2 HISTORIC PRESERVATION COMMISSION Minutes September 27, 2018 MEMBERS PRESENT: MEMBERS EXCUSED: STAFF PRESENT: Alderperson Jan Michalski, William Siel, Peter Johnson, Merike Phillips and Nicole Thomsen Chris Allen and Sue O Day Matthew Werderitch, Mike Maki The meeting was called to order at 5:00 pm by Alderperson Michalski, roll call was taken. Citizens Comments No Citizens comments A motion was made by Mr. Siel and seconded by Ms. Phillips to approve the minutes of the June 28, 2018 meeting. The motion passed. (Ayes 5, Noes 0) 1. Certificate of Appropriateness for the exterior rehabilitation at rd Avenue. (Anderson House) (District 2) PUBLIC HEARING Public hearing opened. Steve Mar-Pohl, InSite Consulting Architects, W9172 Ripley Road, Cambridge, gave an overview of the project. Frank Martinelli, Kenosha County, 99 56th Street, noted they are adding air conditioning to help preserve the exhibits. Public hearing closed. Matt Werderitch, Planner, noted that there are other interior renovations that the Commission does not review. The exterior renovations to review are noted in the report. Ms. Phillips said she is impressed with the renovations that the County is undertaking, it will be a big improvement to the building. Alderperson Michalski asked where the funding for the restoration is coming from. Mr. Martinelli said from the County CIP and some funding from the City. Ms. Phillips said she is happy about gaining the handicap accessibility. Mr. Mar-Pohl said they are not changing the fabric of the building, they are just adding on ramps. Mr. Siel said it is a very thorough and impressive renovation. Alderperson Michalski asked if the renovations will disrupt the availability of the Center. Mr. Mar-Pohl said they will be completely shut down during the renovations. For the safety of everyone, the Jazz Concerts will be moved across the street. Historic Preservation September 27, 2018

3 A motion was made by Mr. Johnson and seconded by Mr. Siel to approve the Certificate of Appropriateness. The motion passed. 4 HISTORIC PRESERVATION COMMISSION Staff Report- Item 1 Wednesday, February 6, 2019 at 5:00 pm Southport Beach House rd Avenue Kenosha, WI Certificate of Appropriateness for Exterior Renovations at rd Avenue. (Southport Beach House) (District 12) PUBLIC HEARING NOTIFICATIONS AND APPROVAL REQUIREMENTS: Alderperson Pedersen, District 12, has been notified. LOCATION AND ANALYSIS: Site: rd Avenue Historic District: N/A 1. Section of the Zoning Ordinance requires Certificate of Appropriateness for exterior alteration, rehabilitation, reconstruction or restoration of a Historic Structure which is not classified in the Ordinance as exempt work. The Southport Beach House is listed on the National and State Register of Historic Places, as well as being a locally designated historic structure. 2. The Historic Preservation Commission has authority over review of all exterior renovations and structural repairs. A proposal has been submitted to address foregone maintenance and stabilize the masonry walls to prevent further degradation. 3. Graef completed a structural assessment in June, 2017, which was used to phase rehabilitation work as noted in the attached plans. 4. The renovations to the Southport Beach House will be phased over the next three years. Each phase entails the following repairs: a) 2019: Arch repair, East wall repair, North and South wing walls, gable, parapet repair, West building repairs, connector walls and overhang repairs. b) 2020: North and South courtyard freestanding cold wall repairs c) 2021: South chimney repairs, North & South courtyard interior wall repairs, and North chimney repairs 5. Structural renovations and repairs include the following: a) All brick from roof-line to grade will be inspected. Any damaged brick or brick that is not cream city will be removed and replaced with matching cream city brick. Paint will be removed from bricks as the facade is cleaned. The entire facade to be repointed. b) Repair cracks in round ornamental concrete units. c) The North gable wall will be rebuilt to match the South gable. d) Demo wood shutters, plywood infill panels, and associated hardware. Temporarily replace openings with painted exterior plywood until new windows and openings can be reviewed and installed. e) Unused electrical boxes and accessible conduits to be removed and replaced with full brick units. f) The roof is not scheduled for replacement at this time. The only exception is the slate roof immediately adjacent to the masonry gables, which will be reworked as part of the current scope. g) All exterior materials called to be replaced will match the existing in material, color, texture, and dimensions. 6. Windows and doors are not within the scope of the project. Any restoration, rehabilitation, or replacement of windows or doors will require a separate review from the Commission.
