2 Project Narrative : Rapid redevelopment and rising rents in the Pike-Pine neighborhood have put many long-time residents and arts organizations at risk of displacement. 12th Avenue Arts was developed to address these community concerns. The project transformed an under-utilized, 29,058 square foot surface parking lot into a vibrant, mixed-used development providing a new center for arts, affordable housing, local nonprofits, street-level retail and public safety. Creating an active, engaging and civic building whose form and materials reflect the multiple program components was a primary design goal. To activate the pedestrian environment, ground floor entrances pull back from the sidewalk, creating outdoor gathering areas that open opportunities for retail businesses to spillover to the exterior. A consistent material vocabulary of aluminum storefront and board-formed concrete forms a solid, civic-focused building base; yet each separate entrance to the garage, apartments, restaurants and main lobby has a character that reflects its particular use and function. Inspiration for the undulating second floor façade comes from the brightly lit, ornamental marquees that once emblazoned entrances of early 20th century theaters. This element provides an exterior expression for the performing arts spaces within, creates a unique identity for the second floor office uses, and serves as an overhead canopy for pedestrians. The LED-lit building sign and canopy above the main entrance further emphasize the marquee concept. Upper floors are organized in a simple rectangular bar, which houses the residential apartments. The bar recedes from the street to emphasize the publicoriented uses of the lower levels and to create a greater privacy for the residents. This move allows for development of two large, outdoor deck spaces on the third floor one facing east, the other west. A third deck at the sixth floor is carved from the building mass and painted in blue tones. The southwest corner of the bar meets the sidewalk level to firmly anchor the building. To address the challenges associated with development on a site with access to only one street, the building sets back from the south property line to create its own private alley. This succeeded in maintaining access to natural light and fresh air for the adjacent apartment building, providing load-in access for theater companies, and creating a secure location for short-term bike parking. Since its opening one year ago, the project has become the center of the newly formed Capitol Hill Arts District and serves as the community s front porch.
