1 PANEL 1 AREA PROPOED FOR CHANGE 用地变更方案 This map showing the areas proposed for change should be considered with Board 8: Housing Priorities. The areas proposed for change provide clarity around the land uses and scale of development that will be considered over the long-term. Please note: Areas previously approved for change under Cambie Corridor Phase 2 (2011) and Marpole Community Plan (2014) are also shown on the map (bounded by dashed lines) but not subject of feedback. 2 PANEL 2 IMPLEMENTATION 规划实施 The areas proposed for change will be implemented through the use of zoning. Here s how it will happen. ZONING IN VANCOUVER Vancouver regulates the use and development of property through zoning. The city is divided up into many zoning districts that specify: The City s objective for the district Regulations (land use, heights, density, setbacks, floor areas, parking, etc) Depending on land use policy, an area may be rezoned to allow a different type of development. Rezoning is either initiated by the City following a change in policy for an area (a process referred to as prezoning ), or through a rezoning application submitted by a land owner or developer. Prezoning an area increases the options to a land owner for redevelopment. However, a site isn t redeveloped until the land owner decides to move forward. 用地变更的方案将通过土地分区 (zoning) 来实施, 土地分区对一个地区的土地用途, 高度, 密度, 退界, 建筑面积, 停车位等事项作出明确的规定 在规划获得批准的同时或之后, 市政府会制定城市屋住宅地区的土地分区 至于其他区域, 包括一些公寓和混合用途区域, 开发商将需要申请更改土地用途 (rezoning) 一些区域可能会被 预先更改分区 (prezoning), 但是在过渡阶段, 所有项目都需要开发商就指定地块申请更改土地用途 (rezoning) 才能够进行开发 When a developer applies to rezone a site, there are requirements for a project to meet a range of City goals such as: including family housing, creating green buildings such as Passive House, and achieving other low-emissions standards. Large sites would also be required to include affordable housing. For City-initiated rezonings, achievement of these goals will be explored through zoning, guidelines, and other policies. HOW WILL ZONING WORK IN THE? Once of the Cambie Corridor Plan is adopted by Council, implementation may begin. The land use directions in the Plan will be implemented through two rezoning processes: prezoning (City-initiated) and developer-initiated rezonings. Prezoning (City-initiated) Developer-initiated Rezoning What will happen? After the Plan is approved, the City will establish zones that allow for the types of development outlined in the Plan. The City will then rezone the areas identified for change. Once the City has prezoned land, an owner or developer may submit a development application to construct a building that is allowed within the bylaws and Plan. What will happen? Once the Plan is adopted, land owners or developers may submit applications to rezone and develop land according to the Plan and citywide policy. What does it apply to? ome apartment and mixed-use areas will require developer-initiated rezoning. Other areas are being considered for prezoning, but all will require a sitespecific rezoning in the interim. What does it apply to? The Plan proposes to prezone areas identified for the following: Townhouses Other areas are also being considered for prezoning (further information coming in later stages of planning). How does it work? Council approves the Plan How does it work? Council approves the Plan Council holds a public hearing to consider the amendments to bylaws and schedules that would permit the new building types in identified areas. Land owners/developers may submit a Development Application to construct townhouses or other ground-oriented, family-friendly housing in the permitted areas. All applications would still be subject to City requirements, technical review, and public feedback.? Land owners/developers may submit an application for rezoning advice to receive feedback from staff on a potential project Depending on staff s advice, a rezoning application may be submitted. The application will undergo reviews and public hearing before Council considers it for approval Once approved by Council, a Development Application may be submitted to construct a building under the new zoning. All applications would still be subject to City requirements, technical review, and public feedback. TEP 3: June

3 PANEL 3 HOUING PRIORITIE 住房规划重点 The Cambie Corridor Planning Program will deliver a range of housing choices for a diverse population. This includes more family-friendly housing options and improved housing affordability. Here s a snapshot of where these priority housing options will be delivered. FAMILY-FRIENDLY HOUING The Challenge ingle-family homeownership in the city is out of reach for younger generations and There are limited alternative family housing choices like townhouses in Vancouver neighbourhoods The Proposal: Introduce more townhouses Townhouses provide many of the desired features found in a single-family house. The Plan provides the opportunity to introduce abundant, family-friendly townhousing within walking distance of transit and amenities. Options to ensure new townhouses are more affordable are also being explored (e.g. through more stacked townhouses and smaller units). New townhouse area Existing townhouse area 新的城市屋区域 现有城市屋区域 HOUING THAT I AFFORDABLE TO A DIVERE RANGE OF INCOME The Challenge Vancouver s diversity and vibrancy are at risk, as housing is increasingly unaffordable for Vancouverites of all incomes The City is experiencing a rental housing crisis, with a near-zero rental vacancy rate and rapid escalation in rents Families who need more space have difficulty finding rentals with two and three bedrooms The Proposal: Retain existing and deliver new rental and social housing Rental and social housing provide an important housing option for low and moderate income households, and are critical to keeping the Corridor diverse and accessible to all groups. The Plan will provide opportunities and incentives for more rental and social housing in key locations, and provide policy direction to retain the existing supply of these housing options. The Plan will also continue to support expansion and renewal of existing social housing sites throughout the Corridor. As a result, specific policies and details (e.g. densities) are not yet finalized. TEP 3: June

4 4 HOUING TYPE 住房类型 What types of housing will be provided in the Cambie Corridor? The draft directions for propose a number of new options informed by community input and the Cambie Corridor planning principles. GROUND-ORIENTED, FAMILY-FRIENDLY WHERE: These housing types maintain a residential character compatible with the neighbourhood while increasing family housing options and allowing for more flexibility on individual parcels. What about height and density? We are still working on the permissible height and density for the townhouse areas. Rowhouse & Courtyard Rowhouse ide-by-side homes with individual entrances and private outdoor space in the rear yard Lock-off rental units could be provided for a portion of the units Height: Generally 2.5 to 3 storeys Enclosed parking from the lane or underground Help bridge the gap between single-family homes and condominiums Offer ground-oriented, family-friendly units with individual entrances, outdoor space, and two and three bedrooms, at a lower cost than single-family detached homes Provide a built form that is compatible with both single-family homes and higher-density apartment buildings Duplex and Triplex Generally up to 2.5 storeys Front yard setbacks similar to single-family houses Ground floor unit could have lock-off suite ing spaces off the lane Allow for more flexibility on individual parcels Increase the number of family-friendly housing options in the Corridor Provide options for individual owners to redevelop their sites in place Infill to ingle-family on pecial ites Considered on some sites (e.g. very deep lots, corner lots, or lots next to parks or schools) Two buildings per lot: a single family house and a small infill unit on the rear Generally up to 2 storeys Infill building may be strata-titled The main house may have a secondary suite CHARACTER HOME ZONING REVIEW As part of the Character Home Zoning Review, the City recently released proposed incentives and draft design guidelines for retaining character homes in single-family (R) zones. APARTMENT WHERE: Low-rise buildings can provide a transition between development along major streets and surrounding lower-density residential areas. Taller apartment buildings can help frame the major streets, help more people live near rapid transit and public amenities, and provide opportunities for rental and social housing. At least 35% of all units in new apartment buildings will be two and three bedrooms.
