2 President s Invitation Who should attend? The planning profession and the planning system continue to evolve through new legislation, a new Minister for Housing, Planning and Local Government, the National Planning Framework, new ideas and collaboration. The Autumn Planning Conference 2017 will provide a forum for debate and learning in a time of change and development within Irish planning. Our Autumn Conference brings together a number of senior planning, environmental, economic and property professionals to debate issues and challenges at a time when planning reform remains high on the agenda in Ireland and elsewhere. This one day conference will be of interest to not just planners but to all of those working in and with the planning system. It provides an opportunity to share ideas, network and keep abreast of the changes guiding and influencing planning. New this year, the IPI s Annual Dinner will also take place on the evening of the Autumn Planning Conference in the Gibson Hotel. I am delighted to invite conference attendees to join us on the evening of the Autumn Planning Conference for one of our most prominent events on the IPI calendar. I look forward to meeting you in the Gibson Hotel on October 6th. 4 Speakers Deirdre Fallon Deirdre Fallon President of the Irish Planning Institute 2016/17. She is a planner with over 10 years experience. She holds a BA, a Masters in Regional and Urban Planning and a Masters of Science in Geography, Planning and Environmental Policy from University College Dublin. Deirdre has worked with Louth County Council, Meath County Council and in planning consultancy prior to joining South Dublin County Council in Paul Hogan After graduating from the MRUP course at UCD in 1992, Paul Hogan initially worked in the UK before returning to Ireland in 1996, where he held posts in the public and private sectors before joining South Dublin County Council in After 16 years at South Dublin, including more than 10 years as Senior Planner there, Paul joined the Department of the Environment, Community and Local Government as a Senior Adviser in He has a range of experience, from development management to forward planning and project based work. Whilst at South Dublin, Paul was responsible for the Adamstown SDZ, the County Development Plan and many other plans, projects and programmes, including those related to energy, schools and transport. He was part of the multi-disciplinary team that prepared the Design Manual for Urban Roads and Streets (DMURS) and since joining the Department, has drafted recent Ministerial Guidance and is responsible for the preparation of the National Planning Framework. Niamh Moore-Cherry Niamh Moore-Cherry is an Associate Professor in the School of Geography, University College Dublin. She is an urban geographer and her research is focused on understanding how cities are governed; how urban policy is developed; and with what impacts. She is the author of Dublin Docklands Reinvented (Four Courts Press, 2008), has co-edited three books and has papers published in national and international journals. Her current work focuses on the spaces and practices of governance, particularly in the Dublin city-region, and the implications for spatial planning and quality of life in city-regions. She is also working on issues of urban governability and ungovernability in Europe and in China. Niamh is a member of: the Social Sciences Committee, Royal Irish Academy; the IGU Urban Commission Steering Group; and is President of the Geographical Society of Ireland, Jim Conway Jim Conway is the Director of the Eastern and Midland Regional Assembly. He has over 36 years of public service with extensive experience in local government. Jim previously was secretary of Ballymun Regeneration Limited and was involved in community in Ballyfermot when Programme Manager of the Urban Programme II. He was also previously the Director of the Dublin Regional Authority. As Director of the Eastern and Midland Regional Assembly Jim is responsible for co-ordinating, promoting and supporting the strategic planning and sustainable development of the region, preparing and overseeing the implementation of new Regional Spatial and Economic Strategies and for promoting the effectiveness of local government and public services in the region. He is also secretary to the National Delegation to the Committee of the Regions and oversees a strategic and co-ordinated approach to the management of EU programmes of assistance in the Eastern and Midland region. Dermot O Kane Dermot O Kane is a chartered town planner and joined Belfast City Council from the former Department of the Environment in April 2015, following the transfer of planning powers to local government. Dermot is responsible for bringing forward the city s new Local Development Plan. He has a wide range of experience in development management and more recently policy development. Dermot has a comprehensive understanding of all stages of the planning process and in-depth knowledge of the realities of policy development for Northern Ireland s largest council and the region s economic driver. He brings a focused and passionate leadership style with strong emphasis on team working and communication. Dermot has lectured at Queens University Belfast and Belfast Metropolitan College, and has recently lead an extensive consultation exercise with key stakeholders on the Preferred Options Paper for the new LDP. Brendan O Sullivan Brendan O Sullivan, a chartered planner with a civil engineering and urban design background, was educated at UCC and the University of Edinburgh. A native of Cork city, he has more than twenty years experience of urban and rural planning both in Ireland and abroad. Brendan is the Programme Director in the Centre for Planning Education and Research in University College Cork. His teaching and research interests include topics such as planning theory, dialogues in sustainability, evolution of settlement planning, mediation and consensus building in planning, landscape and planning, forward planning practice, the use of spatial planning data, planning in rural areas and planning in developing countries. 6 7
5 Chris McGarry David O Connor David Conway Eddie Taaffe Chris is a Chartered Town Planner with 26 years professional planning experience in Ireland. He is a member of the Irish Planning Institute and sits on the Institute s Economic Planning Special Interest Forum. Chris is also a member and former Chairperson of the Royal Town Planning Institute in Ireland. He is a former Board Member and Vice-Chair of Cluid Housing Association. Chris is an occasional lecturer on Planning Law and Procedure, at the UCD School of Architecture, Planning & Environmental Policy (Professional Diploma Course Architecture) and an External Examiner for the MSc Spatial Planning and the BSc (Hons) Environmental Management courses, at the Dublin Institute of Technology. He is a former contributor to the publication Irish Planning Law and Practice. Chris is currently Head of Planning, at the National Asset Management Agency. David O Connor, qualified as an architect in 1976, worked in private practice for 9 years before joining the local authority service in Dublin Corporation in He was appointed County Architect in the newly-established Fingal County Council in He subsequently gained the post of Director for Planning and Development and served in that capacity for 3 years before being appointed County Manager for that Council from 2006 to As an active member of the RIAI for over 20 years he held the posts of Vice-president and Honorary Treasurer. David was appointed Director of the Housing Delivery Office a special section to accelerate the process by which Housing across all categories is delivered. This Office was established under the government s Action Plan for Housing and Homelessness Rebuilding Ireland launched in July last year David Conway is Chief Executive Officer of Limerick Twenty Thirty DAC and charged with delivering the single largest programme of investment in real estate outside of Dublin. The Limerick native is former CEO of the National Sports Campus Development Authority. A former teacher, MBA graduate and Project Manager, David was previously involved with the developments and operations of Sports Facilities at the National Sports Campus including the National Aquatic Centre and National Indoor Arena, University of Limerick as their Sports Administrator; as Head of Sports at Dublin City University. Eddie Taaffe has been the Director of Land Use, Planning and Transportation with South Dublin County Council since During this time he has been involved in a review of Adamstown Strategic Development Zone Scheme and formulation of new Planning Scheme for Clonburris Strategic Development Zone, which together set out a detailed planning scheme for delivery of up to 12,000 Residential Units in West Dublin. Eddie also oversaw the review of the South Dublin County Development Plan during this time. From 1997 to 2014, Eddie held various roles in Wexford County Council including Wexford Borough Engineer, A/Senior Engineer in Roads Section and Acting Director of Water, Environment and Emergency Services. He is also a Fellow of Engineers Ireland. 8 9
