3 .0 Executive Summary There is an urgent need for low barrier supportive housing for young women, especially in Vancouver s Downtown Eastside. Girls and young women who are homeless or in unsafe or precarious housing situations face enormous challenges and risks, including the risk of violence/abuse/death, gender exploitation, substance use practices, racism, poverty, pregnancy, poor physical health and barriers to accessing support and services. 0 Jackson is an 8 unit single room accommodation (SRA) owned by Atira Women s Resource Society (Atira) that will house 8 young women as well as a House Mom. It will also have program and meeting space, a communal kitchen and shared bathrooms. Services for the residents will be provided on site by Atira and its partner organizations, all of which currently provide services for young women in the Downtown Eastside including Watari, Sheway, Covenant House Vancouver, the Ministry of Children and Family Development, the Boys and Girls Clubs of Greater Vancouver, the Innercity Youth Mental Health Team, BC Women s Hospital and Health Centre, and Providence Health. 50 Alexander is located immediately east of 0 Jackson. There is an opportunity to create secondstage supportive housing, which will serve as transition housing for the young women leaving the crisis situation that brought them to 0 Jackson and live in small self contained suites with some supports, while they transition to independent living. 4 .0 About Atira Women s Resource Society Herstory Atira Women's Resource Society is a not for (social) profit organization committed to the work of ending violence against women through providing direct service and working to increase awareness of and education around the scope and impact on our communities of violence against women and children. Founded in 983, Atira currently operates residential and non residential programs and has four new residential programs under development amounting to an additional 6 units of housing. In 00 Atira launched Atira Property Management Inc. a wholly owned subsidiary and for profit property management company currently employing 50 staff. The sole purpose of APMI is to generate profits to support the activities of AWRS. Both Atiras seek to employ staff with lived experience and local/neighbourhood connections. At present, more than 400 staffs are employed between the two companies, many of whom are people representing marginalized or disadvantaged groups. In 008 Atira launched a second social enterprise called The Painter Sisters; all staffs are women who face/faced multiple barriers to employment. Programs and Services Atira offers a variety of housing and related support programs across the Lower Mainland. In our housing programs, staffs provide one to one support, counseling, resource referrals, accompaniments and advocacy. Women are also able to access programs such as Children Who Witness Abuse, Rediscover Parenting, 6 Step Groups, Legal Advocacy, Stopping the Violence counseling, Homelessness Outreach, Senior Women Outreach and Aboriginal Women's Outreach. 5 3.0 Community Need The Challenge Atira has been working in Vancouver's Downtown Eastside since 00 and working directly with other community organizations to assess needs of the population we serve. Atira staff, residents and its partner organizations have identified the need for safe and supportive housing for young girls leaving sex work and who are homeless or who are at serious risk of homelessness. These girls have also been affected by violence/abuse and may struggle with substance use and/or mental illness. The Research In a 007 Canadian survey of 76 homeless youth aged to 8 it was found that 57% of the girls had been sexually abused. Through a confluence of personal tragedies, and severely flawed government systems, such as foster care, many young women end up on Vancouver s Downtown Eastside. The neighborhood has a high rate of crime, including drug trafficking and sexual exploitation. Many DTES residents are homeless and the average income and living standards of the community members are the lowest in the country. In this context, young, traumatized women become trapped in poverty, addiction and the sex trade. More than 90% of single mothers under the age of 5 live in poverty and yet there isn't a single safe house or youth shelter for teenage moms in the Lower Mainland. 6 Alexander Street Second Stage Supportive Housing Goals and Objectives Goal: To provide a transition from crisis housing/shelter to independent living for the young women who will live first at 0 Jackson. Objectives: To provide safe, second stage transition housing for six young women who are making the transition from homelessness and risky behavior to independent living. To reduce substance use by young women accessing our services. To reduce the episodes of physical and sexual violence experienced by young women accessing our services. To reduce the incidence of pregnancy for young women. To reduce the number of babies being apprehended by the Ministry, by providing supportive housing units where young women can bring their children. 7 5.0 Project Information Project Concept To create supportive housing using shipping containers, which have been modified to provide 30 sq.ft self contained single dwelling units. If successful and cost efficient, the project concept has the potential to become a landmark housing solution for both non market and market housing sectors. This is the first attempt to use modified shipping containers in an incorporated municipality within Canada for the purpose of providing permanent housing. The project will be rudimentary in its design and concept in an effort to manage technical constraints and to simplify approvals such as zoning and building code. Project Partnerships Atira has secured two units of housing from B.C. Hydro, The Power Smart Home of the Future, its Olympic container housing demonstration project. The units were being used as a temporary structure for the purpose of showcasing future green housing options. Atira will take possession of the units for a nominal purchase price of $, with Atira being responsible for all other costs associated with removal of the units to its 50 Alexander site. Project Details To create six, self contained dwelling units in a stand alone, three storey, six plex configuration. The proposed modular units will be installed and located at 50 Alexander Street, Vancouver, which is immediately to the east of 0 Jackson Street. Atira owns both sites and will operate the six plex as second stage housing. To accommodate the modular units, a portion of an existing building on the site will need to be demolished. The following infrastructure and associated costs will also need to be considered; a) New Foundations b) Services (hydro, sewage, water, cable, phone) c) Landscaping d) Units will need to meet all applicable codes (building & Electrical) e) Units to be serviced with compact kitchens and 3 piece washrooms f) Durable internal finishes g) Exterior finishes to meet zoning and building code requirements h) Relocation costs for B.C. Hydro units (if recent response to RFP submitted by Atira is successful) A preliminary estimate for the above work is approximately $400,000 (not including the two units supplied by MC Quarters & development soft costs. Requests for funding have been made to B.C. Hydro, Canada Mortgage & Housing Corporation, B.C. Housing, The Real Estate Foundation of B.C. and the Central City Foundation. While conversations have been positive, nothing has been confirmed to date. Atira Women s Resource Society & Page 6 Atira Development Society

8 Project Schedule Step Four units are confirmed. A detailed budget has been developed. A Zoning and building code review is underway to establish and identify City of Vancouver requirements. 9 6.0 Other Partners Atira has a number of community partners for this initiative including the Vancouver Foundation, which has provided program funding for two years. Other partners include Sheway, BC Women's Hospital & Health Center, Watari. The Boys & Girls Club, the Innercity Youth Mental Health Team and Covenant House, all of whom have strongly expressed both the need for this project and their willingness to provide advice and support. Sheway will provide primary, pregnancy and parenting outreach services along with practical supports such as health care and counseling for high risk pregnant young women who have drug or alcohol issues and are involved in Vancouver s Downtown Eastside. We are in discussions with BC Women s Hospital & Health Center regarding the establishment of care partnerships and clinical supports at the site. Watari will be providing support to the residents through outreach, case management and community based addictions counseling. Covenant House will provide outreach services and access to their drop in programs. Atira Women s Resource Society & Page 8 Atira Development Society
