will be ample opportunity for networking and exchanging ideas. With this in mind, it gives me great pleasure to invite you to attend this year s Irish Planning Institute Annual Planning Conference which is themed Reimagining the Planning System in Westport, Co. Mayo where a wide range of professionals working within planning and related fields will come together to discuss developments in planning policy, practice and research. The conference returns to the planned town of Westport for the first time since 2008 and is particularly appropriate given that the town celebrates its 250th year in The Conference is a forum for debate, learning and networking and this year will be augmented with some new initiatives such as business mentoring. On the evening of Wednesday 5th April, we are hosting a welcome reception to provide an update on our work and begin the Annual Planning Conference with an opportunity to share ideas and network. Thursday afternoon provides a range of interesting and relevant talks and field trips and our gala dinner with guest speaker Terry Prone takes place on Thursday evening. On Friday afternoon, delegates will have an opportunity to debate the future for planning with an expert panel. I look forward to meeting you in Westport for our 2017 conference. She is a planner with over 10 years experience. She holds a BA, a Masters in Regional and Urban Planning and a Masters of Science in Geography, Planning and Environmental Policy from University College Dublin. Deirdre has worked with Louth County Council, Meath County Council and in planning consultancy prior to joining South Dublin County Council in Joanne Grehan As Director of Services at Mayo County Council since October 2015, with responsibility for Planning, Communications, Economic and Community Development, Joanne Grehan is the first female Director appointed to the Local Authority. The previous three years had seen Joanne in her post as Chief Executive Officer of Mayo Local Enterprise Office during which time she led the transition from The Mayo County Enterprise Board to the Mayo Local Enterprise Office. Simultaneously, Joanne established the Enterprise and Investment Unit and has built it into one of the most potent Economic Development Units in the Country. As Director of Services, Joanne sits on the senior Management team of Mayo County Council, and is therefore uniquely placed to nurture a sustainable, pro-development environment which supports communities and enterprises in all sectors and promotes Mayo globally as a location of choice to live in, to do business in, to invest in and to visit. Her key overarching objective is to support the development of communities and businesses and to grow employment within the County. A strong advocate of strengthening links with the Mayo Diaspora and establishing partnerships for the good of the County Joanne is ideally positioned in her role to optimise international exposure for Mayo. Joanne has extensive experience in marketing, economic and social development having previously worked with the Western Development Commission, Stena Line, UCD Michael Smurfit School of Business and Dublin Institute of Technology. An avid networker she believes passionately in the power of big ideas and in the potential of people, through partnership and collaboration at home and abroad. Noel Davidson Noel Davidson will chair plenary sessions at the Annual Planning Conference As General Manager of the Entrepreneurs Academy s LEO Training arm, Noel leads a training team that designs and delivers practical and highly engaging materials for entrepreneurs and leaders of SMEs. He is an Apple Product & Integration Professional and an Apple Certified Trainer (ACT). Noel has been invited as keynote speaker on Social Media at various enterprise events and at the TEDxNHH in Norway. He has been an MC and facilitator at hundreds of events including most recently the LEO National Best Practice conference 2016 and Meet West
5 He specialises in Bootcamp delivery and effective and engaging facilitation of larger groups. Simon Coveney TD Simon Coveney TD was appointed Minister for Housing, Planning and Local Government on 6 May, He previously served as Minister for Agriculture, Food and the Marine from March He represents the Cork South Central constituency. Claire Solon Claire Solon is Head of Property at Friends First with responsibility for over 500m of property assets. Claire previously worked in ESB where she held position as Head of Estates Management with responsibility for the ESB property portfolio. One of the major projects in the portfolio included the 40,000 sqm redevelopment of the ESB head office on Fitzwilliam St Lower which recently received planning permission. Previously she was Development Director in Bennett Construction where she managed many largescale mixed use development proposals comprising retail, office, medical centre, hotel and residential uses. She is a Fellow of the Society of Chartered Surveyors Ireland (SCSI), and a Fellow with the Royal Institute of Chartered Surveyors. Claire holds a first class honours degree in Property Economics and has extensively lectured on property valuation methodology in Degree and Masters courses in DIT. She currently holds the position of President in the Society of Chartered Surveyors, the body which represents approx 5,000 member surveyors in Ireland. Niamh Randall Niamh has been working within the field of housing, homelessness and drug use for over seventeen years and is currently the Head of Policy and Communications for the Simon Communities in Ireland, having joined the organisation in She is the National Spokesperson speaking on behalf of all eight Simon Communities on national policy, advocacy and strategy matters advocating for effective responses to homelessness and housing insecurity, poverty and inequality, problematic drug use and multiple needs. Niamh is a member of the National Homeless Consultative Committee (NHCC) and was the Irish representative on the FEANTSA Assembly Council (the European umbrella group of NGO s working in the area of homelessness) from She is currently member of the FEANTSA Health Working Group. Niamh has a bachelor of Social Science in the subjects of Sociology and Social Policy and Masters of Science in Drug and Alcohol Policy (Trinity College, Dublin). She was recently (2015) awarded a Certificate in the Housing Profession from the Chartered Institute of Housing and the Irish Council for Social Housing. Quentin O Connor Quentin O Connor is a Senior Transport Planner at Jacobs and a Member of the Chartered Institute of Highways and Transportation and has worked in the UK and Ireland on a variety of transportation projects. Most recently he has had an important role in developing the National Transport Authorities Sub Regional Transport Models. Quentin has a MA in Planning and Sustainable Development which he received in 2009 and a MSc in Transport Planning and Engineering from Napier University (2010). Edward Rhys-Thomas Edward Rhys-Thomas is a Senior Transport Planner at Jacobs, a corporate member of the IPI and an RTPI chartered town planner. He has worked in London and Ireland on a variety of spatial and transport strategies. Edward is currently working with the National Transport Authority on developing new town bus services and before returning to Ireland in 2016 his focus was developing transport strategies for East London with Transport for London. He has a MA in European Development Studies (2006) and a MA Planning and Sustainable Development (2008) both received from UCC. David O Connor David is Senior Lecturer in Transport Planning at DIT School of Transport Engineering & Environmental Planning. David is Programme Chairperson for the MSc Spatial Planning, a postgraduate degree programme targeted at experienced practitioners working in the built environment. David is currently on parttime secondment to the Technological University for Dublin as part of the TU4D Leadership Team, focusing on the theme of Civic Engagement. David has over twenty five years professional experience in transport planning, logistics and urban planning. David has international, project-lead experience on a broad range of innovative transport strategies in both public and private sector transport planning environments. David is a committee member of the Irish Transport Research Network. He is on the Dublin City Council Public Transport Committee. He is also Chairperson of the Spatial Planning Graduate Network, an alumni network for the MSc Spatial Planning. David Fitzsimons David Fitzsimons is Chief Executive Officer of Retail Excellence. David was involved with the establishment of Retail Excellence in 1995, when he worked with South Dublin Chamber of Commerce. David oversees the strategic direction and operations of this not for profit organisation. Retail Excellence is Ireland s largest retail industry body representing the interests of 1,600 leading companies who employ 110,000 people in the Irish market. David sits on a number of global retail committees including the NRF Global Retail Council. Simon Wall Simon Wall has been Town Architect to the Town of Westport Co Mayo for almost two decades; he is responsible for the built environment as part of the Town Management team. In recent decades, Westport has experienced its largest building programme since Georgian times, from Section 23 tax designation, through the Celtic Tiger years to the present day, during this period the town has won many accolades including, three national Tidy Towns wins, and was in 2012 assessed by The Irish Times newspaper to be The Best Place to Live in Ireland, and is currently the national winner of the RIAI public Choice Award Westport has been designated a national Smarter Travel demonstration town, through competition, by the Department of Transport Tourism and Sport, this has entailed a cycling 7 8
6 infrastructural spend of 5 million over a five year period and is a pioneer in the development of urban greenways. It is also one of 3 nationally designated pilot towns for the Department of the Arts, Heritage and the Gaeltacht Historic Towns Initiative, pilot programme. Simon will discuss Westport s holistic and community approach to Town Planning and Heritage over the past two decades. Padraig Philbin Padraig Philbin, Head of Tourism at Mayo County Council is an engineer by profession and has been fortunate to have worked on major capital projects and engineering operations across Ireland over the past two decades. During the period of the planning and development of the Corrib Gas project Padraig was council engineer for the area. He has also lead out on two national demonstration projects the Great Western Greenway and Westport Smarter Travel. Padraig in his current role, is overseeing the implementation of a 50 million investment strategy which will transform the Mayo Tourism offering. Iain Douglas Iain Douglas is Senior Planner with Mayo County Council. He is a past president of the Irish Planning Institute. He holds a M.Sc. Town & Country Planning from Queen s University Belfast. Since qualifying as a Town Planner he has been employed in all aspects of town and country planning in various local authorities, Government Agencies and a Government Department. Tom Phillips Tom Phillips is a Chartered Town Planner and an Urban Designer. Tom has over 27 years extensive experience of all planning sectors gained throughout Ireland and overseas, and frequently operates as the hands on lead consultant for the planning phase of projects for key public and private sector clients. TPA work across all development sectors from alternative energy to tourism, sport and leisure. The Practice is best known for delivering major projects such as the redevelopment of Grangegorman, Aviva Stadium, IKEA, the Corrib Gas Terminal in Mayo, the D4 Jury s Hotel redevelopment in Ballsbridge and Cork University Hospital Campus. Tom also has a strong record in leading Oral Hearings to successful outcomes. He is a part-time lecturer in the School of Architecture, Environmental and Planning Policy in UCD since 1993, and is on the Board of Directors of the Buildings of Ireland Charitable Trust. He is the Chairman of Property Industry Ireland. Tom is also a Member of the Royal Town Planning Institute and a Fellow of the Irish Planning Institute. Martin Murray Martin has over 30 years experience as a Practicing Architect, Lecturer and Passive House Designer. Prior to setting up in independent practice in 1996 he worked within practices in Ireland, the UK and the USA; where as a Fulbright scholar he completed studies in Urban Design, winning the William Dunlop Darden Medal, at Rice University, Houston, Texas. His work has been exhibited at the Royal Academy London, and his practice is involved in a wide variety of projects from Commercial to Residential; Conservation through to Exhibition Design, Urban Design and Low Energy Strategies. Carol Tallon Carol Tallon is the author of the Irish Property Buyer s Handbook series from 2011 to 2015 and several business titles to date. With a post-graduate background in Law, Business and Strategic Innovation, most recently from University College Dublin, Carol has contributed to Irish and international media on current affairs, industry, property, innovation & technology (PropTech). She has been involved in the construction and property industries for more than a decade and has worked as a strategic consultant at operational and project levels - with Government departments, industry representative bodies, private developers, construction companies, auctioneering firms and media outlets. Eamonn Kelly Eamonn Kelly, MIPI, MRTPI, is a Senior Planning Adviser in the Department of Housing, Planning, Community and Local Government. He qualified as a Town Planner in 1999 and a Solicitor in Having worked as a planner in both the public and private sectors, latterly, Eamonn spent over a decade as planning consultant. Eamonn was a Director of Planning in RPS prior to joining the Department. Eamonn has lectured and tutored in planning law and procedure in the Law Society of Ireland and he has recently joined the UCD-RTPI Partnership Board. Eamonn is also a past author of Part 10 of the legal textbook Irish Planning Law and Practice by O Sullivan & Shepherd. Since joining the Department in 2015, Eamonn has been involved in drafting a number of pieces of primary and secondary planning legislation, as well as planning guidance documents and input into the National Planning Framework Roadmap. As Senior Planning Adviser Eamonn provides technical, legislative and regulatory advice on planning matters to the Department and to other relevant organisations. Eamonn also provides technical advice on a number of judicial review, EU Pilot and Aarhus Convention cases. Eamonn represents the Department on various Interdepartmental Working Groups and at national and international fora - Eamonn is Ireland s representative on the EU Commission s Group of EIA/SEA National Experts. Paul Hogan After graduating from the MRUP course at UCD in 1992, Paul Hogan initially worked in the UK before returning to Ireland in 1996, where he held posts in the public and private sectors before joining South Dublin County Council in After 16 years at South Dublin, including more than 10 years as Senior Planner there, Paul joined the Department of the Environment, Community and Local Government as a Senior Adviser in He has a range of experience, from development management to forward planning and project based work. Whilst at South Dublin, Paul was responsible for the Adamstown SDZ, the County Development Plan and many other plans, projects and programmes, including those related to energy, schools and transport. He was part of the multi-disciplinary team that prepared the Design Manual for Urban Roads and Streets (DMURS) and since joining the Department, has drafted recent Ministerial Guidance and is responsible for the preparation of the National Planning Framework. 9 10
7 Angus Kerr Angus Kerr, BA, MSc, DipMS, MRTPI, was appointed as Director of Planning Policy Division in January 2012 where he is responsible for developing planning legislation and policy in line with Ministerial direction. Angus is a chartered Town Planner with over 24 years experience working in a wide range of planning posts within both the Department of the Environment and the Department for Regional Development. Angus was most recently Project Director over the planning reform and transfer project which was responsible for reforming the planning system and transferring the majority of planning functions to the new 11 Councils on 1 April Catherine McEvoy Catherine McEvoy, BA (Hons) MSc PGDip MRTPI, is a Principal Planning Officer within the Department for Infrastructure (Northern Ireland) where her responsibilities include the Regional Development Strategy, the Rathlin Island Policy & Action Plan and North: South spatial planning. Catherine also chairs the British: Irish Council s work sector on Collaborative Spatial Planning and is a chartered town planner with over 15 years experience working in a range of central government planning posts. Terry Prone Terry is a leading advisor on reputation management and crisis handling to corporations, Governments and individuals. As Managing Director of Carr Communications, she expanded its reach to provide training and consultancy in seventeen overseas companies. In 2009, she succeeded Tom Savage as Chairman of The Communications Clinic. Terry has published 29 books including eight critically-acclaimed novels, an awardwinning collection of short stories and more than a dozen practical guidebooks, including This Business of Writing for the Institute of Chartered Accountants. She has contributed to The Irish Times, The London Times, the Irish Independent, The Sunday Telegraph, The Guardian, The Daily Mail and The Readers Digest. She has a weekly column with The Irish Examiner. Paddy Mathews Paddy Mathews is the Head of Investment & Innovation with Fáilte Ireland. He is a planner and conservation specialist with over 20 years experience in the heritage and tourism sectors. He held the post of Planning Officer with the Heritage Council for eight years. Immediately prior to joining Fáilte Ireland in 2006, Paddy was a partner in a consultancy firm specialising in heritage conservation. He was also appointed to An Bord Pleanála s panel of conservation advisors. He established Fáilte Ireland s Environment Unit in 2006 and as Experience Development Manager worked extensively on the development of the Wild Atlantic Way. Wendy Langham Wendy Langham is the Programme Manager for the 40m Connswater Community Greenway project which she has been leading on behalf of the EastSide Partnership since September She has been working with the EastSide Partnership (ESP) since it was formed in 1996 and prior to the Greenway project was involved in the delivery of the Partnership s Physical and Economic regeneration strategy, including the establishment of the Partnership s property development company Landmark East. Her particular interest is in all aspects of project management and environmental improvement projects. Wendy is a PRINCE2 Practitioner, has an honours degree in Economics and is an Associate of the Chartered Institute of Bankers (ACIB). Peter Hynes Peter Hynes was educated at Colaiste Einde in Galway and studied Architecture at University College, Dublin, and the University of Virginia. After graduating in 1981 he worked in private practice before joining the Architects Department of Mayo County Council in As head of the Department from 1989 he worked on a range of public buildings, urban designs, and arts and community based projects throughout Mayo. In 2001 he became Director of Services and Westport Town Manager where he was responsible for Housing and for the management of Council Services in the Mayo West region which included Belmullet and Westport Electoral Areas and for the Town Council of Westport. He was appointed Mayo County Manager in May 2010 a role which became Chief Executive in He has worked consistently to support Enterprise and Investment in a drive to make a county which he describes as Sustainable, Inclusive, Prosperous and Proud. He has invested considerable energy in connecting with the extended Mayo global Diaspora. David Minton David commenced as Director with the Northern and Western Regional Assembly in September His vision for the region is simply to connect the existing latent strengths in our economic catchments, sectors, clusters and communities. David has over 15 years experience working in various sectors from microfinance in South Sudan with Concern Worldwide to economic development in Longford, Offaly and Mayo. Some of his achievements include: Publishing the first Rural Digital Strategy in Ireland and founding member of Digital Mayo; Piloted the first internal Incubation Hub within Offaly County Council hosting 4 companies and is now home to 29 companies under a brand new 500,000 Junction innovation centre in Tullamore, Offaly; Project team member for the delivery of AquaComms fibre optic cable from Shirley New York to Killala, Co Mayo; Economic Development officer and project manager for 35m Tullamore Dew Distillery project in Tullamore, Offaly; Last year launched the Ireland West Trade Centre in Rhode Island, US for small to medium size enterprises exporting product and services. Sheila Reilly Sheila Reilly is the Head of Digital with Iconic News, a media group consisting of 13 newspapers including the Limerick Leader, Kilkenny People, Longford Leader and Donegal Democrat. Her role involves the development and implementation of the group s digital strategy as well as championing the role of digital in the group both in terms of online sales growth and audience development
8 She was editor of the Longford Leader for ten years until September 2016 and before that, she was a reporter with the paper for a number of years. She has a special interest in politics and current affairs. She is a regular contributor to both national and local radio and appears frequently on TV3 s Ireland AM Newspaper Review. Jonathan Bell Jonathan is Head of Development Planning in Plymouth City Council s Strategic Planning & Infrastructure department, heading up the council s development planning function. He has been at Plymouth since 1990, working in a variety of roles including urban regeneration, Local Agenda 21 and local planning. The highlight of his time at Plymouth has undoubtedly been the award of the RTPI Silver Jubilee Cup in 2006 for his team s work on the Plymouth Core Strategy, and since then his team has picked up a number of national planning awards for pioneering spatial planning work, most recently for the Plymouth Plan. Prior to his time in Plymouth, Jonathan has worked in national government (in New Zealand), a county council (Mid Glamorgan) and the London Borough of Hillingdon. His roles have ranged from helping administer an overseas regional planning system through to development control. He received his planning qualifications at Cardiff s University of Wales Institute of Science and Technology in the mid 1980s. Eddie Taaffe Eddie Taaffe has been the Director of Land Use, Planning and Transportation with South Dublin County Council since During this time he has been involved in a review of Adamstown Strategic Development Zone Scheme and formulation of new Planning Scheme for Clonburris Strategic Development Zone, which together set out a detailed planning scheme for delivery of up to 12,000 Residential Units in West Dublin. Eddie also oversaw the review of the South Dublin County Development Plan during this time. From 1997 to 2014, Eddie held various roles in Wexford County Council including Wexford Borough Engineer, A/Senior Engineer in Roads Section and Acting Director of Water, Environment and Emergency Services. He is also a Fellow of Engineers Ireland. Donall Mac An Bheatha Donall has worked as the Senior Planner in County Longford for 19 years. Before that he worked in Clare, Fingal, South Dublin, Dublin City, London and Dublin County Council s giving a total of 31 years experience in Planning and Local Government. The last few years have marked a change in Local Government moving more into Economic and Community Development. Donall has been at the forefront of this in Longford becoming actively involved with local communities and local development. The policies and strategies of Longford and the County Development plan are geared towards local community and sustainable development. This is strongly reflected in the most recent Longford County Development Plan Hubert Fitzpatrick Hubert Fitzpatrick is a Director of the Construction Industry Federation with a brief including Development, Housing and Planning Services, Taxation Investment and Public Spending, Financing / Banking, and Regulation including Registration of Builders. He is also Director of the Irish Home Builders Association which represents the interest of house builders countrywide. Prior to joining the CIF, Hubert worked in Project Procurement & Management and Dispute Resolution with a major law firm and has held senior management positions in a number of local authorities throughout the country. Tanya Whyte An Environmental Planning post-graduate of Queens University Belfast Tanya has worked with Mayo County Council since Previously a member of Mayo County Council s Development Management Section and Forward Planning Section for over thirteen years, Tanya was involved in all areas of planning including strategic planning, policy formulation and implementation. Tanya s studies also included a dissertation on developing the Achill-Westport Railway line, now the Great Western Greenway. In 2012 Tanya completed a Management Development course with the IPA and in 2013 decided to embrace a career change by moving into the Enterprise & Investment Unit at Mayo County Council. Here Tanya was responsible for assisting the Marine Sector and Renewable Energy Sector in investing or expanding in Mayo, along with managing research into the Emerging Sectors in the county. In 2014 Tanya was appointed as a Business Advisor at Local Enterprise Office Mayo and in 2015 was appointed as A/Senior Enterprise Development Officer assisting the A/Head of Local Enterprise with delivering a number of national and local initiatives and services to assist start up and expanding businesses while managing a great team within Local Enterprise Office Mayo. As National Council member of the IPI, Tanya is Branch Convenor, responsible for Branch activity in the IPI. In addition she is responsible for the organisation and delivery of the 2017 conference with the conference committee members Deirdre Fallon, Sean O Leary, Kirsty McDonnell, Colm Mc Loughlin and Alan Cunniffe.
