Current zoning is CD in the city limits of Lawrence, Kansas, with all public utilities available and in place. Topography is flat, abutting Kansas River. Access to the property is via 6 th Street, New Hampshire Street and New York Street, Purchase Price: $3,000,000. Leases on 1 st floor include the City of Lawrence and Heartland Clinic, (month to month.) The ground of this property is currently owned by the City of Lawrence. Riverfront, LLC has a long term ground lease on the property, originally acquired by The Chelsea Group who developed it as an outlet mall in Total Project Cost: $26.6 million A three level 240 stall secured parking garage is indicated on the lower east side with some surface parking. This is envisioned to be utilized for fleet and personnel vehicle parking as noted in the program. The entire East side parking area will accommodate a total of 260 vehicles. It may be determined that this can be minimized if some efficiencies are realized due to the adjacent existing parking garage. This is slightly less than the program which notes a requirement for 289 staff parking stalls. Public entrance is anticipated to utilize the upper east entrance to the existing space via the bridge from the upper level of the City parking garage Public parking is anticipated to use the City of Lawrence parking garage that has a capacity of 480+ stalls. 108 of these stalls are reserved for Marriot usage on the upper level deck. A new dock/loading area would be created for shared access to Marriot on the lower east side. This is due to a lease requirement between the building owner and tenant. Building This proposal indicates that 94,648 square feet of building space, as outlined in the Police Facility Need Assessment Study can be met at this location with use of 50,389sf of remodeled space within the building and a proposed addition of 44,261sf that would yield a total of 94,650sf that could be allotted to the Lawrence Police Department. This proposal also includes a 7,000sf two story outbuilding directly south of the city parking deck which could be used for storage or other accessory needs.

4 Existing interior circulation elements will be re-configured to allow for separated Marriot access via a new corridor and elevator. Emergency egress may be obtained through Marriot space if required. No emergency access will be required from the Marriot through the proposed space with the modifications indicated. Existing structure is steel beam/column type construction with 27 x 30 bays. The structure can be easily modified or supplemented as required for any proposed floor loads and/or any new vertical circulation elements where needed. Exterior of building is concrete block construction. Windows may be added along South façade for improved day lighting. Electrical Service to site is anticipated to be adequate and may be separated from existing building. There is an existing on-site generator which may be used if capacity is determined to be sufficient. Current generator capacity is 125 kw. Mechanical systems in existing spaces should be replaced so that a secure air intake may be constructed. The central location of this property and proximity to City Hall and other city services makes this property a logical choice. Proximities to the County Courthouse, Municipal Court and vehicle maintenance/fueling facilities are all excellent. Bringing the Lawrence Police Department s main headquarters back to Downtown Lawrence makes sense for a number of reasons. Central location, next to the heart beat of the city, city services, related businesses and activities.
