2 Anders AEROE: Directr, Divisin f Market Develpment, Internatinal Trade Centre (ITC), Geneva Anders Aere has been Directr f the Divisin f Market Develpment f the Internatinal Trade Centre (ITC), Geneva, Switzerland since March Mr. Aere, a Danish natinal, jined ITC in 2007 and has since then held several psitins within ITC, including as Acting Deputy Executive Directr and as Chief f the Market Analysis and Research Sectin. He specialises in aid allcatin, dmestic revenue mbilizatin, and develpment finance mre generally. He is als interested in public sectr refrm, mnetary plicy in develping cuntries, and structural change. Befre jining ODI, Paddy was a British Academy Pst-Dctral Fellw at the University f Bristl, where he als did his PhD. Bth his dctral thesis and research under the BA fellwship was fcused n ptimal dynamic aid allcatin, and has prduced a number f papers published in leading ecnmic jurnals. Befre entering academia, Paddy spent a decade wrking as an equities analyst at a Lndn-based stckbrker and a jurnalist fr Investrs Chrnicle, Financial Times Business. Luca DE FRAIA: Deputy Secretary General, ActinAid Italy, Rme Luca De Fraia is the Deputy Secretary General f ActinAid Italia, which he jined in De Fraia is respnsible fr institutinal relatinships and plicy psitining; ActinAid Italy wrks n ODA and develpment cperatin plicies, fd and wmen s rights. He started the plicy and research natinal prgramme that nw ffers sme well established publicatins, including the annual reprt n Italy s effrts t fight pverty. Since 2012, AA has been develping a dmestic prgramme with the ambitin f supprting lcal cmmunities in asserting their rights in the areas f educatin and equal access t services in an accuntability perspective. ActinAid believes in cuntries that are fully accuntable, dmestically and glbally. De Fraia has been a member f the CONCORD AidWatch wrking grup frm its inceptin in 2006; since then, AidWatch has been publishing the annual EU accuntability reprt that mnitrs ODA quantity and quality acrss the regin. In 2008, he jined the Advisry Grup t the UN Develpment Cperatin Frum n behalf f the ActinAid federatin as alternate member and CSO cntact persn. In 2010, De Fraia jined the crdinatin grup f the CSO BetterAid platfrm in preparatin fr the Busan cnference; he is nw member f the Crdinatin Cmmittee f the CPDE, the CSO Partnership fr Develpment Effectiveness, which is inter alias representing civil sciety rganizatins n the Steering Cmmittee f the GPEDC. Befre jining ActinAid, De Fraia was the natinal crdinatr f the Italian Debt Campaign Sdebitarsi frm 1989 t 2002, which was successful in terms f ppular and media supprt as well as f tangible utcmes. The campaign grabbed the headlines between 1999 and 2000; the campaign culminated with the Parliament s apprval f Bill 209 in July 2000, which makes prvisins fr debt cancellatin. As natinal crdinatr, he liaised with internatinal netwrks such as the Jubilee 2000 mvement and the Drp the Debt campaign; he was respnsible fr utreaching t key natinal gvernment ffices, MPs and pinin leaders as well. Luca De Fraia has participated in lbby and campaigning wrk targeted at the G8 Summits since 3

Laura FRIGENTI: Directr, Italian Agency fr Develpment Cperatin, Rme Laura Frigenti was appinted Directr f the newly established Italian Agency fr Develpment Cperatin in January Befre then she spent ver 20 years in the USA where she held varius psitins at the Wrld Bank and in ther public rganizatins. She jined the Wrld Bank in 1994 and she held several technical and senir manager psitins, including Cuntry Directr fr Central America and the Andean Cuntries, Directr f Strategy and Operatins fr bth Latin America and Caribbean and Africa, Chief f Staff t the President and Directr f the President s Office. During her career, Laura Frigenti designed sme f the Bank s mst innvative prgrams, and was deeply invlved in rganizatinal refrms. After leaving the Wrld Bank in 2014, Laura Frigenti was Vice President fr the Glbal Develpment Practice at InterActin the largest umbrella rganizatin f US NGOs where she dealt extensively with issues related t public/private partnership, transparency and accuntability, and private funding fr develpment. She brings in-depth knwledge and expertise f Africa, Central Asia, Eurpe and Latin America regin, with direct experience in leading the dialgue with plitical and business leaders in ver 30 cuntries. Befre jining the Wrld Bank, she wrked at the Italian Ministry f Freign Affairs, Directrate General fr Develpment Cperatin; the Institut per la Cperazine Ecnmica (ICEPS) where she led the think tank s effrt arund internatinal develpment; the UN Ecnmic Cmmissin fr Latin America & Caribbean in Chile and the Institut di Studi Ital Africani. Laura hlds a master in Histry and Internatinal Affairs frm the University f Rme, la Sapienza. Gaspar FRONTINI: Head f Unit "Plicy and Cherence", DG DEVCO, Eurpean Cmmissin, Brussels Gaspar Frntini, a Spanish natinal, is Chief Ecnmist in the Directrate General fr Trade f the Eurpean Cmmissin, a respnsibility he has held since Frmer student f the Paris-based institutin Sciences P, he hlds a PhD in ecnmics frm the French Fndatin Natinale de Sciences Plitiques and has a strng experience in trade and develpment issues. Since 1986 he has ccupied several high level psitins in the Eurpean Cmmissin, wrking fr the Directrate General fr Develpment, where he was amng thers Assistant t the Directr General in 1997 and Head f the Reginal Crdinatin Unit in He als hlds degrees in Trade Plicy frm Harvard University and in Internatinal Trade Law frm the Cllege f Eurpe. Mr. Frntini is clsely invlved with plicy develpment at the Cmmissin, nt least in the cntext f the nging glbal ecnmic and financial crisis. He is als leading an internal prject that aims t map ut plicy ptins fr the EU's trade plicy during the term f the next Cmmissin ( ), which is due t take ffice befre the end f the year. 4

5 Mari GIRO: Deputy Minister, Italian Ministry f Freign Affairs and Internatinal Cperatin, Rme Brn in Rme (29th july 1958), Mari Gir has lived in Brussels until he was 15 years ld. He studied in Uccle. In 1984 he graduated in Literature at the Sapienza University (Rme). Member f the Cmmunity f Sant Egidi frm 1975, he participated in varius activities in the field f primary educatin fr pr children in the utskirts f the city f Rme. Since the early 80 s he started his cmmitment t inter-religius dialgue, in particular with regard t the Muslim wrld, and he tk an active part in the rganizatin f the Annual Prayer Meeting fr Peace (since the first Prayer Day held in Assisi in 1986). Since the early 90 s, he wrked in Africa fr the Cmmunity f Sant Egidi especially in Ivry Cast and Camern in the field f Internatinal Relatins and Mediatin fr Peace. Frm 1998 until 2013 he was in charge f the Internatinal Relatins fr the Cmmunity f Sant Egidi, being invlved in several mediatin prcesses, namely in Algeria (1994-5), Ksv (1998-9), between RDC and Burundi (2000), Ivry Cast ( ), Liberia (2004-5), Tg (2003), Darfur (frm 2004), Nrthern Uganda (2006-8), Guinea ( ), Niger (2011), Libya (2011), Syria (2012) and Casamance Senegal (2012). In 2010 he was awarded with the Prize fr Preemptive Peace by the Chirac Fundatin. In 2012 he was Cunsellr t the Minister f Internatinal Cperatin and rganized the Internatinal Frum fr Internatinal Cperatin in Milan. In May 2013 he was appinted as Under Secretary f State, with cmpetence fr Latin America, African Cuntries members f the SADC and Cultural prmtin. He was cnfirmed in the same pst in March 2014 by the new Gvernment. In January 2016 was appinted as Vice Ministry f Freign Affairs and Internatinal Cperatin. Ettre GRECO: Directr, Istitut Affari Internazinali (IAI), Rme Ettre Grec is Directr f the IAI and als heads the transatlantic prgram f the institute. He wrked as visiting fellw at the Brkings Institutin frm January 2006 t July He taught at the universities f Parma and Blgna. Frm 2000 t 2006 he wrked as crrespndent fr the Ecnmist Intelligence Unit. Frm 1993 t 2000 he directed the IAI's prgram n Central and Eastern Eurpe. He was als Deputy Directr f the IAI frm 1997 t Frm 2000 t 2006 he was Editr f The Internatinal Spectatr. He is the authr f a number f publicatins n the EU's institutins and freign plicy, transatlantic relatins and the Balkans. He has been a free-lance jurnalist since Matthias HELBLE: Research Ecnmist, Asian Develpment Bank Institute (ADBI), Tky Matthias Helble is a research ecnmist at ADBI. His research interests include internatinal trade, health, envirnment, and urban ecnmics. His wrk has been published in flagship reprts f internatinal rganizatins such as the Wrld Trade Organizatin's Wrld Trade Reprt, as well as in numerus bks and scientific jurnals, including the Review f Wrld Ecnmics, Kykls, Jurnal f Wrld Trade, Wrld Ecnmy, Health & Place, and the Bulletin f the Wrld Health Organizatin. Matthias began his prfessinal career in the trade team f the Develpment Research Grup f the Wrld Bank in Washingtn, DC, befre jining the Wrld Health Organizatin in Geneva, Switzerland, where he was respnsible fr research n the intersectin f trade and health. He then wrked as an ecnmist fr the Wrld Trade Organizatin in the areas f envirnment, climate change, and technical standards. Prir t cming t Tky, he managed the statistics prgram, including a prject n big data, f the United Natins' Universal Pstal Unin in Bern. He hlds degrees in ecnmics frm the University f Tübingen (BA, MSc) in Germany, the University f Wiscnsin-Madisn (MA) in the United States, and the Graduate Institute f Internatinal and De- 5

Matthias is fluent in German, English, French, and Spanish, and has gd knwledge f Prtuguese. Damien HELLY: Deputy Head, Strengthening Eurpean External Actin Prgramme, Eurpean Centre fr Develpment Plicy Management (ECDPM), Maastricht Damien Helly jined ECDPM in March 2013 and is the Deputy Head f the Strengthening Eurpean External Actin Prgramme, where he deals with the strategic, plitical and institutinal dimensins f EU develpment plicies with Africa and ACP cuntries, cntributing t the multidisciplinary nature f ECDPM s team wrk. Damien mnitrs and engages in debates n, fr instance, the plitics f EU s aid and trade, plicy cherence fr develpment (PCD), EU s reginal strategies in Africa, and EU-Africa relatins mre generally. He is als visiting prfessr at the Internatinal Relatins and Diplmacy Department f the Cllege f Eurpe in Bruges where he teaches a Masters level curse n the EU s Cmmn Security and Defence Plicy (CSDP). He hlds a PhD in plitical science frm the Institut d Etudes Plitiques de Paris (Sciences p) and has published extensively n the EU s external actin. Jse LUENGO-CABRERA: Assciate Analyst, Eurpean Unin Institute fr Security Studies (EUISS), Paris Jse is an Assciate Analyst at the EU Institute fr Security Studies, where he specialises n ecnmic and security-related develpments in Africa and Latin America. He has previusly wrked fr the Eurpean External Actin Service, Internatinal Crisis Grup, Rubini Glbal Ecnmics and the United Natins Department f Peacekeeping Operatins. James MACKIE: Senir Adviser EU, Develpment Plicy, Eurpean Centre fr Develpment Plicy Management (ECDPM), Brussels Dr. James Mackie is a specialist n EU develpment plicy with a career f sme 30 years in internatinal develpment cperatin. In January 2012, under ECDPM s new 5-year Strategy, he was appinted as a Senir Adviser n EU Develpment Plicy in the Centre. He is als a member f ECDPM s Management Team. Fr nine years, since he jined ECDPM in 2002, he served as ne f the Centre s Heads f Prgramme. His mst recent prgramme respnsibility was as head f the frmer DPIR (Develpment Plicy and Internatinal Relatins) Prgramme. Dr Mackie is als a Visiting Prfessr at the Internatinal Relatins and Diplmacy Department f the Cllege f Eurpe in Bruges where he teaches a Masters level curse n the EU & Internatinal Develpment. Originally frm Edinburgh in Sctland, James Mackie has British natinality, but has spent much f his life abrad. He gained a PhD in Gegraphy at the Schl f Oriental & African Studies f the University f Lndn in 1982 fr a thesis n reginal develpment in India. He als hlds a BSc in Twn & Cuntry Planning frm Herit-Watt University in Edinburgh. Prir t jining ECDPM, James Mackie develped his knwledge f EU develpment cperatin while wrking fr ten years as Secretary-General f the NGDO-EU Liaisn Cmmittee in Brussels (nw CONCORD), the umbrella rganisatin f EU develpment NGOs representing their interests t the Eurpean Institutins. Frm 1982 t 1992 he wrked fr VSO, the British NGO specialising in lw-cst technical assistance, bth in Asia (Philippines, Maldives, Sri Lanka) as a cuntry representative and prgramme manager and then at the headquarters in Lndn, n prgramme funding. 6

7 Antni MISSIROLI: Directr, Eurpean Unin Institute fr Security Studies (EUISS), Paris Antni Missirli has been the Directr f the Eurpean Unin Institute fr Security Studies (EUISS) since Octber At the EUISS, he and his team f Analysts have prduced a number f publicatins examining glbal trends n issues ranging frm climate change t the future f the Arab wrld and the security f the Arctic. Mre recently, Dr Missirli has been clsely invlved in the drafting f the recent HR/VP Reprt n The Eurpean Unin in a changing glbal envirnment, and will assist in the crafting f the EU s Glbal Strategy, due t cme ut next June. Previusly, he was Adviser at the Bureau f Eurpean Plicy Advisers (BEPA) f the Eurpean Cmmissin, in charge f Eurpean dialgue/utreach (relatins with think tanks and research centres acrss the Unin and beynd) and publicatins ( ); Directr f Studies at the Eurpean Plicy Centre in Brussels ( ), and Research Fellw and Senir Research Fellw at the W/EU Institute fr Security Studies in Paris ( ). He was als Head f Eurpean Studies at CeSPI in Rme ( ) and a Visiting Fellw at St Antny s Cllege, Oxfrd ( ). He speaks Italian, English, French and German David NABARRO: Special Adviser f the UN Secretary-General n the 2030 Agenda fr Sustainable Develpment, New Yrk David Nabarr serves as Special Adviser f the Secretary-General n the 2030 Agenda fr Sustainable Develpment. He wrks with Gvernments and ther stakehlders t galvanize actin n implementatin f bth the 2030 and Climate Actin agendas. He als versees the Secretary-General s special initiatives, including Every Wman Every Child, Glbal Pulse and Zer Hunger Challenge, and the UN Office fr Partnerships. He has mre than 30 years experience f public health, nutritin and develpment at cuntry, reginal and glbal levels, and has held psitins in nn-gvernmental rganizatins, universities, natinal Gvernments and the United Natins (UN) system. Mr. Nabarr was brn in Lndn in 1949 and qualified as a physician in He started his career with fur years in the United Kingdm Natinal Health Service. He then cntributed t the health and nutritin f mthers and children, thrugh cmmunity develpment and humanitarian relief prgrammes, particularly in Iraq, Suth Asia and East Africa. He has held psitins in the Lndn and Liverpl Schls f Trpical Medicine, served as Chief Health and Ppulatin Adviser t the United Kingdm Overseas Develpment Administratin and has been a Directr fr Human Develpment in the UK Department fr Internatinal Develpment. Mr. Nabarr jined the UN system in 1999, leading the Rll Back Malaria initiative at the Wrld Health Organizatin (WHO). He was appinted as a WHO Executive Directr in 2001 and led WHO s Department fr Health Actin in Crises frm Between 2005 and 2014 he served as the UN System s Senir Crdinatr fr Avian and Pandemic Influenza. Since 2009 he has been the Special Representative f the UN Secretary-General fr Fd Security and Nutritin, a psitin he cntinues t hld. Frm 2011 t 2015 he served as Crdinatr f the Mvement t Scale Up Nutritin.
